GREEN COVE SPRINGS, FL -- Nine months after Emily Delafield, 56, died after being tased by police, her family has few answers about the events that led to her death.

"This has been a very tragic and sad situation," nephew Ryan Delafield said.

According to Green Cove Springs Police, the wheelchair-bound Delafield was arguing with family members and swinging knives and a hammer when they arrived at her home.

Ryan Delafield says he is his aunt’s personal representative. In the weeks after her death he needed a death certificate for matters of her estate.

"May, June, July... it was three months before we got the death certificate," Delafield said.

On the death certificate, the Medical Examiner cited that the death was a homicide. To get more answers, Delafield says in the fight to get information, he was passed from department to department.

"I called the State Attorney's Office, the Florida Department of Law Enforcement - Jacksonville Regional Office, the Medical Examiner… and the City of Green Cove Springs Police Department," said Delafield.

After eight months, Delafield says he got no answers.

Late Friday, First Coast News received the Disposition Statement from Assistant State Attorney Dan Skinner.

According to the statement, a male officer says he tased Delafield at least five times. The download information from his Taser showed that he actually tased Delafield one time for less than five seconds.

The second officer says she tased Delafield up to four times. However, the download information from her Taser showed that she tased Delafield nine times for a total of 116 seconds.

According to the statement, the officers said Delafield was armed with two knives and a hammer. They say she refused to drop them. One officer said it appeared that Delafield was going to throw the knife.

According to the report, the second officer deployed his Taser only after he saw they were not getting the results they expected from the first deployment.

"Is this a normal thing for Police Officers in the City of Green Cove Springs to taser obese women in wheelchairs?” Ryan Delafield said.

According to the Disposition Statement, the doctor who completed the autopsy believes Delafield died from a combination of heart disease and being tased.

Also according to the statement, both officers’ personnel files show they have no previous “Use of Force” reports.

From the Disposition Statement: "...the officers, acting consistent with their training, felt they had no other options other than trying to subdue Ms. Delafield with their Tasers. Therefore, the use of their Tasers is being ruled as justified."

Ryan Delafield has retained an attorney. Legal actions could follow.

And since it is obvious they use these things both when they are not appropriate or called for, and, excessively, does it not stand to reason that they will use all the fun new gadgets like the sound cannon, and microwave weapons both when they are not appropriate or called for, and, excessively?
