At roughly the same time, an internal report on police corruption across the country was leaked to the press and it put the matter in even starker terms, saying that the problem was so "pervasive", it could have reached what was called Level Two, defined as "the situation which occurs in some third world countries".................

Murdered Special Constable Nisha Patel-Nasri used her police warrant card to collect a debt run up by a client of her husband’s escort agency, it has emerged.
She also helped him run the brothel - driving hookers to jobs - and sell drugs, it has been revealed.
The 29-year-old was disciplined by the Metropolitan Police after a sergeant from another force complained about an angry confrontation he had with Nisha after the client called the police.
In another dramatic development, Nisha’s older brother Pilesh Patel has claimed she forged their mother’s signature on a will that left Nisha and their younger brother a house...........

The point I was trying to make is that like most thinking people, I don't believe a thing written in the Mail. On that basis, alleging a police officer is corrupt based on a Mail story, is not worthy of this site; unless of course there is some real evidence. If there is, let's see it.

I dont believe most things written in all papers not just the Mail.
So I cant see why it is being singled out as more evil than all the others?

Its like arguing Sainsbury's is less money grabbing than Tescos and its advertising more honest about its products.

If they both ran a brothel and the bloke went off with one of the women there he bumped off his wife to claim the insurance. At a low level nothing more than Silverstein did with the Twin Towers pocketing the insurance.

Whats new about that?

Who has been libelled. The story is about an court case against a murder.

And silly me though I lived in a free country.

Oh, that's right, its not very well written and got bad reviews, probably never deserved to get printed in the first place.

AT HOME ABROAD: The boys in blue —Angela Williams

My 22-year-old servant was recently tortured by the Lahore police. Everyone regarded me with apparent pity for my naïveté and foreign over-sensitivity, reminding me that I was living in Pakistan and should not be shocked at such occurrences, which are commonplace here. They are commonplace in Britain too, and I still insist on being shocked

Joke: A keen young schoolteacher was instructing her class of 6-year-olds in the slums of London on the role of the police in the community. “The police are our friends; if we are lost, a policeman will always help us to find our way home. If bad people steal our money, the police will catch those bad people and give our money back.” She then showed the class lots of colourful pictures of kind policemen, bobbies on the beat helping old ladies across the road and directing traffic with a cheery smile.

The 6-year-olds then wrote all they had learnt about the police, and drew and coloured a picture of a bobby.

Everyone produced the expected piece of work except one child, Joey, who wrote only three words: “police is b******s.”

The young teacher was shocked at the entrenched prejudice of the child, and determined to renew her efforts to enlighten him. The following week, she arranged for a visit by the police to the school playground, where the young constables duly endeared themselves by allowing the 6-year-olds to wear their helmets, blow their whistles and have rides in the police car, sounding the siren. Ice cream cones were given to the children as the smiling coppers waved good-bye.

Thrilled and glowing accounts of the visit were produced by all the children except one: Joey’s composition now consisted of 4 words: “police is cunning b******s.”

Joey was not daft. And he was referring not to a corrupt Third World police force but to the British Metropolitan police, pride of the capital, part of the first modern police force to come into being in the 19th century, introduced by Sir Robert Peel, (hence ‘bobbies’ and ‘peelers’.)

Joey knew that the stalwart lads in blue, for all their polite and friendly demeanour, are lackeys of the state, and exist to preserve the status quo, to ensure that the rich remain rich and that the poor are kept in their place, with violence if necessary.

I am prompted to write this by the reaction of many friends and acquaintances to my narration of the ordeal undergone by my 22-year-old servant who was recently tortured by the Lahore police. Everyone regarded me with apparent pity for my naïveté and foreign over-sensitivity, reminding me that I was living in Pakistan and should not be shocked at such occurrences, which are commonplace here. Stephen Lawrence, a young black student was waiting at a bus stop in southeast London one evening in April 1993 when he was knifed to death by a gang of white youths. This unprovoked, racist attack occurred 12 years ago and the Lawrence family is still waiting for someone to be brought to justice for Stephen’s murder. One of the main suspects is the son of a police chief.

Daniel Morgan, a 37-year-old father of two was found in a south London pub car park 17 years ago with an axe in his face, according to British journal Private Eye. Four police investigations — the last of which concluded only last year — have failed to bring anyone to account for the murder. Last year, in their book Untouchables, Michael Gillard and Laurie Flynn suggested that the victim had been about to expose major police corruption.


Mr Morgan’s family’s anxieties have increased with every flawed police investigation into his gruesome murder. Their concerns, particularly about the former Metropolitan police sergeant Sid Fillery, who initially played a key role in the investigations into the murder, but who was subsequently accused of being involved in it, have never been addressed.

At the 1988 inquest into Morgan’s death, a bookkeeper made a sensational claim that Morgan’s business partner, Jonathan Rees, and Met officers including Fillery, had planned the murder and arranged for officers from Catford CID to be involved in it and in the subsequent cover-up. Fillery was one of the Catford officers who played a crucial role in the vital first four days of the murder inquiry. He had conducted the first interview with the prime suspect, Rees (his friend) and he had had the opportunity to take possession of key documents, including Morgan’s diary, which has never, subsequently been found. Fillery was taken off the case after his friendship with Rees became known.

Rees was subsequently jailed for arranging to plant drugs on an innocent woman. Fillery was sentenced to community rehabilitation after admitting 13 counts of making indecent images of children.

In December 2004, Hazel Blears, Tony Bliar’s minister for policing, wrote to the Morgan family’s London lawyers, saying that an enquiry was not in the public interest. She had found, she stated, “no plausible evidence of police corruption”.

No, dear. Of course you didn’t. Now, what was little Joey saying?

Reporters demand probe after Guardian 'betrayal'

Two award-winning journalists who believe they have been "betrayed" by The Guardian over an investigation into police corruption are calling for an inquiry into a letter sent to the newspaper's editor, Alan Rusbridger, by a senior Metropolitan Police officer.

Michael Gillard and Laurie Flynn want the Police Complaints Authority to find out why a letter, containing what they believe are serious allegations against them and demanding details of their investigation sources, was sent by Commander Andy Hayman to Rusbridger last August.

That letter, published for the first time in Press Gazette today, was never shown to either Gillard or Flynn by Guardian management, leading the journalists to believe they had been severely let down by the paper.

The Guardian says the letter remained, forgotten, in its files until early this year. In the letter, Hayman told Rusbridger he believed that Flynn and Gillard "may be at risk, perhaps unwittingly" of assisting a private investigator, Jonathan Rees, in "unethically or unlawfully seeking his acquittal to the serious charges he will be required to answer" in a forthcoming trial for Conspiracy to Pervert the Course of Public Justice.

He asked the editor for details of all contact between Rees and the two journalists or other members of Guardian staff. He also offered Rusbridger a confidential briefing.

Gillard denies the pair - whose freelance contracts with the paper have now ended - planned to publish anything about Rees, who was subsequently convicted of the conspiracy charge. He believes there is a link between the Hayman letter and the newspaper dropping their lengthy investigations into a police anti-corruption unit - the so-called Untouchables.

Writing in Press Gazette, Gillard says The Guardian's treatment of their investigation and the manner in which it dealt with the letter is "disturbing for a newspaper that markets itself as a sleazebuster and champion of ethical journalism". He also believes that the problem in investigating police corruption may be more widespread. The Guardian, he suggests, is "not alone in this betrayal of core journalistic principles".

However, Rusbridger insists there is no connection between the letter and the dropping of the investigations - a decision which he says had been taken before the letter arrived and was based on internal and external legal advice.

Hayman's letter arrived when Rusbridger was on holiday and was dealt with by his deputy, Paul Johnson, who "placed it in his files and did not reply to it, since by that stage Michael and Laurie had been told that we felt that we had got as far as we could with their theories on police corruption", Rusbridger told Press Gazette.

He did not become aware of the letter until late January, after Gillard and Flynn, convinced of its existence, prompted him to check the files.

"It contained no serious allegations about Michael and Laurie and was in no sense an attempt to place The Guardian under any pressure," Rusbridger said. "No briefings between any Scotland Yard officer and any executive of The Guardian on or off the record occurred after the letter was received. There was not any contact so there was no pressure.

"The Guardian invested a large amount of time, money and the best legal resources we could find to back Laurie and Michael in their investigation into alleged police corruption. Our unequivocal and unanimous legal advice at the end of the day was that we could not defend the allegations that they were seeking to make."

This 2001 film from migrant media is about a series of deaths of ethnic minorities in police custody going unpunished at the Metropolitan police. Proof positive of racism and deep-rooted corruption at public expense. What does that level of misconduct in public office do to a person when it goes unpunished? The Crown Prosecution Service (CPS) certainly take a major part of the blame for blocking prosecutions of Paul Wright and Andrew McCullum. Awesome film of the uncomfortable (to put it mildly) police officers at Shiji Lapite's inquest.

New powers for police to hack your PC - Civil liberties groups raise alarm over extension of surveillance without warrant

Police have been given the power to hack into personal computers without a court warrant. The Home Office is facing anger and the threat of a legal challenge after granting permission. Ministers are also drawing up plans to allow police across the EU to collect information from computers in Britain.

The moves will fuel claims that the Government is presiding over a steady extension of the "surveillance society" threatening personal privacy.

Hacking – known as "remote searching" – has been quietly adopted by police across Britain following the development of technology to access computers' contents at a distance. Police say it is vital for tracking cyber-criminals and paedophiles and is used sparingly but civil liberties groups fear it is about to be vastly expanded.

Remote searching can be achieved by sending an email containing a virus to a suspect's computer which then transmits information about email contents and web-browsing habits to a distant surveillance team.

Alternatively, "key-logging" devices can be inserted into a computer that relay details of each key hit by its owner. Detectives can also monitor the contents of a suspect's computer hard-drive via a wireless network.

Computer hacking has to be approved by a chief constable, who must be satisfied the action is proportionate to the crime being investigated.

Last month European ministers agreed in principle to allow police to carry out remote searches of suspects' computers across the EU.

Details of the proposal are still being developed by the Home Office and other EU ministries, but critics last night warned it would usher in a vast expansion of police hacking operations.

Shami Chakrabarti, director of the human rights campaign group Liberty, said such a vast expansion of police powers should be regulated by a new Act of Parliament and that police should be forced to apply to a court for a warrant to hack into computers.

She said: "This is no different from breaking down someone's door, rifling through their paperwork and seizing their computer hard drive."

Ms Chakrabarti said the organisation believed it had strong grounds to challenge the practice both under British and European law.

Dominic Grieve, the shadow Home Secretary, said: "The exercise of such intrusive powers raises serious privacy issues. The Government must explain how they would work in practice and what safeguards will be in place."

A spokesman for the Association of Chief Police Officers, said police carried out 194 hacking operations in 2007-08 in England, Wales and Northern Ireland, including 133 in private homes, 37 in offices and 24 in hotel rooms.

The spokesman said such surveillance was regulated under the Regulation of Investigatory Powers Act.

"The police service in the United Kingdom will aggressively pursue serious and organised criminality, including where that takes the modern forms of hi-tech crime," he added.

The Government faces criticism over the erosion of civil liberties on a series of fronts. It is working on plans for a giant "big brother" database holding information about every phone call, email and internet visit made by everyone in the United Kingdom.

The first Britons will receive biometric identity cards at the end of the year, paving the way to the world's largest identity register. Genetic details of more than four million people are on the DNA national database, the highest proportion of any Western country. The European Court of Human Rights has ruled that Britain's policy of retaining samples from people never convicted of a crime – including children – breaches human rights.

Mark Kearney: The hero policeman who is now a suspect

The detective at the centre of the jail bugging row says he repeatedly warned his bosses it was wrong to record conversations between an MP and a terror suspect.

Mark Kearney feared the eavesdropping operation breached the rights of Muslim Labour MP Sadiq Khan as he visited inmate Babar Ahmad.

The concerns of the former Thames Valley Police detective sergeant emerged in a statement given to officers after he was arrested over claims he leaked confidential information to a local reporter.

Kearney, 59, formerly head of the force's prison investigation unit, described how he came under "significant pressure" from Scotland Yard.

Met officers wanted him to record conversations between Mr Khan and his constituent and childhood friend Ahmad at Woodhill category A prison in Milton Keynes.

He stated: "This request was very difficult. The MP was Sadiq Khan, the member for Tooting and the constituent MP for the suspected terrorist. Mr Khan is also a prominent human rights lawyer.

"This concerned me on the grounds that the recording may cross the barriers of legal privilege and the delicate area of human rights in visits involving members of parliament.

"I left several messages for my manager to contact me so I would discuss the issues. Unfortunately, he did not respond.

"I did record the visit, but have never felt it was justified in these circumstances."

Scotland Yard's most senior officers authorised the bugging of conversations between Mr Khan, now a Government Whip, and Ahmad in 2004.

Anti-terror officers monitored visits by Mr Khan, MP for Tooting, South London, to Ahmad in prison prior to bugging episodes in 2005 and 2006.

Yesterday, Kearney said the publicity had put him in danger, adding: "I believe it puts my life and safety at risk."

Shadow Home Secretary David Davis said he told Downing Street last year, but No10 said it had not received the letter.

However, the Ministry of Justice now admits officials became aware of the concerns in December.

Mr Davis said officials should have told ministers immediately of the alleged breach of the Wilson Doctrine, which bans bugging of MPs.

He said: "It is beyond belief that the department would not flag up to a minister that the Wilson Doctrine had been broken in the department."

Computer expert Ahmad faces extradition to the U.S. to be tried on charges of running terrorist fundraising websites.

Conversations between him and Mr Khan are believed to have been recorded by a microphone hidden in a table in a room for prison visits.

The row over when the Government knew of the bugging claims continued yesterday.

LibDem home affairs spokesman Chris Huhne said that if ministers had not been told since December, it was an "appalling comment" on their control of departments.

In November last year, Kearney appeared in court charged with eight counts of wilful misconduct in a public office - after falling victim to a six-week bugging operation by his own police force.

Charged with aiding and abetting him are journalist Sally Murrer, 48, of Dunstable, Bedfordshire, private detective and ex-policeman Derek Webb, 53, of Harpenden, Hertfordshire, and Mr Kearney's youngest son Harry, 20, a sapper in the Royal Engineers.

Kearney, a married father of three, served in the police for 30 years before retiring after his arrest. His last role was recording conversations of inmates in all seven prisons in the Thames Valley Police area.

Nearly 20,000 bugging operations a year are signed off by British police - more than 50 requests every day, mostly "directed" surveillance of conversations in public areas.

In 2007, chief constables signed off 350 "intrusive" operations - such as bugging an individual's car or home.

Police investigate 'orgy' at Scotland Yard leaving party

Scotland Yard chiefs launched an investigation today into allegations of an orgy at a Met leaving party held in a pub.

A WPC and a female police worker are accused of having sex with up to five police officers during an alleged drunken orgy at the party.

They now face the sack as the Met investigates the incident.

Some of the officers, all believed to be from the same south London police station, reportedly filmed the incident on their mobile phones.

Scotland Yard said everyone allegedly involved was off duty at the time and confirmed an inquiry into gross misconduct, which can lead to dismissal, is now under way.



The sex party is said to have taken place last month at the Pineapple pub in Kennington, close to Waterloo station.

It reportedly began when the WPC, in her late twenties, performed a sexual act on her boyfriend in the packed bar area.

Another four officers in their thirties reportedly had sex with the civilian, aged 19, in the pub lavatory. One officer said: ‘It was scandalous.’

Sources said the woman had been drinking throughout the evening and apparently consented. It is understood that no complaint has been received from either woman and no one has been suspended.

The civilian worker refused to comment on the allegations at her parents’ home in South London. She said: ‘I’m off work with flu. I don’t want to talk.’

The Metropolitan Police Commissioner, Sir Paul Stephenson, is said to be angry over what he called a ‘disturbing incident’.

The head of the Met slapped down the Tories yesterday for claiming they control the police force and insisted: "I'm the captain of the bridge."

Commissioner Sir Paul Stephenson told London Mayor Boris Johnson's team that "no sensible" politician would interfere in operations.



Johnson's head of policing Kit Malthouse claimed two weeks ago to have his "hand on the tiller" of the Met.

But Sir Paul said: "Anybody who knows about sailing knows only small boats have tillers. If you have a supertanker you have a bridge and a captain. I'm the captain, I know where the bridge is."

He added: "The police service is not part of any government. It is our responsibility to set strategy." Mr Malthouse is thought to have annoyed senior officers with requests to be involved in operations. At the Superintendents' conference Sir Paul said he had good relations with Johnson but refused to include Mr Malthouse...................

The revelations have led to concerns that the new approach amounts to the politicisation of policing.
In an interview with The Guardian Malthouse said he felt that the police should be answerable to elected politicians, who should be allowed to press them to do things that would be electorally popular........

Scotland Yard says it is reviewing the case of a second undercover police officer who stands accused of using a false identity in a criminal trial after being sent to infiltrate protest groups.

Bob Lambert, who ran a network of police spies in the protest movement after living deep undercover himself, is suspected of having been prosecuted for distributing animal rights leaflets under his alias.

The Metropolitan police have referred the case of the first officer, Jim Boyling, to the Independent Police Complaints Commission, three days after the Guardian and BBC Newsnight revealed evidence he lied under oath about his real identity. In a statement on Friday night, the Met said: "The referral relates to allegations that he gave evidence using a pseudonym and attended meetings with defence lawyers."

But the Met has also said it is "reviewing similar allegations about a retired officer, with a view to referring it to the IPCC".

The Guardian told the Met on Thursday it had obtained a letter, written by Lambert, in which he tells another activist he has been "backwards and forwards to Camberwell Green magistrates court for distributing 'insulting leaflets' outside a butchers shop".

Asked if this meant he had been prosecuted under his false identity, and therefore misled the court, Lambert declined to comment.

Lambert spent years living under a false identity with animal rights and environmental activists in the mid-1980s, before being promoted to a position in which he controlled a network of spies.

Among his team was Boyling, who pretended for years to be an environmental activist and was accused this week of giving false evidence under oath and concealing his real identity in court. It is alleged that he had been given permission to deceive the courts by senior officers.

The revelation threw a major inquiry into undercover policing of protest groups into disarray on Wednesday, when the publication of a report on the controversy was hurriedly cancelled.

The review, conducted by Bernard Hogan-Howe in his role at Her Majesty's Inspectorate of Constabulary (HMIC) before he became commissioner of the Met, was expected to rule out calls for a more robust system of oversight. It is now being reconsidered.

Police chiefs have been accused of authorising undercover officers to hide their real identities when they were being prosecuted over offences arising out of their undercover roles. It is alleged that being prosecuted was "part of their cover" as it helped to boost their credibility among the campaigners they had infiltrated.

The controversy surrounding undercover policing, which began with revelations about a third officer, Mark Kennedy, who lived for seven years with environmental activists, has resulted in nine separate judicial and disciplinary inquiries.

Hogan-Howe will be asked on Thursday to conduct an audit of all the Met's undercover policing operations to discover whether officers "lied in court". The question, tabled by Jenny Jones, a Green member of the London assembly who sits on the Metropolitan police authority, is one of a number of issues expected to be raised with the commissioner. Keith Vaz, chairman of the Commons home affairs select committee, said he would be calling on the head of HMIC, Sir Denis O'Connor, to give evidence to parliament.

"I am very concerned by allegations that undercover officers have been authorised to give false evidence to courts," Vaz said. "The activities of police officers, whether undercover or on the beat, must be regulated and be held to account."

Lambert assumed the fake persona of "Bob Robinson" to penetrate animal rights and green campaigns for four years in the 1980s. The letter, written by Lambert in January 1986, has come to light since he was unmasked after being confronted last Saturday by one of the groups he had infiltrated. He had sent it to Martyn Lowe, an activist with an environmental group known as London Greenpeace. Lowe said Lambert had been trying to persuade him to get involved in the environmental group again, and was passing on his news.

He said that by telling him about his court appearances, Lambert "must have been hoping to bolster his image as an activist. It was not a surprise".

He added that Lambert cultivated the idea that he was involved in militant, possibly illegal, protests.

"Bob gave off the impression he was doing a lot of direct action but one could never put one's finger on it. He never talked about it directly." At the time, animal rights activists were targeting butchers.

Lambert had gone undercover as part of covert police unit known as the special demonstration squad, which monitored and disrupted political groups that it believed caused public disorder.

Asked if he had authorised Boyling to conceal his real identity from the court, Lambert declined to comment.

In the latter part of his 26 years as a special branch detective, Lambert set up a Scotland Yard unit to improve relations between police and Muslim community groups to stop Islamist terrorist attacks. In recent years, he has become an academic and spoken out against Islamophobia.

A Scotland Yard chief inspector has been sacked after boasting that he had sex with a 14-year-old boy, it was revealed today.
John Duffy, 46, claimed online that he carried out the depraved sex act on a teenage stranger he met through a gay dating website.
He also bragged that he had taken cocaine and used his position as a uniformed officer to try and seduce people online.
Duffy was caught out after a shocked user of the website reported him to the police. He was arrested at his home in Tunbridge Wells, Kent, on suspicion of sexual assault in June last year.
Last week it was revealed that a senior inspector from the Metropolitan Police had been sacked after an internal investigation. The officer was not named but he has now been revealed to be Duffy, the Sun reported today.
Duffy was in charge of the scene at Stockwell Tube Station where Brazilian electrician John Charles de Menezes was wrongly shot dead by police in 2005. The 27-year-old had been suspected of being involved with the failed London bombings the day before.
Last week it was revealed that Duffy had used his position to advertise himself online in an attempt to meet sexual partners while in uniform.
He was arrested at his home last year but a criminal investigation by Kent Police was dropped because there was not thought to have been enough evidence.
However, the Met's Directorate of Professional Standards launched an internal investigation with supervision from the Independent Police Complaints Commission.
Duffy was sacked last week after a two-day hearing in which he was found guilty of gross misconduct.
'There was no evidence he did have sex with a boy. It was all a fantasy, but an unhealthy one,' a source told the Sun.
IPCC commissioner Mike Franklin said: 'Police officers, by virtue of the powers vested in them, hold positions of authority and trust in our communities.
'Those who discredit their role cannot expect to continue to serve the public and, as in this case, they should be dismissed.'
Commander Peter Spindler, director of professional standards at the Met, said: 'Officers and staff may believe that what they do online, whether on duty or off-duty, is either anonymous or doesn't have any impact on others.
'This is not the case. The Metropolitan Police Service will pursue any allegations regarding improper online activity as vigorously as any wrongdoing offline.
'We expect our employees to behave professionally, morally, ethically and with the utmost humility and integrity in all areas of their lives. Anything short of this will not be tolerated.'
A IPCC spokesman said: 'The breaches relate to claims made to members of the public on an interactive dating website that he was a serving police officer and that he had committed criminal offences including drug-taking and a sexual offence.
'He was also found to have used his position as a uniformed police officer to have advertised himself online in an attempt to meet sexual partners while in uniform.'

Criminals in uniform: Almost 1,000 officers with convictions from drug dealing to perverting justice are still in the police
More than 900 police officers continue to serve despite being convicted of crimes including violence, robbery and fraud.
Forces employ policemen and women with criminal records for assault, burglary, supplying drugs and perverting the course of justice.
Among them are several senior officers, including two detective chief inspectors and a chief inspector working for the Metropolitan Police.
In some cases continuing to employ officers appears to directly contradict Government guidelines which insist on ‘proven integrity’.

They highlight that people with convictions for certain offences, including assault, dangerous driving and burglary, should not be recruited.
At least 944 serving officers and police community support officers (PCSOs) have a conviction. Most are for traffic offences such as speeding and drink-driving, but there are also offences of dishonesty and fraud.
Among the 944 are a Devon and Cornwall PC convicted of burglary as a teenager and officers in Essex convicted of dangerous driving, supplying cannabis and robbery.
A volunteer special constable continues to serve despite being convicted of swiping a set of car number plates and using them to steal petrol from service stations.
In Hertfordshire a sergeant was convicted of dangerous driving and a Kent PC has a 1998 conviction for perverting the course of justice.
Five Merseyside officers have been convicted of assault and another has a criminal record for causing death by careless driving.
A North Wales officer was convicted of forgery and a Staffordshire Police inspector has a record for keeping a dangerous dog.
A Surrey Police detective constable was convicted of obstructing police while others have records for wounding, drink driving and animal cruelty.
The total figure was revealed by 32 of the 43 forces in England and Wales in response to requests under freedom of information laws.
Many could not provide details of criminal records dating from before their staff joined, meaning the true figure is likely to be higher.
The Metropolitan Police, Britain’s largest force, employed the most staff with convictions, 356 officers and 41 PCSOs. It was followed by Kent (49), Devon and Cornwall (44), Essex (42), South Yorkshire (35), Hampshire (31) and West Midlands (27).
There are around 140,000 police officers, 15,000 PCSOs and 70,000 civilian staff in the 43 forces.
The figures emerged as a senior police officer insisted officers who resign before facing misconduct procedures are not being ‘let off the hook’.
Commander Peter Spindler, of the Met, admitted more than 130 employees left Scotland Yard over the past year instead of facing disciplinary measures.
But he said in many cases it is more ‘pragmatic’ to let them resign, and said complaints against police are falling. Simon Reed, vice president of the Police Federation, said misconduct panels decide whether an officer should be dismissed after considering each case.
He said: ‘Most police officers are dismissed if they commit a crime. It may be easy to condemn some cases but there will be specific reasons these people have been kept on.’
A Metropolitan Police spokesman said the number of officers with criminal convictions is a small proportion of the workforce.
He added: ‘Any instance where the conduct of our staff is alleged to have fallen below the standards of behaviour expected is treated extremely seriously by the Met.’
A Home Office spokesman said forces should reject potential recruits with convictions for serious offences unless there are ‘exceptionally compelling circumstances’.

Hundreds of police officers facing misconduct allegations are being allowed to escape punishment by quitting their forces.
More than 130 employees were permitted by chief officers to walk out of Scotland Yard over the past year instead of facing a misconduct panel.
The force sacked 43 officers over that same period, figures show.
With police conduct under 'unprecedented' scrutiny, Commander Peter Spindler, the Metropolitan Police's discipline chief, insisted he was not letting corrupt officers off the hook.
But Mr Spindler, head of the force's directorate of professional standards, said in many cases 'it's actually more pragmatic to let them resign'.
Officers have been angered by a recent report by the Independent Police Complaints Commission (IPCC) claiming forces were failing to respond to 'far too many' complaints about officers.
Detective Chief Superintendent Richard Heselden said he had been told 'we should be making an example of them' instead of letting them resign.
But he said: 'The process is slow, they are sitting there on taxpayers' expense, secondly there's no guarantee that a panel will come to that conclusion.
'It's cheaper and quicker to get them out of the force. The objective is to get someone out (of) the organisation.'
Officers working at the internal discipline unit said they would welcome clarity offered by recommendations in the wake of the Leveson Inquiry, the public investigation launched in the wake of the phone-hacking scandal.
Mr Heselden said there were 'grey areas' surrounding relations between police and journalists.
He said: 'For me, if I leak to a criminal, I'm a criminal. No-one doubts it.
'If I make an inappropriate leak to my family and tell them about sensitive police matters, that's a crime.
'But if I do it to a journalist ... is that a crime? Or is it public interest? At what point does public interest disclosure meet corruption?'
Discipline officers have beefed up the internal investigation unit in recent months, moving into a centralised base in Earls Court.
Officers say they now have 'every power available' to beat corruption, including setting up stings on its own employees.
In one recent case, the team set up a fake raid in a bid to snare an officer suspected of stealing from crime scenes.
'You wouldn't believe the work we go to,' Mr Heselden said.
'It had been set up to look like an east European drug dealer, including even the food in the fridge. People who are corrupt are incredibly suspicious.
'They know we exist and what lengths we go to - it means we have to go to the utmost lengths to outmanoeuvre them.'

POLICE OFFICER WHO SENT RACIST AND SEXIST TEXTS IS STILL IN HIS JOB
A police officer found guilty of gross misconduct after sending racist and sexist texts is still in his job, Northamptonshire Police has confirmed.
The behaviour of the constable was revealed in a Freedom of Information request submitted to the force by a member of the public, which said the officer had been disciplined earlier this year over text messages sent to another officer while off duty.
Although the force insisted it did not tolerate sexism or racism, follow-up questions by the Chron have revealed the officer is still working in the county.
A Northamptonshire police spokeswoman said: 'We can confirm that this year an officer was found guilty of racially and sexually-related misconduct, which involved the sending of inappropriate texts.
'It was found that these breached the high standards Northamptonshire Police demands of its officers. Sexist and racist behaviour will not be tolerated on or off duty.
'The officer in question accepted that the texts were wrong. The panel determined that the matter had not affected the officer's service to the community and as such the individual concerned has been allowed to continue to serve for the force.'
For such misconduct, an officer could potentially lose their job, but it is only one of a number of sanctions that can be brought, depending on the severity of the case. In each case, previous good conduct and character is taken into consideration.
Anjona Roy, chief executive of Northamptonshire Rights and Equality Council, said knowing a still-serving officer had sent racist and sexist texts could damage public confidence in the force.
She said: 'Policing is dependent on people's confidence in officers. They are in a position of power and people have to feel that it won't be used for unfair purposes.
'I'd like to see all police standards reports made available where the officer has been found guilty so the public can judge for themselves if they think the punishment is proportionate or not.'
