Local Authorities turning fascist?

I've noticed that several local authorities I have had dealings with are exhibiting the same patterns of arrogance and autocracy, disdain for elected members, and very well paid 'little Hitler' complexes at officer level particularly three key roles.

Chief Executive
Head of Communications (chief press officer)
Head of Legal Services

None of these people are elected, many are employed in the same job for decades and they typically operate as if they make the decisions these days in league with an elite 'cabinet' of elected councillors.

Together this little team can easily ignore or override decisions made at full council which is clearly antidemocratic.
