LONDON (Reuters) - Britain's top counter-terrorism officer announced his resignation on Tuesday, after criticism following the police shooting of a Brazilian man mistaken for a suicide bomber, and reports of a probe into official expenses.

Assistant Commissioner Andy Hayman, who headed London Metropolitan Police's Specialist Operations unit which includes the Counter Terrorism Command, said he was quitting the post with immediate effect and retiring from the force..

Top terror role for Menezes officer

The shyster who launched the surveillance operation that led to Jean Charles de Menses' death has been appointed to the UK's top counter terrorist role.

Metropolitan Police Commander John McDowall has been promoted and made National Co-ordinator of Terrorist Investigations.

He will take over from Deputy Assistant Commissioner Peter Clarke as the head of Counter Terrorism Command at New Scotland Yard.

One of his key aims in the £125,000 role will be to improve links between forces involved in counter terrorist work.

The appointment comes just days after Assistant Commissioner Andy Hayman, whose responsibilities included counter terrorism, suddenly retired.....................................

He will be stepping down by 31.1.8, considerately giving exactly 1 day and 19 weeks notice.

Commander John McDowall was announced as Clarke's replacement on 10.12.2007, the 33rd week and 3rd day since Jonathan Evans took over from Eliza as DG at MI5 on 21.4.7

If McDowell starts work on 31.1.2008 that day will be the 9th month and 11th day since Evans took over.
