However it seems a cynical ploy to garner funds.

Some of us know him. He is with the right-wing journal American Free Press, I believe, and was one of the speakers on Jimmy Walter's European tour in 2005. Recently there have been reports of him being harassed.
Asking for money for information is like asking for money for an unopened parcel. You won't find out what's inside it until you open it. A pig in a poke.
Avoid it, I reckon. If the information is worth knowing it will get out soon enough.

Bollyn has certainly been unfairly put through the grinder recently, although I'm fairly sure he and AFP went their separate ways a year or two back.
I can understand his being broke if not destitute after events - PfT was running a fighting fund for his legal defence for example - but what I don't understand is what's to stop the first person paying their $10 promptly posting the article on the net?

No, and for two reasons.
1. Bollyn might well need to raise the money, however distasteful a method it may seem to us outsiders. He is a serious journalist regardless of some of his past associations.
and
2. The CSA doesn't leave me with enough to go spending on fripperies such as finding out the truth.
It's tough enough staying on t'internet at all...
