A former Freemason Grand Master is facing jail after he was caught in a police sting trying a lure a child into sex.
Alan Wright, 75, regularly went to meetings at Freemasons Hall in St James Street London.
He was described as a 'significant' figure of the organisation which is also popular with Prince Michael.
Wright was arrested last November at Bury St Edmunds railway station in Suffolk, the Express reported.
He thought he was there to meet a 14-year-old boy he'd talked to online, and sent pictures of his private parts.
But instead when he arrived he was greeted by Suffolk police, who'd set up an online sting after gathering information on Wright's private life.

A specialist officer had posed as a child on the gay dating app Grindr.
Wright will appear at Ipswich Crown Court for sentencing next month, and is facing up to ten years in prison.

A spokesman for the United Grand Lodge of England said: 'We were made aware of an allegation against a Freemason on December 1 2016, who immediately resigned from the organisation.
'Having learned of the situation we have no further information currently, and fully believe that this is a one-off, isolated incident.

A 75-year-old man, caught in a police internet sting when he tried to meet a child for sex, has walked free after a judge decided not to send him straight to prison.

Police set up the sting by specialist officers pretending to be a 14-year-old boy online.
Alan Wright, a leading figure in the Freemasons, was arrested after he arranged to meet the teenager at Bury St Edmunds railway station in November last year, Ipswich Crown Court heard.
Wright resigned from his Grand Master masons role in December last year before his paedophile offence hit media headlines.
Richard Kelly, prosecuting, said that Wright sent the “boy” pictures of his private parts over the internet and arranged to meet him through the dating app Grindr.
However, when Wright, who had brought condoms with him, arrived at Bury station he was met by police officers and arrested.
Wright, of Rye Gardens, Little Downham, Ely, admitted attempting to incite a child to engage in sexual activity and was given a 16 month prison sentence suspended for two years.
He was also ordered to take part in the Thames Valley Sex Offenders’ Treatment Programme and a 40-day rehabilitation activity requirement.
He was further ordered to do 80 hours unpaid work in the community and was made the subject of a sexual harm prevention order and ordered to sign the sex offenders’ register for ten years.
Wright was ordered to pay £1,200 costs and a £140 victim surcharge.
Wright was former Grand Master of the Grand Council of Royal and Select Masters and also Grand Master of the Provincial Grand Lodge of Mark Master Masons of Essex.
He resigned irrevocably from Freemasonry with effect from December 1, 2016.
Sentencing him Judge Martyn Levett said Wright had no previous convictions and while a prison sentence would deal with reducing the short term risk he posed the TVSOTP would aim to reduce the risk of him reoffending in the future.
Judge Levett said Wright had genuinely believed the person he was communicating with and was arranging to meet was a real boy and had made sexual references during their exchanges. “There was a significant difference in your ages,” said the judge.
Judge Levett said Wright had asked the “boy” if one of his friends wanted to “join in” and he said he didn’t accept that Wright wasn’t sexually attracted to children.
He warned Wright he would go to prison if he breached the suspended sentence order.
• An NSPCC spokesperson said: “Wright knew his depraved actions were wrong but still set about grooming and meeting a boy he thought was just 14.
“It is right that he has been given treatment as part of his sentence, which we hope will ensure he is not a risk to children in the future.

Russian and US spies compiled their own secret dossiers on paedophile MPs and other VIP abusers , it has been claimed.
Police are investigating missing files put together by UK campaigners which allege a powerful network at the heart of Westminister in the 1970s and 80s.
The Sunday People can reveal that agents from the Russian KGB and the American CIA were also said to have compiled their own intelligence in search of “dirt” on key individuals at the height of the Cold War.
One source close to the KGB said: “These were troubled times and my task was to identify people who could perhaps help us with information.
“We knew of some MPs who loved rent boys, and others who were active paedophiles.
“We were also aware of some unusual activities at Westminster and the work of the Paedophile Information Exchange (PIE).
"Several regular names emerged and we wanted to make contact and use this to our advantage.
“In those days, MPs were protected by Special Branch and anyone with a chequered history, or an unhealthy appetite for young children, was soon flagged up by them.
“They had a difficult job but were fully aware that we knew what they knew, and they tried hard to suppress any possible leaks.”
Former Home Secretary Leon Brittan, who died last week, was named in the historical sexual abuse scandal after claims he was handed a dossier containing details of the abuse allegations in the 1980s.
Mr Brittan - also named last week as an abuser at the notorious Elm Guest House - was accused of failing to act on the evidence passed to him by Tory MP Geoffrey Dickens in 1983.
While he admitted he had met Mr Dickens and had been handed a file, he said he had passed it on to officials and was not contacted about the issue again.
Former Labour minister Barbara Castle compiled her own damning files on PIE - which was urging ministers to legalise sex with children - and they were seized by Special Branch officers in 1984.

Police are now trying to find the dossiers as part of a huge investigation into the historic abuse claims.
Our source said: “Many times the CIA tipped off the Brits about their own guys, but it was like a game of cat and mouse.
“We both kept files, and some surprising names were involved.
"I am sure they will still exist. All intelligence agencies retained an extensive archive and I believe files on these English MP’s will be available.”
Former Rochdale Liberal MP Cyril Smith was a surprisingly well-known name to the Russians.
He said: “We knew Smith had been arrested for having child pornography, and sexual activities at children’s homes. Special Branch intervened several times.
“We also knew about former MP Geoffrey Dickens and his dossier on child abuse given to your Home Secretary Leon Brittan in 1983.
"We expected a major inquiry with Smith and others arrested , but nothing happened.
“Brittan ran your Special Branch. He also organised a ‘dirty tricks’ campaign with Prime Minister Thatcher against the miners and militants.”
Tony Robinson, 81, an experienced former Special Branch officer originally based at Widnes, confirmed much of what the KGB had claimed, admitting his own prime task was to monitor northwest MPs.
He was also the man who found Cyril Smith’s prosecution files deliberately hidden at his Blackburn headquarters, and explained: “My role dealt with political rather than criminal elements. They were exciting years and involved incidents of industrial strife, militants and subversives.”
He said that although he couldn’t reveal the full extent of his work due to the Official Secrets Act, he agreed he had helped protect MPs, tried to counter ‘any possible blackmail attempts' and was aware of a Soviet interest in certain individuals.

Baby P detective sues ‘bully’ police after exposing child abuse and corruption
A FORMER detective commended for his work on the Baby P investigation is suing police after claiming he was bullied for exposing child abuse and corruption.
John Wedger said he was forced into early retirement from the Metropolitan Police after suffering a breakdown last year brought on by post traumatic stress disorder.
The former detective constable has begun a civil claim against Scotland Yard seeking damages for psychiatric injury arising from work-related stress.
Mr Wedger said he was bullied after filing an intelligence report alleging that some of his colleagues knew a prostitute was pimping out girls as young as nine but turned a blind eye.
He claimed he was told by a high-ranking Met officer to keep quiet or be “thrown to the wolves”.
Last night father-of-four Mr Wedger said: “I joined the police to serve the community and make a difference. I have wholeheartedly, loyally and relentlessly pursued, arrested and prosecuted those I was tasked to target.

Mr Wedger, 47, was involved in an investigation into a well known prostitute in 2004 who was suspected of using children.
She was linked to organised crime but intelligence from “multiple sources” suggested she also had connections within the local police.
The prostitute would ply youngsters, including a 14-year-old girl, with drugs and alcohol and then pimp them out to men in budget hotels near Paddington railway station in west London.
During the course of the operation, Mr Wedger says he found that not only were the police aware the youngsters were being used for sex but he believed at least one officer was supplying the criminal gang with information about the investigation.
After filing an intelligence report, he was brought in to see a senior officer at Scotland Yard headquarters.
Mr Wedger said: “He told me in a firm and formal manner that I had ‘dug too deep’.
He then stated that if I mentioned a word of my findings outside of his office then he would make sure I was ‘thrown to the wolves’.
“He said I had a job, mortgage and children to think about. He then asked me if I felt bullied at work. I replied that I was indeed bullied.
“He said there was a fairness at work form which I needed to complete.
He said that once the form was completed it would be sent back to him.
Pointing to a wastepaper bin he told me, ‘That’s where it will end up. I will never betray fellow rank nor will anyone else. Keep your mouth shut.’”
On his last day with the unit he was called in by the same officer.
He said: “He offered me his hand, I reciprocated, and he said, ‘You must give your word that you will never look into child prostitution ever again.’ The experience left me traumatised and paranoid.”
Mr Wedger joined the Child Abuse Investigation Command in the borough of Haringey where he became involved with the investigation in 2007 into baby Peter Connelly’s death.
He was later praised and rewarded for the way he handled an interview with Peter’s mother, Tracey.
In 2014, following the Jimmy Savile and Rotherham paedophile scandals, Mr Wedger repeated his claims of a cover-up and the bullying he suffered to a detective inspector, who he says ignored them.
He then approached the Met’s department of professional standards and was interviewed over two days.
Later that year Mr Wedger was diagnosed with post traumatic stress disorder.
Due to his protracted time off sick he was placed on half pay, which plunged him into debt.
Despite being placed under the care of an NHS mental health team and given counselling, he twice returned to work in 2015, first on the fraud investigation team and then on the road deaths unit. However, the return to work made his PTSD even worse.
Mr Wedger, of Hemel Hempstead, Hertfordshire, was finally given early ill health retirement last month after 23 years of service.
He added: “I’m relieved to be out. I felt at the centre of a huge conspiracy and very much alone.”
He is now being supported by his local MP, Sir Mike Penning, who has written to Met chief Cressida Dick for a response to the allegations.
Sir Mike said: “There are some really serious answers to deal with both on what John says happened and the way he was treated afterwards.”

The family of murdered Telford victim Lucy Lowe have revealed police snubbed pleas to prosecute her killer for child abuse 18 years ago.
Paedophile Azhar Ali Mehmood fathered her baby when she was 14 and then murdered her along with mum Eileen and sister Sarah, 17, in an arson attack on the family home in 2000.
Mehmood – 10 years older than Lucy and described as her “boyfriend” – got life over the deaths the next year but was never prosecuted for child abuse.
He is now eligible for parole and her family are horrified that he may be back on the streets soon.
Lucy’s uncle, Ed Lowe, believes her murder should have alerted authorities to the town’s grooming scandal – which is feared to have up to 1,000 victims.
He said: “Mehmood had sex with an underage girl. I raised it with police when she died but nothing ever came of it. I’ve never got my head around that. Why has he never been punished for it?
“He might call himself her boyfriend but she was underage. Why weren’t social services involved? This should have raised alarm bells. I believe this is still ongoing.”

The Sunday Mirror revealed at the weekend that a string of abuse victims in the Shropshire town have died. Charity Barnardo’s today joined their families and local MP Lucy Allan in calling for a public inquiry on the abuse.
And Britain’s top policeman with responsibility for child protection, Chief Con Simon Bailey, faces a grilling from MPs today.
Home Affairs Committee chair Yvette Cooper said: “These are disturbing reports about appalling crimes and abuse. We will be asking questions.”

Ed, 60, from Telford, is the brother of Lucy’s dad George, who survived the arson strike with her infant daughter Tazneem. Lucy was pregnant by Mehmood, now 44, again when she died.
Ed said: “Now he is up for parole after taking three lives and ruining a fourth. I asked victim support why he had not been prosecuted for child abuse. They told me he was prosecuted for the most serious crime. He should not come out.”
One victim told us she spoke to West Mercia Police after Lucy’s death, giving details of the grooming network targeting schoolgirls. She claims that she told officers she was a victim but no probe was launched.
The woman was also a close friend of Becky Watson, the next Telford grooming victim to die.

Becky was targeted at 11 and died in a road accident at 13. The man at the wheel, a friend of her abusers, was jailed for dangerous driving.
Abuse victim Vicky Round was a pal of Becky’s and was abused by the same gang, who got her hooked on crack aged 12 and heroin by 14. She died aged 20 of a drugs incident.
Her older sister, Emma Leneveu, claims Vicky’s abusers threatened an attack like the one on the Lowes if she spoke out. She said: “I wanted Vicky to go to police but she was terrified her abusers would set our house on fire and kill me and our mum.”
Sheila Taylor, of the NWG Network, worked on the Rotherham Inquiry. She said: “When children are sexually exploited, they are at risk of a whole range of harm, including death, because of the type of violence and the introduction of drugs and alcohol.
“Any death of a young person where there have been concerns about them before should trigger some professional curiosity and a deeper look at the circumstances.”
The three families are calling for a public inquiry in Telford, similar to the one in Rotherham – which revealed 1,400 girls were abused in the Yorkshire town.
West Mercia Police launched Operation Chalice in 2009, more than a decade after social workers became aware of the scale of the abuse.

It led to seven paedophiles being jailed but officers later revealed they identified some 100 victims and 200 perpetrators from 2007 to 2009.
But an 18-month Sunday Mirror probe found disturbing evidence that abuse went on in Telford over four decades and the total number of victims could hit 1,000.
Barnardo’s chief executive Javed Khan said today: “The scale of the abuse in Telford is deeply shocking and those responsible must be held accountable for any failings. Barnardo’s would support a public inquiry.”
On plans to quiz Chief Con Bailey, Ms Cooper said: “We will be asking questions on this when we take evidence from the National Police Chiefs’ Council on what the police are doing to investigate these cases.
“We need action from the police in Telford now to pursue every lead and every perpetrator.”
Joining calls for a full public inquiry, Labour’s John Mann said: “We are failing young working-class communities and the patterns of grooming are clear to see.”
Martin Evans, Assistant Chief Con for West Mercia Police, said the force is “committed to continuing its focus of tackling this type of offending”.
A spokesman for Telford and Wrekin Council added: “Telford will be covered by the national review by Alexis Jay, who led the Rotherham inquiry.

Leon Brittan was photographed entering an underage sex den during a police investigation, it has been claimed.
The Tory Lord, who died on Wednesday, is said to have been snapped by officers on a 1986 surveillance operation focusing on rent boy orgies run in North London buildings.
Detectives were watching premises where the boys picked up at King’s Cross were dropped off to be repeatedly raped, say friends of an officer involved.
Big names believed to have been photographed entering the dens included former Home Secretary Brittan, MP Cyril Smith and some top judges.
Sources claim up to 16 high profile figures were due to be arrested.
But the day before the swoops were to be carried out, officers on the investigation, called Operation Orchid, were allegedly told it had been disbanded.

Our sources say it is unclear what happened to the photographs or why the raid was called off.
A friend of the officer on the investigation said: “The rent boys would be driven to flats or garages where large groups of men were waiting.
"These included Brittan and Smith. Pictures were taken as men entered or left buildings where the abuse was taking place.”
The revelations emerge as Brittan’s name is dragged ever deeper into the growing scandal over an alleged cover-up into sex abusers at the highest level of the Establishment in the 1970s
and 80s.
His old friends and colleagues have defended his legacy and called on his accusers to put up evidence or “shut up”.
But a major police investigation into VIP paedophile rings, which includes testimony against Brittan, continues.

One key witness known as Nick, who has been described by police as “credible”, has told officers he was abused by Brittan at the luxury Dolphin Square apartment complex, near Westminster.
He gave a lengthy statement alleging three boys were murdered by the VIP paedophiles.
Speaking before Brittan’s death, Nick said: “He would treat me like I was not even human.”
He claimed the top Tory was “nasty, cruel, sadistic and hateful”.
Nick is now said to be “devastated” by the former cabinet minister’s death and fears it may be too late to get justice.
Brittan, who died of cancer at 75, was already under investigation for allegedly raping a woman in 1967. An allegation he denied.

Scotland Yard says this will continue despite his death.
Brittan’s name also appears on a web list of purported visitors to Elm Guest House, near Barnes Common in South West London.
The B&B is said to have operated as a gay and underage brothel in the early 1980s and is at the centre of a huge historic abuse police investigation called Operation Fernbridge.
The Metropolitan Police has refused to discuss any potential suspects in this investigation.
Last year Brittan became mired in the historical sexual abuse scandal after claims that he was handed a dossier containing details of the abuse allegations in the 1980s.
He was accused of failing to act on the evidence passed to him by Tory MP Geoffrey Dickens in 1983.
While he admitted he had met Mr Dickens and had been handed a file, he said he had passed it on to officials and was not contacted about the issue again.
Brittan was elected as MP for Cleveland and Whitby in 1974 and then for Richmond, Yorks, in 1983.
PM David Cameron led the tributes to him last week, describing the former cabinet minister and European competition commissioner as a “dedicated and fiercely intelligent public servant”.

The Government secretly funded a paedophile network, an official inquiry into child sex abuse has heard.
The Home Office channelled £30,000 in grant money to a controversial organisation campaigning to legalise paedophilia - and lower the age of consent to four years old - during the late 1970s, a former civil servant has claimed.
Tim Hulbert, who worked for the Voluntary Services Unit (VSU) during the 1970s and 1980s, told the Westminster strand of the Independent Inquiry into Child Sexual Abuse that he had seen the payment recorded on a spreadsheet.
He said the payment to the Paedophile Information Exchange (PIE) had been marked on official documents as a grant made to the Women's Royal Voluntary Services (WRVS). Mr Hulbert said he had been made aware of the grant via a senior colleague called Alan Davies who was new to the VSU - the body responsible for deciding which UK voluntary organisations should receive government funding.
He said in a statement: "[Alan Davies] and I got on well and used to talk informally about things we were working on.

"I believe, though I cannot be sure, that it was during one of these informal chats over coffee that I discovered the unit was funding PIE - about which I knew little except that it was an organisation campaigning for the lowering of the age of consent to four."
The statement added that he was aware that PIE also had a magazine called Magpie, and that he had seen a copy of the magazine in the VSU's London offices. He said the payment to PIE had been listed in the "grant renewals" section of the spreadsheet and marked "WRVS (P.I.E)".
"This seems improbable but if the intention was to conceal the grant, then to use a cover organisation like WRVS whose grant was one of the largest might have been an option."
Mr Hubert was approached by police about his claims after he contacted the BBC following the 2013 screening of the film "Secret Life of a Paedophile" about social worker Peter Righton - one of the founding members of PIE.
Earlier on Monday, the inquiry heard evidence from civil servant Mike Box who had assisted a 2014 review of allegations historic child sexual abuse within Westminster.

He said that no trace of any payment to PIE had been found in government documents from the era, and that the review had been unable to track down Alan Davies.
A contemporary of Mr Hulbert at the VSU also had no recollection of grant payments made to PIE, Mr Box said.
The Westminster strand of the far-reaching inquiry into historical sexual abuse in British institutions is scheduled to last three weeks and is due to conclude on March 29.

Tim Hulbert, who worked for the Voluntary Services Unit (VSU) during the 1970s and 1980s, told the Westminster strand of the Independent Inquiry into Child Sexual Abuse that he had seen the payment recorded on a spreadsheet.
He said the payment to the Paedophile Information Exchange (PIE) had been marked on official documents as a grant made to the Women's Royal Voluntary Services (WRVS). Mr Hulbert said he had been made aware of the grant via a senior colleague called Alan Davies who was new to the VSU - the body responsible for deciding which UK voluntary organisations should receive government funding.
Dame Lowell Goddard quit as chairwoman of the national child sex abuse inquiry after panel members including the woman who succeeded her turned against her in an apparent power struggle.
Dame Lowell disclosed in a letter to MPs how she was forced into her sudden resignation in the summer after being confronted by colleagues she previously believed were loyal.
In discussion with me it became clear that I no longer had the support of my senior colleagues at the Inquiry that I would need if I were to continue as Chair.

The account given by Dame Lowell of why she quit will put pressure on the new inquiry chairman Professor Jay - the fourth in two years- to explain her role in the resignation that plunged the £100 million inquiry into crisis.
Amber Rudd, the Home Secretary, had previously told MPs that Dame Lowell had resigned because she was “homesick and lonely”.

In an eight-page memorandum, Dame Lowell, a former New Zealand high court judge, said she was confronted in a meeting on August 4 after a series of adverse newspaper headlines and “widening personal attacks on me and my competence”. She resigned a few hours later from her £360,000 a year job with an £80,000 pay off.
“I believe this is when the team lost their nerve about my ability to continue leading the inquiry,” she wrote in the memo, “The pressure was relentless... On the morning of 4 August, three of the panel members came to see me. In discussion with me it became clear that I no longer had the support of my senior colleagues at the Inquiry that I would need if I were to continue as Chair.”
Dame Lowell does not name the three panel members - out of a total of four - but it is thought Prof Jay, who took charge not long after, was one of them. The inquiry did not deny Prof Jay was at the meeting.
The memo suggests an ongoing struggle between Dame Lowell and Ben Emmerson QC, the counsel to the inquiry who has also since resigned, on the one hand and members of the panel to the Independent Inquiry into Child Sexual Abuse (IICSA) on the other.

Dame Lowell said in the months before she quit there had been ongoing tensions with panel members, including Prof Jay, wanting more control of decision making.
Dame Lowell said they had not understood that “important procedural decisions” could only be made by her as chairman.
She also said that criticism of her for working on the inquiry while in New Zealand was unfair since the Home Office had sanctioned her to do so despite the 13-hour time difference. “Working out of a foreign location was authorised so long as the environment was secure,” said Dame Lowell.
She appeared to also accuse panel members of plotting behind her back. She said that the panel members had given “apparent support... throughout my tenure”.
She had not known until a parliamentary select committee hearing last month that one panel member Drusilla Sharpling had complained about her ‘leadership’ behind her back to the then director general of the Home Office.
“For example, Drusilla Sharpling, in May/June and again in July, volunteered to me her absolute loyalty and support for me,” she wrote.
Dame Lowell said she had also been wrongly subjected to criticism over the inquiry’s investigation into Lord Janner, the former Labour MP accused but never convicted of child sex abuse.

Dame Lowell has so far refused to appear before the Home Affairs Select Committee which is conducting the inquiry into the chaos at IICSA.
Prof Jay, in a separate letter to the parliamentary committee, also warned MPs not to attempt to call her to give further evidence. She claimed the inquiry needed to remain “independent of politics”.
But Labour MP Yvette Cooper, the committee’s chairman, said in a sideswipe at both Prof Jay and Dame Lowell: “It will be for the Committee to decide when and whom to call on to give further evidence.”
It is understood Ms Cooper will now seek written evidence from a number of barristers, including Mr Emmerson, who have resigned from the inquiry.
Daniel Janner QC, who has waged a campaign to have the inquiry into his father scrapped, said: “This criticism [of Dame Lowell] was fully justified. She launched a proxy macabre trial of a dead man who lies silent in his grave and cannot answer back.”

Two police investigations gathered evidence that former Conservative MP Harvey Proctor had a sexual interest in children, Newcastle crown court heard.
One witness told the first police investigation, of 1986-7, that Proctor sexually abused him as a 14-year-old boy, while other witnesses told detectives that the then MP beat “young men or boys” and took photographs of their injuries, according to submissions to the court. One described a request for the procurement of “young things”.
Another of these witnesses, the court heard, told the police investigation that he discovered a big envelope of pictures of boys aged 11-19, “including lots of kids about 11-12 years old”. But no police action was taken on any of the claims.
The court was hearing legal submissions during the trial of ‘Nick’, Carl Beech, the man convicted yesterday of 12 charges of seeking to pervert the course of justice and one of fraud when making claims of sexual abuse by VIPs. I was the only journalist to cover the trial consistently, day by day, on Twitter @MarkWatts_1.
Sir James Goss, the High Court judge who oversaw the ‘Nick’ trial, blocked defence attempts to admit the evidence on the grounds of insufficient relevance. But the hearing on June 21, held in the absence of the jury, could only be reported following its verdicts.
And it raises questions as to whether the Metropolitan Police Service disclosed any of the material to the inquiry into child sexual abuse chaired by Alexis Jay. And, if so, why the inquiry has so far chosen to ignore the evidence.
Collingwood Thompson, barrister for Carl Beech, made an application for more disclosure to the defence and for permission to cross-examine Proctor on specific issues. He made the application to the judge the day after the prosecution finished direct examination of Proctor and ahead of his cross-examination.
He said that he was basing his application on material disclosed by the prosecution to the defence only “very recently”.
He raised material gathered, first, by the police investigation before Proctor pleaded guilty in 1987 to three counts of gross indecency with a 17-year-old man and a fourth count with a man aged 20 at a time when the age of consent was 21 and, second, by ‘Operation Midland’ that was sparked by allegations from ‘Nick’ in 2014.
At the hearing, the judge largely worked from written submissions by defence and prosecution counsel. But Thompson confirmed the judge’s understanding that the material from the first investigation related to “the circumstances of these offences… dressing as children, punishing them in a particularly… physically beating them to a stage where they were being marked.”
Thompson wanted the evidence admitted to the case because it went to Proctor’s “character”.
Beyond the two complainants in the 1987 case, he told the court, there were four other witnesses – referred to as witnesses 27, 7, 15 and 10 – who described their sexual activities with Proctor as young men or boys.
One of the complainants “alleged Harvey Proctor inflicted pain for pleasure,” said Thompson. “There is direct evidence of inflicting pain for the purpose of sexual pleasure,” adding, “A number of witness statements did appear to relate to these allegations.”
A 23-year-old said that Proctor “showed an interest in young boys,” Thompson told the court. “Someone who ran an escort agency [said]: ‘He seemed to be interested in young boys.’”
One of the witnesses knew Proctor as “Keith”, but the former MP also used the name, “David”, the court heard. A witness said that Proctor identified himself as an MP.
Thompson told the court: “These matters date from 1986, not so very long after the period we are looking at [in this trial].”
In his summary of Thompson’s submissions to the court, the judge records:
“The activities spoken of in the witness statements include paying for ‘rent boys’/escorts, asking them to dress as schoolboys in shorts, pretending to be a headmaster or school teacher and punishing them for wrong-doing by spanking or repeatedly beating them hard on their buttocks with his hand, slipper or plimsole and a cane, in many cases causing pain and leaving marks or wheals on their buttocks.
“In some cases, he took Polaroid photographs of the injuries inflicted. One witness says he discovered a big envelope containing Polaroid photos of boys aged 11-19 ‘including lots of kids about 11-12 years old’.
“On occasions he told boys to engage in sexual activity with each other and he could be involved with up to four boys at any one time. One witness described a request for the procurement of ‘young things’.
“Witness 15 states that, when aged 14, he was painfully ‘slippered’ before being made to engage in anal intercourse. The activities were for sexual gratification: he was said to masturbate himself and/or the ‘boys’. There was a range of penetrative sexual activities.”
“The defence wish to cross-examine Mr Proctor about each of these alleged activities. They point to the case against the defendant arising from allegations made by him that Mr Proctor engaged in sexual activity with young boys at around the time he is alleged to have committed the acts of which the defendant accuses him.
“They refer to the fact that there were occasions which involved more than one boy and in which boys were told to engage in sexual activity with one another, and there was a full range of sexual activity, including masturbation, oral intercourse and anal intercourse.
“There was a sadomasochistic element to such sexual activity: Mr Proctor engaged in sexual activity with boys who were made to dress and behave as if they were younger which involved inflicting some pain for the purpose of obtaining sexual pleasure. The defence wish to ask him about these aspects of the facts of, and said to be surrounding his previous convictions.”
The defence was making its application under section 100 of the Criminal Justice Act 2003.
Thompson went on to 2015, and the Met’s search of Proctor’s home under ‘Operation Midland’. He said that the prosecution had recently disclosed to the defence the schedule of items seized in the property search.
One of the allegations made by ‘Nick’ was that, Thompson told the court, “a victim was restrained on a table, tied to a table. One of the items here is, restraint, and another, straps.”
“Recovered a school uniform, with a child’s underwear… for a child of 13 to 14… blood stained… Harvey Proctor declined to give a blood sample.” Police had not arrested Proctor, so could only take a blood sample from him with his consent.
Thompson said: “This is someone who enjoys inflicting pain for sexual pleasure, which is one of the issues relating to him.”
The judge added that the list of seized items include “whip and the crop, restraints”.
Thompson said that seized items include whips, restraints and cane. He also referred to a “notepad relating to child abuse”, which was entitled, “Bizarre Sex”.
The defence had only seen a list of items recovered, and it wanted the judge to order the disclosure of, for example, this notepad.
Tony Badenoch, prosecuting counsel, intervened at this point to say that following the seizure by police of items in the property search, “All material was returned to Mr Proctor.” The prosecution could not disclose any of the material because the police no longer had it.
The judge added that the seized items included indecent photographs. He said that DC Danny Chatfield, who gave evidence earlier in the trial about ‘Operation Midland’ but not about this issue, formally seized the items on behalf of the Met and signed the appropriate form.
The judge added: “Perhaps we should have him tell us more about this.”
But Chatfield was not recalled.
Addressing Thompson, the judge said: “We are somewhat in the dark. You are in the dark, I am in the dark, and I’ve got to make a judgment.”
The judge summarised Thompson’s submissions on the list of seized items in these terms:
“The defence also want to question Mr Proctor about items on an ‘exhibit list’ referred to in a statement from DC Chatfield [DCJ] who was involved in the search of Mr Proctor’s home on 4th March 2015 and the descriptions of various items seized and since returned to him.
“Those items on the list about which they particularly wish to question him are (DCJ/21) a school uniform and children’s underwear (aged 13-14yrs) bloodstained, (DCJ/22) school blazer, (DCJ /23) schoolwear stained, (DCJ/24) whips/ruler with blood, (DCJ/25/3) whip/crop and (DCJ/26) restraint with leather straps.
"They submit that the possession of such items is ‘to do with the alleged facts of the offence with which the defendant is charged,’ and so judicial leave to cross examine upon such matters is not required. They argue that it is implicit in the Crown’s case that the defendant falsely accused Mr Proctor of sexually assaulting him and others in a way that involved the use of force and that the presence of such items at Mr Proctor’s home is capable of supporting the defendant’s case that he was someone with an interest in sadistic sex.”
Badenoch objected to the defence application, saying that there was a “real disconnect” between what Thompson was seeking to introduce and the charges against the defendant.
“They are a million miles away from what is alleged by Carl Beech.”
He told the court that the other matters, beyond the two complainants of 17 and 20, were not sufficiently serious for any prosecution to result.
The judge said that on those matters where Proctor had not pleaded guilty, “I am not concerned about.”
But the judge wondered out loud about the right approach in relation to the four offences to which Proctor had pleaded guilty, saying: “We have more details from these witness statements, so the issue is what facts around these circumstances have relevance.”
Badenoch insisted that they were a “million miles away” from the allegations in the trial.
The judge replied: “Well, there are differences, but there are- there is that nexus.”
He asked Badenoch for his response on the items found in the search.
Badenoch told the judge that he could see the author of the book in Chatfield’s statement. The indecent photographs “could be mild”, could be “perfectly legal”, the schedule did not specify. There was no prosecution, he said.
He repeated: “All the material was given back to him.”
In summarising Badenoch’s submissions to the court, the judge records:
“The prosecution submit that Mr Proctor’s convictions amount to no more than engaging in consensual sexual activity with two males who were then under the prevailing legal age of 21 (Witness 9 was aged 16/17 and Witness 12 was aged 20). They point to the surrounding circumstances of the accounts of Witnesses 9 and 12 not having been the subject of any criminal charge. In any event, they do not involve any allegation of unlawful, non-consensual violence, or sexual activity, rape or sexual activity involving young children. Moreover, it is to be noted that when objection was taken to any particular activity requested by Mr Procter, he accepted the witness’s wishes. The other allegations recorded during the 1986-1987 investigation (Witnesses 27, 7, 15 and 10) were not the subject of any criminal charge or conviction. They amount to unsubstantiated allegations.
“Further, the sole allegation of non-consensual sexual activity was with a young boy, Witness 15, who claimed to be 14 years old at the time of the alleged offence. However, that allegation resulted in no arrest, charge or conviction and the witness had provided an earlier statement in which he denied (by necessary implication) that he had ever met Harvey Proctor. It is, therefore, an unproven allegation from an unreliable witness, which is material to its weight.”
“The premises from which material was seized during the searches on 17 March 2015 were occupied by others, including a couple with a young child. All the property seized, including digital devices, was carefully examined. All the property was returned. Nothing illegal was recovered. No charges were brought.”
“The prosecution submit that the primary issue in the case is whether the defendant told the truth to the police when he made the detailed allegations of giving rise to the charges of perverting the course of justice. It follows that whether he told the truth in respect of his allegations against Mr Proctor is a matter of substantial importance in the context of the case as a whole. The allegations against Mr Proctor, in brief summary… are of multiple offences of rape, both oral and anal, on occasions jointly with other men, extreme physical violence, including torture and the threat of genital mutilation with a pen-knife, being part of a group responsible for killing one boy and himself murdering two boys, after having raped one of them.”
“The prosecution submit that the true ‘issue’, in the context of the defence application, is whether Mr Proctor has a propensity, as a member of a group, to (i) commit acts of serious unlawful violence against very young boys; (ii) commit acts of serious, non-consensual sexual assault against very young boys; (iii) murder; and (iv) rape. It is accepted that if there was reliable evidence in relation to these issues it would be of substantial importance in the context of the case as a whole.”
“However, they submit, there is no such evidence, let alone evidence which has a ‘substantial probative value’ in relation to those issues. Further, there is no probative evidence directed at the issues identified above at all. The prosecution led the evidence from Mr Proctor as to his four previous convictions by agreement and because they are relevant to the facts of the offences with which the defendant is accused, their case being that the defendant identified and deliberately chose Harvey Proctor as one his targets for false allegations because of his convictions in 1987 and the surrounding and resulting scandal, rumour and innuendo.
“They dispute that the ‘issues’ identified by the defendant are of substantial importance in the context of the case as a whole: they contend that whether or not Mr Proctor engaged male prostitutes, indulged in ‘corporal punishment’ schoolboy fantasies or was concerned to possess photographs of them, are not ‘issues’ of ‘substantial importance’ in the case.
“When focussing on the specific allegations made against Mr Proctor (and others) by the defendant, the ‘issues’ identified by the defendant are divorced from the true issues in the case, or are at the very least tangential to them. Further, they submit, the body of the evidence upon which the defendant asserts ‘goes to’ the issues identified lack the ‘substantial’ probative quality required for admission. Mr Proctor was convicted of four offences of gross indecency, for which he was fined. The body of evidence does not establish that he ever engaged in sexual activity with younger boys to the requisite standard, or at all.”
“The prosecution assert that the proposed cross-examination of Mr Proctor in relation to the 1987 material would inexorably lead to the litigation of ‘satellite’ issues in respect of which the Court of Appeal has repeatedly warned against, and the ‘kite-flying and innuendo against the character of a witness’ which the Court has observed section 100 of the 2003 Act was intended to guard against.”
“In relation to the evidence of items recovered from Mr Proctor’s property on 17 March 2015, the prosecution disputes that it/they has/have to do with the ‘alleged facts of the offence with which the defendant is charged’, and thereby escape the provisions of section 100 of the Act.
“They submit that if this category of evidence is capable of supporting the defendant’s case, it can only be so by way of being evidence of a propensity to act in the manner alleged, and so is ‘bad character’ evidence. The potentially relevant items were subjected to forensic scientific examination and yielded no results relevant to this case. All items were returned to Mr Proctor.
“In relation to evidence of a relevant propensity, the defence assert that the evidence is ‘capable of supporting [his] case that [Harvey Proctor] was someone with an interest in sadistic sex.’
“The prosecution say that this is not the defendant’s true case. At no stage has the defendant alleged sexual activity of the kind alleged in the offences of which Mr Proctor has been convicted. Alternatively, they submit, if it is the defendant’s case that Harvey Proctor ‘was someone with an interest in sadistic sex’, then this is not an issue of substantial probative value in the context of the case as a whole: the defendant’s case is that Mr Proctor is a violent rapist and murderer of young boys.”
The hearing started at 10.34am, and was adjourned exactly an hour later. The judge said as he adjourned that he would give his decision at midday.
At 12.01pm, the judge returned. He said: “I have re-read these witness statements and the application, its supplication by your submission made to me this morning.
“The application to cross-examine Harvey Proctor on the matter is refused, and the application to cross-examine about the items in paragraph 31 and the application to list the items seized and returned to Mr Proctor is also refused.”
In his written reasons, the judge said:
“For the reasons identified by the prosecution and summarised above, I am satisfied that the evidence the defence seek to introduce by way of cross-examination of Mr Proctor in relation to the search list is not evidence that has to do with the offences upon which is being tried [sic] nor, in any event, does any of it have substantial probative value in relation to a matter which is in issue in the proceedings and is of substantial importance in the context of the case as a whole.
“The issues in the case are those identified… [by the prosecution] above. The evidence of an interest in consensual sexual activity with young men, including the acting out of a fantasy of schoolboy punishment by a headmaster by beating is an interest and behaviour that is very far removed from the issues in this trial and has no substantial probative value in relation to any of them.
“The evidence of the witness in the 1987 case who alleged a non-consensual act was not pursued or adjudicated upon and the witness himself was demonstrably unreliable.”
“For these reasons the defence application is refused.”
Thompson then asked the judge whether he could cross-examine Proctor on his denials in relation to matters that later led to his guilty pleas.
The judge refused, saying that it was fraught with difficulty because Proctor’s denials would have depended on what questions had been asked of him exactly.
Thompson then cross-examined Proctor that afternoon, but was unable to raise any of these issues with him.
The defence team is understood to be seeking an appeal against Carl Beech’s convictions over this, and other, rulings by the trial judge, including his rejection of another disclosure application and his decision to allow the prosecution to tell the jury all about the defendant’s guilty pleas in January on five charges of downloading and possessing indecent images of children and one of voyeurism.

The Lib Dems have reinstated former leader David Steel after a probe into what he knew about abuse claims against the late MP Cyril Smith.
The peer was suspended from the party after comments he made about Smith to an independent child abuse inquiry.
He said he had "assumed" allegations against the Rochdale MP were true, but that it was "nothing to do with me".
The party ruled there were "no grounds for action" against Lord Steel as Smith "did not confess to any criminality".
Scottish Lib Dem leader Willie Rennie said it had been important to seek "clarification", but said the issue had boiled down to "a hearing difficulty and a lack of precision in providing some answers" on the part of Lord Steel.
Lord Steel said that his "open and honest answers" had been "erroneously reported and taken out of context", which had caused him "great personal distress".
However, a lawyer representing some people who allege they were abused by Smith said the decision was "disappointing" and that the issue should have been investigated in a "thorough, open and transparent way rather than behind closed doors".

The probe centred on a meeting Lord Steel - then leader of the Liberal Party - had with Smith in 1979 about claims he had abused boys at a Rochdale hostel in the 1960s.
Police had investigated allegations about the abuse of teenagers at the Cambridge House hostel a decade earlier, in 1969, although no-one was ever prosecuted.
Lord Steel said he had discussed the allegations with Smith - the MP for Rochdale between 1972 and 1992 - after an article appeared in Private Eye magazine.
The 81-year-old told the Independent Inquiry into Child Sexual Abuse that "the matter had been investigated by police, no further action was taken and that was the end of the story".
But in exchanges with inquiry counsel Brian Altman QC, the peer appeared to agree that he had "assumed" the allegations were true.

Mr Altman asked: "So you understood that he's actually committed these offences, from what he said to you?"
Lord Steel responded: "I assumed that."
The QC then asked: "Wasn't that all the more reason to take matters further and hold some form of inquiry?"
The peer answered: "No, because it was, as I say, before he was an MP, before he was even a member of my party. It had nothing to do with me."
The Scottish Liberal Democrats subsequently suspended Lord Steel, saying that "an investigation is needed".
The party's executive group has now determined that there are "no grounds for action" against the former MSP and Holyrood presiding officer.
Mr Rennie said: "We take the issue of vigilance and safeguarding incredibly seriously, so it was important to investigate following the evidence that David Steel gave to the independent public inquiry. In part because of a hearing difficulty and a lack of precision in providing some answers it was necessary to seek further information from him for clarification.
"The clarifications that David Steel has provided to us state clearly that Cyril Smith did not confess to any criminality which is why he took no further action at the time."

Lord Steel said he was "naturally pleased and relieved" with the decision, which was made by the party executive on Sunday.
He said: "I believe in the highest standards of safeguarding for young and vulnerable people. As such, I voluntarily attended the IICSA hearing and offered open and honest answers, some of which have been erroneously reported and taken out of context.
"These inaccurate elements led some to question my own such commitment. Opinions and assumptions are not facts, and those expressed in some quarters have caused me great personal distress."
But lawyer Richard Scorer, who represents some of those alleging abuse by Smith, said the party's decision was "disappointing".
Mr Scorer, of law firm Slater and Gordon, also claimed it was "premature" of the Liberal Democrats to conclude their investigation without waiting for the findings of the abuse inquiry.

The seven-week trial earlier heard how Beech told detectives that his friend, Scott, was run over and killed by the paedophile gang in 1979 but police could find no trace of the incident.
Asked by Collingwood Thompson QC, defending, about the suggestion that his claim about the hit-and-run attack was a figment of his imagination, Beech replied: “I know what happened. I was there and I know it took place.â€
Beech became emotional as he told the court that Scott – whom he claimed to have met in a playground in Kingston-upon-Thames, south-west London – was run over as they walked away from school during the day.
“He was hit by a car,†Beech alleged, explaining that the pair were side-by-side on the pavement. “I just heard a loud noise behind me. It all sort of happened at the same time.â€
Beech said Scott “went over the front of the car into the roadâ€, adding: “His leg was bent in a funny direction. There was blood on his head.â€
Beech claimed he was dragged away into a car, adding: “I just remember something in my arm and I don’t remember anything after that.â€
The paedophile gang was responsible for the attack, Beech said, claiming that Hanley had warned him not to have friends shortly after he met Scott several months earlier. “I’m not sure I believed anything would happen. I ignored what he said,†he told the court.
Beech said he did not tell anyone about the incident afterwards, explaining: “I didn’t even say anything to my dog.â€
On another occasion, Beech told the court he was taken to a townhouse in London with another boy who he thought was “possibly†Martin Allen, the teenager who went missing in 1979.
He claimed Proctor and another man tied the boy to a table, with the politician stabbing the child in the arm and cutting his chest and legs before both men left the room.
Beech told the court: “I tried to untie him, but I couldn’t. There was a lot of blood, he just kept saying sorry.â€
When the men returned, Beech said, Proctor then raped the other boy. Asked by Thompson QC, what he was doing while that happened, Beech replied: “Begging for him to stop and he kept saying sorry, but they didn’t listen.â€
Beech said he held hands with the other child as they were both being raped, while the other boy was being strangled. Afterwards, Beech told the court, he “tried to wake him up but I couldn’tâ€.
At another abuse session at a London house allegedly attended by Brittan, Proctor, Hanley and other men, Beech claimed a boy was beaten until he stopped breathing.
Proctor has always vehemently denied all the accusations made by Beech. The trial continues.
