The State Department acknowledged that the crew of the destroyer USS Donald Cook has been gravely demoralized ever since their vessel was flown over in the Black Sea by a Russian Sukhoi-24 (Su-24) fighter jet which carried neither bombs nor missiles but only an electronic warfare device.

This video shows the USS Donald Cook sailing into the Black Sea to position itself near Russia’s territorial waters.

On 10 April 2014, the USS Donald Cook entered the waters of the Black Sea and on 12 April a Russian Su-24 tactical bomber flew over the vessel triggering an incident that, according to several media reports, completely demoralized its crew, so much so that the Pentagon issued a protest [1].

The USS Donald Cook (DDG-75) is a 4th generation guided missile destroyer whose key weapons are Tomahawk cruise missiles with a range of up to 2,500 kilometers, and capable of carrying nuclear explosives. This ship carries 56 Tomahawk missiles in standard mode, and 96 missiles in attack mode.

The US destroyer is equipped with the most recent Aegis Combat System. It is an integrated naval weapons systems which can link together the missile defense systems of all vessels embedded within the same network, so as to ensure the detection, tracking and destruction of hundreds of targets at the same time. In addition, the USS Donald Cook is equipped with 4 large radars, whose power is comparable to that of several stations. For protection, it carries more than fifty anti-aircraft missiles of various types.

Meanwhile, the Russian Su-24 that buzzed the USS Donald Cook carried neither bombs nor missiles but only a basket mounted under the fuselage, which, according to the Russian newspaper Rossiyskaya Gazeta [2], contained a Russian electronic warfare device called Khibiny.

As the Russian jet approached the US vessel, the electronic device disabled all radars, control circuits, systems, information transmission, etc. on board the US destroyer. In other words, the all-powerful Aegis system, now hooked up - or about to be - with the defense systems installed on NATO’s most modern ships was shut down, as turning off the TV set with the remote control.

The Russian Su-24 then simulated a missile attack against the USS Donald Cook, which was left literally deaf and blind. As if carrying out a training exercise, the Russian aircraft - unarmed - repeated the same maneuver 12 times before flying away.

After that, the 4th generation destroyer immediately set sail towards a port in Romania.

Since that incident, which the Atlanticist media have carefully covered up despite the widespread reactions sparked among defense industry experts, no US ship has ever approached Russian territorial waters again.

According to some specialized media, 27 sailors from the USS Donald Cook requested to be relieved from active service.

Vladimir Balybine - director of the research center on electronic warfare and the evaluation of so-called "visibility reduction" techniques attached to the Russian Air Force Academy - made the following comment:

"The more a radio-electronic system is complex, the easier it is to disable it through the use of electronic warfare."

On April 10, the Donald Cook, entered Black Sea waters and within 2 days, the Russian tactical bomber Su-24 “buzzed” the American destroyer. A few media outlets reported that Donald Cook’s crew was demoralised by this encounter and 27 American sailors resigned from the navy. What petrified the American crew so much?
Donald Cook is a 4th generation fleet destroyer of the US Navy. Its key weapon is the Tomahawk cruise missile with flying range up to 2500 km, which can carry nuclear explosives. In standard and striking set-ups the vessel carries 56 or 96 such missiles correspondingly.
The destroyer is equipped with the latest Aegis ballistic missile defence system military. Among other functions it can centralise the air defence forces of all the ships where it is installed in a common network, therefore allowing for tracking and shooting up hundreds of targets at the same time. Four huge standard radar aerials, which can substitute for a few ordinary radars, are located on the sides of the deck erection. About 50 intercept missiles of different classes are installed together with the Tomahawks in the universal launching installations on the bow and by the stern.

Russian Army in hunt for computer programmers
The Su-24 Russian tactical bomber which approached the Donald Cook carried no bombs or missiles but a container with the Khibiny radio-electronic military system. Having approached the destroyer, Khibiny was use to switch off the American destroyer’s radar, battle control circuits and data exchange systems. In other words, it turned off the whole Aegis by remote control. After this, the Su-24 simulated a missile attack at the “blind and deaf” ship, and repeated the manoeuvre 12 times.
When the Russian fighter left, the Donald Cook rushed to a Romanian port and never approached Russian waters again.
Several systems at Russia’s disposal
“To win a contemporary war, it is not enough to dominate in the air. It is necessary to secure an information advantage,” says Vladimir Balybin, Head of the research centre for radio-electronic battle and concealment efficiency. Apart from Khibiny, the Russian defence industry manufactures various types of equipment that could surprise active enemy units as well as criminals and terrorists.
Airborne forces are being re-equipped with Infauna complexes. These are installed on armoured vehicles or other military vehicles and can locate and jam enemy’s radio connection in short wave and ultra-short wave frequencies, and “put out” remotely-controlled land-bombs. They will explode but only after the Russian troops have passed by and are far enough to be safe.
Infauna has another function: the optic sensors installed on both sides of the vehicle spot flashes of discharges and command laying smokes-screen to protect convoys from fire.

Media outlets in Russia began crowing last week about an incident in the Black Sea, off the coast of the contested Crimean Peninsula. Russian fighters buzzed an American destroyer, sending it running scared after it entered Russian waters, they said. But the US Navy just verbally struck back, with video of the encounter.

The story seemed fairly outlandish when it first came out, with Russia claiming its Su-24 Fencers had actually even come close to making the USS Ross, an Arleigh Burke-class destroyer, feel threatened. Nor did it sound likely to us that the Ross would act provocatively or enter Russian waters while operating in the Black Sea after leaving the Romanian port of Costanta, something US Navy ships have done for years now.

But today, the US Navy released the video below, which shows a Russian Navy Su-24 Fencer, many of which have been posted on the Crimean Peninsula for decades, making a low pass abreast the USS Ross.


This is hardly something that the Ross could not defend against. Quite the contrary actually.

But Russian state media outlet Sputnik quoted an unnamed source in “Crimea’s security forces” saying that really, it was the Americans being the bullies:

The ship’s crew acted provocatively and aggressively, which caused alarm among operators of monitoring stations and Black Sea Fleet ships carrying out assignments in the Black Sea. Scrambled Su-24 attack jets demonstrated a readiness to forcibly suppress border violations and defend the country’s interest.

It seems that the Americans did not forget the April 2014 incident when one Su-24 actually shut down all equipment on the new USS Donald Cook American destroyer with anti-missile system elements.

The “source” is referencing a highly questionable electronic attack event and flyby that took place against another US Navy surface combatant, the USS Donald Cook, that was operating in the Black Sea last year during the opening stages of Russia’s Ukraine campaign.

Is an Su-24 a threat? Sure it is, in that they can carry some fairly wicked anti-ship missiles. But these attacks occur at standoff ranges, not within visual range. If anything, the Russian jet’s offering of free target practice was good training for the Ross’s crew, and passes like this one occur in international waters fairly regularly. And many of those, too, can carry anti-ship missiles like the Su-24.

And just as well, no electronic warfare or jamming was reported during the event. The full US Navy statement goes as such:

USS Ross (DDG 71) observes the flight by a Russian SU 24 aircraft while both were operating in international waters and airspace. Ross continued on her mission after observing the aircraft return to base. At no time did Ross act aggressively nor did she deviate from her planned operations. The conduct of her crew has been and continues to be professional. Ross’ Sailors observed that the SU 24 carried no weapons – wings were “clean.” The U.S. Navy operates ships in the Black Sea on a routine basis, consistent with the Montreux Convention and International Law.

Like everything else involving Russia and the US right now, you have to take these initial reports with the proverbial grain of salt. Russian media is highly inconsistent when it comes to these types of stories and some claims are just not worth re-printing with corroboration or waiting for the other side’s story first.

This is just one of those instances.


Yet when you look at it from a propaganda perspective, considering that throngs of international headlines reposted the initial story blindly, with headlines like “Russia Chases Off US Destroyer” and other variations, the initial story probably did its job as far as Russian interests are concerned.

Update 6/1/2015 4:30pm EST: Another video has been released by the U.S. Navy showing what appears to be another Su-24 flyby. The video is dated today. This time, the event seems to have occurred while the USS Ross was accompanied by Ukrainian naval vessels, with the Ukrainian Navy’s flagship, the Hetman Sahaydachiniy (U130), visible in the immediate foreground.

It looks like Russian Su-24s flew over US warship in Black Sea. Again.

According to several Russian media outlets, Russian Navy Su-24 Fencer jets “forced” a U.S. Navy destroyer to head towards neutral waters after it was noticed by Russian Black Sea monitoring stations heading into Russia’s territorial waters.

Reportedly, the U.S. Navy destroyer USS Ross was heading directly towards Russian waters after leaving the Romanian port of Costanta. Russian Su-24s were scrambled towards the warship.

After the close encounter with the Su-24 jets, the destroyer “then turned around and left for neutral waters,” says RT, suggesting an unlikely violation of the Russian territorial waters by the U.S. warship.

“It seems that the Americans did not forget the April 2014 incident when one Su-24 actually shut down all equipment on the new USS Donald Cook American destroyer with anti-missile system elements,” an unnamed source said to Sputnik News.

The mysterious source refers to the April 2014 incident when a Su-24 Fencer flew multiple passes at 500 feet above sea level, within 1,000 yards of the USS Donald Cook, the U.S. Navy destroyer operating in the Black Sea at that time: a behaviour that the ship commander considered “provocative and inconsistent with international agreements.”

Following the incident, speculations (fueled by propaganda) reported that the Su-24 jammed all the systems aboard USS Cook to such an extent all the onboard screens went black and 27 officers resigned as a consequence of the attack: a quite unbelievable and unlikely story.

Anyway, Russian Su-30s and Su-24s aircraft from Russia’s Black Sea Fleet launched from Novofedorvka, an airbase captured on Mar. 22, 2014, in western Crimea peninsula 70 kilometres north of Sevastopol, have conducted attack runs on NATO warships operating in the Black Sea recently.
