On September 9-10, 2010 the Russian city of Yaroslavl will host Global Policy Forum “The Modern State: Standards of Democracy and Criteria of Efficiency.”

Global Policy Forum “The Modern State: Standards of Democracy and Criteria of Efficiency” will be held under the patronage of the President of the Russian Federation Dmitry Medvedev. Celebrating its millennium in 2010, Yaroslavl will become a place of meeting of heads of states and ministers, authoritative politicians, representatives of the business community, scientists, scholars and experts from around the world.

The main organizations behind the event are the Institute for Public Planning, the Institute of Contemporary Development and Yaroslavl Demidov State University.

Global Policy Forum will continue the discussion of the role of the modern state in ensuring security and stability in the modern world that began in 2009 at the International Conference “The Modern State and Global Security.” The conference was held on September 14, 2009 in Yaroslavl with the participation of President Medvedev, Prime Minister of France F. Fillon and Prime Minister of Spain J.L. Rodriguez Zapatero.

Global Policy Forum will focus on four sections:
– New Challenges and the Concept of International Law;
– The State as an Instrument of Technological Modernization;
– Regional Systems of Global Security;
– Standards of Democracy and the Diversity of Democratic Experiences.

The languages of Global Policy Forum are Russian, English, German, Spanish, Italian, French, Chinese, Korean and Japanese.

The first day of the Forum will open with an hour-long plenary session, after which the sections’ meetings will begin. The second day will be dedicated to scheduled plenary meetings as well as to an intersectional meeting on the European security treaty.

The accreditation of mass media for Global Policy Forum "The Modern State: Standards of Democracy and Criteria of Efficiency" is open from 12.07.2010 (10 a.m. Moscow time) to 16.08.2010 (7 p.m. Moscow time).

The accreditation for Global Policy Forum is open for representatives of Russian and foreign mass media.

In his interview, Igor Yurgens, the Chairman of the Board of Directors of the Institute of Modern Development and the moderator of one of the sections of the forum, told “The Voice of Russia”:“International democracy standards, the struggle against racism and xenophobia, innovative development, international and regional security systems will be discussed in Yaroslavl this year. The Russian President Dmitry Medvedev will speak at the Plenary Session. Last year his guests were the French Prime-Minister Fillon and the Spanish Prime-Minister Zapatero. This year some other dignitaries have been invited.”
For example, in the section “Regional Systems of Global Security,” a co-Chairman will be Lord George Robertson, the ex-Secretary General of NATO. Many participants believe that the forthcoming meeting will be diversified.
On the one hand, there will be an international discussion meant to help take political and economic decisions inside a certain country, Russia included. On the other hand, a lot of foreign policy issues are on the agenda as well, in particular, a wide-scale international discussion of the European Security Treaty.
