The report is very recent though and from Fox no less.

I think AD helps to add to the "incompetence" theory on the surface, but when you dig a little deeper you find that Shaffer, one of the personel involved in AD, tried to set up meetings to discuss his findings (that an Al-qaeda cell(s) were amassing to attack the US) with the FBI but Military lawyers cancelled the meetings.

Why would they cancel a meeting request from a military operation specifically set up to track and monitor "Al-Qaeda" that claimed to have data on a "potential attack"....from Al-Qaeda?

"Incompetence" becomes wilful neglect.

Then of course Able Danger was shut down by high ranking military officials. Shaffer himself saying that he was told by "a two star general" that AD was being pulled.

Two terabytes of information on AD were destroyed and as the article states

A very strong case can be made that Able Danger, as the name suggests, was set up to track in real time the group of patsies blamed for the attacks to specifically herd them through the right procedures in order to leave a trail behind them which would incriminate them at a later stage.

LIHOP and incompetence dont come into it for me because why would they destroy two terabytes of info that would help to add weight to the incompetence theory and the claims that the FBI and CIA were just not communicating properly and underfunded unless the 2TB's contained information that would lead back to...?

I believe that the information that was destroyed would reveal high levels of sheilding given to the patsies and other examples of aiding such as fake ID's and money transfers given to them by those at the top.

No doubt this article has been put out there as an intelligence gathering op to root out the loose ends about the intel aspect of 9/11 and prepare accordingly a further incompetence and failings story which they hope will close the case.

The report was completed in 2006 and, until now, has been available only in a version with the names of virtually all of the witnesses blacked out.

Fox News, as part of an ongoing investigation, exclusively obtained a clean copy of the report and spoke to several principal witnesses, including an intelligence and data collector who asked that she not be named.
