The answer is electricity as explained here

http://www.rexresearch.com/negre/negre.htm

Therefore it is similar to a battery powered car, that sounds terribly green but requires electricity that for most British consumers is generated in coal fired power stations. Hence not so green.

I did come across a university prototype in the 1980s that used the car's braking to compress air which in turn was used to power the engine on acceleartion, thus greatly increasing the fuel efficieny of the petrol driven car

This is an interesting approach

http://www.organic-power.co.uk/

There are many designs of anaroebic digesters that turn organic waste into bio-gas. The innovation here is the tank shape that improves the efficiency of the process.

The advantages are twofold. It uses organic wastes that would otherwise create methane in landfills, plus it produces a clean fuel.

There is considerable interest in this technology in Sweden where they plan to go 100% oil free within 15 years without going down the nuclear route

Isn't that what the Toyota Prius does? Amazingly, its fuel efficiency is greater around town than on a motorway. And it has the lowest road tax in the UK - £30 a year. There is a £0 band but there isn't a car green enough to qualify.

I watched Who Killed The Electric Car recently. Without 'spoiling' (?) the narrative - I have to say that the sheer bloody mindedness of the manufacturers was infuriating and quite soul destroying.

Even if someone invented (which they have actually) a car which needs no fuel, ran on water or whatever the Patends would be snappe up by companies like shell and vanish. The inventor will probably vanish as well.

Imagine if no one needed the drug of oil anymore, all these massive companies which probably control governments and world would be in trouble.
