Hi,

The following incorporates my proposed amendments to the draft constitution compilied by Alan Firminger presented at the national committee meeting at Blackpool 18/2/06.

The constitution is the foundation of our movement and it needs to be rock solid! Any constructive comments or suggested improvements plaese forward to Annie asap.

Hopefully the approved constitution and minutes will appear before the end of the month, ready for our camapigning for the spring & summer season.

1. The name of the “Movement” shall be “The 911 Truth Campaign (Britain & Ireland)”

2. The purpose and objects of the Movement are:-
(a) to promote the Movements belief that the official version of the events of 11th September 2001 in the USA is a cover up and in many instances a travesty of the truth.
(b) to work with urgency for a full independent, and professional international 911 Truth Commission to reveal the truth.

3. A member of the Movement is defined as a person who is:-
· resident in Britain or Ireland
· a member of an affiliated constituency truth group
has paid their annual subscription donation
· who respects the Constitution

4. An affiliated Constituency Truth group is defined as being a parliamentary constituency area in Britain or Ireland that comprises at least five members (as defined in Clause 3) and affiliated by the Executive Committee.

5. The Movement shall be non-political and non-sectarian. It shall campaign for 911 truth in a peaceful and non-violent manner.

6. The management and control of the Movement shall be vested in an Executive Committee, which shall consist of the following officers:-
Chairperson
Vice Chairperson
Secretary
Assistant Secretary
Treasurer

who will be elected annually at the A.G.M (Annual General Meeting)

Other members shall be:-
one member from each of the affiliated constituency 911 truth groups in Britain & Ireland elected by members of the local constituency truth group

7. Seven members of the said committee shall constitute a quorum for the committee, at least two of which shall comprise elected Officers.

8. There shall be at least four committee meetings a year (spring, summer, autumn & winter) at such times or
places as the Committee direct.

9. The AGM of the movement shall be held within three months of the end of the financial year.
At the AGM the chair shall be taken by the Chairperson, or in his/her absence by the Vice Chairperson of the Committee.

10. Additional meetings shall be held of the sub sections of the movement and these may be in addition to those called by the convenor from time to time.

11. Twenty five members shall constitute a quorum at the AGM.

12. A Special General meeting shall be convened at the request in writing, to the Secretary, of TEN members of the Movement. Such a meeting shall be held within THIRTY days of request. Agenda & motions shall be circulated to all Executive Committee members and affiliated constituency groups. A motion can only be paseed by a TWO THIRDS majority.

13. Casual vacancies on the Committee may be filled by co-option by the Committee. Any person so co-opted shall serve only while the person in place she/he is co-opted would have served.

14. No alterations of the rules of the Constitution shall be made except at the AGM or at a Special General Meeting called for that purpose.

15. The Treasurer shall keep an account of all income and expenditure and shall submit accounts, duly audited at the AGM. The Banking Account shall be in the name of the Movement on the following signature ruling by the elected Officers (Chairperson, Vice Chairperson, Treasurer, Secretary, Vice Secretary):-

· <£100: one signature
· > £100 < £500: two signatures ?????? whatever was agreed at the meeting
· >£500: three signatures

16. The Movements financial year end is the end of the UK tax year (March)

17. Two auditors, not being members of the Committee shall be appointed annually at the AGM to audit the
accounts and books of the Movement.

18. Audited accounts for the past year shall be communicated to members at least two weeks before the A.G.M.

19. Classes of membership and the annual membership donation subscription may be revised by a motion at the AGM.

20. Executive Committee members work on a voluntary basis and receive no payment other than reimbursement of expenses incurred in the execution of their duties.

21. Should an elected office fall vacant then the remaining Executive Committee may fill that vacancy either from among their number until the next A.G.M. or by calling an election.

22. The Executive Committee shall take decisions that further the purpose of the Movement and its policies, by the careful application of good practice.

23. All minutes of Committee meetings shall be provided promptly, amended if necessary and agreed, except for confidential business, immediately published for direct access by members.

24. Any assets remaining on the dissolution of the Movement after satisfying any debts and liabilities shall be
decided by the members of the Movement.

25. The Movement shall take out Public Liability Insurance to cover its meetings and activities.

26. Most of the internal communication and business, including formal meetings will be conveyed through the
internet.

27. The Movements website is www.????????

28. That any matter not provided for in the Constitution shall be dealt with by the Committee, whose decision shall be deemed final

A supplementary to the previous which I also forwarded for consideration to our Hon Sec.

Can I suggest the following draft based on the above:-

“The word “secrecy” is repugnant in a free and open society. The Movement is inherently and historically opposed to secret societies, to secret oaths and to secret proceedings. Membership of secret societies has to be declared to the Secretary of the movement prior to becoming a member. Failure to disclose this will result in instant loss of membership.”

Also I have thought about the name of the campaign. We decided “The 911 Truth campaign (Britain & Ireland)”.
How about putting the Great back in Britain, i.e “The 911 Truth campaign (Great Britain & Ireland)” and our abbreviated title could be “9ETC GB&I”

I think that this was the agreed final version of the constitution but perhaps Annie our Hon Sec could confirm/clarify this.

7. Supporters are free to campaign and distribute materials about 9/11 wherever and in whatever way they feel appropriate, on their own initiative. Reports of such activity and any resultant spin-off should be posted on the Forum and/or to the Secretary.

17. The bank account shall be in the name of the Campaign. The following rules for the signature of cheques shall be followed by the elected Officers (Chairperson, Vice Chairperson, Treasurer, Secretary):
a. less than £100: one signature;
b. more than £100 but less than £500: two signatures; and
c. more than £500: three signatures.
18. The Steering Committee shall be open to requests for funding from all supporters and from individuals and groups within the network and shall decide how the money shall be spent.
19. Steering Committee members work on a voluntary basis and receive no payment other than reimbursement of expenses incurred in the execution of their duties. The Steering Committee may appoint individuals to paid or honorary posts or establish any standing or temporary committees, sub-committees or panels that it considers appropriate.
20. The Steering Committee shall take decisions that further the purpose of the Campaign and its policies, by the careful application of good practice.
21. All minutes of Steering Committee meetings shall be provided promptly to the Committee members by the Secretary, amended if necessary, and agreed. Minutes shall be immediately published for direct access by members, except for confidential business.
22. The Campaign shall take out Public Liability Insurance to cover its meetings and activities.
23. On the dissolution of the Campaign, the distribution of any assets remaining (after satisfying any debts and liabilities) shall be decided by the supporters.
24. Any matter not provided for in the Constitution shall be dealt with by the Steering Committee, whose decision shall be deemed final.

And here's the Final Draft of the Constitution at last....
