More likely the dumb assess just reading the auto cue which has started spewing gobbledegook. but who knows

No, just showing that when they can't focus on the autocue for whatever reason they are empty beings. Their souls animated by others.
I'd love to see the news script writers on screen, I bet they are grey-haired manky codgers.
