The government plans to rush through measures allowing people with suspected mental health issues to be quickly detained because of fears over staff shortages in any forthcoming swine flu outbreak, it has been revealed.

The temporary changes to the Mental Health Act, as laid out in an unusually short consultation lasting just one month, would mean it would only take one doctor, rather than two, to have a person sectioned and put on medication without their consent.

The measures could have a serious effect on the thousands of patients with psychiatric issues who currently live outside state care, meaning many could be detained against their will on the word of just one health professional.

With very little information on the proposed changes published, many mental health experts have warned the government that they risk side-lining an already vulnerable community and have called on it to spell-out the full raft of changes proposed in the consultation.

This is very sneaky of 'our' govern ment, I wonder which month the changes are aimed for. Its pretty obvious that refusing this vaccine could result in you been deemed mentaly unfit and detained. More scare tactics to make us submit or something more sinister?

Swine flu sparks mental health law change

By Andrew Jack and Clive Cookson

Published: September 10 2009 19:33 | Last updated: September 10 2009 19:33

The government plans to make it easier for doctors to detain and forcibly medicate people with suspected mental health problems, under emergency measures being rushed through because of fears of medical staff shortages during a second wave of the swine-flu pandemic.

The Department of Health said it wanted a single doctor, rather than the usual two, to be able to place individuals in mental institutions and authorise them to receive drugs without consent.

In a consultation launched on Thursday, the department said the proposals had been sparked by concerns over the “severe staff shortages” that could be caused by another surge in the flu pandemic, which officials estimate could affect up to a quarter of health service employees.

The plans could have wide-ranging implications for thousands of patients with suspected psychosis, depression and psychiatric problems who are “sectioned” against their will under the 1983 mental health act.

Just over 28,000 people were formally admitted to hospital in England under the act in 2007-08, and a further 19,500 people were detained after being informally admitted.

Sir Liam Donaldson, chief medical officer, said the temporary changes were designed to maintain existing levels of care while protecting the safety and rights of patients and the public.

However, psychiatrists raised concerns that the measures would provide too much discretion to doctors. They also questioned why the government had not consulted earlier on the measures, given that preparations for a pandemic have been taking place for several years.

“To take away just about all the safeguards seems a serious step which removes the protections for patients and professionals. This is a much softer standard than we have now,” said Dr Tony Zigmond from the Royal College of Psychiatrists.

The health department apologised for the short notice for the consultation, open until October 7, before the necessary changes to the law.

Existing rules require two doctors to agree with a mental health professional’s recommendation that a person should be detained in an institution and given medication.

The proposals came as Ian Dalton, national director for NHS flu resilience, said regional health service centres around England had all confirmed that they could double critical care capacity during a second surge of infections. Health officials are watching closely for signs of a second pandemic, although the number of infections across the country fell further over the past week, according to data released on Thursday.

The data suggest that a second wave is yet to begin and will not reach a peak at least until November, when employers are bracing for absentee rates of 12 per cent. To date, there have been 66 deaths related to swine flu in England.

The delays give the government more time to prepare for widespread flu vaccination. The UK and other governments have already reported delays in the delivery of vaccines because of manufacturing problems, and are still awaiting regulatory approvals that the products are safe.

A paper published this week in Science, the journal, estimated that 70 per cent coverage could be required to mitigate a severe outbreak, based on flu trends in the US.

Separately, there was official confirmation on Thursday that government experts had been split over how widely to distribute antiviral drugs as the pandemic spread across the UK.

John Beddington, who co-chairs the Scientific Advisory Group for Emergencies, told a meeting at the British Science Festival in Guildford said: “There was a division of views in SAGE about whether access to antivirals should be universal or selective.”

This is a horrific story of psychiatric abuse, which shows just what can happen if you tell the truth:

Quote:
Held In A Psychiatric Ward & Called “Delusional” For Saying 9/11 Was An Inside Job

By Clare Swinney, Member of Scholars For 9/11 Truth & Justice.

I was wrongly diagnosed as delusional by the psychiatric staff of Ward 7 at Northland Base Hospital in Whangarei and held hospital against my will for 11 days in mid-2006, because I maintained the attacks of 9/11 were orchestrated by criminal elements inside the US Administration.

POLITICAL PRISONER

Clare Swinney brought a complaint to the Broadcasting Standards Authority pointing out that TVNZ’s claim that Osama bin Laden carried out the attacks of 9/11 was an outright lie. Shortly afterwards, she was threatened and then incarcerated in a psychiatric ward. Following a week of compulsory treatment, the head psychiatrist told a judge that she should remain in hospital, as her belief that 9/11 was an inside job was evidence she was “delusional.” The judge agreed. This is her extraordinary story:

Hi All.

Hello Fish hope all is well with you and yours sir.

I hear you but if it goes in the US you can bet your life it is coming here. We know the nwo agenda; so as not to awaken the sheeple, is divided up across the globe. Any other way would alert everyone to the overall agenda as it was instilled in all nations together, divide the scam and it is missed.

For example, CCTV was piloted here and is now being pushed across America, the Academy schools piloted in the US and are currently being pushed here.

As any big political agenda is exposed in any NATO country, what we are seeing are the pieces of the overall puzzle, the end effect is an amalgamation of all the parts which will be the nwo.

They are building a giant sex drugs and booze clinic within the Burnley Academy....but of course the real reason for this new build is for it to become in quick time a mass vaccination centre....in a school

Any study into the previous pandemics as far back as the middle ages, shows they have them last around five years, so if they get to the stage whereby the mass of people take the vaccinations for flu, then every six months they will have yet another pandemic and hey presto another vaccine....only this time now, I doubt there would be a let up given this whole agenda is about eugenics and the mass cull of the populations.

The last ditch attempt by a very frightened elite to prevent them losing power, power they have known they will lose since they began. On the back of that making as big a mess as they can amongst Gods children is the final act of desperation....and that is without the nuclear threat.

We are as we are because of the corporate attitude and greed of those in positions to serve, that means they follow only the #$ carrot. Getting huge insurance payoffs for shopping employees and worse, children for transportation, for me is just an offer most in that sense of mind would find impossible to turn down.

However I hope you are correct...

Good to hear you Fish...till the next time..
