Ian Blair cleared, but Andy Hayman has been found to have misled the public, and not informed Ian Blair.

totally unbelievable - what they are saying is that everyone else knew he wasn't a terrorist within hours of the shooting, but the commisioner didn't - even weeks later when he did interviews with news of the world, and the guardian.

Totally stinks. What they are saying is the Police can get away with murder and we should accept this as 'one of those things'? Its disgraceful, all the evidence hasn't even come out.

Ian Blair... LIAR !!!

Forget the Terrorists... its the Police that are the enemy of British People!

Identification was difficult to confirm. Its absolute *! And what about the media culpability in the lies they shouted in our faces for days!

Never forget we know 7/7 was a false flag because

1) Identical terror exercises were going on (chances millions to one)
2) Witness statements were released from passengers on a train so delayed the so-called bombers could never have taken it and made their connections in London
3) Ex-Shin Bet were handling tube security and no CCTV footage
4) Netenyahu was in town and 'forewarned' (more likely there as an observer - perhaps to 'document the event')

etc

then ask why de Menzes was assassinated. Remember - the higher-ups KNEW there were no terra-ists other than their own hired hands.

Usual whitewash nonsense which we've become accustomed to in our corrupt society. The skipper of the ship takes responsibility, so in this case Bliar should resign.

Indeed and in addition, if the findings are true, will Hayman be sacked?? Very much doubt it. more likely promoted.

Who is Andy Hayman?

Assistant Commissioner Andy Hayman CBE, Specialist Operations

Mr Hayman joined Essex Police in 1978 where he served as a uniformed officer and in the Criminal Investigation Department (CID).
In November 1998 Mr Hayman was appointed Commander in the Metropolitan Police Service (MPS) and given responsibility for drugs, crime and complaints investigations. In this role he commanded Operation Trident an investigation into drug-related murders in the capital.

In September 1999 he was appointed Director of the Anti-Corruption and Complaints Investigation Department, which became the Directorate of Professional Standards, responsible for discipline and anti-corruption.

From April 2001 to December 2002 he was Deputy Assistant Commissioner, retaining responsibility for professional standards and assuming extra responsibilities as deputy to the Deputy Commissioner.

Without having to be told, Mr Hayman, the assistant commissioner who is in overall charge of Scotland Yard's anti-terrorist operations, knew instinctively that this was the inevitable terrorist attack that the Metropolitan police had been preparing for and warning of since September 11, and now he would find out whether the force was up to the job.

On 90 day detention
Andy Hayman calls for "an extension to the maximum period of detention without charge to three months, for which I am a strong advocate" in the letter above, but there is no mention of any specific time period in the briefing note below.

However this also has to be read in the context of the shameful lobbying of Parliament by the Association of Chief Police Officers at the behest of the Home Office, when they should have stepped back from commenting on controversial political issues halfway through the votes in the House of Commons.

Other Crown servants are expressly forbidden from doing so, and the claim that they were just giving professional advice needs to be judged by this example below:

On Forest gate
Assistant Commissioner Andy Hayman was made a CBE in the Honours list.

It comes days after he apologised to two brothers who were freed without charge a week after the raid.

Mohammed Abdulkahar, 23, and Abul Koyair, 20, were questioned under terrorism laws for a week before being freed without charge.

Mr Abdulkahar, who was shot in the shoulder, has said he thought he was going to be killed by robbers targeting his home.

Asad Rehman, who has spoken in the past for the Menezes family and the two men arrested at Forest Gate, called the timing of the award "insensitive".

He said there were "issues still outstanding" regarding the Menezes inquiry, and "many, many questions" over the Forest Gate raid.

On Operation Helios
Andy Hayman was the top cop responsible for leading the much-criticised £7m failed investigation into Iranian-born superintendent Ali Dizaei.

Operation Helios, the four-year police probe into Dizaei was condemned as a 'racist witchhunt.'

Dizaei was suspended in 2001 and put under surveillance after officers accused him of corruption and abusing his position. Dizaei was cleared of two dishonesty charges in 2003, was awarded £80,000 compensation and has since returning to work has been promoted to chief superintendent in Hounslow, west London.

They must truly assume the great British public is terminally stupid.

The police (or who ever it was that shot Jean) would have known within minutes that they had shot an unarmed man. They would have known that Jean was not Hussein Osman almost immediately since we know they had a photo of Mr Osman taken on CCTV from the day before. Through Jean's mobile phone they would have been able to ID him and his relatives within minutes. In short they would have known they had murdered an innocent man within minutes.

And yet they lied deliberately in a callous attempt to cover all this up

When they said that he was warned they would know they were lying. When they said he had a rucksack or heavy coat, they knew they were lying. When they said that he ran and jumped the barriers, they knew they were lying, when they found 'witnesses' to corroborate their lies they would have known these witnesses were lying.

And we are supposed to believe that Ian Bliar did not think to ask if there was any CCTV footage that would confirm the lies about rucksacks, heavy coats and leaping over barriers or any of the other 101 v obvious questions that immediately occur to anyone looking at this murder.

At the very very least Bliar should be sacked for being too f*cking stupid to do his job.

And then to add insult to murder, Ken Livingstone criticises the IPCC for their ciriticism of Andy Hayman and continues to support Bliar. Ken dismisses the IPCC as a bunch of academics sitting in an office which is a complete distortion. They are the recently created, supposed independent authority that the public can turn to when they need to hold the police to account. This was their first big test and they have clearly failed it.

Yes the majority of the british public are stupid and ignorant, thats what these whiter than whitewash 'announcements' are aimed at.

I'm suprised that people on here, are suprised at the 'announcements'.

Of course 2 years is a long time when it comes to 'yesterdays' news. no doubt radio and TV shows will be reading the obligatory emails 'sent in Wink ' supporting Ian Blair and stating 'mistakes were made'.

So, why was he shot multiple times to the back of the head when from CCTV images, it clearly shows he had no bulky suicide belt, or other device on his person.

Now 2 years ago is a long time for the memory banks, thats why these 'hearings/investigations' are delayed, but, i clearly remember all the hype from the police stating he was shot because it looked like he was wearing a suicide belt/bomb with wires protruding from his thick coat, of course the fairytales changed daily as per usual with the false flags etc, the story went he was shot 6 times in the torso, when people questioned, ''wasant this a bit foolhardy to shoot someone in the area a bomb/suicide belt was likely to be'' the story changed again daily until it emerged he was wearing a thin tshirt and was shot 9 times in the back of the head while pinned to the ground.

Sad but true Long Tooth. The gullibility and general stupidity of the majority of the public never ceases to amaze me.

Does anyone really believe that Ian Blair went into that press briefing without being fully briefed beforehand? To believe that shows total lack of any intelligent thought. Blair and his cronies are as guilty as sin. Everyone makes mistakes and if this was really an honest mistake they should have come out and admitted as such but to then turn around and slander the man as a terrorist is unforgivable.

There are simple questions that even the most moronic of people should be asking?

Why shoot someone you suspect might have a bomb multiple times when there is a great chance you could set it off?

Why was there blatant lies about the man being a terrorist and acting suspicious issued by the police when they knew very early this was not the case?

An innocent man was murdered in cold blood by the police and then slandered as a terrorist. He and his family deserved better than that and every officer involved that day should be in jail right now. I continue to hope his family will find peace but I support them 100% in their quest for justice.

The biggest 'giveaway' was that eyewitness/liewitness, how could he come out with what transpired on all media outlets, a word for word account of the polices lies, ie thick coat, wires protruding hurdling barriers, failing to stop etc etc, before the police had even released their fabrication of events? Has this liewitness been tracked down and arrested? hmmmmm, imagine a muslim giving a fabrication of such an event, he'd be shipped to guantanamo faster than Bush could say regime change.

out of all the eyewitness' that could have been selected, who would surely have said, er no he was walking calmly, he was wearing a t shirt, and he was pounced on from behind as he entered the carriage, before being shot mulitple times to the back of the head.

How come this one liewitness was selected to put this fabrication on all news outlets?

The IPCC's report implicates Andrew Hayman instead, who took up his post as Assistant Commissioner, Special Operations on 1.2.2005

The head of the Metropolitan police, Sir Ian Blair, was also appointed on 1st February 2005

The IPCC Stockwell 2 report arrives after an interval of 911 days of both appointments.
