The BBC today won a court judgement allowing the naming of a man who absconded whilst under a control order.

Allow yourselves a brief respite from the GWOT as we collectively exhale and enjoy a fleeting moment of intense security and well being.

Previously only identifed as AD, Zeeshan Siddique is reported to have been sectioned under the Mental Health Act and subsequently absconded from the mental health unit by jumping out of a window in September 2006 after claiming to have been suffering problems due to torture in Pakistan since his arrest there in May 2005.

No suprises that the impetus for interest in Mr Siddique originated from the ubiquitous Junaid Babar and Omar Khayyam.

It should be clear by now for all but the true believers of Home Office propaganda that the government's attitude to Control Orders could not be categorised as one of wholesome support and commitment.

The dialectic at work here, as usual, is allowing them to fail so that they can be seen as inadequate to provoke a public hue & cry so that Gruppenfuhrer Reid can opine "told ye so, we need tougher measures."

Control Orders were introduced by the Prevention of Terrorism Act 2005 in response to the Law Lords ruling that the detention without trial, introduced by the previous anti-terror legislation - The Anti-terrorism, Crime and Security Act 2001, was unlawful and in breach of EU HR legislation.

Anyone subject to a control order can apply for anonymity.

This means that a potentially dangerous terrorist who cannot be charged with normal crimes due to insufficient evidence (????) and who is then placed on a control order, cannot be named because he has committed no crime.

Until today that is.

A cynic might suggest that the gradual drip feeding of abscondees to the public conscience and apparent reluctance to tell the whole truth to the House of Commons, notwithstanding Lord Carlile's erudite checks and balances is the inevitable result of disingenuous legislative design, false flag anti-terrorism provisions, if you will.

This situation leaves the public screaming for protection from the absconded controlee via a BBC court case, presumably launched on our behalf.

A noble effort and real added value for our licence fee, I'm sure you'd agree.

Designed to fail, with the help of a silver bullet from the guns of the BBC.

Brilliant.

If only those pesky Law Lords had stayed out of the original ATCS Act 2001 and allowed the New Labour Junta to just lock anyone up indefinitely, then the public would not have been exposed to the risk of alleged mad, bad and dangerous terrorists, who cannot be charged with anything at all, running around threatening our peace.

The allegation that Zeeshan Siddique, who has always proclaimed his innocence and who pleaded with the Pak authorities to be returned to the UK to face the music, absconded from a psychiatric ward, when he could have absconded at any time prior to his alleged mental health incarceration, might just inform your opinion of the evolution of this entire tale.

Nonetheless, today's judgement of 14 June 2007 is the 911th day of the original interfering Law Lords ruling of 16 December 2004 which prompted the incredibly faulty control order legislation in the first place.

Repeat after me:

Problem.
Reaction.
Solution.

(If anyone can find out the date of his alleged abscondment from the mental health unit at West Middlesex University Hospital in September 2006 I'd appreciate it. Thanks.)

Zeeshan Siddiqui: Known as AD under control order
A UK terror suspect under a control order who absconded can be named as Zeeshan Siddiqui, a court has ruled.
The BBC won a battle to name the former London Underground worker of Hounslow, west London, who trained with a London suicide bomber in Pakistan.
The 26-year-old was subject to a UK control order in 2006, meaning he could only be identified as AD.
He was one of the first men to abscond from an order, jumping from a window at a mental health unit in September 2006.
Mr Siddiqui was named in court evidence as a member of a British network of men including bomb plotters.
Other members of this network were Mohammad Sidique Khan, the London suicide bomber and Omar Khyam, the recently jailed ringleader of a plot to build a massive homemade fertiliser bomb.
Mr Siddiqui associated with these men in Pakistan and attended the same paramilitary training camp as other British extremists.
According to evidence heard at the Old Bailey during the fertiliser bomb plot trial, the Hounslow man was proposed as a potential suicide bomber.
Papers relating to Mr Siddiqui released to the BBC as part of the court case, including his diary, indicate he aspired to so-called "jihadi" martyrdom, although they do not detail any clear plan.
Evidence during the trial suggested the suicide bomb idea was dropped because he himself did not think it would work.
However, the papers also reveal he, along with other British men, met Abd Al Hadi al-Iraqi, a senior al-Qaeda figure now being held by the US military in Guantanamo Bay.

Mr Siddiqui was arrested in Pakistan in May 2005 and questioned for three months, during which time he alleged he was tortured.

Later deported to the UK, he worked in customer services for a firm with links to the Euro-Disney resort in Paris. He sought to alter his control order's ban on travel, saying it prevented him attending training at the theme park.
Soon after, he was hospitalised suffering hallucinations and flashbacks, saying he had been tortured in Pakistan.
The papers also show Mr Siddiqui rejected allegations in intelligence reports that he was involved in extremism and that he was the victim of "untested allegations".
In his witness statement he said he had travelled widely in Pakistan over two years as part of a personal spiritual mission to better understand Islam.
He said he ended up carrying out humanitarian work in areas of Pakistan close to the Afghan border where people were fleeing fighting.
Some 30 pages of his statement have been blacked out by officials on national security grounds. These pages appear to relate to his time in Pakistani detention and a meeting with British officials after the 7 July suicide bombings

A former tube worker who was allegedly approached to become a suicide bomber on the London underground was revealed yesterday as one of the six men who are on the run having breached control orders.
Zeeshan Siddiqui, 26, escaped from a mental health unit in Hounslow, west London, last October after jumping out of a window. His identity had been concealed by the courts, but a judge lifted an anonymity order after an application by the Guardian Newspaper Group.

During the recent terrorism trial, in which five men were jailed for plotting a series of fertiliser bomb attacks in the south-east of England, the jury heard that Mr Siddiqui - referred to as Imran - was asked to carry out a suicide attack on the underground, where he worked as a cleaner.

The court was told he had rejected the idea because he thought the gang members were not serious.

Mr Siddiqui, the son of a Heathrow airport worker and a supply teacher, was born in London and grew up Hounslow in the west of the city. He became involved with al-Muhajiroun, the Islamist organisation established by Omar Bakri Muhammad, the fundamentalist cleric banned from re-entering Britain in the wake of the July 7 attacks in London.

Among his friends, both at college and in al-Muhajiroun, was Asif Hanif, who killed himself and three others in a suicide bomb attack on a bar in Tel Aviv in May 2003.

Mr Siddiqui, who has a history of mental illness, vanished from his home shortly after that attack. He is now known to have travelled to Pakistan, where he attended terrorism training camps. He trained alongside members of the fertiliser gang.

Mr Siddiqui was arrested in May 2005 in Peshawar by the Pakistani intelligence agency, the ISI, and later alleged that he underwent weeks of torture. The control order was imposed when he was eventually freed and deported to the UK.

Detectives defended an earlier decision to back an anonymity order claiming there was a "clear operational advantage" in concealing his identity as they followed up initial leads. Mr Siddiqui had been due for trial accused of three breaches of his control order, alleging he failed to report to police on three occasions.

Another terror suspect has disappeared while on a control order, bringing the total who have fled to seven, the Home Office has announced.

In a written statement to MPs, police minister Tony McNulty said the man - who cannot be named for legal reasons - vanished on Monday night.

He had been on the control order since November 2005, Mr McNulty said.

He said: "Locating this individual is an operational matter for the police, and an active investigation is under way.

"Control orders are not even our second - or third - best option for dealing with suspected terrorists. But under our existing laws they are as far as we can go."

The controversial orders impose various restrictions on an individual's life, but suspects are allowed out of their homes for part of the day and are not under full "house arrest".


Several terror suspects have already fledLast month Scotland Yard named terror suspects Lamine Adam, 26, his brother Ibrahim, 20, and Cerie Bullivant, 24, after they failed to report to police.

The Adams' brother, Anthony Garcia, 25, was jailed for life in April for his part in the "fertiliser bomb" plot to attack targets in the capital and across the UK.

Earlier this month the Home Office was accused by opposition politicians of creating "utter chaos" after it emerged police are not allowed to take fingerprints or DNA from terrorist suspects on control orders.

The gaffe came to light more than two years after the Government introduced the controversial measures and was only disclosed as Home Secretary John Reid announced plans to close the loophole.
