I presume as far as terrorists are concerned, if they know a cell is operating or preparing to do something nasty, create a situation which benefits the Spec ops so they can be more effective, retract as much information as possible and net as many participants as possible, including possible links to foriegn countries so they can black mail them. The actuall terrorist act isnĀ“t that interesting as long as they can get links to the string pullers.
And where as countries are concerned you only have to look at how much Iraq was provoked, and lately probably Iran. |

You obviously havent read that properly have you? It says nothing about "creating a situation which benefits the Spec ops so they can be more effective".
It talks about stimulating terrorist action. Provoking terrorists in to attacking US and western targets to then legitimize a response.
I would like to know exactly what they might mean by the term;
"secret operations aimed at "stimulating reactions" among terrorists"

Just a few thoughts...
1. This is a four-year-old article.
2. Mr. Isenberg says the proposal was "leaked" to the Federation of American Scientists and posted on their website, but the FAS website makes it clear that the document was not classified.
3. The proposal is in the form of a Power Point presentation; not exactly high-level cloak-and-dagger stuff. It seems very informal and speaks of an idea in the VERY early stages of development.
I don't think there's anything to worry about. |

Well, truthers often pride themselves in the quality of their research, but using a four-year old source while ignoring newer information that might shed more light on the situation would earn you a low mark on any college paper.
(True, it's possible there IS no more new information on this, in which case it appears that nothing came of the proposal.) |

But the Spec ops can be more effective in many ways, in steering the terrorist attack in the right direction, certain date and have more control over the situation.
