The head of Britain's chief police officers has called for convicted paedophiles and dangerous sex offenders to be surgically implanted with electronic chips.
In a newspaper interview Ken Jones, president of the Association of Chief Police Officers (ACPO), said the implants would mean they could be tracked by satellite.

But the Home Office dismissed the idea saying that it was not considering any such proposal. Mr Jones said the tracking devices would enable authorities to bar offenders from certain "zones" such as schools, playgrounds, and victims' homes.

Any attempt to enter them would trigger alarms in a monitoring centre, enabling police to take action, he told the Sunday Times.

"If we are prepared to track cars, why don't we track people? You could put surgical chips into those of the most dangerous sex offenders who are willing to be controlled."

While there would be civil liberties concerns over such a "Big Brother" monitoring system, the chips would only be implanted with the agreement of sex offenders and targeted at those guilty of the most serious crimes.

"You could have a pilot scheme for the people who represent the highest risk and who would voluntarily want to go into this. You'd be surprised how many would be willing to submit to that kind of control," he added.

His comments come after Home Secretary John Reid announced the Government was considering a law allowing parents to find out if paedophiles were living near them, similar to "Megan's Law" which operates in the US.

Mr Jones, who was speaking in a personal capacity in the interview and not describing ACPO policy, said it was a "great opportunity" to consider a wide range of options.

But a Home Office spokeswoman said: "We are not considering monitoring them through microchips."

Chips with Medical Records to be Implanted in 280 Patients

NEW YORK (AP)—In a new test program, Horizon Blue Cross and Blue Shield of New Jersey plans to implant patients suffering from chronic diseases with a microchip that will give emergency room staff access to their medical information and help avoid costly or serious medical errors, the insurer said on Friday.
Horizon plans to announce on Monday that it is teaming up with Hackensack University Medical Center in a pilot program where 280 patients regularly treated at the hospital will be implanted with a chip containing a code. The chip would allow emergency room personnel to retrieve a patient's medical record if the individual can't communicate.

The rice-sized microchip is implanted in a patient's right arm above the elbow and can be detected using equipment at the hospital.

The hope is that the chips will help doctors avoid medical errors like duplicating medical tests, dangerous drug interactions and bad diagnoses.

Within the next 30 days, Horizon will start sending letters to patients with chronic diseases explaining the new program and inviting them to participate. The program is voluntary and won't cost the patient any money to participate.

Patients with chronic conditions are the program's target because they are more likely to have serious medical problems that could leave them unable to communicate when they are at the emergency room, said Dr. Richard Popiel, vice president and chief medical officer at Horizon. For example, diabetics with low blood sugar may become confused or unconscious.

He said Horizon will test the program for two years to see if it warrants expansion.

VeriChip Corp. makes the chips and detection equipment. Hackensack already had the equipment because it was part of VeriChip's development program.

Has anyone else noticed the sharp increase in identity theft news reports in the last 3 years? Not to mention the correlation with the mass introduction of chip and pin which actualy makes ID theft easier. I had a friend of mine when who worked for a bank. You can actualy pull everything you need from a persons life straight from the tiny gold chip rather than the black bar across the back, obvious to some im sure but to others this wasnt apparent meaning people would simply cut their card in half and chuck it away thinking thats all they needed to do. New systems that are being introduced always seem to get easier to crack.

Also this may be slightly far fetched but I actualy believe that the bird flu epidemic (now debunked) or whatever new super bug they introduce is a trojan horse designed to overwhelm the NHS with whatever man made virus they release. "Sorry but their are too many deaths, and our records cant keep up with all the patients, we need some kind of new system"

LOOK ITS A BIRD! NO ITS A PLANE! NO....ITS VERICHIP HERE TO SAVE THE DAY!

"I CAN HELP YOU WITH YOUR MEDICAL RECORD ILLS!" etc

We are getting bombarded with propaganda from every angle to prepare for RFID. But remember that with every new method they get easier to crack. With RFID you dont even need to crack it, you simply lop said persons hand off, remove the chip and hey presto you are now that person! No cracking, no techy stuff, just brutal gory and perfect.

Not to mention RFID turns us all into slaves in the truest sense, we become branded. Also if you are of that way inclined (which I am) you will know what Revelations in the bible has to say about markings and things in the skin Confused .

I personaly am not looking forward to the next Ian Huntley incident. With every one the media ignites into a flurry of frothing mouthed hounds pounding parents across the country with stories of fear and aggoraphobic propaganda. How long until they begin suggesting RFID as a means to "Protect our children" with little forsight into the realisation that you will actualy be making any abductions more painful for the child when the demented pervert simply cuts open the childs hand and throws away the chip.

Yikes!

I share your view, where is this society going? If we are not striving for a society where people can live in freedom, and to try to live the good life, what is the point?

What can we do about this? Not alot. And once we can all be instantly monitored, even less.

I have leafleted people at the train station, in the street, and spoken to people at their door.

But I am currently disillusioned at what can realistically be achieved.

Perhaps if we could organise a mass rally against ID in Parliament square that would be something? But then it would all be ignored anyway.
I checked no2id.net and there didnt seem to be any rallys etc planned.

Perhaps if we marched in London every weekend, that might do something. Sort of like the critical mass cycle demos.

The problem is most people are 2 busy, not aware of the risks or upcoming technology to really care. Or they think its a good thiing to have id cards.

Any ideas as 2 what we could do?

Execpt id will be introduced gradually, over a period of years, and not everyone at once.

My speculation:
I would think within 10-15 years we will have a microchip under the skin, especially once the banking system links our verifying our id to our ability to pay.

OMG 2008 is the cut off year for renewing your passport, beyond that date your details will be stored for compulsory ID which comes into effect in 2010, the only way around it then is if you do not renew your passport and do not travel abroad!!
I suggest people start looking at the facts, well at least the scant few the Government offer Shocked

Election Bid Raises Specter of RFID Implant Threat

Former U.S. Secretary of Health and Human Services Tommy Thompson is
considering a run for president in 2008, a move that should spark alarm
among those familiar with Thompson's calls for widespread RFID chipping
of Americans. The authors of "Spychips," Dr. Katherine Albrecht and Liz
McIntyre, who closely monitor the RFID industry, caution that his
position on the Board of the VeriChip Corporation and his stock options
in the company make Thompson one of the most dangerous figures in
American politics today.

As head of Health of Health and Human Services, Thompson oversaw the
scandal-ridden FDA when it approved the VeriChip as a medical device.
Shortly after leaving his cabinet post, he joined the board of the
VeriChip Corporation and wasted no time in using his clout to promote
the company's glass encapsulated RFID tags. These tags are injected into
human flesh to uniquely number and identify people.

In public appearances, Thompson has suggested implanting the microchips
into Americans to link to their electronic medical records. "It's very
beneficial and it's going to be extremely helpful and it's a giant step
forward to getting what we call an electronic medical record for all
Americans," he told CBS MarketWatch in July 2005. He also suggested
implanting military personnel with the chips to replace dog tags.

Thompson's desire to run for president is not mere speculation. Media
outlets in his home state of Wisconsin, where he served four terms as
governor, have confirmed Thompson is laying the foundation for a
presidential bid. His wife Sue Ann has told reporters that the family
has discussed his candidacy and that "He should give it a try. He's got
a lot of good ideas." Thompson himself has stated, "There's no question
I'm interested."

Thompson is considered a long-shot for the Republican nomination, but
his influence shouldn't be discounted, says McIntyre. "Despite his
folksy manner, he's a savvy politician whose Washington connections run
deep, and he's got a vested interest in chipping America." She points
out that Thompson has an option on more than 150,000 shares of VeriChip
stock.

Right now those options aren't worth much. Security flaws and public
squeamishness have hurt the company's sales, resulting in losses of
millions of dollars.

"It will take a considerable shift in public perception to chip enough
Americans to turn all that red ink to black," Albrecht observes. "It
concerns us that Thompson would have a financial interest in having
people roll up their sleeves while aiming for such an influential
office."

Ironically, Thompson himself has not yet received a microchip implant
despite what must be extraordinary pressure from the VeriChip
Corporation. He made a promise to do so on national television over a
year ago.

"Given the unpopularity of the VeriChip and people's concern it could be
abused, Thompson has been wise to avoid getting chipped himself," says
Albrecht. "Getting chipped would would be political suicide for any
politician. Even if he remains chip-free as we hope, the American people
should still be wary of him."

MONEY talks - and in the very near future it will be talking through your mobile phone.

Fumbling for coins in your pocket will be a thing of the past as the latest technology lets you load up your phone with credit and pay by simply pointing it at the till.

It's further proof that new technology is killing off hard cash.

In the coming year, even the smallest purchases will be paid for electronically after credit card giants Visa and Barclaycard struck a deal to create the next generation of "wave and pay" cards for purchases of less than £10.

Users will simply wave the card across a scanner to pay for small items for which they would normally use coins, such as their Daily Mirror or a pint of beer.

But the Baja Beach Club in Barcelona has taken the technology one step further by having tiny data chips implanted surgically under customers' skin.

The VeriChip then allows clubbers to pay for drinks by waving their arm across the counter.

Already more purchases are made on plastic than in cash, and a study by retail analyst Datamonitor suggests that cards could replace cash altogether within 10 years.

Last year Mastercard launched Cashplus, the first UK version of the pre-paid plastic cards popular in the US. No bank account is needed as they can be topped up at the Post Office.

Oyster cards, which many Londoners use to pay for public transport, now account for 70 per cent of Tube and bus journeys.

Tesco is apparently considering its first totally cashless store while German hypermarket Real is trialling stores where customers can only pay with a credit or debit card.

But your mobile phone is likely to be the biggest threat to cash. Last year a new EU ruling eased the restrictions on using them to pay for goods, and soon we will be able to pay for anything from theatre tickets to parking fees simply by sending a text message.

In Berlin, shoppers can already buy a drink by sending a text message to the vending machine. The charge is added to the monthly phone bill.

Experts believe it won't be long before so-called "mobile commerce" - or m-commerce - takes off, especially in countries with better mobile phone networks than banks.

In Kenya customers can borrow, transfer and pay money using SMS text messages.

In the UK, you could buy groceries from your local market, or pay a restaurant bill, simply by tapping your PIN into your mobile and pressing 'send'.

THE latest handsets send bank details via an infrared beam from the phone straight to the till.

In South Korea, they can be used with drinks machines, petrol stations and anywhere else with the "receiving" technology.

Mark Bowerman, from the Association of Payment Clearing Services, says: "People use cards more than cash, but the data on a card can be stored anywhere.

"There's no reason why it can't be kept on your mobile phone, or even underneath the skin on your wrist."

Consumer groups are suspicious of moves to abolish cash transactions.

Janice Allen, from the National Consumer Council, says: "One of the most worrying aspects of replacing cash is the reliance on making our personal information widely available."

It does have its drawbacks though. There was a man drowning in the harbour just outside the club, who ordered 27 pints before finally going under.

The process developed by Somark involves a geometric array of micro-needles and a reusable applicator with a one-time-use ink capsule. Pydynowski said it takes five to 10 seconds to "stamp or tattoo" an animal, and there is no need to remove the fur. The ink remains in the dermal layer, and a reader can detect it from 4 feet away.

As I head for the plane to West Palm Beach, Florida this morning to protest the planned micro-chipping of 200 Alzheimer's patients, I wanted to say a personal thank you to each of you for supporting our efforts.

Dear CASPIAN Members and Supporters:

Our weekend prayer vigil in West Palm Beach, Florida was a terrific success! Around 30 of us gathered in friendship and prayer outside of the Alzheimer's Community Care Center to protest the planned implantation of 200 Alzheimer's patients with VeriChip devices. The weather was perfect and the event came off without a hitch.

Our group ranged in age from a baby a few months old to a gentleman over 80. It included surfers and lawyers, professors and homemakers, school kids and college students. Representing many races and walks of life, we were united in the defense of human dignity.

The event received major local television, newspaper, and radio coverage, and we're told that several international media outlets will be reporting on it, as well.

On Friday night I got a chance to to drive by the VeriChip world headquarters (actually just a second-floor office in a rather nondescript office building) where organizers and I snapped a few photos. Then Saturday morning I headed over to Clear Channel's WJNO 1290 AM, the #1 talk radio station in the Palm Beach area, where I did a one hour on-air interview. That was followed by interviews with Channel 12 News, the local CBS affiliate, and the Palm Beach Post, the area's largest newspaper.

Did anyone catch the One Show's feature on microchipping children? If you didn't, it simply beggared belief.

The segment started by cutting straight from a shot of a dog being chipped to a gang of running children. In a very cheerful, 'How clean is your house?' way, parents tried different tracking devices on their children (including an iKids device; ironic considering the recent news of the iPhone's 'back door'), while the presenter joyously suggested that 'the days of children being microchipped could be just around the corner.'

Then it cut to a defeated looking working class parent talking about how much peace of mind it would give her if her child could be chipped, quote 'I'd be able to relax, and they would have more freedom'. The Madeleine McCann incident was milked as reason for children to be tracked, this creepy cyborg from Reading University (seemingly a proponent, authority of, and pioneer of this technology), talked up the possibilities:

I say often enough on here that I don't watch TeeVee™ but I just happened to be at my Mum's house when this was on.

I paraphrase - but when one presenter said that implanted microchips for children could be 'just around the corner', I shuddered.

Came across this idea on rense.com a long long time ago when Mr Warwick was plugging the 'digital angel' and quoting BT's Martlesham laboratories.
It does seem that Warwick is the only credible advocate for this technology and is always trotted out on these occasions. Maybe some of uis should interview him and see whether he thinks its a good idea to have a microchipped population and why??

Thanks for the heads-up on that one, Tony. Agreed this is nothing new, I remember hearing he about an American family who volunteered for the VeriChip. I think it was the shameless advocacy that was so unbelievable. Here's a lovely paragraph:

Big discussion about this subject on Radio Bristol, or was it GWR, phone in today - lots and lots of callers, the overwhelming majority against it - and all sorts of murmurs about a police stare, the Nazis etc. etc. I was pleased to listen to it and it does prove one thing! You heard it hee first, or at least I did, that the Madelaine incident was and still is being deliberately hyped in order to bring about a situation where parents might be scared into giving up the privacy of their babies.
What a perverse way to pervert a christening, a blessing for the vulnerable infant, and replace it with a microprocessor that can kill you. Sort of sums up everything that's gone wrong with the NWO vision of their evil elitist world. Which they're doing far too well in putting in place!

The biggest problem with this society is that they think there is a cure for everything. That they can eliminate all risk. I first felt this when there was a spate of compensation claims from the early 90's. Some of the latest ones here...

The fact is that Society has people becoming manic over protecting their backsides. The problem is the Lords and Judges who uphold these rediculous rulings. Yes, the same ones who sit on the benches in the house of lords and write the stupid laws in the first place.

When we also acknowledge that these idiots have many stakes in corporate firms and capital interests such as Security Firms intent in placing cameras everywhere, Pharmacutical multi-nationals intent on innoculating anything that breathes, Insurance firms which simply love the fear levels rising... as so do their policy holders premiums as a result and finally Military Conglomurates who need the fear for future wars or else the spending and hence profits fall sharply... 'breather Smoke ', then you really have to ask yourself... Where do we draw the line?

Where do we draw the line at all this over-reaction to, well... everything?

Cameras everywhere is not going to stop all crime, so if there is no end to the attempts to achieve this goal, then what after we have cameras absolutely everywhere to saturation point?

What if we keep Innoculating against this disease or that one and once we have all been innoculated to the hilt against all known disease, where do we go then... Create new disease? We already see that the military industrial complex has perfected this idea by creating wars has it not?

Problem, reaction, solution!

The only way we are going to get out of this slippery slope of mass hysteria (and mass hysteria is exactly what it is!) is to be able to identify the root causes of that hysteria and I would plant the blame directly at the foot of our fear mongering Government who happen to also be the greedy capitalists running the show... and not to forget, they are also the vessel for carrying their programme of fear to the general, but sheepish population in the guise of the mainstream media.

I think it would be a mistake to separate any one issue such as the chip implants (not that anyone has done that here), but just to make the point that this issue is merely a symptom like all the other symptoms of a rapidly degenerating and Americanising society.

I KNEW that they'd use the Maddy issue as a stepping-stone for this. Who knows, perhaps even little Maddy's "disapearence" was a "false flag" operation to scare vunerable parents into thinking that maybe micro-chipping their kids wouldn't be such a bad idea?

Human beings may be forced to be 'microchipped' like pet dogs, a shocking official report into the rise of the Big Brother state has warned.

The microchips - which are implanted under the skin - allow the wearer's movements to be tracked and store personal information about them.

They could be used by companies who want to keep tabs on an employee's movements or by Governments who want a foolproof way of identifying their citizens - and storing information about them.

The prospect of 'chip-citizens' - with its terrifying echoes of George Orwell's 'Big Brother' police state in the book 1984 - was raised in an official report for Britain's Information Commissioner Richard Thomas into the spread of surveillance technology.

The report, drawn up by a team of respected academics, claims that Britain is a world-leader in the use of surveillance technology and its citizens the most spied-upon in the free world.

It paints a frightening picture of what Britain might be like in ten years time unless steps are taken to regulate the use of CCTV and other spy technologies.

The reports editors Dr David Murakami Wood, managing editor of the journal Surveillance and Society and Dr Kirstie Ball, an Open University lecturer in Organisation Studies, claim that by 2016 our almost every movement, purchase and communication could be monitored by a complex network of interlinking surveillance technologies.

The most contentious prediction is the spread in the use of Radio Frequency Identification (RFID) technology.

The RFID chips - which can be detected and read by radio waves - are already used in new UK passports and are also used the Oyster card system to access the London Transport network.

For the past six years European countries have been using RFID chips to identify pet animals.

Already used in America

However, its use in humans has already been trialled in America, where the chips were implanted in 70 mentally-ill elderly people in order to track their movements.

And earlier this year a security company in Ohio chipped two of its employees to allow them to enter a secure area. The glass-encased chips were planted in the recipients' upper right arms and 'read' by a device similar to a credit card reader.

In their Report on the Surveillance Society, the authors now warn: "The call for everyone to be implanted is now being seriously debated."

The authors also highlight the Government's huge enthusiasm for CCTV, pointing out that during the 1990s the Home Office spent 78 per cent of its crime prevention budget - a total of £500 million - on installing the cameras.

There are now 4.2 million CCTV cameras in Britain and the average Briton is caught on camera an astonishing 300 times every day.

This huge enthusiasm comes despite official Home Office statistics showing that CCTV cameras have 'little effect on crime levels'.

They write: "The surveillance society has come about us without us realising", adding: "Some of it is essential for providing the services we need: health, benefits, education. Some of it is more questionable. Some of it may be unjustified, intrusive and oppressive."

Yesterday Information Commissioner Richard Thomas, whose office is investigating the Post Office, HSBC, NatWest and the Royal Bank of Scotland over claims they dumped sensitive customer details in the street, said: "Many of these schemes are public sector driven, and the individual has no choice over whether or not to take part."

"People are being scrutinised and having their lives tracked, and are not even aware of it."

He has also voiced his concern about the consequences of companies, or Government agencies, building up too much personal information about someone.

He said: "It can stigmatise people. I have worries about technology being used to identify classes of people who present some kind of risk to society. And I think there are real anxieties about that."

Yesterday a spokesman for civil liberties campaigners Liberty said: "We have got nothing about these surveillance technologies in themselves, but it is their potential uses about which there are legitimate fears. Unless their uses are regulated properly, people really could find themselves living in a surveillance society.

"There is a rather scary underlying feeling that people may worry that these microchips are less about being a human being than becoming a barcoded product."

The really stupid thing about this video clip was none of the adults or presenters talked at all about teaching the children to identify, and respond to levels of risk.

All of this technology being promoted for "safety" is all reactive. So the "safety" is just an illusion.

"Getting into a stranger's car is ok, 'cos I've got my phone / belt / bracelet with me" is the result.

Of course, this is really about preparing the next generation to accept tighter state controls.
