Could be.
On the very day that Gazprom secures the Sakhalin-2 oil & gas contract and the very day that Putin secures a deal for the Russian Air Force to use Uzbekistan bases after Uzbekistan kicked out the US from all it's territories.
Turkmenistan under Niyazov maintained a status of permanent neutrality and is the probable location of the Caspian gas pipeline terminus.
Another move on the grand chessboard of resource wars.
