While this is interesting, the 'target' is blatantly some paper floating across. It isn't affected by the explosion because it's too far away. Still, there's no reason why they couldn't have used this guidance tech. There were definitely several suspect vehicles airborn around the towers, most of them too small to be clearly picked out. OK, many of them were either TV crews or various security forces helicopters, though we obviously don't know what missions they could have been given.
