Anyone would have thought that the facts that police on the scene would immediately have been aware that at 10am they had just shot a man called de menezes rather than who they thought was their target, Osman Hussien and that de menezes was not wearing a suicide belt or any other type of weapon might undermine their conviction that they had just shot a terrorist and these doubts would have been communicated up the food chain pretty quickly. But apparently not
