In March 2021, the New Zealand Security Intelligence Service (SIS) launched a remarkable campaign to inform the New Zealand public on the risk of foreign interference. In New Zealand, reference to ‘foreign interference’ almost always relates to the foreign interference activities of the Chinese Communist Party (CCP) government. New Zealand has been severely affected by CCP foreign interference. For the Ardern government it was never a matter of ‘whether’ New Zealand would address this issue, but ‘how’. The SIS’s unprecedented public information campaign is part of a significant readjustment in New Zealand–China relations since 2018. This article documents some of those changes.

This report has focused on the range of challenges the United States faces in an era of accelerating Chinese influence activities on multiple fronts. But this issue is hardly unique to the United States—indeed, China’s influence activities now occur all around the world. In some instances, notably Australia, these activities appear to have proceeded much further than they have so far in the United States. In general, they seem more advanced in Asia and Europe, but there is also evidence of such activities in Africa and Latin America as well.
In order to explore some of the wider patterns that have emerged, this appendix offers brief summaries of the effects of such activities in eight countries: Australia, Canada, France, Germany, Japan, New Zealand, Singapore, and the United Kingdom. In each of these settings, the Chinese Communist Party (CCP) has refined its efforts through trial and error in order to exploit a critical asymmetry: China’s Communist party-state has established barriers to external political influence at home while, at the same time, seizing upon the openness of democratic systems overseas.

If a hostile power controls a base on the Solomons, they could block shipping traffic from the Pacific into the Indian Ocean, into the Coral Sea, and beyond. The Solomon Islands Opposition Leader claims he warned Australian officials last year that China was negotiating a military pact which could see a base established on the strategically located Pacific nation.

In an interview with the ABC, Matthew Wale — who leads the Democratic Party — said he warned Australian officials as early as August that China would likely try to establish a military presence in Solomon Islands.
"I have intimated as much to the Australian High Commissioner and officials that this was in the offing, even as far back as last year — all the indications were there and the Australian government did nothing about it — so I'm extremely disappointed in the Australian government," he said.
