excerpt from: Unease as security groups take police roles

by James Boxell, Financial Times, 15 December 2009

Quote:
Private security companies have started “pushing the boundaries” of frontline law enforcement and are becoming involved in highly charged areas such as the policing of protests, the Financial Times has learnt.

G4S, the FTSE 100 security group, has provided mobile custody cells and detention officers at two recent environmental demonstrations. It has also begun to supply full teams of investigators on complex criminal cases, another area that will prove contentious with some chief constables.

In an FT interview, John Shaw, who recently took charge of the G4S policing business, said: “We have a team of 30 of our guys in one force on a major investigation right now, practically doing all of the roles except that of the senior investigating officer.”

Mr Shaw conceded that the push by the private sector into areas once deemed off-limits would be resisted by some officers and needed to be done in collaboration with forces. But he argued the squeeze on law enforcement budgets meant all police roles were “up for grabs” except those requiring powers of arrest.

“The timing is right for an honest debate about what really constitutes front-line policing,” he said.

G4S estimates it could quadruple its revenues from policing activities within the next few years, but such a rapid expansion would worry civil rights campaigners.

Police seem to be doing a lot of car stops in association with other agencies.- perhaps training them up to handle confrontation
I got stopped in one a couple of years ago and asked the guy (not a policeman) under what authority could he stop me. I think it was a policeman who waved me in as i came out of MerseyTunnel but it was some other agency guy who came to my car window. He mumbled some road and traffic act or something which I couldnt find on internet when i got home.
Checked the colour of my fuel
similar thing this week

That coupled with the recent police blocks on the county boundry they are just softening us up to accept it now that weve succumbed to the plethora of CCTV

Cars checked in police tunnels crackdown
Dec 16 2009 by Lorna Hughes, Heswall News

MORE than 260 vehicles were stop-checked by Mersey Tunnels police as part of a clampdown on crime on Friday night.

“Operation Mercury” was held to tackle illegal taxis, dangerous cars and Christmas drink drivers.

Thirty-two Wirral taxis were stopped at the Kings Square exit of the Birkenhead tunnel.

Wirral Taxi Enforcement team issued three suspension notices and nine defect notices to drivers.

The operation was supported by VOSA (Vehicle and Operator Services Agency), immigration services and licensing enforcement officers from Wirral and Liverpool.

Councillor Mark Dowd, Chair of Merseytravel, said: "The safety and security of drivers using the tunnels is paramount. This was an important operation and one that supports the high visibility patrols of our Tunnel Police force.

“Illegal drivers and drink drivers are not welcome. The two tunnels are some of the safest stretches of road in the country and we want to keep them that way.”

Police issued one fixed penalty notice for tyre offences and two stop notices for potential insurance offences.

During the operation 14 drivers were breathalysed – all passed.

Another 174 drivers were questioned in relation to the national drink drive campaign. ( why? I wouldnt like to be stopped just to give some market research)

VOSA issued nine immediate prohibition notices; one delayed prohibition notice and launched one prosecution for vehicles deemed unroadworthy because of defects or faults.

The UK Border and Immigration Officers investigated nine suspected illegal immigrants with one investigation pending.

My wife also got stopped recently just to be given a questionnaire about driving habits . as it was voluntary it was recycled!
