Electric grid failure as justification of marshall law

I could be wrong but could the foundations be being laid for a manufactured national emergency / declared state of emergency that controls all movement and crashes all but essential mobile comms and internet in response to a prolonged blackout caused by those pesky terrorists aka AlCIAda.

I've noticed the following....

1) Major blackouts in the US in 2003 (that were completely avoidable/manufactured by the power companies) and the recent warnings that we (the UK) face a looming energy crunch with the prospect of rolling blackouts. The UK warnings are credible but again avoidable. This prepares us for the possibility of major prolonged blackouts.

2) Next step ... what would happen next if a major blackout did happen? Condition us to expect anarchy and chaos leading to martial law (as opposed to stoical resignation and the 'blitz-spirit' .. which given the British character is far more likley). The recent Channel 4 docu-drama, Blackout, showed the breakdown in civil order and 'life as we know it' following a terrorist cyber-attack on the national grid

3) Finally get this mind set drummed into the civil and military authorities, business leaders, etc....

Should this scenario be played out in the real world, I wouldn't be at all surprised to find that an exercise was taking place in parallel.

Cyber attack 'war game' to test London banks prior to big US power grid drill --London's financial firms to be put through 'war game' scenario 12 Nov 2013 Thousands of staff across dozens of London's financial firms will be put through a "war game" scenario on Tuesday to test how well they can handle a major cyber attack. In one of the largest exercises of its kind in the world, the test dubbed "Waking Shark II" [LOL!] will bombard firms with a series of announcements and scenarios, such as a major attack on computer systems hitting stock exchanges and unfolding on social media. It will be co-ordinated from a single room housing regulators, government officials and staff from banks and other financial firms, people familiar with the matter said. DHS, FEMA to participate in power grid drill on Nov. 13-14 07 Nov 2013 National Grid will be among the participants in North American Electric Reliability Corp.'s second Grid Security Exercise, which is being referred to as Grid Ex II by those participating. Many of the specifics of the drill have not been made known to utilities and agencies involved, according to a National Grid spokesman... In addition to National Grid and other utilities, the Department of Homeland Security, the Federal Emergency Management Agency and the National Institute of Standards and Technology will be involved.
