No way.

The comparitive height and dimensions of the building in the video and the WTC's are vastly different, this combined with the fact the foundations of the toppling building have been compromised, evident by the area where the structural failure is seen to take place make for a totally different type of collapse.

In other words, the building in your link falls in one piece, the fulcrum being the ground floor, the WTC towers were structurally compromised way up near the top and their 'inappropriate' collapse bears no relation to what we see in your video.
