Police hold man under Terror Act

Detectives are questioning a man under the Terrorism Act after he was arrested in a quiet country village.

The suspect was detained in Hawkinge, near Folkestone, Kent on suspicion of "being engaged in the commission, preparation or instigation of an act of terrorism", Kent Police said.

The man, who has not been named, is being questioned at a police station in the county under the Terrorism Act 2000, a Kent Police spokesman.

Inquiries were being focused on a house in Curlew Place, Hawkinge, a quiet cul-de-sac on a modern housing estate which was cordoned off by police tape as two officers stood guard.

There is no suggestion that the arrest is linked to last week's Channel Tunnel fire, and Scotland Yard said the Metropolitan Police Counter Terrorism Command was not involved in the inquiry.

Kent Police have not divulged the background to the arrest but it is not being connected to recent investigations in the north of England into an alleged threat to kill Gordon Brown.

Cyril Halpenny, who lives opposite the entrance to Curlew Place, said he believed the arrested man was Turkish, and owned a local kebab shop.

He said: "They seemed a quietish family. I only knew them to say hello to, to pass the time of day. There was a chap, his wife, and another lady. I think he had a kebab shop or something, I'm not sure."

Another neighbour, who did not wish to be named, said police were not allowing her to go to her garage, which is at the back of her house in Curlew Place.

"We've been stopped from going to the garages, no one's told us why," she said.

A man has been arrested under the Prevention of Terrorism Act in Kent.

Police say the man is being held in Hawkinge, near Folkestone, and is being questioned at a police station in the county as inquiries continue.

A neighbour, who declined to be named, said plain clothes police officers were focusing their inquiries on a semi-detached property in the quiet, residential neighbourhood.

She said a family, including "a few" children, lived at the property but were not people she was familiar enough with to talk to.

She added: "It's a very quiet area, very peaceful.

"There are a number of unmarked police cars here but I had no idea it had any connection with terrorism. The police have said they can't tell us anything but we hope to find out more a bit later."

Kent Police said there was no suggestion the arrest was linked to recent investigations in the north of England into an alleged threat to kill Prime Minister Gordon Brown, nor any link to last week's Channel Tunnel fire.

Scotland Yard said the Metropolitan Police Counter Terrorism Command was not involved in the Kent operation.

Swedish prosecutor won't press charges against men suspected of terror funding

A Swedish prosecutor has decided not to press charges against the three Swedes who were arrested on suspicion of terrorism funding earlier this year.

Prosecutor Ronnie Jacobsson says he could not prove that the men had intended to send money to terrorist organizations.

The three men were arrested in raids in Stockholm in February. They were are accused of using informal money transfer networks called hawalas to send funds to alleged terror groups in Somalia.

Two of them were held in custody for more than three months.

Another three suspects were arrested on similar grounds in Norway at the same time. The Norwegian investigation was still ongoing Friday.

RABAT (Reuters) - U.S. Secretary of State Condoleezza Rice pushed for closer north African counter-terrorism cooperation on Saturday on a tour of an oil-rich region hit by attacks blamed on al Qaeda.

Rice, who arrived in staunch U.S. ally Morocco late on Saturday after visiting Algeria and Tunisia and holding a historic meeting with Libyan leader Muammar Gaddafi in Tripoli, told reporters in Algiers she had been saddened by attacks in Algeria that killed scores of people.

"The cooperation here is good," she said after talks with Algerian President Abdelaziz Bouteflika, adding the two countries had affirmed their "strong ties" in the discussions.

"But there is always more that you can do to tighten sharing of information, to make sure you have all the right channels to give technical support in terms of the terrorism threat," she said, referring to north African states generally.

"It is not a secret that it is a problem that has really been very salient in the Maghreb."

An estimated 125 people were killed in an upsurge of political violence in Algeria in August in attacks by al Qaeda's north Africa wing and clashes between the army and militants.

The periodic violence worries many in the region because the country on the southern shores of the Mediterranean is a major energy exporter to Europe and its 34 million people are still searching for stability after years of political strife.

An Islamist revolt began in 1992 in Algeria after the then military-backed authorities, fearing an Iran-style revolution, scrapped an election an Islamist party was set to win. More than 150,000 people have been killed in the ensuing violence.

Rice said she also discussed security with President Zine al-Abidine Ben Ali on a visit to Tunisia earlier in the day.

Arriving in Rabat, she was greeted by Morocco's Foreign Minister Taieb Fassi Fihri and the two were due to meet on Sunday for talks, state news agency MAP reported.

POLITICAL REFORM

Security concerns focus on oil- and gas-exporting Algeria, although pro-Western Morocco and Tunisia have also been hit by attacks by al Qaeda-aligned militants in recent years.

Rice said she had raised the question of Algerians held at the Guantanamo detention camp with Bouteflika and added the two countries had a good working relationship on the question.

"It is important to have both security assurances and human rights protection and we feel we have done well with Algeria on both," she said, reiterating the U.S. aim to close the centre.

Human Rights Watch this week urged Rice to press Algeria to ensure the well-being and status of Guantanamo detainees returned to Algeria. The group says four have returned to Algeria in the past two months while 21 remain in the camp.

Algerian officials have said any return of Algerians could only happen "without any condition or constraint".

U.S. officials say some governments will not take custody of their citizens held at Guantanamo, others will not treat their citizens humanely and still others are not willing to provide security guarantees Washington believes are necessary.

Hundreds of Algerian Islamist fighters joined the Afghan opposition to Soviet occupation in the 1980s and became involved with what is now al Qaeda in the 1990s.

Rice also said she had pushed for deeper political reform and free elections on her visit to Tunisia, long accused by critics of rights abuses and stifling press freedom.

On Friday Rice made the first trip by a U.S. secretary of state to Libya in 55 years, a move intended to end decades of enmity following the signing of a compensation package to cover legal claims involving victims of U.S. and Libyan bombings.

Report: Moroccan police dismantles new terror cell, arrests 15 suspects

The official MAP news agency reports that Moroccan police have dismantled a new al-Qaida-linked terror cell, arresting 15 suspects this week in various towns across the country.

The report Friday, citing security officials, says the "dangerous terrorist network" was planning attacks in Morocco and was found in possession of chemicals and electronic devices to make bombs.

An official from Morocco's Interior Ministry is not immediately available to comment.

The MAP agency quoted police as saying that the group, known as Fath al-Andalus, had "operational links with foreign extremists belonging to al-Qaida."

Half a dozen terrorism cells have been dismantled this year in Morocco, a moderate Muslim nation and popular tourist destination that is a strong ally of the United States in its war against terrorism.

UK man arrested for terror; media report alleged plot to kill prime minister

A man is being charged with five terrorism offenses, including possession of an ingredient used to make gunpowder. British media were reporting earlier that the arrest came in connection with an alleged plot to assassinate Prime Minister Gordon Brown.

Greater Manchester Police say 29-year-old Krenar Lusha of Derby in England's Midlands, is being charged with five offenses.

Police are refusing to confirm or deny reports that their investigation is centered on threats against the lives of Brown and his predecessor, Tony Blair.

Lusha is scheduled to make his first appearance in court Wednesday in London.

Four other men arrested in the same investigation already have been charged. One of them, 22-year-old Ishaq Kanmi, was accused of soliciting murder.

A fourth man who was questioned over an alleged threat to kill Prime Minister Gordon Brown has been charged with a terror offence.

Lancashire police said Muhammad Ali Mumtaz Ahmad, 24, will face a charge of possessing terriorist material when he appears before Westminster Magistrates Court on Tuesday.

Greater Manchester Police were also granted a warrant for further detention to question a 29-year-old man arrested on August 26 in Derby.

Ahmad was questioned after he was arrested in Blackburn almost a week ago.

Ishaq Kanmi, 22, was also arrested along with brothers Abbas Iqbal, 23, and Ilyas AIqbal, 21.

The three were remanded in custody after appearing in court on Friday.

Kanmi, of Cromwell St, is accused of threatening to "eliminate" Mr Brown and Mr Blair and of being a member of al-Qaeda and recruiting others to join.

Abbas Iqbal, of Percival St is charged with posessing terrorist material, including camouflage equipment and Ilyas Iqbal is also charged with possessing terrorist material and conducting research into terror, which he denies.

The British Broadcasting Corp. said Friday the three men were being held in connection with an Internet posting signed al-Qaida in Britain, which threatened the life of Brown and former Prime Minister Tony Blair.

The statement, posted on a radical Web site earlier this year, demanded the withdrawal of British forces from Iraq and Afghanistan, and the release of Muslim inmates from Britain's Belmarsh Prison, a high-security facility that houses many convicted terrorists.

The BBC did not cite a source for its report or explain the suspects' alleged connection to the Internet posting.

Police: French officers arrest 5 suspected of planning terror attack

Police say they have detained five people suspected of planning to carry out a terror attack in France.

Police say some of the five are of North African origin and that they are being questioned by anti-terrorism investigators.

But police say they are not sure the suspects presented a genuine terror threat.

Police said Thursday that they arrested the five after receiving what they called "worrying" tips that they felt merited further investigation.

You have to be a bit careful Disco. You never know, one day they might arrest a real terrorist. Rolling Eyes

BTW I was looking at video footage from the Irish 'troubles' last night and discovered an event which must have been the most gross example of terrorism in the entire twenty years or so of violence. Loyalist Michael Stone brought along a load of hand grenades to throw at mourners at a Republican funeral.
