The defendants are to face a third trial on the charge of conspiracy to murder, the Crown Prosecution Service said, believing it was in the public interest and there remained a realistic prospect of conviction.
Three other men were found guilty on Monday of plotting to blow up at least seven transatlantic airliners using liquid explosives, which prosecutors said would have been a "terrorist event of global proportions".
The plot, foiled in 2006, triggered wide-ranging new rules on carrying liquids on commercial aircraft.
"I have concluded that, in this exceptional case, it is in the public interest to seek a further retrial," director of public prosecutions Keir Starmer said in a statement.

Judge Mr Justice Henriques, at London's Woolwich Crown Court, said their plot was an atrocity comparable with the September 11 attacks.
Abdulla Ali Ahmed, 28, the plot's ringleader, has been sentenced to life in jail with a minimum of 40 years, while Assad Sarwar, 29, of High Wycombe in Buckinghamshire, has also been given life in prison and a minimum of 36 years.
Tanvir Hussain, who is 28, was also jailed for life with a minimum of 32 years.
The three men were found guilty at Woolwich Crown Court last week, when the jury heard that Ali, the plot's ringleader, had identified seven flights to the US and Canada to blow up over the Atlantic, all within a two-and-a-half hour period.
The court was told that the men, based in a flat in Walthamstow, put together a mixture of chemicals which they planned to take on to planes inside their hand luggage, in plastic drinks bottles.
Mr Justice Henriques said the trio were convicted of 'the most grave and wicked conspiracy ever proven within this jurisdiction', adding that the airline bomb plot had 'reached an advanced stage in its development'.
He said the men had 'sufficient chemicals for 20 home-made detonators of commercial strength,' and that he was 'satisfied that there is every likelihood that this plot would have succeeded but for the intervention of the police and the security service.'
A year ago in the first trial, the men were convicted of conspiracy to murder, but then jurors were not convinced they had been part of a plot to bring down planes. Last week, the second jury was persuaded, after hearing email evidence not previously available.
