The head of MI5 warned yesterday that it was "only a matter of time" before a terrorist atrocity is committed in Britain by UK citizens who have travelled to Somalia for training in camps run by al-Shabaab, the Islamist extremist group affiliated with al-Qaeda.
In a speech to the Worshipful Company of Security Professionals in the City, Jonathan Evans also raised the threat of increased attacks by dissident republicans in Northern Ireland and made the point that the 2012 London Olympics now posed a major security challenge.
And he warned that it was wrong-headed to share the American view that terrorism was 100 per cent preventable. This, he said, was "nonsensical".
Speeches by serving director-generals of MI5 are as rare as rocking horse manure and, like a difficult schoolboy Latin text, are best understood with the aid of an introduction and a few notes...
Introduction. Never take anything at face value when dealing with intelligence types. There are always multiple hidden agendas swirling beneath. It's partly because they just cannot help it.
The 'psychological manipulation' which lies at the heart of intelligence work tends to cross-infect the rest of your activities. A lifetime sniffing out weaknesses and vulnerabilities in individuals so that they can be persuaded/seduced/blackmailed into providing intelligence makes you think you can do it to anyone.
A nod and a wink here, a leak and a warning there and the public - and all the new ministers, even the Lib Dems - will soon be on side.
Note One. Evans was right to highlight the threat from Somalia.
It is a wild, mountainous and lawless land, dominated by extremists with a penchant for piracy, smuggling and extreme ideological violence - a sort of South Armagh on the Indian Ocean.
A dramatic increase in Somali immigrants to the UK (the number has doubled - some say quadrupled - since the 40,000-plus recorded in the 2001 Census) has made it much more difficult to keep track of any malcontents.
Note Two. The speech is a public statement to the Home Secretary, Theresa May, about how important a director-general is should anything nasty happen.
Evans's description of the American idea that "terrorism was 100 per cent preventable" as "nonsensical" gives her and the government a kind of cover that only he can provide.
Note Three. Like all the other department heads, Evans is also trying to protect his budget. The Single Intelligence Account which pays for all three intelligence services has not been ring-fenced.
George Osborne is said to be keen on a 10 per cent cut. Spooks, like everyone else in the public sector, got used to the Labour years of plenty.
Note Four. New prime ministers receive intelligence briefings in their first 24 hours in Downing Street. David Cameron is rumoured to have been less impressed with MI5 than MI6.
This is not unusual. MI6 has more glamour and, because of the Foreign Office lifestyle - school fees paid, exotic foreign postings, etc - it tends to attract a better class of spook.
Given that it was Evans himself who delivered much of his service's briefing he is probably feeling a little unloved. Nothing better than a blood-curdling speech to remind the politicians what good chaps he and his service really are.

The suspect, who had travelled from John Lennon Airport in Liverpool, northeast England, and was on route to Entebbe via Amsterdam, was arrested by police just as his flight was just about to take off, prosecutors said.
Evert Boerstra, a spokesman for the Dutch prosecutor's office, said police were tipped off by British authorities, adding that he could provide no further information on the suspect or his arrest.
On August 30, two Yemenis were arrested on suspicion of a terrorist plot upon arriving in Amsterdam from Chicago after American authorities found "suspicious items" in their baggage, including mobile phones taped together.
The pair were freed on September 1. |

Another British official would not confirm the plot was "al-Qa'ida inspired" but told AP there was an "Islamist connection" and that the plots were in an early stage. No other details were given.
A Home Office spokesman said it was unable to comment on security matters, but confirmed the country's terror threat was unchanged.
Yesterday French police closed off surroundings to the Eiffel Tower, France's most visited monument. Officers pulled red-and-white police tape across a bridge leading over the Seine River, and stood guard.
Bomb experts combed through the 324m (1,063ft) tower and found nothing unusual, Paris police headquarters said. Tourists were let back inside about two hours after the structure was emptied.
German officials denied yesterday they had intercepted threats, saying there had been no change to the country's threat level. |

Speaking after recent reports that security services had foiled plans to launch “Mumbai-style” terror attacks in UK cities, Massoud Shadjareh, the Chairman of the Islamic Human Rights Commission (IHRC), has called on the media to treat such claims with scepticism.
He called the claims “politically motivated” and warned that they served to “further demonise” a Muslim community that is already suffering hate crimes and feeling marginalised and under siege.
Shadjareh said:
“The latest claims of ‘Mumbai-style’ attacks having been foiled by US drone strikes in Pakistan need to be treated with a great deal of scepticism. The recent front page stories of an Islamic plot to assassinate the Pope in London, which turned out to be completely baseless, show how easily stories can be created out of nothing. We also have a long series of incidents in which stories apparently originating with the police or security services have turned out to be completely false or grossly exaggerated, from the supposed plot to blow up Old Trafford to the ‘Ricin’ chemical attack plot.
“It is widely recognised that people and organizations of all kinds often have ulterior and self-interested motives for placing and exaggerating certain stories. Sadly, the police, politicians and security services are no exception. The problem with stories like the ones this morning is that there is no-one offering sceptical, balancing counter-arguments, with the result that any claims, however outlandish, are treated as facts.
“But the people who make such claims, and the media sources who uncritically parrot them, have a responsibility for their consequences. We now have a community of nearly 2 million Muslims, including some of the most deprived and needy people in Britain, who feel marginalised and demonised; who are regularly discriminated against and treated with suspicion and contempt because of stories like this.
“The Islamophobia which is being fed by stories such as this is reflected as much in the statements of some MPs, and the columns of some newspapers, as in the thuggery of groups like the English Defence League. The increasing number of hate-crimes against Muslims is a result of this criminalization of the community as a whole.
“Muslims are now suffering a level of persecution comparable to that once suffered by Jews in Europe. We all look back to those days with abhorrence and disbelief at the levels of hatefulness that apparently reasonable people were capable of.
“It would be good if people could recognise the reality of the situation Muslims now face, and act to prevent it getting worse, instead of looking back in regret in a few decades time, when the lives of tens of thousands of people will already have been ruined.”
