In the 2013 budget Osborne announced that he had caved in to pressure from the LibDems to guarantee everyone earning £10,000 would pay no tax

But the Joseph Rowntree Trust have just reported that each worker needs to earn at least £20,000, double what the government say, to live a life out of poverty.
