Have the Police begun testing peoples IQ's?

I heard two cases recently were IQ's were mentioned. The adoptive parents of the boy who died from salt poisoning were supposed to have had very low IQ's and the informant at Forest Gate supposedly had an IQ of 69.

Presumably if they seem very simple they are tested. Extreme stupidity is a disability and so would influence what proceedings could be brought against them and what penalties they would get. That would be my explanation.
