And, if so, what effect would that have on his governance, were the MP for Witney (Oxfordshire) to be indirectly elected PM? UK political blog Recess Monkey wrote this on 12th December:

While conducting deep investigative research (googling) into Opus Dave, I came across this strange reference in google cache. allanparkinson69 has posted the following text on some sort of masons' chat board saying,

I'd like to congratulate my local Masonic lodge member, David Cameron MP for Witney, on his promotion to Deputy Speaker for the Conservative Party.

As an extremely young MP (thirties) I expect him to be party leader by the end of his political career...

Posted on 4th June, this message predates leadership election character assassinations, though also has a ring of american about it too, so I can't decide whether or not I think it's authentic...

I've traced the original message back to the Usenet newsgroup alt.freemasonry. allanparkinson69 posted 118 messages to alt.freemasonry between May and September 2003. The above message was posted not on June 4th 2005 but on July 3rd 2003. That would make the message more credible, and alanparkinson69's 117 other messages generally indicate a sound mind that's British, not American.

As a sidenote, and coincidentally, the Sunday Times reported on 20 November 2005 that:

THE Conservative party has accepted a £93,000 donation from a fund run by one of Britain's most senior freemasons.

The donation was paid by the Midlands-based Leamington Fund. No public records exist for the fund, which is an "unincorporated association".

However, The Sunday Times has established that the fund's chairman is Michael Price, the provincial grandmaster of Warwickshire freemasons. Price, 70, is the most senior mason in Birmingham and the surrounding area, and is in charge of 200 lodges and about 6,500 masons. Warwickshire and Oxfordshire are adjoining counties.

ADDENDA

1. I should note that Recess Monkey was contacted by a spokesman for Cameron who denied that his master was, or has ever been, a Mason. Which sounds as if his office is quite sensitive about the allegation. And I'm not sure that a denial that one's master is a Freemason is proof of the same.

2. The original message referred to Cameron's elevation to Deputy Speaker for the Conservative Party, a non-existent post. However, in June 2003, Cameron was appointed the Conservatives' Deputy Shadow Leader of the House.

3. [2006.01.01] The Leamington Fund, it transpires, gave its £93,000 to the Birmingham, Solihull and Coventry branch of the Conservative Party, not to the national party, sometime in the third quarter of this year (ie between 01 July and 30 September).

Nine MPs and former MPs hold posts in the highest ranks of the Freemasons - and with one exception they are Conservative.
A study by Labour Research into the 1995 Masonic Year Book - the Who's Who of Freemasonry - also shows that nine Tory peers occupy senior posts in the secretive order.

The Commons Home Affairs Select Committee is due to break new ground by holding the first parliamentary inquiry into the extent of Masonic influence on the police and judiciary early next year.

The study also provides food for thought for Lord Nolan and his committee on standards in public life, which has also indicated a willingness to look into the mysterious craft.

As a law lord, Lord Nolan may find himself investigating his colleagues: 32 judges or retired judges are listed in the Masonic Year Book.

According to the book, the House of Lords has more leading Masons than the Commons. They start with the most powerful of all, the Duke of Kent, who, as is well-known, is grand master of the United Grand Lodge of England, the order's governing body in this country.

The number two Mason is Lord Farnham, an Irish peer. Earlier this year, the Irish peers lost their long campaign to be allowed to take their places in the Lords so he does not count among the 25 top Masons in the upper house.

Of those 25, nine are Tories, 11 are crossbenchers and four do not declare any party allegiance. One, the Duke of Kent, is above party politics as a member of the Royal Family. The Tory peers include: Lord Belstead, a former leader of the House of Lords; Lord Lane of Horsell, a former chair of the National Union of Conservative Associations; and the Earl of Elgin & Kincardine. Lord Belstead was president of the board of general purposes of the United Grand Lodge in 1994-95, while the Earl of Elgin & Kincardine is an ex-grand master for Scotland.

Four sitting Conservative MPs appear in the handbook: Tony Baldry, a junior minister; Sir Gerard Vaughan; Sir Peter Emery and Ian Bruce. Of these, Mr Bruce, who sits on a number of United Grand Lodge committees, appears to be the most prominent.

Former MPs, all Tories, in the book are: Sir Neil Thorne, who loaned his Westminster home for the Prime Minister's leadership campaign headquarters in the summer; Sir Ian Percival, a former solicitor-general; Sir David Trippier; Sir John Wells and Sir Edwin Leather. One Conservative former MEP, Sir Peter Vanneck, is also listed.

Only one former Labour politician is in the book: Niall Macdermot, who retired as Derby North's MP in 1970.

As well as Tories and judges, businessmen also occupy senior posts "on the square". They include Sir John Banham, former director-general of the CBI and a director of National Westminster Bank and National Power.

Sir Gerrard Peat, a partner in KPMG Peat Marwick, the leading accountancy firm, is a top Mason. He is also a past auditor to the Queen's Privy Purse and treasurer of the Association of Conservative Clubs.

Reform in policing is being blocked by members of the Freemasons, and their influence in the service is thwarting the progress of women and people from black and minority ethnic communities, the leader of rank-and-file officers has said.

Steve White, who steps down on Monday after three years as chair of the Police Federation, told the Guardian he was concerned about the continued influence of Freemasons.

White took charge with the government threatening to take over the federation if it did not reform after a string of scandals and controversies.

Critics of the Freemasons say the organisation is secretive and serves the interests of its members over the interests of the public. The Masons deny this saying they uphold values in keeping with public service and high morals.”

White told the Guardian: “What people do in their private lives is a matter for them. When it becomes an issue is when it affects their work. There have been occasions when colleagues of mine have suspected that Freemasons have been an obstacle to reform.

“We need to make sure that people are making decisions for the right reasons and there is a need for future continuing cultural reform in the Fed, which should be reflective of the makeup of policing.”

One previous Metropolitan police commissioner, the late Sir Kenneth Newman, opposed the presence of Masons in the police.

White would not name names, but did not deny that some key figures in local Police Federation branches were Masons.

White said: “It’s about trust and confidence. There are people who feel that being a Freemason and a police officer is not necessarily a good idea. I find it odd that there are pockets of the organisation where a significant number of representatives are Freemasons.”

The Masons deny any clash or reason police officers should not be members of their organisation.

Mike Baker, spokesman for the United Grand Lodge, said: “Why would there be a clash? It’s the same as saying there would be a clash between anyone in a membership organisation and in a public service.

“We are parallel organisations, we fit into these organisations and have high moral principles and values.”

Baker said Freemasonry was open to all, the only requirement being “faith in a supreme being”. He said there were a number of police officers who were Masons and police lodges, such as the Manor of St James, set up for Scotland Yard officers, and Sine Favore, set up in 2010 by Police Federation members. One of those was the Met officer John Tully, who went on to be chair of the federation and, after retirement from policing, is an administrator at the United Grand Lodge of England.

Masons in the police have been accused of covering up for fellow members and favouring them for promotion over more talented, non-Mason officers.

White said: “Some female representatives were concerned about Freemason influence in the Fed. The culture is something that can either discourage or encourage people from the ethnic minorities or women from being part of an organisation.”

The federation has passed new rules on how it runs itself, aimed at ending the fact that its key senior officials are all white, and predominantly male.

White said he hoped the new rules would lead to an end to old white men dominating the federation: “The new regulations will mean Freemasons leading to an old boys’ network will be much less likely in the future.”

White came to be chair of the Police Federation after Theresa May went to its 2014 conference and ripped into it. The federation had to decide whether it would adopt a package of 36 reforms, with May, who was then home secretary, threatening that if it failed to do so, it would be taken over by the government and forced to. The Metropolitan police federation was the only local body in the organisation, which represents rank-and-file officers, not to back a package of reforms.

In 2014 federation members felt the body that represented them was failing them and was distant.

White said the organisation had been turned around during his time in office: “We have gone from being almost irrelevant to being the trusted voice of the frontline and the service. I think we had an organisation that shouted and bawled about everything, which became irrelevant to members and risked being wound up.”

White beat the Met officer Will Riches to the chairmanship via a coin toss, after the two candidates won the same number of votes. White, who had served as a firearms officer in Avon and Somerset, came into office promising to end a culture of drinking by federation officials using members’ money.

White said more reform of policing was needed: “There should be future radical reform of the police. The 43 forces need to operate more as a single entity. We have to break down the political barriers caused by PCCs [police and crime commissioners].”

White has written a paper advocating a national body to drive through reforms and impose them on forces if necessary: “We need a new governance board at a national level to drive reforms to policing and make sure it happens.”

The National Police Chiefs’ Council’s lead for ethics and integrity, the chief constable Martin Jelley, said: “While we recognise that there has been concern in the past around serving officers also being Freemasons, it is clear that concern over real or perceived threat to impartiality of this has decreased. Regular external scrutiny of the police service by Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services has not raised this as an issue of concern.

“Strict guidelines require officers to declare anything which might be deemed a conflict of interest in their force’s register of interests. If convincing evidence ever came to light which clearly showed that Freemasonry was adversely affecting the integrity of the police service then we would take appropriate action.”

When the late Sir Kenneth Newman became commissioner of the Metropolitan police in 1982, he outlined his thoughts on how his officers should behave in what became known as “the little blue book”. Always a tactful man, his passage on freemasonry noted delicately that “the discerning officer will probably consider it wise to forgo the prospect of pleasure and social advantage in freemasonry so as to enjoy the unreserved regard of all those around him”.

More than 30 years later, it will come as a surprise to many that membership of the Freemasons is still causing disquiet within the police. Steve White, the retiring chair of the Police Federation, which represents rank and file officers, told the Guardian this week that he and his colleagues suspected that Freemasons within the service were hampering reforms and acting in an obstructive way. “I find it odd,” he added, “that there are pockets of the organisation where a significant number of representatives are Freemasons.”

The Freemasons themselves have denied that there is anything untoward and say that they see no conflict of interest between membership of a masonic lodge and a job in the police. “We are parallel organisations … and have high moral principles and values,” Mike Baker, spokesman for the United Grand Lodge, told the Guardian.

That may well be, but being both a Freemason and a police officer remains just as delicate and conflicted an issue as it did in the 1980s. After Newman’s pronouncement, Freemasons within the Met, some of them in quite senior positions, responded defiantly by setting up their own new lodge called the Manor of St James, and there was little that Newman could do about it. Since then, commissioner after commissioner has made the same point.

The late Lord Imbert also took on the Freemasons when he had the top job at Scotland Yard. So did Lord Condon, and most recently, in 2014, the then commissioner, Bernard Hogan-Howe, said that it would be difficult under human rights legislation to make a register of membership compulsory, but he made it clear that “for me as a police officer, the secrecy of membership is a concern. I think police officers should be transparent: nothing to hide, then why not mention it? My view would be that you ought to be open about your associations.”

Quite. And there are very good reasons for this distance to be observed, stretching back to the dark days of endemic corruption in the Met and elsewhere from the 1960s to the 1980s, when it emerged that some detectives were even in the very same lodge as career criminals.

Brian – now Lord – Paddick, in his autobiography, Line of Fire, disclosed that both he and and his father had been Freemasons. Paddick himself joined almost as soon as he could, at the age of 21, when he was already an officer working under an unpopular superintendent in west London. “I asked the superintendent if he was ‘on the square’ and his attitude changed completely; suddenly he became my best friend and showed me his Masonic regalia, the decorated apron worn in Masonic meetings … I found his complete volte-face quite disappointing but it was not the last time someone’s attitude to me was to change instantly when he discovered my Masonic links.” Paddick duly decided to give up attending Masonic meetings.

As recently as 1999, a former detective and a Freemason, Duncan Hanrahan, was jailed for more than eight years for conspiracy to rob, supply drugs and pervert the course of justice. It emerged in his Old Bailey trial that he had used a fellow Freemason, who was a serving officer, to help him make contact with another officer, whom he tried unsuccessfully to bribe. And this came just three years after the home affairs select committee had announced: “We believe that nothing so much undermines public confidence in public institutions as the knowledge that some public servants are members of a secret society, one of whose aims is mutual self-advancement.”

Things may have changed a great deal in the intervening two decades since those remarks; there are thankfully many more women in the service now. Many younger recruits, particularly those from ethnic minority backgrounds, regard Freemasonry and all its aprons and handshakes and rituals, as little more than a weird old boys’ club. But Steve White has made the point that its influence within the service still exists. All those commissioners were right. If the public thinks that a secret handshake can still swing a prosecution and officers themselves feel that the same handshake can affect a promotion, then it is as clear as ever that membership of both bodies is incompatible. And it is time that all those officers who are Freemasons decided to “forgo the prospect of pleasure and social advantage” until they have left the service.

A secret archive containing the names of two million Freemasons has been made public for the first time on the genealogy site Ancestry which reveals extensive Masonic involvement in the controversial British investigation into the catastrophe.
It confirms that not only the judge who oversaw the British Wreck Commissioner’s inquiry into the disaster and leading investigators, but also even some of those who escaped censure were all Freemasons.
While a US Senate inquiry into the sinking savaged the White Star Line and singled out the British Board of Trade for blame for lax regulations which allowed the scandalously small number of lifeboats fitted on the ship, the UK investigation overseen by Lord Mersey avoided blaming the Board of Trade.
Lord Mersey himself - John Charles Bigham - was, the records show, a Freemason, initiated in 1881 at the Northern Bar Lodge in London.
Crucially, so too appears to have been the President of the Board of Trade Sydney Buxton, initiated at Limehouse in East London in 1888 where he was the local MP at the time.

The names of at least two of the inquiry’s five expert assessors – Prof John Harvard Biles, a specialist in naval architecture, and Edward Chaston, the senior engineer assessor – can also be found in the Masonic archive.
Meanwhile Lord Pirrie, who was not only chairman of the Harland and Wolff shipyard in Belfast which built the Titanic but, crucially, also one of the directors of White Star’s parent company, also appears to have been a Freemason.
The peer was born William Pirrie in Quebec in 1847. The records show a William Pirrie initiated at St George's Lodge in Montreal in 1904.
Titanic Expert Nic Compton, author of Titanic on Trial told History.com: “The Titanic inquiry in Britain was branded a ‘whitewash’ because it exonerated most of those involved. Only three passengers were interviewed, and they were all from first class.
“Even Captain Smith was exonerated on the grounds that most other ships at that time also sped through the ice at full speed with no serious consequences.
“The only person both inquiries heaped scorn on was the captain of SS Californian, the ship that had stood by about eight miles off, its crew watching the emergency flares being fired by Titanic, without doing anything about it until it was too late.”

Mr Compton said the British inquiry got drawn into more populist issues, such as whether Sir Cosmo Duff Gordon had paid the crew of Lifeboat 1 a bribe not to go back and pick up swimmers and whether Bruce Ismay had behaved like a coward.
The passenger line sank in the Atlantic Ocean in the early morning of April 15 1912 after colliding with an iceberg on her maiden voyage from Southampton to New York.
Lookout Frederick Fleet had spotted the iceberg and altered the bridge but by the time First Officer William Murdoch had ordered the ship to be steered around the obstacle and the engines put in reverse, it was too late. The ship was carrying only enough life boats for half the passengers, the crew were not trained for a full evacuation. In all, more than 1500 people died and 700 survived the disaster.
The British inquiry was headed by the Board of Trade who had approved the ship, and some believed it had little interest in finding itself or White Star negligent.
It concluded that Captain Smith had done "only that which other skilled men would have done in the same position" and neither White Star or its parent company, the International Mercantile Marine Company (IMM) was found negligent.

However the new Freemason links cast new light on the proceedings.
“The records demonstrate the extensive involvement which freemasons have had in British society,” said Diane Clements, director of the Library and Museum of Freemasonry.
“As freemasonry approaches its 300th birthday in 2017, we are pleased to be able to provide access to details of past members.”

A new book by Bruce Robinson, the director and screenwriter of the classic film Withnail and I, claims that the notorious Whitechapel murderer was a man named Michael Maybrick.
In the book They All Love Jack: Busting the Ripper, Robinson argues that all of the Ripper killings bore the stamp of Masonic ritual; the symbol of a pair of compasses carved into the face of Catherine Eddowes, the removal of meal buttons and coins from the bodies of Eddowes and Annie Chapman and the cryptic graffiti daubed on a wall in Goulston Street, which he says was “the most flagrant clue of all.”

And they reveal that Freemasons were in prominent positions in the Scotland Yard inquiry including the Metropolitan Police Commissioner Sir Charles Warren and the colleague he appointed to be his “eyes and ears” on the case, Chief Inspector Donald Swanson.
Two coroners who ruled on the murders, Wynne Baxter and Henry Crawford and at least three of the police doctors who examined the bodies were also members of the masons.
Maybrick, who was on the Supreme Grand Council of Freemasons, travelled the country as a performer.
His entry in the carefully handwritten records, describes him as a “vocalist” and states that he was a member of the St Andrew’s Lodge from 1863 until 1887 – meaning he left just a year before the nine-week period in 1888 when five women were murdered in the East End of London, one of the biggest unsolved crimes in British history.
Sir Charles is said to have been a senior member of the Masonic society. He was a founder member of the Quatuor Coronati lodge, and an authority on Freemasonic history and ritual.
Robinson told the Telegraph: “It was endemic in the way England ran itself. At the time of Jack the Ripper, there were something like 360 Tory MPs, 330 of which I can identify as Masons.
“The whole of the ruling class was Masonic, from the heir to the throne down. It was part of being in the club.
‘Part of the whole ethic of Freemasonry is whatever it is, however it’s done, you protect the brotherhood – and that’s what happened.
“They weren’t protecting Jack the Ripper, they were protecting the system that Jack the Ripper was threatening. And to protect the system, they had to protect him. And the Ripper knew it.”

The list, seen by the Telegraph, could lead to a re-examination of almost 200 years of British history, by revealing the extent of Masonic influence in the upper reaches of society at the height of Britain’s imperial grandeur.

Records, being published online by the genealogy service Ancestry, contain the names of royalty, statesmen and thousands of other influential figures including judges, police, military top brass, lawyers and bishops.
While the individual Masonic connections of some of those included - such as Sir Winston Churchill and Edward VIII - are well known, the records from 1733 to 1923 offer the first comprehensive view of the reach of freemasonry over the age of Empire.

On the military field, those listed range from the Duke of Wellington to Lord Kitchener. In the arts it includes writers such as Oscar Wilde and Rudyard Kipling; the actor Sir Henry Irving while names from the musical world include both Gilbert and Sullivan.
The explorers Ernest Shackleton and Captain Robert Falcon Scott also feature while scientists listed range from Edward Jenner, the pioneer of vaccines, to Sir Alexander Fleming, the discoverer of penicillin.
In the world of charity and social reform Dr Thomas Barnardo is among those listed while businessmen include Harry Selfridge while Thomas Telford heads a list of thousands of engineers who ensured Britain’s industrial dominance.
In addition to Edward VIII, monarchs present include Edward VII and George VI.
While most of the entries simply include names, lodges and initiation dates, of the smaller number which specify professions there are 5,500 police officers of different varieties, thousands more military figures, 170 judges, 169 MPs, 16 bishops and at least one Indian prince.
It follows a series of steps by the freemasons in recent decades to open up the organisation while Ancestry believes the records will prove invaluable in helping people trace their roots.
Miriam Silverman, senior UK content manager at Ancestry said: “We’re delighted to be able to offer people an online window into a relatively unknown organisation.
“While we can’t reveal the inner workings of Freemason ceremonies, what we can tell you is the details of over two million historic members.

The freemasons officially date from 1717, when a group of like-minded men in London got together in a coffee house and devised a non-sectarian, socially egalitarian ‘club’ in which ‘men of integrity’ could fraternise, while avoiding the issues of religion and politics.
They took as their guiding metaphor the trade of stonemasonry, hence the symbols of Freemasonry – the square, compass and apron – and its three degrees of evolution, Entered Apprentice, Fellow Craft and Master Mason.
The United Grand Lodge of England (UGLE) has around 250,000 members and The Grand Lodges of Scotland and Ireland administer some 150,000 members. There may be as many as six million globally – two million in the United States.
The Duke of Kent is the current Grand Master of UGLE, and his brother, Prince Michael of Kent, is a Mason.

Freemasons dominated the inquiry into the sinking of the Titanic and may have allowed Establishment figures to escape blame, it was claimed last night.

The investigation into the 1912 tragedy that cost 1,500 lives exonerated most of those involved, including the ship’s White Star Line owners as well as its captain.

Now the publication of a secret archive of Freemasons – containing two million names of members from 1733 to 1923 – reveals the scale of Masonic involvement across the highest echelons of British society.

The archive contains the names of three kings, statesmen, judges, military top brass and bishops.

Experts believe it could lead to a re-examination of almost 200 years of British history, revealing the scale of Masonic influence at all levels of British society when the UK was one of the world’s most powerful countries.

The records are due to be published online by genealogy service Ancestry.

While the Masonic connections of figures such as Sir Winston Churchill, Oscar Wilde, Lord Kitchener, Rudyard Kipling and Edward VIII are known, the records offer the first comprehensive view of the reach of Freemasonry at the height of the British Empire.

They reveal the close ties between Establishment figures involved in the investigation into the Titanic’s sinking, the Telegraph reported.

A US Senate inquiry singled out the British Board of Trade, saying the small number of lifeboats on the ship was a result of lax regulations.

However, the UK investigation, overseen by Lord Mersey, exonerated the Board of Trade.

Lord Mersey himself was a Freemason, the newly published records show. He was initiated in 1881 at the Northern Bar Lodge in London.

Crucially, so too was Board of Trade president Sydney Buxton, initiated in 1888 when he was an MP.

The theory was put forward by an author of a new book who believes that all of the Ripper killings were the stamp of Masonic ritual and the notorious Whitechapel murderer was a man called Michael Maybrick.

Now, in an extraordinary turn of events, new archives prove for the first time that Maybrick and his brother James - who has previously been named as the Ripper - were both Masons.


In his new book Bruce Robinson, the director and screenwriter of the classic film Withnail and I, said the cryptic graffiti daubed on a wall in Goulston Street, which he claims was 'the most flagrant clue of all'.

Robinson told The Daily Telegraph: 'It was endemic in the way England ran itself. At the time of Jack the Ripper, there were something like 360 Tory MPs, 330 of which I can identify as Masons.

Handwritten records, which described him as a 'vocalist', said he was a member of the St Andrew's Lodge from 1863 until 1887.

This means he left a year before the nine-week period in 1888 when five women were murdered in the East End of London, in one of the biggest unsolved crimes in British history.

Numerous individuals have been accused of being the serial killer Jack the Ripper.

At the time, police suspected the Ripper must have been a butcher, due to the way his victims were killed and the fact they were discovered near to the dockyards, where meat was brought into the city.

There are several alleged links between the killer and royals. First is Sir William Withey Gull, the royal physician. Many have accused him of helping get rid of the prostitutes' bodies, while others claim he was the Ripper himself.

Another book named Queen Victoria's surgeon Sir John Williams as the infamous killer. He had a surgery in Whitechapel at the time.

Another theory links the murders with Queen Victoria's grandson, Prince Albert Victor, also known as the Duke of Clarence.

At one point, cotton merchant James Maybrick was the number one suspect, following the publication of some of his diary which appeared to suggest he was the killer. However the extracts are widely believed to be forged.

Other suspects include Montague John Druitt, a Dorset-born barrister. He committed suicide in the Thames shortly after last murder.

George Chapman, otherwise known as Seweryn Kłosowski, poisoned three of his wives and was hanged in 1903.

Another suspected by polive was Aaron Kosminski. He was admitted to Colney Hatch Lunatic Asylum and died there.

Dr Thomas Neill Cream, poisoned four London prostitutes with strychnine and was hanged.

Some of the more bizarre links include Lewis Carroll, author of the Alice in Wonderland books, who taught at Christ Church until 1881 - which was at the forefront of the Ripper Murder scenery.

According to some sources Jack was actually a Jill - a theory posed by an inspector on the case at the time.

Winston Churchill's father - Lord Randolph Churchill - has also been named as a potential suspect.

Judges could reportedly be in line for an annual pay rise of almost £60,000 in a move which could spark fury among public sector workers.

A Government-commissioned report has recommended High Court judges should receive a 32 per cent salary hike, the Daily Mail reported.

The rise would see their pay jump from £181,500-a-year to £240,000 - an increase of more than £1,100-a-week.

The proposed increase - by the Senior Salaries Review Body (SSRB) - is said to have been justified by claims of low morale within the judiciary.

A combination of long and stressful hours and a series of tax changes to pension schemes for high earners was said to have led to a recruitment crisis, with a sharp fall in the numbers applying to join the bench.

However a rise on that scale could infuriate other public sector workers - such as nurses, soldiers, teachers and prison officers - who have been restricted to single-figure percentage increases.

The Ministry of Justice (MoJ) confirmed that the SSRB's report had been received by Theresa May and Justice Secretary David Gauke at the end of September.

However, officials said no decisions had been taken as to whether to accept its recommendations.

A MoJ spokesman said: "The Government values the work of our world-renowned judiciary, which is why we commissioned this review and are considering its recommendations. We will respond in due course."

Operation Tiberius, written in 2002, found underworld syndicates used their contacts in the controversial brotherhood to “recruit corrupted officers” inside Scotland Yard, and concluded it was one of “the most difficult aspects of organised crime corruption to proof against”.

The report – marked “Secret” – found serving officers in East Ham east London who were members of the Freemasons attempted to find out which detectives were suspected of links to organised crime from other police sources who were also members of the society.

Famous for its secret handshakes, Freemasonry has long been suspected of having members who work in the criminal justice system – notably the judiciary and the police.

The political establishment and much of the media often dismiss such ideas as the work of conspiracy theorists. However, Operation Tiberius is the second secret police report revealed by The Independent in the last six months to highlight the possible issue.

Project Riverside, a 2008 report on the rogue private investigations industry by the Serious Organised Crime Agency, also claimed criminals attempt to corrupt police officers through Freemason members in a bid to further their interests.

Concerns over the influence of freemasons on the criminal justice system in 1998 led former Home Secretary Jack Straw to order that all police officers and judges should declare membership of the organisation.

However, ten of Britain’s 43 police forces refused to take part and the policy was dropped under threat of legal action. In England and Wales, the Grand Master of the Freemasons is Prince Edward, Duke of Kent. The United Grand Lodge of England declined to comment last night.

The Independent revealed last week that Operation Tiberius found that organised crime syndicates such as the Adams family and the gang led by David Hunt were able to infiltrate the Met “at will”.

Asked to comment on the Tiberius report, a spokesman for Scotland Yard said: “The Metropolitan Police Service will not tolerate any behaviour by our officers and staff which could damage the trust placed in police by the public.

“We are determined to pursue corruption in all its forms and with all possible vigour.”

The entire criminal justice system was infiltrated by organised crime gangs, according to a secret Scotland Yard report leaked to The Independent.

In 2003 Operation Tiberius found that men suspected of being Britain’s most notorious criminals had compromised multiple agencies, including HM Revenue & Customs, the Crown Prosecution Service, the City of London Police and the Prison Service, as well as pillars of the criminal justice system including juries and the legal profession.

The strategic intelligence scoping exercise – “ratified by the most senior management” at the Met – uncovered jurors being bought off or threatened to return not-guilty verdicts; corrupt individuals working for HMRC, both in the UK and overseas; and “get out of jail free cards” being bought for £50,000.

The report states that the infiltration made it almost impossible for police and prosecutors to successfully pursue the organised gangs that police suspected controlled much of the criminal underworld.

The author of Tiberius, which was compiled from intelligence sources including covert police informants, live telephone intercepts, briefings from the security services and thousands of historical files, came to the desperate conclusion: “Quite how much more damage could be done is difficult to imagine.”

The fresh revelations come a day after The Independent revealed that Tiberius had concluded the Metropolitan Police suffered “endemic police corruption” at the time, and that some of Britain’s most dangerous organised crime syndicates were able to infiltrate New Scotland Yard “at will”.

In its conclusions, the report stated: “The true assessment of the damage caused by these corrupt networks is impossible to make at this stage, until further proactive scoping has been undertaken.

“However a statement by an experienced SIO [senior investigating officer] currently attached to SO 1(3) gives some indication of the depth of the problem in east and north-east London: ‘I feel that at the current time I cannot carry out an ethical murder investigation without the fear of it being compromised.’

“The ramifications of this statement are serious and disturbing and provide a snapshot of the current threat to the criminal justice system. Additionally the fact that none of these syndicates have been seriously disrupted over the last five years provides an insight into the effectiveness of their networks.”

In one case identified by Tiberius, a leading criminal was acquitted of importing cannabis after he allegedly “bought” members of the jury hearing his case. A named police officer “was involved in some way or another”, according to the report.

Tiberius also revealed the Met was concerned at the time with a national newspaper story on the ability of the Adams family to escape the law by penetrating the criminal justice system.

In 1998, police appeared to have finally made a breakthrough when Tommy Adams was jailed for more than seven years for importing cannabis.

However, the article cited by Tiberius stated that the “only reason the Adams family had allowed the prosecution to succeed and had not resorted to bribery or intimidation to thwart it, was because the other brothers wanted to teach Tommy a lesson for getting involved in crimes they had not authorised”.

The article concluded: “Witnesses terrified into silence, dodgy jurors, bent lawyers, bent policemen and bent CPS clerks – all are part of the same cancer eating away at justice. A cure for the malady will not be easy to come by. Perhaps we should begin by acknowledging that the patient is sick.”

Tiberius disclosed that the Met interviewed the journalist who wrote the story after the murder of Solly Nahome, a money launderer credited as the “brains” behind the Adams’ criminal empire. The reporter stated one of her journalistic sources on the family was a corrupt police officer but did not disclose who it was.

Another case of corruption beyond the Met, identified by Tiberius, included intelligence of alleged foul play within HMRC, which is supposed to lead the UK’s fight against white-collar crime such as money laundering.

In 2000, according to Tiberius, a key police informant was secretly helping Scotland Yard with an investigation into the importation of £10m of heroin by a Turkish gang in north London.

The deal went wrong, the informant was tortured in a cellar and “an attempt was made to sever his fingers with a pair of garden shears”. His associate was also attacked and had “three fingers chopped off with a machete”.

The henchman Tiberius alleged had committed the assaults was the son of a named Met detective, who repeatedly tried to impede police inquiries into the case, according to Tiberius. He also had a corrupt relationship with a named detective sergeant then based in Marylebone police station who is suspected to have “organised cheque frauds”. Research conducted by The Independent suggests that none of the three men has ever been prosecuted.

The Turkish drug dealer was later convicted and told police he was an HMRC informant. He said he knew of “corrupt contacts within the police” and had a Cyprus-based customs officer as a handler who “took money off him”.


Alastair Morgan, whose brother Daniel was murdered in 1987 before he could expose links between Met officers and organised crime, told The Independent: “Despite all the protestations by police that things have changed since the ‘bad old days’, this doesn’t surprise me in the slightest.

“The police have no desire to tackle this. It would be too damaging to have it all aired in open court. The Met is a highly political organisation.”

Scotland Yard said: “[We] will not tolerate any behaviour by our officers and staff which could damage the trust placed in police by the public. We are determined to pursue corruption in all its forms and with all possible vigour. All such allegations and intelligence are taken extremely seriously.”

Importing heroin

One corrupt detective chief inspector who was identified by Tiberius sold his car to a known criminal, who was also a protected informant. The deal had been arranged by another corrupt officer – the informant’s handler – who was identified by Tiberius as “raping, blackmailing and encouraging the informant to facilitate the importation of heroin”.

The report does not identify any action taken by the Met against the serving officer for his behaviour.

Destroying evidence

The trial of a man who was charged with drug trafficking offences collapsed after the disappearance of two crucial surveillance logs which, the report claims, were removed by two detective sergeants. Tiberius said each defendant “paid £15,000 into a fund to pay for the police officers to destroy the logs”.

Analysis of phone records by Tiberius showed contact between one of the detective sergeants and a named former detective superintendent – who was in charge of the original anti-corruption investigation into the missing logs.

Colluding with criminals

On another occasion, when detectives raided the home of a “high-echelon criminal” believed by police to be involved in the “importation and distribution of controlled drugs” in east London, they found a five-page computerised printout that, it is claimed, indicated two serving Met police officers were in his pay.

During the inquiry, an investigating officer was approached by a corrupt colleague who had worked out the target and told him not to pursue the suspected drug dealer as he was a “nice fella” and was expecting a big “security contract”. He stated: “If you don’t touch him he’ll help you.”

One year later Essex Police began a separate inquiry into the same suspected drug dealer after receiving intelligence that he was importing drugs and distributing them in nightclubs. The investigation began examining the stabbing of a man at a club in February 2001 – an attack that was thought to be linked to the alleged drug dealer.

According to the report, the same corrupt police officer then called the investigating Essex officer, who recalled: “He told me that bad people go to the club and asked if I knew who they were.”

Tiberius noted the corrupt police officer also had an “ongoing sexual relationship with a female drug supplier” and was accessing police intelligence on her behalf.
