This report doesn't bear much resemblance to any objective scientific report I have ever seen. The objective of the study is not laid out, it's clearly sponsored or encouraged by big business, it's biased, with phrases like 'Could do better', and it seems to be about the Lisbon Treaty which hasn't been formally accepted yet.

I've just saved myself a couple of hours by not reading it.

I'm sure all this propaganda will put a lot of people's backs up, who may otherwise have supported the new EU Constitution.
