AN UNPRINCIPLED STRATEGY
by Alf Mendes
18th March 2007
In view of the recent news that the US has held a ‘conference’ in Baghdad with conferees from two nations they consider ‘evil’, namely, Iran and Syria, then it is necessary to examine this if we are to reach a rational understanding of this matter.
The first thing to note is that the US representative\conferee was one Zalmay Khalilzad, a man with an intriguing background - as follows (in brief form):
Khalilzad was born in 1951 in North Afghanistan, his well-moneyed father having been an aide to King Zahir Shah, who was deposed by the King’s brother-in-law, Mohammed Daoud in 1973. In 1978, Daoud was himself ousted (and killed) by the marxist Parcham Party. Zahir Shah was then exiled to Italy where he lived for 29 years until his return to Afghanistan in April 2002 - only to be told by America not to return to the throne!
Khalilzad attained both his BA and MA at the American University in Beirut, Lebanon, and subsequently attended the University of Chicago, where he received his doctorate.
In July 1979, President Carter’s National Security Advisor, Zbrzezinski, set up a plan, known as Operation Cyclone, to assist the Afghan mujahadeen in their opposition to the Parcham Party, as a result of which, islamic fundamentalists were sent to training schools in Pakistan and camps in Virginia - where they were taught ‘sabotage skills’. Khalilzad, as assistant professor of political science at Columbia University, worked closely with Brzezinski on this. Aware of Operation Cyclone, the USSR sent their troops into Afghanistan. In December1979.
In 1984, Khalilzad, now a US citizen, worked for Paul Wolfowitz, Director of Policy Planning under President Reagan - and from ‘85 to ‘89 served as a senior State Department official advisor on both the Afghan and Iraq/Iran wars.
From 1990 to 1992, he served as Deputy Undersecretary for Policy Planning in President Bush Snr’s Defense Department.
From1993 to 2000, he was Director of Strategy, Doctrine & Force Structure for the RAND Corp., that omnipotent ‘non-pofit’ organisation formed in 1948 primarily by Douglas Aircraft company officials. During this period he became involved, in 1997, in the oil company UNOCAL’s proposed plan for the building of the CENTGAS trans-Afghan gas pipeline (subsequently aborted in 1998).
In the aftermath of 9/11: Khalilzad was closely involved in president Bush Jnr.’s plan to overthrow the Taliban (& its al Qaeda allies), and Bush named him to head the Bush-Cheney transition team for the Department of Defense, where he briefly served as advisor to Rumsfeld.
On 22 December 2001, Bush Jnr. appointed Hamid Karzi - who had previously been a paid consultant for the oil company UNOCAL (and Deputy Foreign Minister of the Taliban) - Prime Minister of Aghanistan.
On the 31 December ‘01, National Security Advisor Condoleeza Rice appointed Khalilzad as Special Assistant to the President & Senior Director for Southwest Asia, Near East, & North African Affairs on the NSC. (It is of pertinence to note that Condoleeza Rice had been Director of the oil company Chevron until her appointment on the NSC) - and Bush appointed him to serve as Special Residental Envoy to Afghanistan. In November 2003, he became Ambassador to Afghanistan.
Here it is of further pertinence to note that in October 2002, Paul Wolfowitz (see above) had been appointed Architect of the notorious Office of Special Plans (OSP) which had been set up by Rumsfeld to help create a case to invade Iraq. This OSP would, in effect, circumvent the very Defense Intelligence Agency under Rumsfeld - to say nothing of the Senate & Congress! (Wolfowitz would subsequently be appointed Chairman of the World Bank ).
On June 21 2005, Khalilzad was appointed Ambassador to Iraq.
In February of 2007, Bush appointed him Ambassador to the UN to replace the unpopular neo-con, John Molton.
From the foregoing, it is self-evident that Khalilzad has played an important role in American strategy over the past few decades - but - he was appointed to do so by a corporate-controlled US Administration. That is the crux of the matter.
As for the relationship between America vis-a-vis the Taliban/al Quaieda group noted above: the fact that America fosters/ trains the latter one moment - and then attacks them militarily the next, can only mean that this is a strategy of unprincipled manipulation - a strategy of convenience. This is precisely what America has been guilty of in Yugoslavia, Iraq and Afghanistan . It has invaded these countries in order to destabilise, and thus, weaken them , enabling it to continue its march eastwards to attain global domination - the main beneficiaries of which will be the oil companies.
We earthlings now face a vast conflagration.....
