PODGORICA, Montenegro — Montenegro’s parliament adopted a contested law on religious rights early Friday after chaotic scenes in the assembly that resulted in the detention of all pro-Serb opposition lawmakers.

The vote followed a day of nationwide protests by supporters of the Serbian Orthodox Church who say the law will strip the church of its property, including medieval monasteries and churches. The government has denied that.

Trying to prevent the vote, the pro-Serb lawmakers hurled what appeared to be a tear gas canister, or a firecracker, and tried to destroy microphones in the parliament hall. Plainclothes police wearing gas masks intervened, detaining 24 people, including 18 opposition lawmakers.

All but three lawmakers were later released. The three are suspected of attacking the parliament speaker and preventing him from performing his job, the state RTCG television said.

“We are ready to die for our church and that's what we are demonstrating tonight,” opposition leader Andrija Mandic said shortly after midnight during the tumultuous session.

The law, approved by 45 ruling coalition lawmakers, says religious communities would need to produce evidence of ownership of their property from before 1918, when Montenegro joined a Serb-led Balkan kingdom and lost its independence.

The Serbian Orthodox Church in Montenegro described the law as “discriminatory and unconstitutional.”

The church on Friday accused the Montenegrin authorities of “inciting divisions and hatred,” and leading Montenegro “into a situation that cannot bring any good to anyone.”

“Thanks to this, the Orthodox Christian faithful in Montenegro are facing one of the saddest Christmases in recent history,” a church statement said. Some Orthodox Christians celebrate Christmas on January 7.
Montenegro's population of around 620,000 is predominantly Orthodox Christian and the main church is the Serbian Orthodox Church. A separate Montenegrin Orthodox Church isn't recognized by other Orthodox Christian churches.

Montenegro's pro-Western president has accused the Serbian Orthodox Church of promoting pro-Serb policies and seeking to undermine the country's statehood since it split from much larger Serbia in 2006.

Montenegrins remain divided over whether the small Adriatic state should foster close ties with Serbia. About 30 percent of Montenegro's population identify as Serbs and were mostly against the split from Serbia.

Hundreds of pro-Serb opposition supporters on Thursday staged an all-day protest against the law, blocking roads and entrances to the capital. Dozens of riot officers used metal barriers to prevent crowds, including Orthodox priests, from reaching the parliament building where lawmakers debated the bill.

The Montenegrin prime minister said the country has the power to prevent more rioting.

“I believe in peace in Montenegro,” Dusko Markovic said.

In their quest to refashion India as a Hindu state, Hindutva extremists have placed themselves on a collision course with the country’s secular constitution. Their goal is no less than the reformation of India as an ethno-religious state affording special rights and privileges to Hindus within a multi-tier system of citizenship. The model state that they aspire to replicate is Israel.

The Zionist state has become an aspiration as much as an inspiration for far-right nationalists around the world, India included. Founded to protect the exclusivity of one ethno-religious majority over everybody else — especially the indigenous population — Israel is looked upon with envy by the likes of white nationalist Richard Spencer. The far-right extremist, who once described himself as a “white Zionist”, praised Israel gushingly following its adoption of the Nation-State Law last year, which declared Israel to be a state of the Jewish people only. The bill was criticised strongly for relegating non-Jews to secondary status in a move akin to the US or Britain declaring themselves to be “white, Christian” nations by law.

Israel’s ability to pass itself off as a democracy despite relegating minorities to second-class status has a special appeal for ultra-nationalists. Its strength as a highly militarised nation, able to maintain an apartheid system without suffering any consequences on the international stage, has a unique attraction. The success of the Zionist state has turned what were once ultra-nationalist fantasies — which many thought, mistakenly, had been relegated to the dustbin of history — into a realistic political vision in a world beset by fear and conflict.

In fact, far from being a democracy, Israel is unique in the way that it has created a multi-tier citizenship modal within the state for the purpose of maintaining its Jewish character. A number of laws have been enacted to build the state around institutionalised discrimination. The 1950 Law of Return, for example, incorporates the fundamental ideology of Zionism: all Jews, no matter where they were born, have the inalienable right to migrate to Israel. It’s easy to see why ethno-nationalists across the world would like to see this replicated elsewhere.

The 1952 Law of Citizenship (better known as the Nationality Law), meanwhile, gives all persons who are accorded Jewish nationality in the above Law of Return the right to claim Israeli citizenship automatically upon arriving at Ben Gurion Airport, Tel Aviv, without any formal procedures. The same law, however, stipulates specific protocols for non-Jews who wish to have citizenship.

Right-wing nationalists find Israel’s extraterritorial notion of sovereignty appealing. In this form of political order, citizenship is granted to anyone sharing the same ethnicity or religion, regardless of where they live in the world. In Israel’s case, only Jews are granted nationality rights, while non-Jews residing in the same territory are deprived of such rights.

Unlike liberal democracies in the West, Israel upholds a constitutionally-imposed distinction between “citizenship” and “nationality”. Only Jews are granted nationality and able to enjoy the full spectrum of rights granted by the state. An odious system of delivering state benefits is used in order to foster an impression that Israel is not discriminating against non-Jews.

The separation of services between “national” institution and “government” institution allows for the legal siphoning-off of resources to provide services for Jewish citizens only. For example, institutions financed by Zionist groups such as the Jewish National Fund can and do discriminate openly in favour of Jews without seeming to taint the apparently democratic government with the stench of racism.

This kind of Jew/non-Jew bifurcation of public services denies non-Jewish citizens of the state from accessing funds and services open to Jews only. With 92 per cent of the land of Israel “owned” by the JNF, much of it expropriated from Palestinians, non-Jewish Israeli citizens are deprived of access; they are unable by law to own, lease, live or work on it.

Israel is thus a model to imitate as far as Hindutva ideologues are concerned. Guided by Prime Minister Narendra Modi, Hindu nationalists seek to “Israelify” India into a racialised state. Their reasoning is simple: if Israel is accepted as the “only democracy in the Middle East” despite its many apartheid policies, then why can’t India continue to claim to be “the largest democracy in the world” while becoming an ethno-religious state?

Such a project is fraught with danger. The Hindutva vision for India is almost certain to stir up the demon of communal strife, the like of which led to the killing of millions during the country’s partition and independence in 1948.

Unlike Israel, which was founded on ethno-religious tribalism — rather like Pakistan — Hindutva ideologues have to abolish the country’s secular constitution to realise their vision. The conceptual shift made possible through propaganda and rhetoric has been underway for some time, with some of the worst dehumanising language being used to describe Indian Muslims now becoming socially and politically acceptable.

Indian ministers have fuelled anti-Muslim hostility by demanding the reduction of legal protection for minorities and suggesting that western standards of human rights are somehow not compatible with India. A similar argument was made by US Secretary of State Mike Pompeo in defence of Israel’s right to continue its annexation policy by disregarding the human, civil and political rights of Palestinians and insisting that applying international law to the situation in Israel-Palestine simply isn’t feasible.

Of course, just as there are anti-Zionist Jews who challenge Israel with regard to its discriminatory policies, not all Hindus endorse Modi’s racist political project. Indeed, many denounce Hindutva’s ideology as a malign distortion of Hinduism itself.

However, as is often the case in such ideological battles for hearts and minds, moderate voices are drowned out by the roar of fanatics seeking to recreate what they envisage to be imagined past glories. Spurred on by the global paralysis of support for human rights and the growing disregard of international law, despots, autocrats and ideologues of all political and religious backgrounds are seizing this moment to push the boundaries of what is and isn’t acceptable.

Beyond the rhetoric, measures are underway to change the face of India. Amongst the inflammatory steps taken by Modi since his re-election in May is the push for new legislation, the Citizenship Amendment Bill (CAB). This controversial move, which threatens to demote the status of the country’s two hundred million Muslim citizens, sparked protests across the country recently; at least 20 people have been killed in clashes with the security forces.

The bill grants amnesty to non-Muslim illegal immigrants from three neighbouring countries, namely Bangladesh, Pakistan and Afghanistan. While India’s federal government says that the law will protect religious minorities fleeing persecution, opponents say that by dividing alleged migrants into Muslims and non-Muslim categories, it explicitly and blatantly seeks to enshrine religious discrimination in the law, contrary to the country’s longstanding, secular constitution and ethos.

The CAB is only one of the initiatives threatening India’s constitution. Another is the pan-India citizen verification process known as the National Register of Citizens (NRC). Critics say that it has become weaponised by hard-line Hindus and that its true motive is to disenfranchise many of India’s Muslims. When it was trialled in the Indian State of Assam, 1.9 million mainly Muslim citizens were made stateless overnight.

By themselves, the CAB and NRC may appear harmless. Seen within the context of the rise of Hindutva and the march towards re-creating India as a Hindu state, though, these measures serve a hostile and divisive political agenda.

The international community must support all Indians in their resistance to the hard-line Hindu nationalists and not indulge Hindutva’s racist ideologues in the same way that it has indulged Zionism since 1948. Hindu nationalists are clearly seeking the Israelification of India; they must be stopped.

Anti-abortion protestors could be banned from gathering outside a clinic in Manchester after claims of staff and patients feeling intimidated or harassed.

The clinic says that because it provides a number of services aside from abortions, including counselling and contraception, the presence of demonstrators could put people off accessing vital help.

Manchester City Council is now holding a consultation on whether to introduce a protest "buffer zone" for streets around Marie Stopes.

Why are people calling for a buffer-zone?
Staff at the Marie Stopes clinic say although they understand the right to freedom of speech, the doorstep of a medical facility is not an appropriate venue.

They say some service users are arriving "extremely upset", including vulnerable women who have been a vicim of domestic violence or sexual assault.
They've come to a very difficult decision, and have come to Marie Stopes for support with that decision.

So when they get to the door and they are met with someone who is intimidating them and undermining that decision, it can be really really difficult.

How could a buffer zone come about?

Charities and medical bodies have called on previous Home Secretaries to bring in buffer zones outside all abortion clinics.

But for now, any moves must be taken at local level via a "Public Space Protection Order".

A similar "safe zone" was introduced outside a clinic in London in 2018.

A pro-choice campaign group called Sister Support Manchester also stand outside the clinic when demonstrations take place.

They offer to escort people in and out of the clinic.

Over the years they've been gathering evidence to submit to the city council demonstrating why they feel protests shouldn't take place on the same road.
I'm really pleased that the consultation has gone out to the public, and we're trying to get as many responses as possible so the buffer zone does get implemented.

What are the objections?

Pro-life campaigners argue that vigils outside clinics are peaceful and a democratic right.

One group who have a presence outside is called 40 Days for Life, who hold a 40 day vigil outside the clinic twice a year.

They told ITV News that they do not harass or intimidate anyone. In fact, two members say it's them who are frequent victims of intimidation:

The group added that they've helped nearly 100 women since 2012 - and say an exclusion zone would banish help from where it's needed most.
The essence of 40 Days for Life is to be the last sign of hope for anyone considering abortion and the first sign of support for anyone who has had an abortion. The whole point of the campaign is to encourage Christians to pray for an end to abortion and to be a sign of hope in the community, that there is a love out there for anyone who is in a crisis pregnancy.

We are not there to judge, but to pray and support if needed.

The perennial issue of womens’ reproductive rights has been bitterly fought by those on both sides of the discussion on many fronts. One such front being the British Pregnancy Advisory Service (BPAS) clinic on Rosslyn Road, St Margarets. The clinic has recently been granted a protest ‘buffer zone’ to force anti-abortion protestors further away from the clinic.

Since its establishment in September 2013, the abortion clinic has not only been the destination of people in need of their services but also groups who opposed these services altogether. One such group, the Good Counsel Network, argued they were aiming to provide emotional and financial support to those who felt pressured into seeking an abortion. Many of the protests took on a loosely religious form with multiple prayer vigils taking place. Regardless of how they showed their opposition or which groups they represented, protestors could be found every day outside the clinic.


As a result of what has been described as ‘hassling and intimidatory protest’ by one St Margarets resident, the local council received hundreds of complaints. The only previous official action taken against these protests was the forced dispersion of protestors under Section 14 Public Order Act in 2014. The council chose to produce an online survey detailing a proposal for a Public Space Protection Order (PSPO), attempting to gauge local opinion on the matter. Overall, 80% of responders said they were in favour of the ban, although there were some who opposed it either on anti – abortion or right to protest grounds. Eventually, in early April, the council concluded it was going to enact said PSPO which would make it illegal to protest in the ‘buffer zone’ with the penalty of an £80 fine if this area was infringed by anybody deemed to be protesting. This policy was aimed to protect the BPAS staff and those intending to use the clinic, who made up the main proponents of this ‘buffer zone’.

However, the case remains in dispute as groups who had previously carried out protests argued that false claims had been made about their methods. One spokesperson claimed that they only ‘wished to help those going through this process’. While their methods have been misrepresented to a certain extent, the results of the aforementioned survey would suggest that this view was not shared by attendees of the clinic, be they staff or patients. Living in the local area, it has been evident that these measures have quelled protests and improved the experience of those in the already difficult position of needing to use the clinic.

The death toll from days of riots which coincided with President Trump's first ever official visit to India early this week has risen to at least 20 killed and nearly 200 wounded, Reuters reports.

New Delhi has seen the worst sectarian violence in decades after Hindus and minority Muslims clashed — along with security forces attempting to put down the violence —over the controversial new citizenship law, which prioritizes citizenship for non-Muslims from neighboring countries who immigrate.

"This was the first time that the protests have set off major bloodshed between Hindus and Muslims," crossing "an old and dangerous fault line," The New York Times reports.

Shortly before concluding his two day visit Trump was asked about the unrest by reporters. He said he “heard about” the law but that it is “up to India” to handle.

"As Air Force One flew Trump and his delegation out of New Delhi late Tuesday, Muslim families huddled in a mosque in the city's northeast, praying that Hindu mobs wouldn't burn it down," The Associated Press reports.

The riots are considered a deep embarrassment for Indian Prime Minister Narendra Modi, who appealed for calm on Wednesday.

“Peace and harmony are central to our ethos. I appeal to my sisters and brothers of Delhi to maintain peace and brotherhood at all times,” Modi said in a tweet.

Police and paramilitary security forces were out in greater force on the streets of the Indian capital Wednesday, after sectarian mobs had been engaged in running clashes involving guns, knives, clubs, and stones.

Critics say the law is biased against Muslims and undermines India’s secular constitution. Modi’s Bharatiya Janata Party has denied it has any bias against India’s more than 180 million Muslims.

Reuters witnesses saw mobs wielding sticks and pipes walking down streets in parts of northeast Delhi on Tuesday, amid arson attacks and looting. Thick clouds of black smoke billowed from a tyre market that was set ablaze.

Many of the wounded had suffered gunshot injuries, hospital officials said. At least two mosques in northeast Delhi were set on fire.

Throughout Trump's visit, widely viewed as a success, the president frequently sidestepped the issue of the citizenship law.

He had said during his opening visit remarks Monday at Motera Stadium: “Your nation has always been admired around the Earth as the place where millions upon millions of Hindus and Muslims and Sikhs and Jains, Buddhists, Christians, and Jews worship side by side in harmony.” And further: “Your unity is an inspiration to the world.”

The country has seen months of protests over the citizenship law, but exploded into their worst violence upon Trump's visit.
