Sorcha Faal who wrote that article is a disinformation agent. He/she is the same one that Jane Burgermiester is suing for defamation.

Sure DD, but there's a difference between mis-info and dis-info.

We're probably all spreading mis-info - but usually keen to correct the mistake. But spreading dis-info - and knowing its dis-info - well that's a crime.
