The New York City Coalition for Accountability, are aiming to collect a minimum of 45 000 valid signatures from Newyorkers by July 3. In practice, they need a lot more than that because the authorities may declare some invalid. So far, they have collected 44 246 signatures. If they succeed, then a new investigation into 9/11 will become law in the state of New York.

Time is short, and letters have gone out appealing for funds to support the petitioning. They say it costs on average one dollar for every signature. Jasper at the 9/11 meeting in London on Monday (June 1) had received such a letter, and he brought it to our attention. I've just searched for it and found a copy on a Montreal site:

This is a tremendously important initiative, and I don't know why it hasn't been common knowledge. I only learnt of it yesterday, when I was given a copy of Jasper's letter (I missed the Monday meeting due to personal committments).

I suggest everybody spreads this about as far and wide as possible, and as soon as possible. Although they have reached the minimum number to make it on the ballot without being dependant on the City Council, I believe the number should be way above the minimum, because the 'Powers' will do their utmost to derail the initiative, including I imagine contesting the validity of petitioners (with deliberate fraudulent petitioners signing up, to give grounds for cries of 'fraud'). The 'Powers' have a lot at stake here, and they will fight tooth and nail to stop this initiative succeeding.

As it says on the bottom of Jasper's letter,

Sure they will, but that doesn't explain why WE haven't heard it - why has no one seen fit to spread info on this very important initiative?

As for 'telegraphing our punches', it can hardly be a secret if you're going round publicly soliciting signatories. Remember, their grapevine is way better than ours; we don't have State 'Security' agencies at our beck and call.

it was mentioned here by scubadiver a couple of weeks back but NYCCAN seems to have been running since before this forum started.

The deadline is July 3rd, so that's probably why more focus is being placed on it now.

As for grapevines, Bloomberg does a good impression of Berlusconi, Noo York style, when it comes to media manipulation.

9/11 Family Members, and Survivor File for Re-validation of Citizens’ Signatures with New York State Supreme Court, following rejection of NYC CAN petition by the City Clerk and Board of Elections

New York City– On Wednesday, several 9/11 victim family members and a survivor took the first step in challenging the City Clerk’s rejection of the NYC CAN petition for a new investigation in New York City. The group filed a Verified Petition/Order to Show Cause with the Supreme Court of the State of New York requesting a review of Board of Election documentation and a ‘special referee’ appointed to re-validate the over 52,000 signatures filed by NYC CAN on June 24th.

The NYC CAN petition was rejected by the City Clerk on Friday, July 24th, a week ago, certifying less than the minimum of 30,000 qualified signatures of electors. This benchmark, according to the Clerk’s office was not met. A ‘qualified elector’ is a registered New York City voter who was eligible to vote in the last election. According to the letter sent by the Clerk to the City Council, the NY Board of Elections validated 26,003 signatures and invalidated 24,664, leaving 1,333 that were not certified.

At a hearing scheduled for Monday, August 3rd, before a Supreme Court Justice, the plaintiffs, representing tens of thousands of concerned New Yorkers who support a new 9/11 investigation, will formally raise their request for an independent review of the Board of Elections findings. If granted by the presiding Justice, a re-validation of the petition signatures by an independent special referee will follow.

In addition to the requirement to reach the threshold of 30,000 qualified electors, the petition itself must comply with New York Municipal Home Rule Law and relevant Election Laws. The City Clerk maintains the Petition fell short in several areas but it should be emphasized that this is the legal opinion of the Corporation Counsel, the City of New York’s top lawyer, and will be challenged in court by lawyers for the five plaintiffs.

Legal advisors to the plaintiffs believe that the legal objections raised by the Corporation Counsel are specious and should be set aside, however considering the political implications and official opposition to the proposed Commission, obtaining approval for placing the referendum question on the ballet itself will be fraught with difficulty and challenge each step of the way.

The fact is historically in New York City, ballot initiatives have not been successful. The last two were denied by the City Clerk. In both cases the petitioners filed a suit and ultimately lost and thus NYC CAN anticipated the response of the Clerk. And though the odds are stacked against us, we are committed to take the next steps available to us.

Regardless of the outcome, the court case will serve to amplify the demand for a new 9/11 investigation and with lessons learned, should serve to strengthen the ability of the people to petition their government for meaningful referendums in the future.

NY Supreme Court Appoints Referee to Oversee Revalidation of Rejected Signatures

New York City– Monday, the New York Supreme Court appointed an independent referee to oversee a line-by-line review of the NYC CAN petition signatures that were declared invalid by the New York City Clerk and Board of Elections. Chris Burke, a petitioner in the lawsuit filed against the City of New York, joined by Dennis P. McMahon, a volunteer attorney assisting the petitioners and NYC CAN at this stage of the process, appeared before Supreme Court Justice Edward H. Lehner who issued the ruling in accordance with the petitioners' request.

A hearing is scheduled for Thursday August 6 to set a schedule and outline logistics of the signature re-count and review process. NYC CAN will assemble staff to review each of 24,664 signatures against an April 2009 Board of Elections database of registered voters. All disputed signatures will be assembled into a Bill of Particulars and presented to the referee for review.

The review is the next step in challenging the City Clerk’s rejection of the NYC CAN petition for a new investigation in New York City and comes after the group filed a Verified Petition/Order to Show Cause with the Supreme Court of the State of New York last week. 52,000 signatures were filed <http://www.nyccan.org/nyccanfilespetition.php> with the City Clerk’s office by NYC CAN on June 24th.

NYC CAN forgeing ahead!! First day of scrutiny, and hundreds of official 'mistakes' found (like would have been found in Florida, if John Bolton hadn't steamed in and stopped the re-count):

Today we began the signature review, and with much promise! The first step: to do a recount of the signatures the Board of Elections did validate. And, after counting only 5 out of 52 volumes, we have found the Board of Elections reported 229 signatures fewer than what they actually validated inside the volumes. If their count continues to be off at the same rate, we will gain some 2,300 signatures - SIMPLY BY RECOUNTING THE ONES THAT WERE ALREADY VALIDATED. And we have already identified one petitioner who collected hundreds of signatures and was wrongly invalidated, along with all the signatures he gathered! And there are thousands of invalidated signatures ripe for challenging because the signer is on the voter roll but put their wrong address - these signatures will also be deemed valid if the signature on the petition matches the signature on their voter registration form.

In short, we have every reason to be optimistic that we will eclipse the 30,000 requirement, and that we will have our day in court to argue our right to establish a new commission to investigate 9/11.

We need help. We have 9 more business days to finish our review, and we have no more than 8 volunteers signed up to help on any day. We can use 20 volunteers per day, and we will need that many to get the job done. If you live in or around NYC, please give just one or two business days between now and next Friday, August 21. New York Supreme Court Orders Review of 24,000 Petition Signatures Invalidated by New York City Clerk; Petition Calls for Local Commission to Investigate 9/11



New York City – This week a New York Supreme Court referee ordered a line-by-line review of petition signatures that were declared invalid by the New York City Clerk and Board of Elections. The review is the next step in challenging the City Clerk’s rejection of the NYC CAN petition for a local independent commission to investigate 9/11 and comes after the group filed a Verified Petition/Order to Show Cause with the Supreme Court on July 29. NYC CAN originally filed the petition containing 52,000 signatures at the City Clerk’s office on June 24.



At a meeting on Thursday the Referee allotted an initial two-week period from August 10 to August 24 for the signature recount and review process. NYC CAN has assembled a staff to begin recounting the already validated signatures and reviewing each of the 24,664 invalidated signatures against an April 2009 Board of Elections database of registered voters. All disputed signatures will be made part of a Bill of Particulars and presented to the referee for review.

On Monday, August 10, NYC CAN began a comprehensive review of the nearly 26,000 signatures invalidated by the New York City Board of Elections and City Clerk. With 26,003 signatures accepted as valid by the City, at least 3,997 additional signatures were needed to exceed the threshold of 30,000 signatures. 10 days, 50 volunteers and 1,000 man-hours later, we are thrilled to report we have so far discovered 6,924 signatures we will argue were wrongly invalidated.

In addition, the Court has granted an extension allowing us to complete our review of 6 unfinished volumes. We anticipate having well over 7,000 additional valid signatures once the review is complete. The 50+ individuals who helped conduct the review take great pride in knowing their work has stopped the silencing of 7,000 New York City voters and allowed their voices to be heard.

On Friday, August 28, we must serve a Bill of Particulars listing all signatures we argue should be deemed valid by the Court. Special Referee Louis Crespo will begin a line-by-line review of the disputed signatures on Tuesday, September 8, and is scheduled to complete his review by Friday, September 18.



Pending the outcome of the Court’s review of the disputed signatures, lawyers for NYC CAN and the City will begin arguing the legality of the petition’s proposed amendment to the City Charter.

Looking ahead, NYC CAN will submit an additional 28,000 signatures on September 3 to satisfy the requirement of 15,000 valid signatures needed to override the City Council’s failure to act on the petition. The 60-day period for the City Council to approve the referendum’s placement on the ballot ended today, August 24, 2009. If NYC CAN wins in court, the submission of 15,000 more valid signatures will guarantee the referendum’s placement on the ballot.



Legal proceedings are expected to last through the month of September, by which time a favorable determination from the Court is needed in order for the referendum to be placed on this November’s ballot. Over the last 25 years six ballot initiatives have been attempted in New York City. Only one has made it on the ballot: the 1993 initiative to limit New York City elected officials to two terms in office, whose supporters also had to go to court to prove the initiative legal before passage by the voters, and which was nevertheless undone by the City Council last year. We will battle against all odds to see that the initiative to establish a critically needed reinvestigation of 9/11 does not suffer the same fate as past ballot initiatives.



NYC CAN now calls upon its thousands of members and millions aware of the egregious inadequacy of the 9/11 Commission Report to help ensure our fight for a real investigation does not go unnoticed by the larger public. Nearly 80,000 New Yorkers have put pen to paper to call for the right of all New Yorkers to vote an impartial, independent investigation into existence. This momentous step forward in the quest for truth about September 11th will be looked upon with admiration across the globe. Through the ages those who have fought for justice did not win by backing down when their government said no. We will continue this fight and future efforts with the same determination that has gotten us to where we stand today.

NYC CAN Submits 28,000 More Signatures To Get Referendum for
9/11 Investigation on the November Ballot


On Friday, September 4, the New York City Coalition for Accountability Now (NYC CAN) submitted 28,000 petition signatures as a supplement to the 52,000 signatures submitted on June 24 calling for a citywide referendum on the creation of a local, independent commission to investigate 9/11.

Over the last 25 years, every ballot initiative in New York City has been blocked on grounds of legal technicality, with the exception of the 1993 initiative to establish term limits for NYC elected officials, whose supporters also had to go to court to prove the initiative legal. With 80,000 New Yorkers having signed this petition, the City’s ongoing attempt to stop this referendum from going on the ballot is yet another blatant affront to the democratic ideals upon which this great nation was founded.

On July 24, the NYC City Clerk reported to the City Council that only 26,003 signatures from the submission of 52,000 signatures were valid. In response, NYC CAN filed suit and on Thursday, August 27 submitted a Bill of Particulars cataloguing 7,166 additional signatures that NYC CAN contends should be deemed valid.

The court-appointed referee will begin a line-by-line review of the disputed signatures on Wednesday, September 9, and is scheduled to complete the review by Friday, September 18. If the referee and court accept at least 3,996 of the disputed signatures as valid – meeting the requisite number of 30,000 signatures – and if 15,000 of the 28,000 signatures from the September 4 submission are deemed valid, the only remaining hurdle to getting the referendum on the ballot will be the ongoing court case over the legality of the petition.

The timetable for addressing the petition’s legality will be set in a meeting on Thursday September 10. The schedule should allow time for an appeal from either side in order to guarantee a final determination by the end of the month.

Once the schedule for the court case is set, NYC CAN will announce one or more rallies and events in the second half of September to demonstrate the tremendous public support that exists for a new, impartial investigation. NYC CAN calls upon all those who can be in lower Manhattan to join in solidarity with the 9/11 families, first responders, survivors and 80,000 New Yorkers to say loud and clear: no longer will we tolerate a government that ignores the will of its people. For the 3,000 who died on that day, the hundreds who have died since, and those still suffering today, 9/11 must be properly investigated.

The Bill of Particulars was assembled with the help of 50+ volunteers who gave more than 1,000 hours over a two-week period. On behalf of the petition’s 80,000 signatories, NYC CAN offers its deepest thanks to these volunteers who worked long and hard to prevent the voters New York City from being silenced by their government.

City of New York Concedes 9/11 Coalition Has 30,000 Valid Signatures To Put Referendum For 9/11 Investigation on November Ballot



New York – In a last minute decision, lawyers for the City of New York have conceded that the New York City Coalition for Accountability Now (NYC CAN), a group comprising 9/11 family members, first responders and survivors, indeed did submit over 30,000 valid signatures to put the referendum for a new 9/11 investigation before the voters of New York City this November.

In an earlier letter from the City Clerk dated July 24, 2009, the City had claimed only 26,003 signatures were valid, 3,997 short of the requisite 30,000. The City’s concession that over 30,000 of the 52,000 signatures submitted were in fact valid paves the way for lawyers from both sides to argue the legality of petition.

Asked whether he thought NYC CAN could overcome the City’s challenge to the legality of the petition, legal counsel to the petitioners, Dennis McMahon, said, “Absolutely. Although the City has an incredibly successful record of shooting down ballot initiatives, we will be arguing from a fresh perspective that reflects the unprecedented events of 9/11. We believe the courts will see how critical an issue this is, and be persuaded with our legal reasoning and point of view.” A final determination on the legality of the petition will be reached in time for the referendum to be included on the November ballot should the petitioners prevail.

Representatives for NYC CAN, 9/11 family member Manny Badillo and Executive Director Ted Walter, arrived at the Board of Elections on the morning of Wednesday, September 9, to assist the court-appointed referee in commencing a line-by-line review of the disputed signatures, only to learn the referee’s review had been called off due to a last minute concession by the City. Mr. Badillo immediately got on the phone to inform others of the news.

“The City conceded we have 30,000 valid signatures. Big victory.”

The City’s concession comes as a result of the immense effort put forth by 50+ volunteers who gave more than 1,000 hours over a two week period from August 10 to August 25 to identify a total of 7,166 signatures that were wrongly invalidated by the NYC City Clerk and Board of Elections. On August 27, NYC CAN filed the 631-page Bill of Particulars cataloguing each of the 7,166 signatures it contended were in fact valid. NYC CAN submitted another 28,000 signatures on September 4 to guarantee the referendum will go on the ballot if they win the court case, bringing the total signatures submitted to 80,000.

NYC CAN must deliver its memorandum of law in response to the City’s motion for summary judgment by Monday, September 21. The City will be given an opportunity to reply before the referee’s decision is made on Monday September 28. Fast-track appeals will likely follow no matter who wins. A final decision will have to be made by September 30.

If the referendum passes in November, it would lead to the creation of a local, independent commission with subpoena power that would be tasked with comprehensively reinvestigating the attacks.

80,000 New Yorkers have signed the petition. As with every other NYC ballot initiative, the City of New York is denying the will of its people to vote on the issues it considers most important.

NYC CAN responded by filing suit, and on September 9 the City conceded NYC CAN did in fact submit enough valid signatures to put the referendum before the voters. Now NYC CAN is battling to prove the petition is legally valid. On September 28, the referee will report on the petition's legality, and a final determination will be made in the days that follow.


On the eve of the referee's decision, let us take to the streets in the THOUSANDS on behalf of the families, first responders and survivors of September 11th and the 80,000 New Yorkers who signed the petition. Breaking News: Court Referee Recommends Ruling in Favor of City;
NYC CAN To File Motion To Reject Referee's Recommendation


Rather than waiting until the scheduled decision date of Monday, September 28, Referee Louis Crespo issued his "report and recommendations" on Friday, September 25, and recommended that the Court rule in favor of the City.

After reviewing the referee's report, we feel he did not give adequate consideration to the extensive arguments presented in our memorandum of law submitted on Monday, September 21. The report seemed more a cut and paste from the City's original motion papers than a balanced weighing of the arguments. In particular, the referee's report failed to analyze the vast majority of NYC CAN's legal points as to why the City's claims were unfounded and its reliance on certain case law wholly inapplicable.

Officially, Judge Lehner has up to 60 days to either adopt, modify, or reject the referee's report and recommendation, and render a decision. However, with the deadline for inclusion on the ballot fast approaching, NYC CAN lawyers will bring a motion on Monday, September 28 to ask the Court to reconsider the matter immediately, and render a judgment in favor of the Petitioners. We anticipate that the matter will be heard and decided on Tuesday, September 29, or Wednesday, September 30.

Judge Lehner may decide the case on the paperwork submitted, or hear oral arguments as well. If oral arguments are ordered, the proceeding should be open to the public. If so, we will ask everyone who can to attend and help maintain the tidal wave of support that will crescendo with the March For Answers on Sunday.

Only in fighting to the very end will the voices of 80,000 New Yorkers resonate across the country, and those who are still asleep awaken to the mockery of justice in a local government claiming it has no jurisdiction over thousands of its residents being murdered.

Once Again, The Will of the Voters Is Denied

Yesterday afternoon, Justice Edward Lehner of the State Supreme Court rubberstamped Referee Louis Crespo’s recommendation that the decision to establish a local commission to investigate the events of September 11th not be put before the voters on November 3rd.

After showing interest in weighing both sides’ arguments in the hearing, the Judge’s short decision gives no indication of having considered the arguments put forth in the Petitioners’ memorandum of law, nor any acknowledgement of the need for a new investigation, which the City of New York callously dismissed as “irrelevant”.

On a dark day for democracy, the patriotic call for answers by hundreds of 9/11 families, first responders and survivors has been stifled, and the will of the people of New York City once again denied.

Judge Lehner ruled that modifying the petition to make it “legally permissible” would result in it being “inconsistent with the law sought by the signatories of the Petition” despite the fact that all 80,000 signatories agreed by signing the Petition that “If any provision of this law is held to be unconstitutional or invalid for any reason, the remaining provisions shall be in no manner affected thereby but shall remain in full force and effect.”

The deadline for inclusion on the ballot falls just before the election, making it possible to appeal Judge Lehner’s decision. NYC CAN is weighing all options and will make an announcement early next week on this issue, as well as on how it will be moving forward on other fronts. Regardless of the outcome in court, the quest for answers continues full throttle. This fight is only the beginning.

The Turning Point

October 16, 2009



In the fall of 2008, the NYC 9/11 Ballot Initiative realized that both strategy and tone were moving its effort no closer to broadening its support. Facing a wary, apathetic public and a stalled momentum, leadership was replaced, strategy was revamped and its mission rebranded.

Launched in early 2009 as NYC CAN, the new organization proceeded to effectively engage voters in a rational dialogue concerning the unanswered questions surrounding 9/11 and the best interests of our country. Our vehicle for engagement was a public referendum to create a real, independent, evidence-driven investigation into those questions that remain, eight years later, unaddressed.

That revamped strategy – focused and methodical, free of divisive rhetoric, ill-advised conjecture and alienating political judgments – succeeded in garnering the support of 80,000 NYC voters, over one-hundred 9/11 family members, dozens of first responders and survivors and leading 9/11 family advocates including ‘Jersey Girls’ Lorie Van Auken, Mindy Kleinberg and Patty Casazza as well as Bill Doyle, Monica Gabrielle and others.

NYC CAN also received backing from the most trusted leaders in the 9/11 truth movement, including David Ray Griffin, Richard Gage, Kevin Ryan, Steven Jones and Niels Harrit; and the endorsement of respected whistleblowers Lieutenant Colonel Anthony Shaffer and FBI Special Agent Coleen Rowley, TIME’s 2002 Person of the Year.

Universally positive coverage on a cross-section of media platforms including the Baltimore Chronicle, the Newark Star-Ledger, the Villager, and even the New York Post; online outlets like the Examiner and Raw Story; and on-air interviews with France 24, Russia Today, Talk Radio Europe, NPR and Air America all brought our case directly to the voti ng public.

In unprecedented fashion, the community dedicated to the pursuit of answers demonstrated its dedication to what works by funding what works. Their financial assistance came not through a handful of large donations but in the form of thousands of smaller, affordable donations from across this country and around the world. This outpouring of generosity paved the way to where we stand today and we thank you all.

NYC CAN’s campaign was carefully orchestrated to engage voter support by presenting incontrovertible discrepancies to combat skepticism and create reasonable doubt. We countered objection with fact instead of theory, allowing individual deductive reasoning to poke its own holes in the 9/11 Commission’s story. By doing so we persuaded 80,000 New York City voters to listen, think and act.

Therein lies the template for success in reaching our universal goal.

Lessons Learned

That success, however, will not manifest itself as the referendum we envisioned on the ballot in NYC on November 3rd. In the process of our petition drive and court challenges, we learned the hard way that public referendums are not the vehicle by which to navigate the byzantine rules that govern the corrupt landscape of New York politics.

Midway through our petition drive we, along with our fellow New Yorkers, who twice voted to limit city officials to two terms, watched in disbelief as our own elected representatives, those to whom these term limits would apply, overturned the will of the people in a naked grasp for power.

Emboldened by this successful slap down of democracy, the City of New York and the State Supreme Court denied the will of 80,000 voters to place NYC CAN’s referendum on November’s ballot. In doing so, the City’s Corporation Counsel – while forced to acknowledge in open court that no investigation into 9/11 of any kind, criminal or otherwise, had ever been conducted by the City of New York – labeled the will of the people “irrelevant”.

A lone Supreme Court Justice, while demonstrating no comprehension or interest in the fundamental aspects of the events of 9/11 or the basis of our case – not to mention justice or truth – sided with the will of the City over the will of the people whose interests he is sworn to protect.

While the petition had its flaws, it was secure enough to be implemented if the City and the Supreme Court were so inclined. It took the petition and legal processes to realize that the current City administration will stop at nothing to keep 9/11 in the rear view mirror. Our best and current expert legal advice indicates that no petition of this kind, however framed, can ever be assured success in New York City. Hence, no more time, energy, or money will be spent on this court action or a new petition effort.

Those who wield political power will be swayed neither by rational dialogue nor the best interests of those they are meant to serve, as their motivation to act is based upon that which it always has – an insulating propagation of self-interest. Only by winning the hearts and minds of the people will our voice be heard in the halls of power that govern this country. Only when that voice echoes our message will it reverberate through those halls too loudly to be ignored. Only when the people wield the threat of their vote will those in power be forced to act.

It is to the people we must make our appeal. Only then will we succeed.

Lessons learned? With the experience gained in persuading 80,000 NYC voters to act, the strategy that will work has become ever more clear: a national public relations campaign to persuade the American public to rethink the bill of goods they were sold and now accept as bible truth. Public relations is a time-tested strategy that has been embraced across the board and through the ages; this proven methodology has been utilized to the advantage of the most progressive elements of society and embedded in the core strategy of every corporation in America. Why?

Because it works.

There is one question we must ask ourselves at this turning point for a movement unquestionably marginalized and discredited, surely by outside forces opposed to any further investigation, but also by its own hesitance to honestly assess what is not working and alter its course. This issue, like the questions to which we all seek answers, remains unaddressed but can no longer be ignored.

What holds our movement back from embracing what works?

Certainly those who give of their time, their talents and their energy to further this pursuit of answers do so with the very best intentions. Best intentions, in light of the progress we clearly have not made, are no longer good enough. Individual agendas, splintered strategies, unfocused action and information overload all play into our detractors’ hands and contribute to the lack of direction that leaves our movement marginalized, our voice muted and our goals unmet.

Our hearts are in the right place; when our message and delivery is, we will capture the hearts and minds of America. We will never silence those who would silence us; we can, however, drown those voices in public outcry if we commit to a voice that America will not only listen to but also hear.

A Multi-Tiered Strategy

The secret to success for nonprofits and social activists lay in the ability to employ the business marketing tools that have proven effective in promoting social agenda and persuading the general public, without whose support such efforts rarely succeed.

Perhaps it is time to acknowledge (and abandon) methodologies that keep our movement marginalized – radical rhetoric, vitriolic accusation and wild conjecture wrapped in off-putting self-righteousness – and embrace a strategy that changes not what we say but how we say it in order to be heard.

The science of public relations – the subtle art of persuasion – is a discipline that must be adopted by our movement. Those who effectively employ public relations to their benefit understand that a bat to the head is never an effective course of action in attaining desired results.

As with any marketing or sales effort or any successful social movement, one must engender trust before one seeks to close the sale. The problem inherent in our movement and its passionate base is the desire to close the sale without making the sale. We need to take a step back, recalibrate, redefine and reeducate. We need to employ persuasion, not pressure, with the right strategy and the right voice.

And who decides whose voice that is?

Reason must decide. The litmus test is simple. Who do the American people trust? Their elected officials? Not since Watergate. Celebrities? Celebrities certainly matter insomuch as they can draw attention to a cause and to its informed and authoritative spokespeople, but they are rarely seen or respected as such by the general public.

So who engenders both the respect and the trust required to begin to awaken an apathetic American public? Oddly enough, that voice comes from high within the very government seen by some to be the major roadblock to attaining our goals, or worse, as the main perpetrator of the 9/11 attacks. Such theorizing is destructive to any effective press for truth and should find no home here. Evidence matters. Facts matter. Image matters. Theories don’t.

This movement doesn’t need a strategy to win your support; you don’t need persuading – you are the movement. We need a voice to engage those without whose support we cannot succeed.


It’s all about perception.


Men and women of unassailable integrity – military commanders, CIA, FBI and military intelligence agents, aviation experts and senior-level administration officials – have already spoken out, putting name and reputations on the line. Men and women with a deep and pervasive understanding of how the United States government works and whose service to our country place them in a position above reproach. Men and women who can create reasonable doubt in the mind of the American public and steer attention to the authoritative voices that can cement that doubt.


These men and women, viewed by the American public as real American heroes, offer the promise of revitalizing our movement and engaging the general public on a level that today lies beyond our reach. Our movement may not perceive generals and CIA agents as the obvious choice, but must understand we could not ask for more effective spokespersons to engage the American public.

Again, we are not talking about the generals currently waging wars in Iraq and Afghanistan. We are talking about those who have already spoken out and lent their good name and stellar reputations to this cause.

Despite the presence of such credible voices, our movement has been unable to create a vehicle with which to launch a strategic nationwide campaign that can wrestle momentum from the hands of those who seek to bury the truth and place it in the hands of those who would expose it to the light of day.

Until now.

Public Relations

There are two available options to engage the general public – advertising and public relations. Advertising space and time in the mass media is extremely expensive and often negatively viewed by the public as an attempt to manipulate. Conversely, public relations carries no cost for coverage and its efforts to humanize an issue and create goodwill in order to gain public support are generally viewed as balanced and believable. In a perfectly funded world both methodologies would be utilized. As nonprofits and social activists rarely enjoy that option, fiscal realities dictate viable action – a public relations campaign.

While effective public relations can be costly, the net benefit in shaping one’s image, promoting one’s cause and garnering the requisite support make it a worthy investment. The right PR firm not only partners in shaping strategy and message to convey the desired image, but also maintains the media contacts to bring that message directly to the public.

The most daunting challenge PR firms face in effectively conveying an image with which the public will identify lies in identifying trusted spokespersons that can articulate message in a manner that engenders their support. Those individuals have already been identified. All that remains is the crafting of the message and the vehicle for the right spokespeople to drive that message home.

Message massage is of paramount importance with any polarizing issue; what you say and how you say it take on an equal importance. While there are those who can follow the existing trail of evidence down the rabbit hole, our target demographic – a preoccupied American public – cannot. Our message must be re-calibrated to begin at the start with the most fundamental discrepancies and omissions in the 9/11 Commission Report in order to begin to chip away at the stone.

The general public’s attention span is short and their grasp of these issues is tenuous at best. Our message must harness and repeat the core concepts undeniable by the most hardened skeptics and that message must be repeated again and again before the onion can be peeled.

We must also bear in mind that while 9/11 changed our world overnight, it will take us considerably longer to change the public’s perception and understanding of the issues at hand. One effective piece in the New York Times or the Chicago Tribune or one interview with Katie Couric or Anderson Cooper, or any one placement in any new media, will not accomplish our goal. Our goal is now multimedia saturation – a consistent stream of stories through a cross-section of print media, regional, network and cable news outlets and their Internet counterparts.

In addition to saturating all media outlets at our disposal, we must provide tangible platforms our spokespersons can use to drive a renewed public interest into action.

Strategic Political Engagement

NYC CAN was the movement’s first step into the arena of electoral politics. The 9/11 referendum afforded NYC CAN a platform to engage hundreds of thousands of voters in a carefully orchestrated dialogue to reshape the public’s attitude toward its government’s actions as they relate to 9/11. Regardless of the referendum’s outcome, the campaign was a success in heightening public awareness of the need to demand answers to the questions our government continues to ignore. As awareness grows, so grows the peril to the elected representatives that refuse to act.

And that is exactly the point.

New York City is only one among countless opportunities to skin the cat. There are 9/11 advocates all across the country, many of which are presently engaged in civic action. While we encourage all groups to continue or begin to act, we would hope that all see the power and importance of those actions when taken under the umbrella of one common strategy, harnessing the strength of a unified, professionally crafted message.

Ballot initiatives, whether meant to enact legislation or to express the will of the people in a non-binding resolution, carry weight both as voter actions unto themselves and as platforms for civic engagement as part of the overall campaign. Their eventual outcome may in fact be of less importance than the civic engagement they engender.

We must also engage in efforts to pass local resolutions calling for further investigation into 9/11 as such efforts also raise the public profile of our mission. We must use that strategy to continue to lobby top officials and district attorneys. In states and cities where ballot initiatives are not accepted, as well as in states and cities where they are, our strategy can lay the groundwork that opens the door to running and supporting candidates on a platform of 9/11 accountability.

Keep in mind that which bears repeating; the outcome of these efforts may prove less important than the civic engagement these campaigns will engender. Much like public relations, saturation is the name of the game. Without tangible vehicles that enable civic engagement, our efforts to reshape the public’s perception will be for naught.

An Untangled Web

The concept and execution of our strategy presents both challenge and opportunity to the movement. As if through the looking glass in a world where bad is good and up becomes down, being too well versed in the intricacies of 9/11 can become a handicap once we acknowledge that our target demographic simply is not.

The average American’s general perception of September 11th can be summed up in five short words: two planes and two towers. It is up to us to reshape that perception using evidence in a manner that will lead to the requisite reasonable doubt of the story the public has come to accept.

There is certainly no lack of credible, well-documented research covering a myriad of 9/11 topics splashed across the Internet on countless websites.

Therein lies the problem.

Too much information, too many details and too many story lines muddy the waters for those too confused to digest the overload of information. In addition, rampant rhetoric and conjecture (for which there is no place) leave our target demographic wary and unconvinced, making it that much easier for our detractors to continue to marginalize our movement.

It’s all about how we bait the hook.

A haphazard dissemination of everything under the 9/11 sun, from credible evidence to amateur analysis, and from half-baked theory to full-blown truth, is not the way to convert the pervasive skepticism we face today. When we learn to control the content, flow and presentation of information in a more simplified and direct fashion we will control its effect.

What is missing is one carefully vetted, content-controlled web presence – a virtual ‘Citizens’ Commission’ containing a professionally designed interactive catalogue of the most legally sound evidence and a video portal for expert testimony to be used in an eventual investigation or court action. Laid out in easy-to-navigate chapter and verse, casual inquiry moves efficiently from the center of the story outward. If executed properly, casual inquiry will work its way to responsible, civic-minded action. But we must begin with the basics.

Every successful salesman understands the value of well-crafted collateral sales material. There is no end to what a true 9/11 homepage, a disciplined 9/11 primer, can become and no limit to its value in reaching our goal.

But we must begin at the start, always mindful that in order to close the sale we have to make the sale.

Our 9/11 Wake Up Call

We are at war against a government that has used the events of 9/11 to hijack a country from her people and placed the interests of the rich and the powerful above justice and truth. Wars can only be won through strategy, commitment and discipline.

Present strategy has moved us no closer to our goal; in fact, some of the actions this movement has embraced hold us back from gaining any real momentum, working to the benefit of the very people who stand in opposition to the truth. Our detractors love those who will carry their water, whether consciously or not, doing real damage to any chance of success.

We know many of you, like us, see our marginalized movement’s stalled momentum as a call to effective action – a call to take the fight to our detractors by using the very tools they employ to promote their own agenda. We must use these same time-tested tools to elevate our own search for answers with a campaign directed at the hearts and minds of the American people:


• a professional rollout of a national public relations campaign and trusted spokespeople to reshape image and regain momentum in order to broaden our reach

• a uniform and coordinated methodology for regional action feeding off and feeding into that campaign nationwide

• a disciplined Internet presence structured in content and tone to reshape public perception and create reasonable doubt


Albert Einstein defined insanity as doing the same thing over and over again and expecting different results. As we see ourselves in no position to argue, we would urge all who share our simple goal – truthful answers to reasonable questions – to abandon those methodologies which have proven, over and over again, not to work and come together in support of the time-tested strategies that will.

Let us move closer to our goals by accepting that the only effective path to success is through a course of action that engenders the support of the American public. We are committed only to the strategies that have stood the test of time. We urge the leaders of every like-minded organization to unite in a call for answers that is sure to be heard when we raise our voice as one.

Today the people of New York City go to the polls to vote yes or no to a billionaire mayor who overturned the will of the people to allow himself to run for a third term and then spent $100 million to retain his throne. While this enemy of democracy sits happily on that throne and on today’s ballot, not one vote will be cast to answer the question 80,000 New York City voters agreed must be asked: whether to establish an independent commission to investigate the events of September 11, 2001.

We all know the federal government never conducted a real 9/11 investigation. Less talked about but recently admitted in open court by the City of New York: it too has never conducted any investigation of any kind into 9/11, an event that took the lives of 1,127 of its own residents. The will of the people to finally have this investigation? “Irrelevant” according to Mike Bloomberg’s Corporation Counsel.

Not irrelevant.

With the voice of 80,000 New Yorkers and you behind us, NYC CAN will bring the pursuit of honest answers to reasonable questions to the hearts and minds of the American people in 2010. Let this dark day for democracy mark the beginning of an era when the voice of common sense echoes from every corner of this country becoming too loud to be dismissed as irrelevant.

Dear Friends and Fellow Advocates for Answers and Accountability,

As we look ahead to 2010, we at NYC CAN would like to offer our deepest thanks to everyone who contributed to a remarkable and historic campaign, and we would like to take a moment to celebrate the achievements that give us much to build upon in 2010.

2009 was a year of tremendous progress for our cause. Among a long list of successes, a peer-reviewed paper was published in a mainstream scientific journal documenting the discovery of active thermitic material in the World Trade Center dust; the petition of architects and engineers calling for a new investigation into the WTC destruction has leaped to nearly 1,000 signatories while founding member Richard Gage, AIA travels the world delivering his analysis of the buildings’ demise to thousands of concerned citizens and leaders. The increasing strength and credibility of our message is evidenced by the ever greater frequency of media breakthroughs casting a positive light on the questions we pose.

Thanks to your support, NYC CAN is proud to consider the ballot initiative campaign in New York among the many victories that furthered our cause in 2009. 80,000 New Yorkers – nearly 8% of the number who voted in the 2009 mayoral election in America’s largest city – signed a petition calling for a new 9/11 investigation. Just last week we learned one of those 80,000 signatories is a councilmember elect, intent upon helping us advance our cause with the local government once in office. A few hundred thousand more New Yorkers, while not prepared to take the leap of faith and sign the petition, were directly educated about the need for a new investigation. A dozen mainstream news outlets in the United States and Europe covered the campaign’s success, and perhaps most importantly, a tectonic shift occurred – after eight years of research and education, we have begun to collectively hone in on the endgame.

It is this “endgame” to which NYC CAN will continue to dedicate itself in 2010. In the months since the ballot initiative campaign ended, we have recuperated, reflected and regrouped. After committing more than a year to the single objective of a ballot initiative, NYC CAN’s approach in 2010 will expand to a multi-pronged pursuit of educational, legislative and legal avenues to bringing about a true investigation:


1) “Vote For Answers 2010”, a national campaign of local ballot initiatives aimed at moving 9/11 into the light of open public discussion and manifesting the public’s will for a new and truly independent 9/11 investigation.

2) Continuous education and lobbying of supportive New York City officials.

3) A civil law suit to be filed by 9/11 families to bring real 9/11 evidence into federal court.

4) “Common Sense”, an educational campaign tying all of NYC CAN's efforts together, comprised of credible, expert spokespeople capable of winning the hearts and minds of the American people.


The first step on the promising road ahead is already underway. NYC CAN has teamed up with the Monadnock 9/11 Truth Alliance and other New Hampshire advocates to launch Vote For Answers New Hampshire.


Because only 25 signatures are required for the insertion of an article on New Hampshire town ballots, Vote For Answers New Hampshire has set an ambitious goal of placing its article on 40 town ballots across the state at local elections this spring. The article reads:


Shall New Hampshire's Congressional Delegation be instructed to pursue a new and independent investigation to address thoroughly all of the evidence and unanswered questions related to the events of September 11, 2001? (The record of the vote on this article shall be transmitted by the Town of ________ to New Hampshire's Congressional Delegation.)


Already, petitioning efforts are underway in 21 towns, and several Town Halls have confirmed the wording is appropriate to be placed on their ballot.

The campaign has been publicly endorsed by the Former Mayor of Keene Michael E.J. Blastos, as well as by a bipartisan lineup of current and former State Representatives including Peter Allen, Peter Espiefs, Betty B. Hall, Paul Harrington, Barbara Hull Richardson and Charles Weed. All seven local New Hampshire leaders have signed their names to the following statement to be printed in the Keene Sentinel and other local newspapers next week:

“As current and former public servants, it is our duty to raise our voice with those from across the country and around the world to call attention to the omissions and falsehoods in the official account of the events of September 11, 2001. The good people of New Hampshire are asked to sacrifice ever more in the War on Terrorism and yet there has been no true investigation into the events of September 11th for which this war is being fought. So long as our policies continue to be based on those tragic events, it will never be too late for honest answers to reasonable questions that to this day go unanswered. In defense of our nation and in defense of freedom itself, we must get to the bottom of what happened.”

Thank you to everyone who participated in the last campaign!

For two weeks we had 50+ people sending emails and faxes to five City Council Members each day. Thanks to the hard work and commitment of those people, the entire City Council has been informed that – according to a reporter at the scene whose article was attempting to dismiss suspicions that Building 7 was demolished – the proposed demolition of Building 7 was widely known about at the scene, and, specifically, Larry Silverstein was allegedly advocating for it. By mounting this second campaign, not only did we inform the City Council of this important revelation, we sent a strong message that the first campaign was not our last campaign, and we’re not going away until the City Council fulfills its responsibility to investigate the destruction of Building 7.

Channel Your Voice June 2010 - Let's Make Manhattan District Attorney Cy Vance Jr. the next Jim Garrison

Starting next Tuesday, June 1, NYC CAN will begin a four-week campaign to educate Manhattan District Attorney Cy Vance Jr. about the destruction of Building 7. June is not a good time to contact the City Council because they are working around the clock to pass a budget by the end of the month, and this year’s budget is especially difficult because of the deep cuts being made. So, for the next month, it will be much more worthwhile to focus our efforts on the DA.

At the beginning of each week, we will send an email asking you to contact the DA about one particular area of evidence related to the destruction of Building 7. You will only be asked to contact the DA once per week. This is how the weeks will go:

Week 1: Getting the DA's office to watch footage of Building 7
Week 2: Testimonial Evidence
Week 3: Physical Evidence
Week 4: Technical Evidence (analysis of footage)

Each week we will provide a detailed template for what we would like you to address in your fax or mailed letter. We will ask you to forward the action alert to everyone you know so that by the end of the week the DA will have received at least a thousand faxes and letters.

For the first week, we will ask the DA’s office to watch footage of Building 7 at Building7Footage.com. Go check it out! It’s a 45-second video showing footage of Building 7 from three different angles, and it provides links to WTC7.net and AE911Truth.org for anyone interested in learning more. We hope Building7Footage.com will become a valuable tool for showing Building 7 footage to people who are not willing to give more than a minute of their time.

We also anticipate that Building7Footage.com will become a key tool in the year-long Building What? campaign (see below). The ultimate goal of Building What? is for footage of Building 7 to become widely viewed, sparking public outcry and leading to an investigation, just as the release of the Zapruder film 12 years after JFK’s assassination ignited widespread doubt of the official story and led to the House Select Committee on Assassinations.

Former New Hampshire Governor Walter Peterson supports call for new investigation!
Vote For Answers New Hampshire came to a close on Tuesday, May 11, winning 27% of the vote in Peterborough and losing an unrecorded vote in Hanover.

The campaign added yet another article to its collection of positive mainstream coverage when on May 13 the Monadnock Ledger-Transcript published an article featuring interviews with several members and supporters of the campaign, including former Republican Governor of New Hampshire, Walter Peterson. In addition to serving as Governor, Mr. Peterson is a Trustee of the University System of New Hampshire. He also served as President of Franklin Pierce College, and was Honorary Chairman of John McCain’s 2008 New Hampshire campaign.

Quoting from the article:

Peterson, who signed the petition, told the Monadnock Ledger-Transcript yesterday that he did not expect the petition article to pass, but that asking questions when you have doubts is always the right thing to do.

“You should question some things if they don’t make sense,” he said. “I don’t think it’s unpatriotic.”

Peterson said both he and his wife, Dorothy, decided to support the petition article after watching one of the videos of the collapse of the Twin Towers, which he said looks like a controlled demolition to them.

“That raised questions because that’s not how a building would fall if it was attacked,” Peterson said. “Both Dorothy and I had viewed the video and there were certainly a lot of serious questions raised about what happened there.”

The full article is posted on the New Hampshire 9/11 Truth website. In the week leading up to the vote, Vote For Answers NH placed an ad in the Monadnock Ledger-Transcript that quoted Mr. Peterson as saying, “I think sufficient questions have been raised that a new and thorough investigation is warranted.”

With the support of Governor Peterson and former Keane Mayor Michael Blastos, the Monadnock 9/11 Truth Alliance, which organized the Vote For Answers campaign with NYC CAN’s assistance, will focus in the coming months on winning the support of the Keane Fire Department and getting a resolution introduced in the Keane City Council. The aim will be to hold a hearing to examine the unlawful destruction of evidence at Ground Zero before voting on a resolution calling for further investigation of the Twin Towers’ and Building 7’s destruction.

NYCCAN ad to air on Election Day, November 2nd, and run till the 10th:

Dear Friends,

We are tremendously pleased and excited to inform you that exactly one week from today, on Tuesday November 2, Election Day 2010, the BuildingWhat? ad will begin airing on TV screens all across New York City!

The ad will run in 350 spots from November 2 through November 10 and will be seen about 7.1 million times by nearly 900,000 unique viewers at an average of eight-plus times each. And these estimates do not take into account that Election Day and the Wednesday after are two of the biggest days in the year for television viewership.

The ad will appear on thirteen channels including MSNBC, CNN, Comedy Central, HGTV, Logo TV, Bio TV, Versus TV, MSG, Sports NY, VH1, HLN, CNBC and Bravo. We have “roadblocks” scheduled on Wednesday night from 8pm to 9pm and 11pm to midnight. This means that those of you in the New York area who tune in to Keith Olbermann, The Daily Show, Nancy Grace, CNBC, MSG, The Biography Channel and Versus TV at 8pm, and The Daily Show/Colbert Report, Anderson Cooper, Logo TV, and the Biography Channel at 11pm are guaranteed to see the ad.

Alongside the TV spots, we will be conducting outreach to the media and to the New York City Council to ensure that BuildingWhat? gets the attention it deserves. Following the run of the ad, we will commission a new opinion poll by the Siena Research Institute and send the results to every City Council member.

These welcome developments are the result of excellent organisation and campaigning work by NYC CAN and Architects and Engineers for 9/11 Truth. We should use their example as a further stimulous to effective campaigning.
