It isn't about 'talking' whilst driving per se, it is about keeping your attention on the road - just two days ago one of my wife's friends wandered across the central white line into the oncoming traffic in her BMW. She said she was 'trying to find the right button to finish the call' on her mobile.
I fully appreciate that people don't like new laws that appear to impinge on civil liberties, but all you have to do to sidestep this one is pull over, stop then make your phone call - just like if you have a drink, take a taxi. Laws like these are there to reduce accidents caused by those who think they can get behind the controls of big heavy fast moving machines and behave how they choose.
