Before she brought the research to the AP's attention, the studies had somehow escaped public notice.

A four-month AP investigation turned up additional documents, several of which had been published before VeriChip's parent company, Applied Digital Solutions, sought FDA approval to market the implant for humans. The VeriChip received FDA approval in 2004 under the watch of then Health and Human Services Secretary Tommy Thompson who later joined the company's board.

Under FDA policy, it would have been VeriChip's responsibility to bring the adverse studies to the FDA's attention, but VeriChip CEO Scott Silverman claims the company was unaware of the research.

Albrecht expressed skepticism that a company like VeriChip, whose primary business is microchip implants, would be unaware of relevant studies in the published literature.

"For Mr. Silverman not to know about this research would be negligent. If he did know about these studies, he certainly had an incentive to keep them quiet," said Albrecht. "Had the FDA known about the cancer link, they might never have approved his company's product."

Since gaining FDA approval, VeriChip has aggressively targeted diabetic and dementia patients, and recently announced that it had chipped 90 Alzheimer's patients and their caregivers in Florida. Employees in the Mexican Attorney General's Office, workers in a U.S. security firm, and club-goers in Europe have also been implanted.

Albrecht expressed concern for those who have received a chip implant, urging them to get the devices removed as soon as possible.

"These new revelations change everything," she said. "Why would anyone take the risk of having a cancer chip in their arm?"

The manufacturer is marketing the Radio Frequency Identification (RFID) surveillance system nationwide, following a trial with 19 pupils at Hungerhill School in Doncaster this year.

The chip is embroidered into school uniforms using conductive 'smart threads'. A teacher can then scan these to view the pupil's identity, photo, whether they misbehaved in lessons and their school attendence record.

Hungerhill headteacher Graham Wakeling said the pilot was "not intrusive to the pupil in the slightest" because tracking would not go beyond the school's gates.

However, the chip has drawn criticism from civil liberties groups. David Clouter, from LeaveThemKidsAlone, a campaign group, was appalled by the idea.

"To put this in a school badge is complete and utter surveillance of the children. Tagging is what we do to criminals we let out of prison early," he said.

The chips were developed by Darnbro Ltd, which was set up by Andy Stewart, an ICT teacher at Hungerhill School, and a school uniform company.

Schools could fit scanners to doors or give teachers hand-held scanners to identify pupils entering or exiting rooms.

Darnbro said their product can "trace a pupil's every step during the school day" and that the system can be set up to limit access to doors, such as shutting the main doors of a school to pupils during classtime.

Mr Stewart, 36, said the system would cost about £2000 for a small primary school and up to £14,000 for an average-sized secondary, according to the Times Educational Supplement.

The Department for Children, Schools and Families supports the use of electronic registration to improve safety and security and reduce truancy.

This was one of my concerns with respect to the handing over of the control of schools to the military.

This has happened. The company 3es www.3es.com which is running (or looking to run) a number of schools, has as a parent company Aecom.

This is military. Think Halliburton. So if they wish to microchip the children, they can push this through in these schools virtually overnight.

We'd hardly know it.

I know of one public school where the students were all rather
suddenly given swipe cards. Then they started being 'stolen'
and all the students then had to be fingerprinted.
It all happened recently and very quickly.

Tony, that might be the case, but he's being trotted out to the kids via Channel Four TV Programmes on Eugenics........ I didn't think a sensible teacher would show a class a programme like this, until I realised the 'TeachFirst' programme as about getting inexperienced, unqualified teachers into the classroom, backed by Goldman Sachs, JP Morgan, Rothschilds etc, so we do have a mechanism for this sort of stuff to get to the kids. The interview, Tony, could be very interesting! I'd love to see that happening...... although if you look at what else is said on the notes from this school programme, it looks as if something else is going on as well.

Hi-tech 'satellite' tagging planned in order to create more space in jails
Civil rights groups and probation officers furious at 'degrading' scheme

Ministers are planning to implant "machine-readable" microchips under the skin of thousands of offenders as part of an expansion of the electronic tagging scheme that would create more space in British jails.

Amid concerns about the security of existing tagging systems and prison overcrowding, the Ministry of Justice is investigating the use of satellite and radio-wave technology to monitor criminals.

But, instead of being contained in bracelets worn around the ankle, the tiny chips would be surgically inserted under the skin of offenders in the community, to help enforce home curfews. The radio frequency identification (RFID) tags, as long as two grains of rice, are able to carry scanable personal information about individuals, including their identities, address and offending record.

The tags, labelled "spychips" by privacy campaigners, are already used around the world to keep track of dogs, cats, cattle and airport luggage, but there is no record of the technology being used to monitor offenders in the community. The chips are also being considered as a method of helping to keep order within prisons.

A senior Ministry of Justice official last night confirmed that the department hoped to go even further, by extending the geographical range of the internal chips through a link-up with satellite-tracking similar to the system used to trace stolen vehicles. "All the options are on the table, and this is one we would like to pursue," the source added.

The move is in line with a proposal from Ken Jones, the president of the Association of Chief Police Officers (Acpo), that electronic chips should be surgically implanted into convicted paedophiles and sex offenders in order to track them more easily. Global Positioning System (GPS) technology is seen as the favoured method of monitoring such offenders to prevent them going near "forbidden" zones such as primary schools.

"We have wanted to take advantage of this technology for several years, because it seems a sensible solution to the problems we are facing in this area," a senior minister said last night. "We have looked at it and gone back to it and worried about the practicalities and the ethics, but when you look at the challenges facing the criminal justice system, it's time has come."

The Government has been forced to review sentencing policy amid serious overcrowding in the nation's jails, after the prison population soared from 60,000 in 1997 to 80,000 today. The crisis meant the number of prisoners held in police cells rose 13-fold last year, with police stations housing offenders more than 60,000 times in 2007, up from 4,617 the previous year. The UK has the highest prison population per capita in western Europe, and the Government is planning for an extra 20,000 places at a cost of £3.8bn – including three gigantic new "superjails" – in the next six years.

More than 17,000 individuals, including criminals and suspects released on bail, are subject to electronic monitoring at any one time, under curfews requiring them to stay at home up to 12 hours a day. But official figures reveal that almost 2,000 offenders a year escape monitoring by tampering with ankle tags or tearing them off. Curfew breaches rose from 11,435 in 2005 to 43,843 in 2006 – up 283 per cent. The monitoring system, which relies on mobile-phone technology, can fail if the network crashes.

A multimillion-pound pilot of satellite monitoring of offenders was shelved last year after a report revealed many criminals simply ditched the ankle tag and separate portable tracking unit issued to them. The "prison without bars" project also failed to track offenders when they were in the shadow of tall buildings.

The Independent on Sunday has now established that ministers have been assessing the merits of cutting-edge technology that would make it virtually impossible for individuals to remove their electronic tags.

The tags, injected into the back of the arm with a hypodermic needle, consist of a toughened glass capsule holding a computer chip, a copper antenna and a "capacitor" that transmits data stored on the chip when prompted by an electromagnetic reader.

But details of the dramatic option for tightening controls over Britain's criminals provoked an angry response from probation officers and civil-rights groups. Shami Chakrabarti, director of Liberty, said: "If the Home Office doesn't understand why implanting a chip in someone is worse than an ankle bracelet, they don't need a human-rights lawyer; they need a common-sense bypass.

"Degrading offenders in this way will do nothing for their rehabilitation and nothing for our safety, as some will inevitably find a way round this new technology."

Harry Fletcher, assistant general secretary of the National Association of Probation Officers, said the proposal would not make his members' lives easier and would degrade their clients. He added: "I have heard about this suggestion, but we feel the system works well enough as it is. Knowing where offenders like paedophiles are does not mean you know what they are doing.

"This is the sort of daft idea that comes up from the department every now and then, but tagging people in the same way we tag our pets cannot be the way ahead. Treating people like pieces of meat does not seem to represent an improvement in the system to me."

The US market leader VeriChip Corp, whose parent company has been selling radio tags for animals for more than a decade, has sold 7,000 RFID microchips worldwide, of which about 2,000 have been implanted in humans. The company claims its VeriChips are used in more than 5,000 installations, crossing healthcare, security, government and industrial markets, but they have also been used to verify VIP membership in nightclubs, automatically gaining the carrier entry – and deducting the price of their drinks from a pre-paid account.

The possible value of the technology to the UK's justice system was first highlighted 18 months ago, when Acpo's Mr Jones suggested the chips could be implanted into sex offenders. The implants would be tracked by satellite, enabling authorities to set up "zones", including schools, playgrounds and former victims' homes, from which individuals would be barred.

"If we are prepared to track cars, why don't we track people?" Mr Jones said. "You could put surgical chips into those of the most dangerous sex offenders who are willing to be controlled."

The case for: 'We track cars, so why not people?'

The Government is struggling to keep track of thousands of offenders in the community and is troubled by an overcrowded prison system close to bursting. Internal tagging offers a solution that could impose curfews more effectively than at present, and extend the system by keeping sex offenders out of "forbidden areas". "If we are prepared to track cars, why don't we track people?" said Ken Jones, president of the Association of Chief Police Officers (Acpo).

Officials argue that the internal tags enable the authorities to enforce thousands of court orders by ensuring offenders remain within their own walls during curfew hours – and allow the immediate verification of ID details when challenged.

The internal tags also have a use in maintaining order within prisons. In the United States, they are used to track the movement of gang members within jails.

Offenders themselves would prefer a tag they can forget about, instead of the bulky kit carried around on the ankle.

The case against: 'The rest of us could be next'

Professionals in the criminal justice system maintain that the present system is 95 per cent effective. Radio frequency identification (RFID) technology is unproven. The technology is actually more invasive, and carries more information about the host. The devices have been dubbed "spychips" by critics who warn that they would transmit data about the movements of other people without their knowledge.

Consumer privacy expert Liz McIntyre said a colleague had already proved he could "clone" a chip. "He can bump into a chipped person and siphon the chip's unique signal in a matter of seconds," she said.

One company plans deeper implants that could vibrate, electroshock the implantee, broadcast a message, or serve as a microphone to transmit conversations. "Some folks might foolishly discount all of these downsides and futuristic nightmares since the tagging is proposed for criminals like rapists and murderers," Ms McIntyre said. "The rest of us could be next."

Then it cut to a defeated looking working class parent talking about how much peace of mind it would give her if her child could be chipped, quote 'I'd be able to relax, and they would have more freedom'. The Madeleine McCann incident was milked as reason for children to be tracked, this creepy cyborg from Reading University (seemingly a proponent, authority of, and pioneer of this technology), talked up the possibilities:

I just posted an interesting & related article on the DNA database, being created by stealth. The chips will be inter-linked to the database.

The claim is that;

High profile missing child stories, like the disappearance of Madeleine McCann, help to fuel her anxiety.

When nine-year-old Abi, goes shopping at home in Essex with her mum Toni, she is told that people they pass in the street may be potential abductors. Abi travels with her mother to see some new microchip technology that could offer a way to track her every movement for safety's sake.

The observational stories are supported by a chorus of interviews with children, interspersed through the film, that suggest the climate of fear goes beyond a small handful of families. As one child states: "I just want to be safe. So I hear what mummy has to say. And trust me, that can be hard."

There is a cautionary note to the film: 76% of parents believe there has been a dramatic increase in child murders but statistically there has been no such increase. (Families for Freedom, Advocacy group – 1998 Questionnaire). Yet, partly because of such fears, children today have less freedom than ever before; as Adel says: "My son doesn't have enough experience of the outside world" but for these protective parents, the perceived risks outweigh potential consequences.

People that believe chipping children will keep them safe are deluded. Reader devices can be bought over the internet right now.

So all an abductor has to do is swipe it over the kid, find the chip, cut it out or sever the offending limb completely and either leave it by the side of the road or neutralize and keep the chip.

Thereby replacing the 'souvenir' attic full of little shoes with little chips.

VeriChip plans to begin marketing its Health Link RFID implants directly to consumers later this month. The implant offers the ability to carry personal health records at all times, readily accessible to emergency medical personnel even if the patient is unconscious, unresponsive or confused.

The direct-to-consumer campaign will launches April 28 in southern Florida and will be based in HEARx hearing aid stores (owned by HearUSA, Inc.) It appears the first focus of the marketing effort will be the senior citizen demographic.

If the idea that corporations might want to use RFID tags to spy on individuals sounds far-fetched, it is worth considering an IBM patent filed in 2001 and granted in 2006. The patent describes exactly how the cards can be used for tracking and profiling even if access to official databases is unavailable or strictly limited. Entitled “Identification and Tracking of Persons Using RFID-Tagged Items in Store Environments,” it chillingly details RFID’s potential for surveillance in a world where networked RFID readers called “person tracking units” would be incorporated virtually everywhere people go—in “shopping malls, airports, train stations, bus stations, elevators, trains, airplanes, restrooms, sports arenas, libraries, theaters, [and] mu se ums”—to closely monitor people’s movements.

According to the patent, here is how it would work in a retail environment: an “RFID tag scanner located [in the desired tracking location]... scans the RFID tags on [a] person.... As that person moves around the store, different RFID tag scanners located throughout the store can pick up radio signals from the RFID tags carried on that person and the movement of that person is tracked based on these detections.... The person tracking unit may keep records of different locations where the person has visited, as well as the visitation times.”

The fact that no personal data are stored in the RFID tag does not present a problem, IBM explains, because “the personal information will be obtained when the person uses his or her credit card, bank card, shopper card or the like.” The link between the unique RFID number of the tag and a person’s identity needs to be made only once for the card to serve as a proxy for the person thereafter. Although IBM envisioned tracking people via miniature tags in consumer goods, with today’s RFID border cards there is no need to wait for such individual product tags to become widespread. Washington’s new driver’s licenses would be ideally suited to the in-store tracking application, because they can already be read by Gen 2 inventory scanners in use today at stores such as Wal-Mart, Dillard’s and American Apparel.

According to a former 31-year IBM employee, the highly-publicized, mandatory switch from analog to digital television is mainly being done to free up analog frequencies and make room for scanners used to read implantable RFID microchips and track people and products throughout the world.

So while the American people, especially those in Texas and other busy border states, have been inundated lately with news reports advising them to hurry and get their expensive passports, “enhanced driver’s licenses,” passport cards and other “chipped” or otherwise trackable identification devices that they are being forced to own, this digital television/RFID connection has been hidden, according to Patrick Redmond.

Redmond, a Canadian, held a variety of jobs at IBM before retiring, including working in the company’s Toronto lab from 1992 to 2007, then in sales support. He has given talks, written a book and produced a DVD on the aggressive, growing use of passive, semi-passive and active RFID chips (Radio Frequency Identification Devices) implanted in new clothing, in items such as Gillette Fusion blades, and in countless other products that become one’s personal belongings. These RFID chips, many of which are as small, or smaller, than the tip of a sharp pencil, also are embedded in all new U.S. passports, some medical cards, a growing number of credit and debit cards and so on. More than two billion of them were sold in 2007.

Whether active, semi-passive or passive, these “transponder chips,” as they’re sometimes called, can be accessed or activated with “readers” that can pick up the unique signal given off by each chip and glean information from it on the identity and whereabouts of the product or person, depending on design and circumstances, as Redmond explained in a little-publicized lecture in Canada last year. AFP just obtained a DVD of his talk.

Noted “Spychips” expert, author and radio host Katherine Albrecht told AMERICAN FREE PRESS that while she’s not totally sure whether there is a rock-solid RFID-DTV link, “The purpose of the switch [to digital] was to free up bandwidth. It’s a pretty wide band, so freeing that up creates a huge swath of frequencies.”

As is generally known, the active chips have an internal power source and antenna; these particular chips emit a constant signal. “This allows the tag to send signals back to the reader, so if I have a RFID chip on me and it has a battery, I can just send a signal to a reader wherever it is,” Redmond stated in the recent lecture, given to the Catholic patriot group known as the Pilgrims of Saint Michael, which also is known for advocating social credit, a dramatic monetary reform plan to end the practice of national governments bringing money into existence by borrowing it, with interest, from private central banks. The group’s publication The Michael Journal advocates having national governments create their own money interest-free. It also covers the RFID issue.

“The increased use of RFID chips is going to require the increased use of the UBF [UHF] spectrum,” Redmond said, hitting on his essential point that TV is going digital for a much different reason than the average person assumes, “They are going to stop using the [UHF] and VHF frequencies in 2009. Everything is going to go digital (in the U.S.). Canada is going to do the same thing.”

Explaining the unsettling crux of the matter, he continued: “The reason they are doing this is that the [UHF-VHF] analog frequencies are being used for the chips. They do not want to overload the chips with television signals, so the chips’ signals are going to be taking those [analog] frequencies. They plan to sell the frequencies to private companies and other groups who will use them to monitor the chips.”

Albrecht responded to that quote only by saying that it sounds plausible, since she knows some chips will indeed operate in the UHF-VHF ranges.

“Well over a million pets have been chipped,” Redmond said, adding that all 31,000 police officers in London have in some manner been chipped as well, much to the consternation of some who want that morning donut without being tracked. London also can link a RFID chip in a public transportation pass with the customer’s name. “Where is John Smith? Oh, he is on subway car 32,” Redmond said.

He added that chips for following automobile drivers – while the concept is being fought by several states in the U.S. which do not want nationalized, trackable driver’s licenses (Real ID ) – is apparently a slam dunk in Canada, where license plates have quietly been chipped. Such identification tags can contain work history, education, religion, ethnicity, reproductive history and much more. ... ... ...

Dentist's breakthrough puts tell-all chip in tooth

CROWN POINT -- Dr. Kevin Brunski wants to chip your tooth.

More specifically, the Crown Point dentist, who has a patent pending on his invention, I-Denti-Fied, hopes to one day see every person in the United States wearing the device -- a chip about the size of a grain of rice that stores a person's unique identification number linked to his or her entire medical history.

The chip is implanted in a tooth where it can neither be felt nor rejected by the body.

Brunski gave up his nearly 20-year dental practice a couple of years ago to devote all his time to market the I-Denti-Fied.

He got the idea four years ago after an Amber Alert had just appeared on television, notifying the viewing audience to keep an eye out for a missing child.

"I was disgusted with that. I went to pet my dog and felt this lump."

It was his Australian shepherd Chesney's microchip that Brunski felt.

"I said, 'Wait a minute, why can't we do this for our children, not like a Big Brother type of thing, but if they are lost or stolen?' " Brunski said. His first thought was to implant a chip into a tooth to help in identifying missing children, but he realized it could also hold critical health information in case of an emergency.

Brunski turned to the Internet to see if any such device was already on the market, but the ID chips at that time were larger and wouldn't fit inside a tooth.

Brunski tabled the idea, but kept researching to see if anyone had a smaller chip.

Finally, in fall of 2007 Brunski found a company in Luxemburg that manufactured a transponder 1 mm by 5 mm, the size of an uncooked grain of rice. He began benchtop studies with a denture and extracted human teeth in his office.

The chip, transponder, or "tag" holds a 16-digit code that unlocks a person's personal health record. Brunski partnered with a company that stores such records online.

"They are fully HIPAA (Health Insurance Portability and Accountability Act) compliant," Brunski emphasized, to protect client's health information privacy. The information can't be stolen because it isn't in the chip, and the code can only be read by a special "reader," a gun, produced by the same company, aimed at the client's mouth.

"No other reader can read it," Brunski said.

Because the product is so new and not yet universal, clients are also given a USB device that can be carried on a keychain. They also receive a wallet card and a sticker to be placed on their driver's license.

"It allows first responders and caregivers to have critical access to their information, especially for those with a chronic disease like Alzheimer's disease and dementia or special needs like autism and Down syndrome," said Brunski.

Even X-rays, allergies, family member contact information, insurance information and Do Not Resuscitate orders can be included.

A 24-hour call center can pull up the information and fax a patient's profile to any emergency department, Brunski said.

Brunski also sees potential for the chip's use in such diverse applications as football players' mouth guards and disasters like the recent earthquake in Haiti.

Rocio Alcantar, who moved to Michigan from Whiting, had her East Chicago dentist Dr. Lawrence Adams install the device in her tooth in November.

"I always lived blocks from my family," said Alcantar, a diabetic who has had two kidney transplants. "It gives me and my family peace of mind."

"I've had handfuls of surgeries and I'm on so many medications, when my husband is at work and my son is in school, I'm completely alone with zero acquaintances," Alcantar said.

Alcantar likes the fact that she can control the information that goes into her personal health record, which can change weekly.

"They provide you with a Web site and USB port. You put in your password and you have access to edit your info. When I go to a doctor for the first time I can take the USB with me."

The implant process was painless, Alcantar said.

"It was less invasive than having a cavity filled," she said.

Currently those like Alcantar who have the device implanted into live teeth do so knowing it has not yet received FDA approval.

The cost is $150, including one year of membership on the Web site, Brunski said.

Currently, only three dentists in Northwest Indiana implant the devices. Dr. Annette Williamson, who practices in Crown Point, implanted one in her assistant Kristy Green's son's tooth.

"He's a senior at Valparaiso High School this year and he'll be going away to college," Green said.

"They don't have the readers yet, but his information is on the thumb drive and he has a wallet card. When I heard about it I immediately said, 'It's cool. I want my son to have that. It gives me peace of mind because if he's by himself and something happens, number one, they'll be able to get in touch with me."

Williamson, who attended dental school with Brunski, said she thinks the device is "a great idea.

"I used to service nursing homes for 15 years. Sometimes the residents leave and just wander," she said. "If they're injured and paramedics try to administer medication, their allergies and other information would be at their fingertips. Often, it's a matter of saving a life when time is of the essence."

Even if a patient is not sick Williamson said she sees the I-Denti-Fied as a time saver.

"In the dental field patients need to update their history every six months and people hate filling out paperwork," she said. "If they have all this information on a thumb drive they can just hand over. I can put it in my USB port, call it up and print it out."

"It's a safety issue as well," Williamson said. "We have so many health-care providers and specialists. Not one person has your complete record. It's a great way to cross reference."

Community outreach

Brunski has been working for more than a year with many home healthcare services in Lake County.

"We're a start-up company, so we're taking a community-based approach," he said.

Brunski is targeting fire departments and EMS personnel who are frequently in harm's way.

He'll give a presentation on I-Denti-Fied at the Crown Point Fire Rescue Department which will host the Feb. 17 meeting of Indiana Volunteer Firefighters Association's Districts 1 and 2 meeting.

"It takes dentistry out of the post-mortem era and brings it into the lifesaving era," Brunski said.

"My ultimate vision is that this would become a unique patient identifier, even as President Obama is supporting electronic medical records," he said.

How it works
The chip holds a 16-digit code that unlocks a personal health record.

The code can only be read by a special "reader," a gun aimed at the client's mouth.

The device has Food and Drug Administration approval for implantation of the device into dentures.

Brunski is applying for approval for implantation into live teeth and bridges. The chip can only be placed in tooth implants that are porcelain. It will not work in tooth implants with titanium posts because the metal interferes with transmission of the code.

The chip is placed in teeth that most often experience decay, and filled in with the same resin that is used in fillings. It can also be bonded to the outside of a tooth in an inconspicuous place.

Health information can be updated from a Web site. The device costs about $150.

Will the Mandatory Microchip in ObamaCare End Up Being the Mark of the Beast?
There's a pretty starling thing in the bill that 95% of Americans won't like.
ObamaCare has a microchip implant for you… The Obama Health care bill includes (under Class II, Paragraph 1, Section B) “(ii) a class II device that is implantable”. Then on page 1004 it describes what the term “data” means in paragraph 1, section B:

14 (B) In this paragraph, the term ‘data’ refers to
15 information respecting a device described in paragraph (1),
16 including claims data, patient survey data, standardized
17 analytic files that allow for the pooling and analysis of
18 data from disparate data environments, electronic health
19 records, and any other data deemed appropriate by the
20 Secretary

As approved by the FDA, a class II implantable device is an “implantable radio frequency transponder system for patient identification and health information.”
This sort of device would be implanted in the majority of people who opt to become covered by the public health care option. With the reform of the private insurance companies, many people will switch their coverage to a more affordable insurance plan. This means the number of people who choose the public option will increase. This also means the number of people chipped will be plentiful as well. The adults who choose to have a chip implanted are the lucky (yes, lucky) ones in this case. Children who are "born in the United States who at the time of birth is not otherwise covered under acceptable coverage" will be qualified and placed into the CHIP or Children's Health Insurance Program (what a convenient name). With a name like CHIP it would seem consistent to have the chip implanted into a child. Children conceived by parents who are already covered under the public option will more than likely be implanted with a chip by the consent of the parent. Eventually everyone will be implanted with a chip.

(NaturalNews) A Rhode Island school district has announced a pilot program to monitor student movements by means of radio frequency identification (RFID) chips implanted in their schoolbags.

The Middletown School District, in partnership with MAP Information Technology Corp., has launched a pilot program to implant RFID chips into the schoolbags of 80 children at the Aquidneck School. Each chip would be programmed with a student identification number, and would be read by an external device installed in one of two school buses. The buses would also be fitted with global positioning system (GPS) devices.

Parents or school officials could log onto a school web site to see whether and when specific children had entered or exited which bus, and to look up the bus's current location as provided by the GPS device.

The American Civil Liberties Union (ACLU) has criticized the plan as an invasion of children's privacy and a potential risk to their safety.

"There's absolutely no need to be tagging children," said Stephen Brown, executive director of the ACLU's Rhode Island chapter. According to Brown, the school district should already know where its students are.

"[This program is] a solution in search of a problem," Brown said.

The school district says that its current plan is no different than other programs already in place for parents to monitor their children's school experience. For example, parents can already check on their children's attendance records and what they have for lunch, said district Superintendent Rosemary Kraeger.

Brown disputed this argument. The school is perfectly entitled to track its buses, he said, but "it's a quantitative leap to monitor children themselves." He raised the question of whether unauthorized individuals could use easily available RFID readers to find out students' private information and monitor their movements.

Because the pilot program is being provided to the school district at no cost, it did not require approval from the Rhode Island ethics commission.

Compulsory microchips to curb the menace of dangerous dogs
Dog owners could be forced to have their animals microchipped when they are born or sold, under Government plans to be announced next week.

Ministers will announce measures on Monday that will allow dogs to be traced back to their owners, who will then be held accountable for the animal’s behaviour.
Ministers have been under growing pressure to act because of concern about dangerous dogs being used as weapons and status symbols. The Government has already missed its own deadline on bringing in new rules on dogs.
Groups including the RSPCA have called for compulsory microchipping to create a clear link between dogs and their owners. However, Coalition sources said the Department for the Environment, Food and Rural Affairs [Defra] will announce a consultation on rules that will ensure all dogs are eventually microchipped.
One option is for all puppies to be chipped shortly after birth. Another is for chipping to be compulsory before a dog can be sold.
Existing unchipped adult dogs will not have to be chipped, but ministers believe the effect of the new rules will be near-universal coverage of British dogs within little more than a decade.
The chips hold an electronic record of their owner’s name and addresses, as well as a unique identity number. Implanting can cost as little as £5.
Last year, a survey suggested there are about 8.3 million dogs in Britain. More than half already have microchips. Animal charities say there is a growing problem of people abandoning dogs.
Defra estimates there are about 125,000 strays in England and Wales. About 6,000 healthy animals are destroyed each year because they have no permanent home.
The Battersea Dogs and Cats Home in London said it took in an average of 14 dogs every day last year.
Ministers had promised a statement on dangerous dog laws before Parliament began its Easter recess in March. That deadline was missed, prompting criticism from Labour and animal charities.
Claire Horton, the chief executive of the Battersea home, said ministers had to make up lost ground on the issue.
“The number of dogs coming into Battersea is a huge concern to us when we are powerless to trace irresponsible owners,” she said.
“We will continue to do all we can to help these animals but we really need to know that the Government is playing its part in helping to sort the dog crisis on our streets.”
Lord Taylor of Holbeach, an environment minister, told Parliament in February that ministers “see microchipping as part of the measures we can do to address an increasing problem”.
Defra last night confirmed that a statement will be made to Parliament about dangerous dogs on Monday, but declined to discuss the details.
A spokesman said: “We will very shortly be announcing measures to tackle the problems caused by irresponsible dog owners. This is an issue we take extremely seriously and so have taken the time necessary to get the policy right.”

A plan by a San Antonio school district to continuously monitor its students using RFID has run into legal problems after one of them took a stand against being forced to use the tracking technology.

Northside Independent School District (NISD) in San Antonio, Texas has spent over $500,000 on its "Student Locator Project," a lanyard worn around the neck that has both a bar code and RFID tag built in. Students need the lanyard to use the library or cafeteria, vote in school elections, and in some cases for toilet breaks, and it allows the school to track their every movement throughout the day.

Andrea Hernandez, a sophomore student at the John Jay High School's Science and Engineering Academy in San Antonio, has been effectively expelled from school for refusing to wear the tags, citing religious, privacy, and freedom of expression reasons.

Taking advantage of recent advances in flexible electronics, researchers have devised a way to “print” devices directly onto the skin so people can wear them for an extended period while performing normal daily activities. Such systems could be used to track health and monitor healing near the skin’s surface, as in the case of surgical wounds.

Skin signals: This device, applied directly to the skin, can record useful medical information.

So-called “epidermal electronics” were demonstrated previously in research from the lab of John Rogers, a materials scientist at the University of Illinois at Urbana-Champaign; the devices consist of ultrathin electrodes, electronics, sensors, and wireless power and communication systems. In theory, they could attach to the skin and record and transmit electrophysiological measurements for medical purposes. These early versions of the technology, which were designed to be applied to a thin, soft elastomer backing, were “fine for an office environment,” says Rogers, “but if you wanted to go swimming or take a shower they weren’t able to hold up.” Now, Rogers and his coworkers have figured out how to print the electronics right on the skin, making the device more durable and rugged.

“What we’ve found is that you don’t even need the elastomer backing,” Rogers says. “You can use a rubber stamp to just deliver the ultrathin mesh electronics directly to the surface of the skin.” The researchers also found that they could use commercially available “spray-on bandage” products to add a thin protective layer and bond the system to the skin in a “very robust way,” he says.

Eliminating the elastomer backing makes the device one-thirtieth as thick, and thus “more conformal to the kind of roughness that’s present naturally on the surface of the skin,” says Rogers. It can be worn for up to two weeks before the skin’s natural exfoliation process causes it to flake off.

During the two weeks that it’s attached, the device can measure things like temperature, strain, and the hydration state of the skin, all of which are useful in tracking general health and wellness. One specific application could be to monitor wound healing: if a doctor or nurse attached the system near a surgical wound before the patient left the hospital, it could take measurements and transmit the information wirelessly to the health-care providers.

Rogers says his lab is now focused on developing and refining wireless power sources and communication systems that could be integrated into the system. He says the technology could potentially be commercialized by MC10 (see “Making Stretchable Electronics”), a company he cofounded in 2008. If things go as planned, says Rogers, in about a year and half the company will be developing more sophisticated systems “that really do begin to look like the ones that we’re publishing on now.”

Marks & Spencer customers are unwittingly having money taken from their accounts through contactless payment cards – despite standing a foot from the till.

Shoppers say they are being charged on their contactless cards without knowing, simply by standing close to the machines.

The problem was spotted only when a handful of eagle-eyed customers realised what was happening. It raises fears that more shoppers could have been charged without their knowledge.


Marks & Spencer customers complained that they have been charged twice for one transaction

Paula, from London, told BBC Radio 4’s Money Box programme that when she put her NatWest card into the chip and PIN terminal to pay at an M&S store, it charged her contactless card – which was in her purse in her other hand.

A month later she looked at her bank statement and realised she had paid twice. When she returned to the store with the statement, she was given a refund.

Rosemary, from Sussex, told Money Box she was charged on her contactless card – despite trying to pay with her Lloyds chip and PIN one. She said: ‘I put my card into the reader and the assistant was asking whether I wanted cashback.

‘Before I could answer, the transaction came up as complete and the till issued a receipt, though I hadn’t put in a PIN at that stage.

‘I queried it with an assistant and she looked at the receipt and compared it with my card and realised the numbers didn’t tally.’

Rosemary then discovered the Smile card she had in her purse, which was in her other hand, matched the digits on the receipt. The manager had the transaction repeated to prove what was happening. Rosemary received a full refund on both transactions.

Last night M&S, which recently rolled out contactless payment in 644 stores, claimed the incidents were isolated and said it had full confidence in the technology.

But the UK Cards Association, which represents debit and credit card companies, said more could be done to help customers and retailers and said it would investigate the errors.

A spokesman said: ‘We do think there is a bit more we can do in educating cardholders to tell them not to put their wallet down in this quite narrow field when they pay.

‘There is perhaps more shops can do in terms of cashiers knowing there are two forms of payment.’

M&S said it had been told of only five of these cases. It said: ‘We’ve had an overwhelmingly positive response from customers following the introduction of Contactless, which helps to make payments quicker and more efficient for transactions under £20.

‘Almost 250,000 transactions a week are now taking place in our stores on Contactless.’
