It's probably just me but I find Rove metaphorically speaking about the fall of his party as being a “building” with the walls blown out quite interesting considering 9/11. What a choice of words.

I don't read much more into that than the standard in-denial politico speak.
It's another variation of 'the policies are fine, it was the presentation that let us down'.
