Not every minister would have been quite so cavalier about being handed control of the levers of Downing Street power.

Most would have relished every minute of their chance to run the country while Gordon Brown was out of town. But Lord Mandelson appears happy to combine work and pleasure by standing in for the Prime Minister from his Corfu poolside.

The all-powerful First Secretary of State has taken over responsibility for the day-to-day operation of the Whitehall machine from Labour's deputy leader, Harriet Harman, who began her holiday yesterday. But he will not let the small matter of deputising for Mr Brown prevent him from enjoying the 30C temperatures on the Greek holiday island for the next two days.

The result is that the heart of the British government has temporarily shifted this weekend 1,200 miles out of London to a villa with spectacular views of the Ionian Sea.

Lord Mandelson will not return to Britain until Monday. Aides will keep the sun-loving peer in touch with urgent developments via his BlackBerry and mobile phone – assuming he is not enjoying a dip in the water or an afternoon siesta.

They insisted there would be no need to organise an emergency flight home if a major crisis broke this weekend because Gordon Brown, who is on holiday a mere 420 miles away in his Fife constituency home, would step in.

But officials drew up a rota of Cabinet ministers to take charge throughout August to enable their workaholic boss to take a break.

The fact that Lord Mandelson, who was not even in the government last summer, has taken over while still in Corfu will be seen by admirers and detractors alike as fresh evidence of the huge influence he wields over the Brown administration.

His selection of holiday destination had already raised eyebrows, as his visit to the island last year provoked a political storm over the hospitality that he – and the shadow Chancellor George Osborne – received on board the yacht of the Russian oligarch Oleg Deripaska.

While Mr Osborne is steering clear of the island this year, Lord Mandelson flew out to Corfu last Monday. One fellow passenger reported that he was engrossed with his BlackBerry until the moment of take-off. He will be staying once again at the luxury villa owned by the Rothschild banking dynasty.

Last year his old friend Nat Rothschild became embroiled in the "yachtgate" controversy after arranging for him and Mr Osborne to meet Mr Deripaska.

Ms Harman "signed off" from duty on Thursday afternoon. She has flown off for a family holiday in Italy after a controversial 10-day spell in which she blamed the male dominance of banking for the global financial crisis and warned that men "cannot be left to run things on their own".

Government sources confirmed that the baton had passed to Lord Mandelson yesterday morning, when he still had three days of his Corfu holiday to run. His assumption of control appeared to run contrary to a warning last month from Mr Brown to ministers that they could not be "on call" with their families at home.

A Downing Street memo to Whitehall departments last month stressed: "The Prime Minister wants business to be fronted by ministers and expects duty ministers to be on duty in London or on departmental visits at all times."

In fact it appears that the most senior minister currently on duty in the capital is Tessa Jowell, the Cabinet Office Minister.

Last night a Downing Street source said Lord Mandelson's presence in Corfu would not affect the smooth operation of government. Plans are being drawn up for a series of events next week to highlight government initiatives to boost industry.

The source said: "Gordon remains in charge. This week Harriet has been around in London to help with the heavy lifting. Peter will be around to help next week. People are on call on BlackBerries and mobiles – Peter can do that from Corfu; Gordon can do that from Scotland.

"The wonders of modern technology," he added, "are such that it doesn't make a difference where you are. It's not like there has to be someone sitting in London all the time. We have never had any trouble getting hold of Peter."

He pointed out that Jack Straw, the Secretary of State for Justice, had taken the decision to free Ronnie Biggs from prison although he was away on holiday. Mr Straw and Alistair Darling, the Chancellor, will also have a week each "minding the shop" during the Prime Minister's holiday.

Whether mixing with the super-yacht set, or strolling poolside in Corfu, this was Lord Mandelson running Britain yesterday.

The Business Secretary took over the reins of power from Harriet Harman - but refused to cut short his holiday with the rich and famous on the Greek island.

He chose to oversee Whitehall business from 1,300 miles away, armed with little more than an official BlackBerry, his own mobile phone and a pair of swimming goggles.

Lord Mandelson is a guest of financier Nat Rothschild at his 30-acre estate on the north-east tip of Corfu. It is a repeat of his notorious visit 12 months ago, before his controversial return to the Cabinet.

Also there was Shadow Chancellor George Osborne, and the two men met controversial Russian businessman Oleg Deripaska. Mr Osborne later claimed that Lord Mandelson, then plain Mr and an EU Commissioner, had 'poured pure poison' into his ear about Gordon Brown.

But, within days, Labour's original spinner had turned the tables with the help of Mr Rothschild, who revealed that Mr Osborne had tried to solicit a donation to the Tory Party from foreign-born Mr Deripaska, which would be banned under British election law.

Lord Mandelson spent much of yesterday soaking up the sun. But at 8.30pm he was down on the waterfront to meet Hollywood magnate David Geffen and other guests arriving by launch from Mr Geffen's 452-foot super-yacht Rising Sun.

Lord Mandelson greeted the flamboyant music billionaire with a hug before the group walked through an olive grove for dinner at the Rothschild estate.

Mr Geffen shares the Rising Sun with software magnate Larry Ellison, the head of Oracle, who was entertaining Tony Blair on the same vessel off Sardinia just two weeks ago.

Downing Street went into a tailspin yesterday after it became clear that not one leading minister was in London to take charge in the event of a terrorist attack or other emergency such as a surge of swine flu. The Mail has established that the Olympics Minister Tessa Jowell - ranked a lowly 16th out of 23 in Mr Brown's Cabinet - was the most senior member actually at her desk.

Lord Mandelson's aides confirmed that he had been 'on call' as day-to-day coordinator of government business from midnight, when Miss Harman's turbulent fortnight at the helm came to an end and she headed for a family holiday in Italy. They made clear that the Business Secretary will not be home until Monday afternoon.

No 10 spokesmen claimed that Gordon Brown, who is holidaying in Scotland, remains in charge and would step in if there was an emergency. But Downing Street sources admitted that Lord Mandelson is the designated 'heavy lifter', expected to coordinate day-to-day business.

Officials admitted they had been aware of the impending black hole in Government holiday cover but chose to take the 'media hit' rather than ask ministers to rearrange their vacations. 'What do you want us to do, make Harriet delay her holiday for three days when there's nothing going on?' one said.

The 'nothing' yesterday included the deaths of three more British soldiers in Afghanistan. No 10 faced further embarrassment because it appeared that Lord Mandelson had violated an express order from Downing Street in a memo reading:

'The Prime Minister expects duty ministers to be on duty in London or on departmental visits at all times.'

Downing Street aides claimed that edict applied only to the minister on call in each government department rather than for the Prime Minister's own holiday stand-ins.
Asked whether the Business Secretary was running the country by BlackBerry, a colleague said: 'You know Peter, he's always on the phone.'

When Lord Mandelson flew to Corfu on Monday with the budget airline easyJet, one passenger revealed, he was twice asked to switch off his BlackBerry but sneakily continued using it behind a copy of the Financial Times. Communication may not be so easy now, given the unpredictable mobile phone signal on Corfu.

In some inlets and tucked-away tavernas, mobile reception can be lost completely or the telecoms provider can unexpectedly switch to an Albanian network, raising issues about the security of Lord Mandelson's calls home.

Tory Party chairman Eric Pickles said: 'Lord Mandelson's vicelike grip on power means he's untouchable and can do whatever he wants. You really know the country is in a shambolic state when we have an unelected official calling the shots from his holiday hideout.'

Liberal Democrat frontbencher Norman Baker added: 'It doesn't say much for their forward planning that Labour can't even manage to leave one person in charge of the country who's actually in the country.'

Russian billionaire suspected of mafia links

The Russian General Prosecutor’s office has requested details from a Spanish court in a case involving Russian billionaire Oleg Deripaska, Russian media report.
The move comes after a request by the tycoon himself, who wants clarification over reports in Spain regarding his alleged links with the mob.
According to Spanish newspaper El Mundo, the owner of the aluminum company “Rusal” is suspected of laundering four million euros in Spain in the early 2000s through bank accounts belonging to the Russian mafia.
The information came out during a major investigation into organized crime in Spain carried out by the internationally renowned Spanish judge Baltasar Garzon. Garzon is to arrive in Moscow in December to study Deripaska’s alleged involvement, says El Mundo.
Deripaska’s spokesman denied the allegations and says the tycoon is ready to answer any questions.
In the past, the Spanish judge has dealt with cases involving Pinochet, Berlusconi and Bin Laden.

Peter Mandelson went behind Gordon Brown’s back in a last-ditch attempt to snatch the job of EU foreign envoy and abandon the Cabinet, it was claimed last night.
Diplomatic sources said Lord Mandelson made frantic phone calls to prominent EU figures to try to persuade them to make him the EU High Representative responsible for foreign policy instead of fellow Labour politician Baroness Ashton.
And when his bid failed he urged the Prime Minister to sack Foreign Secretary David Miliband and give him his job.

David Cameron is prepared to back Peter Mandelson for a major international job as the next director general of the World Trade Organisation, raising the prospect of a fourth comeback by the man once known as the Prince of Darkness.

In a sign of the prime minister's high regard for Labour's last business secretary, government sources indicated that Mandelson was seen in Downing Street as a strong candidate to succeed Pascal Lamy, who is to stand down as the WTO director general next year.

"Peter Mandelson is a strong candidate for an international job," one government source said of Britain's former European trade commissioner. "The director general of the WTO, which will become available next year, is an obvious position. We are sure that Peter Mandelson would have a lot to offer."

The interest in Mandelson may be seen in Labour circles as troublemaking by the coalition, which is rubbishing Gordon Brown's unofficial campaign to fill the vacant position of managing director of the International Monetary Fund after the resignation of Dominique Strauss-Kahn. The former prime minister made a speech in South Africa calling on rich western countries to meet their pledges to fund education for the world's poor.

Mandelson has been ruled out by Britain as a possible IMF head because he is does not have the necessary qualifications as a former finance minister or a former central bank governor. "Peter Mandelson does not have enough credibility for the IMF," the government source said.

But the government does believe he would be well placed to succeed Lamy, Mandelson's French predecessor as EU trade commissioner. Lamy is a highly respected figure, though Cameron has been highly critical of the WTO's failure to complete the Doha trade round.

One government source laughed off Brown's campaign. "What a clever idea to launch a campaign for the IMF with a speech calling for action in an area that is the responsibility of the World Bank. Bob Zoellick [the US president of the World Bank] will be really impressed. The IMF is rather more focused on keeping the world financial system afloat."

Government sources believe they will not need to lobby against Brown during next week's state visit to Britain by Barack Obama and at the G8 summit in France on Thursday and Friday because the former prime minister enjoys negligible support.

One government source said: "Gordon Brown hasn't even bothered to make contact with us. We do not need to say what we think – even if we threw our weight behind him he would not stand a hope in hell. It is all a bit sad."

Britain is expected to agree with Wolfgang Schäuble, the German finance minister, who has called for the EU to agree on a candidate from a eurozone member. The EU, which has traditionally provided a candidate to run the IMF while a US figure runs the World Bank, controls 32.07% of the IMF voting rights.

Christine Lagarde, the French finance minister, is the current eurozone frontrunner. But Britain expects that a strong German candidate, possibly the former Bundesbank governor Axel Weber, could emerge.

Fresh questions have been raised over Lord Mandelson’s business dealings after it was disclosed that his latest commercial venture is a secretive international business consultancy with no website or even an advertised address.
Nine months after he set up Global Counsel, the consultancy has no known clients and there have been no public announcements about it.
Last week The Mail on Sunday revealed Lord Mandelson had offered £8million to buy a house in London, prompting questions about how the former Business Secretary has been able to raise such a large sum of money.
Directors of the company, which is managed by Lord Mandelson’s former parliamentary aide, Ben Wegg-Prosser, refused to answer questions about the enterprise. The same questions were sent to Lord Mandelson’s office.
The company’s whereabouts were a mystery until The Mail on Sunday traced them to the first floor of the advertising agency JWT (James Walter Thompson) at Knightsbridge Green in Central London.

JWT is owned by Sir Martin Sorrell’s WPP Group which, according to company papers, has a minority stake in Global Counsel. Papers filed by Mandelson at Companies House give the registered address as Farm Street, Mayfair, Central London, the headquarters of WPP.
Global Counsel is a limited liability partnership, which permits Lord Mandelson to publish limited information about it. A ban preventing him from lobbying Whitehall officials has forced the firm to look for work outside Britain. Global Counsel and WPP were unable to answer questions.

To his critics, Lord Mandelson of Foy and Hartlepool is Machiavelli in ermine, though few can fault his remarkable ability to survive and prosper.

He twice resigned from Tony Blair's Cabinet but last month returned to frontline politics for a third time, now serving his former nemesis, Gordon Brown.

Enemies tangle with the new Business Secretary at their peril, as Shadow Chancellor George Osborne recently discovered after his holiday in Corfu. The other key players in that drama - Russian billionaire Oleg Deripaska and banking scion Nat Rothschild - are proof of Mandelson's ability to make powerful friends.

Where does it come from, this combination of talents and contacts that makes Mandelson the consummate political operator? Could it be in his genes and family history?

The Mail on Sunday can reveal that Mandelson's family has links with powerful Russians stretching back at least two centuries, and he may even be related to the fabulously wealthy Rothschilds themselves.

Indeed, the history of the Mandelsons encompasses a swashbuckling colonel who fought for the Russians against Napoleon, a revolutionary who turned against Moscow, and a family fortune built on diamonds, rubies and opals.

However, as with most matters connected with the Prince of Darkness, close scrutiny of the Mandelson lineage reveals a shadowy web from which it is sometimes difficult to unpick the truth.

It is Lord Mandelson's distant Australian cousin, John Mandelson, who has kept alive the flame of the family history.

John, 80, who lives in Sydney, says: 'I wrote to Peter twice, but the b***** never bothered to reply. I wanted to tell him about our history, but clearly he is not interested. Perhaps it is time he paid attention.'

John and Peter Mandelson share a common ancestor in Nathan Mandelson, who was born in Warsaw around 1800 when it was part of the Russian Empire. Nathan would go on to make his fortune in Australia.

According to family history, Nathan - Peter Mandelson's great-great-grandfather - was the son of Polish Jew Naphtali Felthusen. Felthusen was a colonel in the 13th Polish Lancers and fought with the Russian 1st Army against Napoleon's invading French forces in 1812.

For his bravery in battle, Felthusen was awarded a coat of arms by the King of Poland, but he was killed in a skirmish as the French retreated across the River Niemen, in modern-day Lithuania, later that year.

Nathan, however, rebelled against the Russian yoke and became involved in the 1825 Decembrist plot to overthrow Tsar Nicholas I. His reward, according to family tradition, was to be declared King of Poland for a day.

When the Tsarist secret police began hunting the plotters, Nathan fled, making his way to England in 1829.

On arrival, he changed his surname to Mandelson to throw Imperialist secret agents off his scent.

Forced to earn his passage to England, Nathan had worked as a baker, a trade in which he made great use of almonds, or 'mandel' in German. He had cooked up a unique family name.

In 1830, Nathan married Phoebe, daughter of Jacob Levy Cohen, of Leicester. The Leicester Cohens were related to a woman named Hannah Cohen who married Nathan Mayer.

Mayer would go on to found a banking dynasty and become the first Lord Rothschild - giving Peter Mandelson a family link to the Rothschild clan and, by extension, to Karl Marx, who was related to them.

Three years after marrying, Nathan and Phoebe decided to carve out a new life in Australia. They moved to Goulburn, New South Wales, where Nathan established a hotel and became a successful businessman.

Their eldest son, Levy, great-grandfather of Peter, would eventually move back to Britain, while another son, Joseph, John Mandelson's grandfather, stayed in Australia.

John Mandelson says: 'With that the two branches of the family lost contact. It was only during the Second World War that Norman Mandelson, Levy's son and the grandfather of Peter, made contact with my father and the two branches were reunited.

'We used to send Norman and his family food parcels, including tins of beef dripping. After the war we kept in contact and my late sister met up with Norman when she went over for the Queen's Coronation in 1953. We have pictures of Norman and Peter's father George, both as a boy and an officer in the British Army.

'In 1956 my father went over to meet Norman but when he arrived he discovered that Norman had died. He met George who had no time for my father because he was a "bloody colonial". After that we lost contact.'

John also has pictures of a young Levy Mandelson, whose dandy clothes and saturnine features echo those of Lord Mandelson himself.

Extensive searches of records in both Poland and Russia unearthed no trace of the Felthusens, but Polish Jewish records were largely destroyed during the Second World War.

There are, however, records of Polish lancers serving with the Russians, and of Russian forces clashing with Napoleon's army at the River Niemen, where family history has it that Colonel Felthusen was killed.

Joachim Russek, an expert in Polish Jewish history and head of the Judaica Foundation in Krakow, says: 'It is certainly plausible that you could have had a Polish Jewish officer in the Russian forces.

'But the "king for a day" story confuses Jewish myth with family history. Polish kings used to be elected and when one of the first kings fled the throne, the legend of people being elected king for a day took shape.

'In family history there is a tendency to exaggerate. People rarely admit their grandfather was a cobbler - they would rather claim he was a chief rabbi.'

Indeed, it isn't the first discrepancy in the Mandelsons' illustrious lineage. Nathan's involvement with the Decembrists seems unlikely, given their anti-Semitism, but another family version has him involved simply in an unspecified anti-Russian plot.

The coat of arms also remains shrouded in mystery. Polish heraldry expert Wlodek Lesiecki was unable to find the Mandelson family crest in the records, but believes it could be genuine.

'It doesn't look like a modern creation because too much care has gone into it,' he says. 'It looks as if the original was hand-painted.'

The Australian part of the story is easier to confirm. Records show that a Levy Mandelson was a merchant in New South Wales in the 1850s, making a fortune dealing in precious stones.

He left the area in the 1870s and appears in the 1881 British census at a smart address in Kensington, West London.

At the time of his death in 1891, wealthy Levy could boast knights of the realm among his neighbours - an achievement that his great-grandson Peter, with his fondness for expensive property in West London, must surely be proud of.

Levy's son Norman became financial advertising manager of the Jewish Chronicle between the wars. His son George, known as Tony, became the Chronicle's advertising director.

Tony was also known as a sharp dresser with an even sharper tongue. After a failed first marriage, he enchanted Mary, the daughter of Labour Deputy Prime Minister Herbert Morrison. They married and had two sons - Miles and Peter.

The irony of Peter Mandelson, once a member of the Young Communist League, becoming notorious for enjoying the generous hospitality of the rich and powerful would surely not be lost on his colourful ancestors. Nor would the family motto: Omnia Desuper or Everything From Above.

Perhaps Lord Mandelson is more interested in family history than he lets on.
