They are all over the country in the UK, and presumably elsewhere.

Local Resilience Forums, take control of the country under the Contingency Act, and are private concerns so not subject to Freedom of Information requests.

Matching up the Resilience Forums (also Local Resilience Teams and working groups) with the now operational internet2, Shibboleth and Virtual Worlds, all happening in schools and without us being able to access any of this, looks like we are in a situation where we have a second reality already at work within our society.

Virtual Worlds now being accessed by students in schools. Parents have limited access, 'Sloodle' is of particular concern, the merging of 'Moodle' and 'Second Life' virtual world. I would call it insanity. ('Those whom the gods would destroy, they first make mad.')

Also Internet2 and Shibboleth protection is now at work, and as far as I can gather, all the school 'grids for learning' are operating under Internet2 with Shibboleth password protection:
