See who's been shot and, even though the gunman is supposedly dead, motive should become clear.
As many as 10 people have been shot at the Washington Navy Yard on Monday morning, and at least six of those victims died from their wounds, federal and local officials told CBS News.
The Navy has confirmed that the gunman has died in the incident at the Naval Sea Systems Command building, reports CBS News correspondent David Martin. He is believed to have acted alone.
Officials told CBS News he was a civilian Navy employee who had job issues earlier this year, and he was also a retired Chief Petty Officer. The suspected shooter had been arrested Friday for public intoxication, and had a history of alcohol-related offenses, reports CBS News correspondent John Miller.
A law enforcement official told CBS News' Pat Milton the shooter apparently had a handgun, an AR-15 assault rifle, and a shotgun with him and was wearing dark blue clothing.
An official told CBS News the number of victims could be higher because it is a "chaotic scene." Officials have so far provided limited information on the health of the victims, and none have been identified because families must be notified first.
Witnesses described a gunman opening fire from the fourth floor, aiming down on people in the first-floor cafeteria. Others said a gunman fired at them in a third-floor hallway.
As witnesses emerged from the building, a helicopter hovered over the building and schools were on lockdown. Less than 2 miles away, security was beefed up at the Capitol, but officials said there was no known threat there.
The Navy said about 3,000 people work in the building. People inside the building have been directed to stay in place.
District of Columbia Police Chief Cathy Lanier said they got their first call about the incident at 8:15 a.m. ET. Police from multiple local and federal agencies responded along with SWAT crews.

It comes after the White House was placed under lockdown following a security alert on Tuesday evening. The Secret Service later said a man threw firecrackers over the north fence line before he was arrested.
The US Navy confirmed Alexis, a military contractor, was a full-time Navy reservist between 2007 and 2011 when he was discharged as a petty officer third class.
He was working for the fleet logistics support squadron No 46 in Forth Worth, Texas, when he left the service in January 2011 but no details have been given about why he was discharged.
Seattle Police Department have released details of an incident in May 2004 in which Alexis shot out the tyres of a car claiming he had been traumatised by the 9/11 attacks.
According to the report Alexis claimed men on a construction site had been mocking him and he had suffered an "anger-fuelled blackout".
The report released by the police department said: "Alexis also told police he was present during 'the tragic events of September 11, 2001' and described 'how those events had disturbed him'.
"Detectives later spoke with Alexis' father, who lived in New York at the time, who told police Alexis had anger management problems associated with Post-Traumatic Stress Disorder, and that Alexis had been an active participant in rescue attempts on September 11th, 2001."
Alexis grew up in Brooklyn with his mother, Sarah, and father, Anthony Alexis, his aunt Helen Weeks told the Washington Post.
She said: "We haven't seen him for years. I know he was in the military. He served abroad. I think he was doing some kind of computer work."
Despite the shooting incident he became a Navy reservist, however, a Forth Worth Police Department incident report from April 2010 shows Alexis was arrested for discharging a firearm in an apartment.
According to the report, seen by Sky News, Alexis told police it went off accidentally when he was cleaning it.
He was awarded the Global War on Terrorism Service Medal and the National Defense Service Medal prior to his discharge
The FBI launched an appeal for further information about Alexis as police officers confirmed they were hunting a second man, dressed in military uniform, who has been described as a "potential gunman".
It is feared he could still be on the base.
The Senate building and ten schools have been shut down as security precautions and residents have been advised to remain in their homes as the operation continues.
The attack on building 197 at the sprawling naval yard came at around 8.20am as people arrived for work at the command centre, which houses 3,000 military and civilian naval personnel.
Hundreds of police officers and airborne SWAT teams were drafted in within minutes of the first emergency calls and exchanged fire with Alexis.
A police officer was wounded in the firefight and was being treated for critical injuries in hospital.
It has been suggested Alexis may have used the identification card of another person to gain entry to the complex.
He was said to have been armed with an AR-15 rifle, the same weapon used by gunmen in last year's shootings at Sandy Hook Elementary School and the cinema in Aurora.
Police confirmed that 13 people, including Alexis, died in the incident but said that no motive had been established for what President Barack Obama described as "yet another mass shooting".
Washington DC Police Chief Cathy Lanier said that police were still hunting a black man, between 40 and 50, and dressed in olive military uniform. He was holding a "long gun".
Police said they had ruled out a white man dressed in a tan military uniform that they had previously described as a "potential gunman".
They said he was no longer a suspect or a "person of interest".
Washington DC Mayor Vincent C Gray said that there was no reason to suspect the incident was a "terrorist" attack but that it had not been ruled out.
Witnesses earlier described a gunman opening fire from the fourth floor, aiming down on people in the first-floor cafeteria. Others said a gunman fired at them in a third-floor hallway.
One employee at the Navy Yard, Patrica Ward, said she had just paid for her breakfast at a cafeteria when shots rang out.
"I was waiting for my friend to pay for when we heard the gun shot. It was three gun shots straight in a row, 'pow-pow-pow,'" she said.
"Three seconds later it was 'pow-pow-pow.' So it was like a total of seven gun shots. And we just started running."
The guard "told all of us to just run, to get away as fast as you can."
Responding to questions about the level of security at the base Ms Ward said: "It's not secure enough for me."
Todd Brundidge, an executive assistant with Navy Sea Systems Command, said he and other co-workers encountered a gunman in a hallway of their building on the third floor.
"He just turned and started firing," he said.
Terrie Durham, an executive assistant, said she also saw the gunman firing toward her and Mr Brundridge.
"He aimed high and missed," she said. "He said nothing. As soon as I realised he was shooting, we just said, 'Get out of the building.'"
One man in his 60s was taken to George Washington University Hospital with a gunshot wound to his head but died shortly after arriving. Dr Babak Sarani, director of trauma and acute surgery, said his injuries were so severe they could not be survived.
Janis Orlowski, the chief medical officer at Washington Hospital Center, said three victims had been taken to the hospital and while they were in a critical condition they were alert and able to speak. Two were women civilians.
She said: "They haven't been able to give us any information about what happened to them. Obviously, they're in pain and distress."
She said she thought the weapon must have been a semi-automatic "because they're talking about gunshots they heard in rapid succession."
Officials at MedStar Washington Hospital Center said two shooting victims had been brought there.
Speaking ahead of a planned speech on the economy, President Barack Obama, who was being regularly briefed on the rapidly unfolding situation, said the attack was a "tragedy" and confirmed a number of people had been killed.
He said: "We are confronting yet another mass shooting and today it happened on a military institution in our nation's capital.
"It's a shooting that targeted our military and civilian personnel. These are men and women who were going to work doing their job protecting all of us.
"They are patriots and they know the dangers of serving abroad but today they faced the unimaginable violence that they wouldn't expect here at home."
He vowed to find those responsible and said that America would stand by the families of those who had lost their lives.
Naval Sea Systems Command is the largest of the Navy's five system commands and accounts for a quarter of the Navy's entire budget.
It builds, buys and maintains the Navy's ships and submarines and their combat systems. |

New evidence is emerging in the shooting that killed 12 in the Washington, D.C. Navy Yard. It wasn't until nearly half an hour after the carnage began, the FBI says, that the first officers to enter the building had the shooter in their sights. And the FBI now says that there is no evidence Aaron Alexis fired from the upper floors of the building down into the atrium below. NBC's Pete Williams reports.

As authorities learn more about the movements of gunman Aaron Alexis, a clearer picture and timeline of Monday's Washington Navy Yard shooting, in which 12 people lost their lives, is beginning to emerge.
Officials say Alexis, 34, drove onto the base at about 8 a.m. on Monday and parked in a deck across from Building 197.
He then swiped himself into the building using a valid pass and entered carrying a bag. He went to the fourth floor, entered a bathroom and emerged without the bag, James Comey, director of the Federal Bureau of Investigation, told NBC News.
The FBI said it remains unclear whether the shotgun was in the bag, but the weapon had been modified at both ends: Both the stock and the barrel were sawed off a little, Comey said.
Alexis then began shooting at people on the fourth floor "in a way with no discernible pattern."
"It appears to me he was wandering the halls and hunting people to shoot," Comey said.
From there, Alexis moved to the third floor, shooting anyone who crossed his destructive path. Descending to the lobby, authorities said Alexis then shot a security guard and took a Beretta semiautomatic pistol from the man.
The gunman then continued moving up and down through the building, focusing mainly on the third and fourth floors. Comey said Alexis had shotgun ammunition in a pocket located on the outside of his pants. When he ran out of ammunition, he began shooting with the handgun, Comey said.
And despite earlier reports to the contrary, there is no evidence that Alexis shot from a higher floor down into the atrium of the building, Comey said.
Investigators believe he walked around the hallways that opened onto the atrium, moving without particular direction or purpose. Comey said there was no sign Alexis was looking for any particular person or group.
Victims of different backgrounds from all over the building were found both in hallways and offices, Comey said, adding that there is no indication at this point that any of the victims were hit by police or friendly fire.
One of the victims was hit outside the building, in an adjacent alleyway, officials said, but the man was hit by a round that came from inside the building.
The deadly rampage continued for 30 minutes before first responders and an active shooter team were able to get to the scene and cornered Alexis. Comey said a sustained exchange of gunfire followed, in which Alexis was downed and killed.
Comey said Alexis had been working on a project in Building 197, so he was familiar with it.
He said Alexis was killed roughly a half hour after the shooting started.
"I think the shooting starts a few minutes after 8 (a.m.). I think the first armed responders get there a few minutes after 8:30," Comey said.
Officials cautioned that the seemingly long response time was simply a matter of police not knowing about the shooting until it was well underway.
Cathy Lanier, chief of police for D.C.'s Metropolitan Police Department, has said that just two minutes after receiving the first call at 8:21 a.m., two units armed with AR-15 semi-automatic rifles were dispatched to the scene. Within four or five minutes, Lanier said, five to seven units were going through the gates into the facility.
Two police officers, one from the U.S. Park Police and one from the Metropolitan Police, corned Alexis while combing a room full of cubicles. Alexis shot at them, and they returned fire, according to Ian Glick, head of the Park Police officers' union.
Glick said Thursday he had spoken with the U.S. Park Police officer and noted that the officer was still grappling with the incident.
"There was carnage everywhere in this building. Absolute carnage," said Glick. "When officers have to go past people who are asking them for help because they still have yet to neutralize the threat, that weighs heavy on your mind."

One of the first teams of heavily armed police to respond to Monday's shooting in Washington DC was ordered to stand down by superiors, the BBC can reveal.
A tactical response team of the Capitol Police, a force that guards the US Capitol complex, was told to leave the scene by a supervisor instead of aiding municipal officers.
The Capitol Police department has launched a review into the matter.
Aaron Alexis, 34, killed 12 people at the Washington Navy Yard.
"I don't think it's a far stretch to say that some lives may have been saved if we were allowed to intervene," a Capitol Police source familiar with the incident told the BBC.
