ALAN JOHNSON, the health secretary, will this week tell health chiefs in areas of England with the highest rates of tooth decay to add fluoride to the water supply to improve the dental health of poor children.

Johnson will argue that adding the mineral to tap water is necessary to prevent tooth decay among children who do not brush their teeth regularly.

The health secretary believes the measure is needed to cut health inequalities between children in affluent families whose tooth brushing is supervised and in households where children may not even own a toothbrush.

“I want the NHS to do much more to prevent rather than just treat disease,” Johnson said.

“Fluoridation is an effective and relatively easy way to help address health inequalities - giving children from poorer backgrounds a dental health boost that can last a lifetime, reducing tooth decay and thereby cutting down on the amount of dental work they need in the future.

“We have a duty to help the areas with the worst records on tooth decay to discuss this issue and take the necessary steps to improve their dental health.”

However, the blanket fluoridation programme will be opposed by campaigners who say the entire population will be forced to take “medication” because a minority fail to brush their teeth.

The National Pure Water Association said: “By presenting fluoridation as a means of preventing tooth decay, Alan Johnson confirms the practice is medication. Fluoridation is carried out by water companies in violation of their customers’ human right to refuse consent to any medical intervention.

“Fluoride is only being added to prevent tooth decay among a relatively small proportion of the population, mostly children in deprived areas who do not brush their teeth. These children are already being identified and treated in more effective ways.”

Some doctors argue that while adding fluoride to water supplies would cut levels of tooth decay among poor children, the long-term medical consequences are unknown.

Johnson points out that in the Irish Republic, where more than 70% of water is fluoridated, the average number of decayed, missing and filled teeth per child is just 1.3 compared with 2.3 in Northern Ireland, where fluoridation has not been implemented.

Fluoride is already added to water supplies in areas of northeast England and the West Midlands. Fluoride also occurs naturally in the water supply in some areas.

In America, 70% of people use fluoridated water and it has been added to the supply of all US cities. In Australia the figure is 67 per cent.

Of Britain’s 10 primary care trusts with the best child dental health, seven have some fluoride, natural or added, in the water supply. In all 10 of the primary care trusts at the bottom of the tooth decay league table, tap water is not fluoridated.

Primary care trusts in Notting-ham, Manchester, Westminster and Bradford, which have some of the highest rates of cavities in children’s teeth, are likely to be earmarked for fluoridation.

Water fluoridation is known to cause a condition called fluorosis, discolouring teeth. There are also medical fears that consuming fluoride for years may increase the incidence of bone fractures and cancers.

A study from Taiwan found a high incidence of bladder cancer in women in areas with a high natural fluoride content in water.

Last year three academics accused the government of using inadequate evidence to promote the use of fluoride. They said there was not enough evidence to conclude that the benefits of water fluoridation outweighed the risks.

The government is also considering adding folic acid to bread to help to prevent babies being born with birth defects.

Alan Johnson was on the 5 live breakfast show this morning pushing water fluoridation as one way to allieviate regional health inequalities. He repeatedly ignored questions about possible negative effects on health caused by fluoride.

I noticed during my years that teeth seemed to be getting worse generally. Poison like sugar drinks and the destruction of NHS dental care has added to this over the years. Now I realise that this was probably planned, to destroy the dental care infrastructure of the public, promote teeth decay and then conveneintly come up with the cure, Fluoride, which also is reputed to dumb people down and make them even more passive than many people appear to be already.

Classic problem reaction solution it seems, with the end result the public accepting their own poisoning.

I've noticed over the past six months that the No2ID campaign has a big appeal to the professional middle class types whom I would have considered fairly immune if not averse to criticism of the government and activism generally before.

I've been pleasantly surprised just recently to find that flouridation also seems to press the same buttons with that demographic.

It may be a truism, but once a government starts antagonising those people en masse, it's dead and just waiting to be buried.

European Countries Banning the Use of Fluoride!

Because of health concerns, Belgium banned the sale of fluoride supplements to prevent tooth decay, France removed sodium fluoride from the market for the treatment of osteoporosis and Ireland plans to lower water fluoride levels. And, because poor quality research has been carried out on fluoride and health, British scientists called for more research into the health effects of adding fluoride to drinking water in a report published by the Medical Research Council.

Belgium

Belgium banned fluoride supplements because excessive use of fluoride increases the risk of osteoporosis, could damage the nervous system and, even Belgian dentists agree, is ineffective when ingested.

"Belgian health minister at the time Magda Aelvoet said she was now pressing for a Europe-wide ban, hinting that the removal of supplements was just the first step towards removing the chemical from the food chain," according to the article. Belgium’s ban is a result of a report by the health ministry’s advisory body. The health ministry plans to present the review to the European Commission this month in a bid to make Europe follow its lead, the article says.

According to Nutraingredients.com: "’We think we have very strong arguments for the ban,’ responded the ministry spokesman. ’And it is rather uncertain when the list of supplements (the Directive) will come in. We have asked the council of health to prepare a review of the existing scientific evidence to be presented to the European Commission so we are presenting them with a solid scientific basis for the ban to be brought into Europe...,’ said Belgium’s spokesman."

According to Nutraingredients.com: "’We base our opposition to fluoride on the fact that there is no positive impact from the supplements - brushing teeth with fluoride toothpaste is sufficient and there is no reason to do anything else. Fluoride should be applied topically to prevent caries, but should not be swallowed, especially by children who are more vulnerable to it. Although there is natural fluoride in tea and water, for example, we think that there are significant differences between the natural chemical and the synthetic fluoride used in dental products. And we have looked at a general review of the total literature, rather than a single study - we all know studies can sometimes be biased,’ responded the health ministry spokesman,"

"He explained: ’.... The position is very clear now, and it is supported by the dentists in Belgium. People should not consume fluoride but instead use it directly on teeth, such as when brushing with fluoride toothpaste. There may be an issue for children under the age of six, who sometimes swallow toothpaste, but we recommend that doses should be as low as possible,’ according to the Nutraingredients.com article."

France

France’s health products’ regulating agency suspended the sale of products containing fluoride salts for the treatment of osteoporosis and was reported in January 2002. The efficacy of fluoride to treat osteoporosis appeared unfavorable compared to alternative treatments and it poses a risk of fluorosis in the long run.
Ireland

An Ireland Government-commissioned report advises that fluoride levels added to water supplies be reduced and proposes further research into fluoridation, according to Irishhealth.com. The long-awaited report of the Forum on Fluoridation is to be published on September 10 in Dublin.

The dose reduction is proposed because of the wider ingestion of fluoride today from other sources - mainly by children and adults through regular use of toothpaste, according to Irishhealth.com. "A major High Court action is being taken by medical campaigner, Dr. Andrew Rynne against the State on the issue of fluoridation claiming that it is against the interests of public health due to toxicity. Around three quarters of the population receive fluoridated water, although some county councils have petitioned the government to be allowed not to add fluoride to the water in their areas," reports Irishhealth.com.

United Kingdom

Because poor quality research has been carried out on fluoride and health, British scientists called for more research into the health effects of adding fluoride to drinking water.

About five million people in Britain receive water with the fluoride content artificially increased.. Another 1.5 million drink naturally fluoridated water. It’s unknown whether naturally and artificial fluoride react the same or differently in the human body.

The Department of Health said it would study the absorption of fluoride, as the council recommended.

Much of the current evidence on the benefits of fluoride comes from research conducted several decades ago. A review conducted by York University, published in September 2000, concluded that little high quality research had been carried out on the broader question of fluoride and health. The British Government commissioned the Medical Research Council to consider what further research in this area might be required and what priorities should apply to inform public health policy in this area in 2000.

The group concluded that if new studies show that the uptake of fluoride from artificially fluoridated water is substantially higher than from naturally fluoridated water, then it will be necessary to further investigate the long term effects of fluoridation on hip fractures.

The group recommended an updated analysis of the data on fluoridation and cancer rates and suggested that any new studies on the causes of bone cancer could easily include an assessment of exposure to fluoride.

We, the undersigned professionals, come from a variety of disciplines but all have an abiding interest in ensuring that government public health and environmental policies be determined honestly, with full attention paid to the latest scientific research and to ethical principles.

EIGHT recent events make action to end water fluoridation urgent.

1. The publication in 2006 of a 500-page review of fluoride’s toxicology by a distinguished panel appointed by the National Research Council of the National Academies (NRC, 2006). The NRC report concluded that the US Environmental Protection Agency’s (EPA) safe drinking water standard for fluoride (i.e. maximum contaminant level goal or MCLG) of 4 parts per million (ppm) is unsafe and should be lowered. Despite over 60 years of fluoridation, the report listed many basic research questions that have not been addressed. Still, the panel reviewed a large body of literature in which fluoride has a statistically significant association with a wide range of adverse effects. These include an increased risk of bone fractures, decreased thyroid function, lowered IQ, arthritic-like conditions, dental fluorosis and, possibly, osteosarcoma.

The average fluoride daily intakes (*) associated with many of these adverse effects are reached by some people consuming water at the concentration levels now used for fluoridation — especially small children, above average water drinkers, diabetics, people with poor kidney function and other vulnerable sub-groups. For example, the average fluoride daily intake associated with impaired thyroid function in people with iodine deficiency (about 12% of the US population) is reached by small children with average consumption of fluoridated water at 1 ppm and by people of any age or weight with moderate to high fluoridated water consumption. Of special note among the animal studies is one in which rats fed water containing 1 ppm fluoride had an increased uptake of aluminum into the brain, with formation of beta-amyloid plaques, which is a classic marker of Alzheimer’s disease pathology in humans. Considering the substantial variation in individual water intake, exposure to fluoride from many other sources, its accumulation in the bone and other calcifying tissues and the wide range of human sensitivity to any toxic substance, fluoridation provides NO margin of safety for many adverse effects, especially lowered thyroid function.
* Note: “Daily intake” takes into account the exposed individual’s bodyweight and is measured in mg. of fluoride per kilogram bodyweight.

2. The evidence provided by the US Centers for Disease Control and Prevention (CDC) in 2005 that 32% of American children have dental fluorosis – an abnormal discoloration and mottling of the enamel. This irreversible and sometimes disfiguring condition is caused by fluoride. Children are now being overdosed with fluoride, even in non-fluoridated areas, from water, swallowed toothpaste, foods and beverages processed with fluoridated water, and other sources. Fluoridated water is the easiest source to eliminate.

3. The American Dental Association’s policy change, in November 2006, recommending that only the following types of water be used for preparing infant formula during the first 12 months of life: “purified, distilled, deionized, demineralized, or produced through reverse osmosis.” This new policy, which was implemented to prevent the ingestion of too much fluoride by babies and to lower the risk of dental fluorosis, clearly excludes the use of fluoridated tap water. The burden of following this recommendation, especially for low income families, is reason alone for fluoridation to be halted immediately. Formula made with fluoridated water contains 250 times more fluoride than the average 0.004 ppm concentration found in human breast milk in non-fluoridated areas (Table 2-6, NRC, 2006).

4. The CDC’s concession, in 1999 and 2001, that the predominant benefit of fluoride in reducing tooth decay is TOPICAL and not SYSTEMIC. To the extent fluoride works to reduce tooth decay, it works from the outside of the tooth, not from inside the body. It makes no sense to drink it and expose the rest of the body to the long term risks of fluoride ingestion when fluoridated toothpaste is readily available.

Fluoride’s topical mechanism probably explains the fact that, since the 1980s, there have been many research reports indicating little difference in tooth decay between fluoridated and non-fluoridated communities (Leverett, 1982; Colquhoun, 1984; 1985 and 1987; Diesendorf, 1986; Gray, 1987; Brunelle and Carlos, 1990; Spencer,1996; deLiefde, 1998; Locker, 1999; Armfield and Spencer, 2004; and Pizzo 2007 – see citations). Poverty is the clearest factor associated with tooth decay, not lack of ingested fluoride. According to the World Health Organization, dental health in 12-year olds in non-fluoridated industrialized countries is as good, if not better, than those in fluoridated countries (Neurath, 2005).

5. In 2000, the publication of the UK government sponsored “York Review,” the first systematic scientific review of fluoridation, found that NONE of the studies purporting to demonstrate the effectiveness of fluoridation to reduce tooth decay were of grade A status, i.e. “high quality, bias unlikely” (McDonagh et al., 2000).

6. The publication in May 2006 of a peer-reviewed, case-controlled study from Harvard University which found a 5-7 fold increase in osteosarcoma (a frequently fatal bone cancer) in young men associated with exposure to fluoridated water during their 6th, 7th and 8th years (Bassin et al., 2006). This study was surrounded by scandal as Elise Bassin’s PhD thesis adviser, Professor Chester Douglass, was accused by the watchdog Environmental Working Group of attempting to suppress these findings for several years (see video). While this study does not prove a relationship between fluoridation and osteosarcoma beyond any doubt, the weight of evidence and the importance of the risk call for serious consideration.

7. The admission by federal agencies, in response to questions from a Congressional subcommittee in 1999-2000, that the industrial grade waste products used to fluoridate over 90% of America’s drinking water supplies (fluorosilicate compounds) have never been subjected to toxicological testing nor received FDA approval for human ingestion (Fox, 1999; Hazan, 2000; Plaisier, 2000; Thurnau, 2000).

8. The publication in 2004 of “The Fluoride Deception” by Christopher Bryson. This meticulously researched book showed that industrial interests, concerned about liabilities from fluoride pollution and health effects on workers, played a significant role in the early promotion of fluoridation. Bryson also details the harassment of scientists who expressed concerns about the safety and/or efficacy of fluoridation (see Bryson interview).

We call upon Members of Congress (and legislators in other fluoridating countries) to sponsor a new Congressional (or Parliamentary) Hearing on Fluoridation so that those in government agencies who continue to support the procedure, particularly the Oral Health Division of the CDC, be compelled to provide the scientific basis for their ongoing promotion of fluoridation. They must be cross-examined under oath if the public is ever to fully learn the truth about this outdated and harmful practice.

We call upon all medical and dental professionals, members of water departments, local officials, public health organizations, environmental groups and the media to examine for themselves the new documentation that fluoridated water is ineffective and poses serious health risks. It is no longer acceptable to simply rely on endorsements from agencies that continue to ignore the large body of scientific evidence on this matter — especially the extensive citations in the NRC (2006) report discussed above.

The untold millions of dollars that are now spent on equipment, chemicals, monitoring, and promotion of fluoridation could be much better invested in nutrition education and targeted dental care for children from low income families. The vast majority of enlightened nations have done this (see statements).

It is time for the US, and the few remaining fluoridating countries, to recognize that fluoridation is outdated, has serious risks that far outweigh any minor benefits, violates sound medical ethics and denies freedom of choice. Fluoridation must be ended now.
