If AJ is correct and the PTB do intend to cull the majority of us through war and pestulance, you shouldn't assume they will always put it in a nice training manual. Indeed when they do (PNAC Rebuilding.... and the Protocols...) there is reason to take these documents with a pinch of salt, since their purpose is more likely to be to lead people to conclude who the 'guilty' are and not necessarily correctly. A bit too obvious if you ask me.

However the argument that the world is over-populated has a long and at times dodgy history.

You could try the rantings of Malthus or the Club of Rome for starters. More recently Jeffrey Sachs has been making the argument that there are too many of us for the world to sustain. But then if we all adopt a western lifestyle, the man has a point http://www.bbc.co.uk/radio4/reith2007/

In terms of a mechanism to cull us, the obvious candidate is a global pandemic of bird flu or similar.
