I'm taking it that the quote is definitely about Snowe'e ignorance and not your reading aloud skills.

James Madison was not known as a great public speaker, as his voice was soft and quiet. He was known as an effective speaker, as often the crowd would get quiet and listen when he spoke.

Olympia Snowe is unlikely to be concerned about what it says in the Constitution, even if the Father of the Constitution was in her presense.
