The SAS will play a key role in Olympics security with elite troops ready to swoop via the Thames in the event of a terror attack.
A fleet of high-powered military inflatables are set to be kept on standby on the east London riverside to dispatch special forces in the event of a Mumbai-style terror attack.
Security sources denied reports that an underground bunker was being developed as part of the major security operation.
But the SAS is understood to have been assisting the Metropolitan Police in attempts to avoid an atrocity next summer.
Several anti-terrorism exercises have been carried out at the London Olympics Village amid fears of armed sieges or sniper attacks.
Units, including members of Scotland Yard's CO19 wing, will be armed with pistols, carbines and night vision goggles.
They will be supported by dog handlers, officers trained in directing searches and hostage negotiators.
Senior officers plan to keep the teams out of sight of the public but able to respond to a serious incident within minutes.
They are one of three layers of armed officers securing events alongside plainclothes bodyguards and uniformed patrols.
One drill, staged over three days at the accommodation complex, involved both police and SAS working in unison earlier this year.
The Olympics is set to be one of the biggest security tests on British soil in modern history, with a £600 million budget set aside to keep the games safe.
Police face numerous challenges from protecting runners holding the Olympic torch to security at dozens of venues and small-scale parties and protests.
The operation is expected to consume around 2.5% of all police resources and there are fears it could impact on everyday policing elsewhere.
The majority of events are taking place in the London and Dorset areas, but every force in the country will be involved in security.
About 360 extra Met officers are being taken on in addition to mutual aid from other forces as part of the major security effort.
But the staffing plan was drawn up before the Government's spending review, it was disclosed this week.
Addressing the London Assembly at City Hall, the force's head of resources, Anne McMeel, expressed concern about the impact of the austerity drive.
She said: "Over the last two years the numbers have been shrunken and that makes redeploying into the organisation a tougher call."
Eleven Israeli athletes and coaches were killed after terrorists took hostages at the 1972 Munich Games.

seems a bit silly having SAS in inflatables on the river. Why not just have them posted at the stadium-- they would be on hand then instead of having to moor up or navigate mud and run ashore. OR does someone know something to keep them just far enough away from the stadium but close enough to justify the drills _________________ JO911B.

He asked Mr Hammond to confirm 'there will be a full level of multi-layered defence and deterrence for the London Games, including ground-to-air based missiles in London'.
Extra precaution: It has been reported that the US are prepared to send over 1,000 FBI agents to next year's Games
Mr Allison, the national Olympic security co-ordinator, also denied that top-level security talks are suffering from friction and diplomatic meddling from the US.
'I feel great support from the Americans,' he told BBC News 24. 'The Games will be delivered by the British police service working with the event organisers LOCOG (the London 2012 organisers).
'We will have some support from other colleagues up and down the country but it is the British police who will be doing it.' |

If Israel launch a premptive strike on Iran (if they already havnt via Mossad ) That will certainly make the Israeli team a more likely terror threat (real or false) _________________ JO911B.

Up to 13,500 military personnel will be on duty in London and across the country during the Olympic Games next summer, the government has revealed, including 7,500 to boost the number of security staff inside Olympic venues.
The number is greater than the 9,500 deployed in Afghanistan, although the defence secretary, Phillip Hammond, insisted the large call on the armed forces would not affect operational capabilities elsewhere.
Hammond also revealed that the Royal Navy's largest ship, 22,500-tonne helicopter carrier HMS Ocean, would be based in Greenwich for the duration of the Games, while assault vessel HMS Bulwark would be moored in Weymouth, where the sailing events will take place.
An "appropriate and scaleable" air security plan includes Typhoon aircraft at RAF Northolt, helicopters operating from HMS Ocean and "appropriate" surface to air missile systems.
The police will also deploy up to 12,000 officers on the busiest days of the Games, with the operation being planned on the basis that the terrorist threat level will be set at severe. "This defence contribution is on a similar scale to that deployed at other recent Olympic Games and will contribute to ensuring a safe, secure and enjoyable 2012 Olympics," Hammond said.
"Defence will continue to be able to support current and contingent operations during the Games and my priority will remain the troops we have deployed on operations, including in Afghanistan, before, during and after the Olympics."
The Ministry of Defence confirmed that such were the numbers required that some troops on leave from Afghanistan may have their "holidays interrupted" to serve at the Olympics, though it stressed that they would not lose any days overall.
"Holiday leave will be profiled. This means that some troops who are back within six months of the end of deployment from Afghanistan may be required for the Olympics, though that is not certain at this stage," Hammond told the BBC. "If they are, then they will not lose any holiday. They will still have a full entitlement."
As expected, 7,500 military personnel will be required to help London 2012 organisers inside Olympic venues and training camps, after the number of security staff required soared from an initial estimate of 10,000 to 23,700. Costs have almost doubled from £282m to £553m.
Earlier this year, G4S were contracted on the basis of the initial figure, but the number required rose as a result of a detailed review over the spring and summer. The G4S employees and the military will be augmented by 3,000 or more volunteers and newly trained staff.
Another 5,000 military staff will be deployed to help civil authorities in areas including bomb disposal and search capabilities. They are expected to be kept largely out of sight, as the national Olympic security co-ordinator, Chris Allison, has repeatedly stressed it will be a "blue Games" on the streets.
But the sizable military contingent within the 150-plus Olympic venues and training sites will all be in uniform. Organisers have likened their role to that undertaken annually by the military at Wimbledon.
On top of the 5,000 military personnel to support the police and the 7,500 to contribute to the security effort inside the venues, there will be an additional 1,000 deployed to provide logistical support. The overall figure also does not include those who will be given ceremonial duties.
In a statement, the government said it was "clear that the Games should be a peaceful celebration of sporting achievement and a cultural celebration – not a security event".
Along with transport, security has always been seen as the biggest challenge around the Games facing the government and Olympic organisers.
In addition to the £553m bill for security in venues, there is £600m within the Olympic budget for police provision outside the venues. The government said last year it expected the Metropolitan police to be able to deliver for £475m, but Allison said recently there was no guarantee that would be the case.
"Our relationship with the armed forces has developed over a number of years and we have huge experience in working with them to deliver major events," he said.
"Their support to our operation is built on these tried-and-tested practices. I know that they will also provide excellent support to the event organisers, Locog's [the London Organising Committee of the Olympic and Paralympic Games], own venue security operation."
The National Audit Office last week warned there was a "real risk" that the £9.3bn public sector funding package for the Games would not prove sufficient given the soaring security costs and other potential risks.
Ministers remain confident they will remain within the £9.3bn budget but accept that, according to the most likely risk profile, there is only £36m of headroom on current projections.

Agh the worlds a safer place indeed ! yawn. Id rather have it when it wasnt as safe and we didnt bother with all these cameras, security etc.
News reporter on Raduio 5 said "military hardware will be used!" I certainly hope not.
So we have SAMS and RAF fighter planes at the ready-- for what. ? I suppose the scenario is that a hijacked plane is better blown to pieces that will rain down all over London than the plane hitting a target.
I hope they have thought about the terrorists who might be hiding inside the trojan pommel horse _________________ JO911B.

The problem with spending all of that, apparently, scarce-as-rocking-horse-pooh cash on olympic insecurity, is that back in the real world of actual, police and "security service" performance in the metropolis and elsewhere, experience has shown that all it takes, is for a single officer to have a full bladder at the wrong time and you're dead anyway.
But not by the hands of terrorists. Your grieving loved ones would, at least, understand that.
When those that are supposed to protect us are taking-the-pee, experience tells us that we're all only a short bus ride away from receiving several "security service" dumdums, into your brain.
As far as we know, the truth seems to be that no actual, incredibly-hard-to-find-real-terrorists have been stopped by being shot or murdered by those whom we pay to protect us, only innocent civilians. Real world experience shows that you don't have to be armed or even dangerous, to end up being shot or shot dead, at the hands of those you imagined would save you.
Whilst not being able to actually count and therefore even consider, the known unknowns of the off-balance-sheet-terrorism-counting-stats from Thames House and it's affiliates, you know, the quad-zillion plots that have been foiled that we cannot be told about and therefore cannot know about, other than the solitary claim that they each share a single attribute called "real", it can be a bit of a struggle to quantify and assign any value that such, alleged activity might render from the public purse.
One exception to this that comes to mind, or rather, has never left it, would be the dirty bomb warning issued by HMG on Bush's election birthday in 2002. That warning of impending radiological doom was one of the known about knowns. We could be trusted with the supposed fact that we were all about to get fried, at least that much was clear.
Until the warning was promptly withdrawn only hours later.
Attribute = "mistake" for the warning or the plot or both ?
How does that even happen ?
Of course, we're all extremely grateful for the actual, real results that are said to be achieved, even though nothing actually went bang.
You know, those giant billboard, promotional extravanganzas that are made so highly visible that they dominate focus for quite a while. You know, the ones we are told about, over and over and over so that, eventually, it becomes impossible for any of us not to have any knowledge of them.
We're all very grateful, not least because they are hard to ignore and clearly demonstrate value for money in the "civvies not dead" carried forward column, but also because, even more significantly, all of those cases not only share or appear to share, the "real" attribute found in their too dangerous to know about, hidden cousins, they also share one other common attribute called "just-in-time" or "phew - that was close".
Luckily, the smoke detector based dirty bomb plot that we are told carried the attribute = "real" in 2004, was foiled, we are told, just in time, so we didn't actually get a dirty bomb in the end. Just like in 2002.
Real, imagined or otherwise.

MORE than 100 Royal Marines and elite Met coppers took to the Thames yesterday to practise James Bond-style combat tactics against Olympic terror threats.
Armed officers joined forces with Royal Marines to scream down the waterway in high speed boats as a MK8 Lynx chopper hovered overhead.
It was a rare glimpse of the police and military might that will make this summer's Games the safest ever — and looked like scenes straight from a 007 adventure.
For four days military and police units have run a host of challenging exercises to ensure security plans can be delivered without a hitch.
Potential terror threats include a hostage siege aboard one of the Clipper boats ferrying tourists up the Thames.
Another could see fanatical nutcases trying to sail a bomb up the Thames to strike the Houses of Parliament or other major landmarks.
If such a deadly mission were launched it would be met by 44 Met police officers and more than 90 hardened Royal Marines armed to the teeth in a range of vessels.
The teams practised forcing a Clipper boat to stop in its tracks.
Rehearsing emergency ... elite Met Police took part in the Thames manouvres
Assistant Commissioner Chris Allison, National Olympic Security Coordinator, said: "There is no specific intelligence of a threat but we would be failing in our duty if we didn't plan for it.
"This is part of a series of exercises between us and the Royal Navy to deal with escalating scenarios."
Impressive ... 100 Royal Marines and elite Met coppers took to the Thames todaySpecialist armed officers from the Marine Policing Unit used the rehearsals to help the Marines learn about the Thames.
Allison added: "All of our planning is designed to mitigate against potential risks during the summer of 2012, and this is an example of where we will be using specialist military capability to support us.
Speed ... specialist armed officers from the Marine Policing Unit"This will be a summer like no other in London. The Thames runs through the very heart of our capital and will be a popular place for people who want to be part of Olympic spirit.
"This is all part of our planning to ensure this summer's events take place safely and securely."
Royal Marine Major Paul Stitson, of 539 Assault Squadron, said: "What we've been doing is developing our local knowledge of the Thames. It's an area of water we don't know very well.
"We've got the capabilities and the skills and we're training ourselves against the known threats and we're preparing for the unknown."
James Brokenshire, Minister for Crime and Security, said: "This exercise forms part of the comprehensive testing and exercise programme that is crucial in securing the Games.
"We are leaving nothing to chance to ensure we deliver a safe and secure Games that London, the UK and the world can enjoy."
During the drills the Met used four rigid inflatable crafts and a command and control launch.
They joined 94 military personnel and boats including four Offshore Raiding Craft, two Landing Craft Vehicle Personnel, two Rigid Inflatable Boats plus a patrol boat and a Lynx chopper.

Safe and secure games
As Home Secretary, I am ready to take on the challenge of delivering a safe and secure games.
Security planning began even before we won the bid in 2005. It has been going on ever since.
Our aim is to deliver a safe and secure London 2012 games, that upholds olympic values and the olympic ethos.
That means we need a security approach that is robust but seamless; visible but not intrusive; tough but intelligent.
And that is what we will deliver.
Our security plans are well-developed and our security operation is on track. I know the international olympic committee shares that judgement.
Today I want to tell you about our security operation so that you too can have the same reassurance that the games will be, not only an amazing spectacle, but also a safe one.
Ongoing threats
Like all western countries, the UK faces a number of ongoing threats to our national security. We have taken all of them into account in our planning.
We know we face a real and enduring threat from terrorism and we know that the games – as an iconic event – will represent a target for terrorist groups.
Our olympic security plans have been developed against an assumption that the terrorist threat level at the time of the games will be severe.
The terrorist threat has developed and evolved over the past few years.
That is why our security plans compliment and draw on the capabilities and expertise developed through our world-leading counter-terrorism strategy, CONTEST.
But importantly, we have specifically designed in the ability to be flexible and we have kept everything under regular review.
That flexibility will be crucial at games time. It will allow us to respond rapidly and effectively to any unforeseen developments.
The police will be the lead agency in charge of olympic security. They know how to keep the streets of Britain safe better than anyone else. But our overall approach to security is that this will be a joint effort.
The police will be working with their colleagues from LOCOG – the london organising committee - the fire and ambulance service, and the private security industry to deliver a safe and secure games.
And the police will be drawing on the important capabilities that the military can provide.
An inter-departmental security group, which I chair, has been established to ensure that all of the different organisations involved are working seamlessly together and that their plans are all aligned. |

The Metropolitan police have promised to draw lessons from the 7/7 bombings inquest in policing this summer's Olympic Games, ahead of a major "live test" on the streets of London this week.
Announcing plans for the two-day live exercise, called Forward Defensive, the national Olympic security co-ordinator, assistant commissioner Chris Allison, said it would highlight the complex co-operation required between emergency services, City Hall, Transport for London, Olympic organisers, the government, and counter-terrorism units.
Allison said the conclusions of Lady Justice Hallett's report in the wake of the inquest into the deaths of 52 people on 7 July 2005 – the day after London won the right to host the Olympics – had informed much of the planning.
"A significant amount of work has been done in relation to those recommendations. At their heart, they're about further developing partnership working, and further developing the response that has to be put in place, not only by the three emergency services but also by Transport for London," he said.
"A lot of work has been done since the recommendations [were made] and a lot more will be done. But part and parcel of the exercise is to test that joint working, to ensure it is going to occur as we think it's going to occur next year."
On Wednesday and Thursday the 2,500 individuals taking part in the test event will be asked to assume the incident takes place on August 8 and 9 – two of the busiest days during the Olympics across London.
"It is for testing our first responders' capabilities, and what we have learned to make sure that we have got that in place from 7/7. Then there is the follow-up across all these commands and communications nodes who normally do not work together," said Allison.
"Here we are doing it in a live exercise. It is testing communication flows right from the very bottom from the constable or fire officer who is responding, right the way up to Cobra."
Cabinet ministers will also be involved in the two-day exercise, which will centre on the disused Aldwych underground station in central London.
Around mid-morning on Wednesday the public will see emergency services racing to the scene. In all, around 2,500 people will be involved in what Allison said was the most complex "live play" exercise ever staged in London.
On the busiest days of the Games up to 12,000 police will be on duty, augmented by an unspecified number of counter-terrorism officers.
A series of other ongoing "table-top" exercises have highlighted other aspects of security planning, while a major military test exercise will take place in May.
There have been concerns that the 30 miles of so-called "Games lanes" that will be cordoned off during the Olympics would not be accessible to ambulances that weren't in emergency response mode, but Allison insisted he was happy with the arrangements.
James Brokenshire, the crime and security minister, said: "As I understand it, lots of discussions have taken place between all the blue light services, Transport for London and the ODA to ensure that there is emergency service access to the Olympic route network. We note the comments in the newspapers over the weekend, but these discussions have been ongoing for some considerable time and we understand all appropriate access has been given to the requests that have been received."
He added: "This is something we will continue to review and monitor. But to be clear, all emergency service vehicles will have access if it is an emergency, blue light situation."
Defence secretary Phillip Hammond also announced on Monday that up to 2,100 reservists would be called up as part of the 13,500 strong military presence at the Games.
After Olympic organisers underestimated the number of security guards required in venues by 13,700, it was revealed in December last year that the military would have to step in to help out, as well as supply thousands of personnel to support police operations.
Some reservists will provide a range of specialist capabilities and expertise but the majority will be used to support the Olympic venue security operations.
The total number of reservists called up for the Games is more than three times the number currently on duty in Afghanistan.

Feb 20 (Reuters) - British emergency services will be faced with the aftermath of a major attack on London's underground network this week in the biggest pre-Olympic exercise staged so far.
Some 2,500 personnel will take part in the two-day live drill, which will echo the British capital's most deadly peacetime attack when four suicide bombers killed 52 people by detonating bombs on underground trains and a bus in July 2005.
The "Forward Defensive" exercise aims to mimic a scenario the authorities could witness in the event of a serious incident at the height of the Olympics, which begin at the end of July.
"Forward Defensive is at the very extreme end of the scenarios we could face," Cressida Dick, Britain's most senior counter-terrorism officer, told reporters.
"We will be doing our very, very best to prevent such an attack but it would only be right that we test our response to such an attack."
Britain has long been considered a target for Islamist militants while there is an enduring threat from dissident Irish republican groups who maintain an armed campaign against British rule of Northern Ireland.
The drill starting on Wednesday will see emergency services dispatched to a disused underground station in central London where the public will be able to witness "casualties" being brought up to the surface.
It will not only test the response of police, fire and ambulance staff but also the communication and coordination across the agencies, Olympic chiefs and government, including senior ministers.
Last year, an inquest into those killed in the 2005 attacks made a series of recommendations, including calls for training for frontline staff so they worked together better when faced with an incident on the London underground.
"We're seeking to learn from any experience that we can take as well as applying the lessons of the past," Security Minister James Brokenshire told Reuters.
The country is on its third-highest alert level of "substantial", meaning a terrorism attack is a strong possibility but this will almost certainly be raised to "severe", indicating an attack is highly likely, by the time the Games begin.
However, Brokenshire, Dick and National Olympic Security Coordinator Chris Allison, all stressed there was nothing to indicate any groups were planning to target the Games.
"It's important to say this exercise is not based on a specific risk," Brokenshire told Reuters. "It's not based on a specific evidence of a specific threat.
"It's ensuring that we're testing, that we're really stretching our preparations as much as possible so when it comes to Games time, we're as ready as we can be."
In December, Britain doubled the Games's security budget so it is now set to cost more than 1 billion pounds ($1.58 billion) out of an overall total for the Games of 9.3 billion pounds.
Some 13,500 troops will form part of the huge security operation and on Monday the government issued an order allowing reservists to be called up to form part of this contribution. |

And just remember, anyone who is in possession of a pair of "Mongolian eyes" and who is not wearing a puffy anorak but might live in the same block as a suspected suicide bomber, or had just moved in to a new flat in the same block as a suspected suicide bomber, while the surveillance officer was taking the pee, had better not, not jump over any ticket barriers ... while any one of the unspecified number of "intelligence operatives" are taking the pee ...
But, if you are a suspected suicide bomber, you will of course, still be allowed to travel on buses ...

The 10,500 athletes participating in the London Olympic and Paralympic Games, the world's greatest celebration of human physical endeavour and progress, will be guarded by a security force of some 40,000. This beats the 3:1 ratio of guards to athletes at the 2010 Vancouver Winter Olympics, as the London Games continues the Olympian trend for record-breaking security contingencies. Indeed the home secretary, Theresa May, only last month crowed that the Games' security would constitute "the UK's largest ever peacetime logistical operation". Never mind the performance of athletes: the Olympics is about government and business delivering security solutions.
And it's a great show. Armed officers from the Metropolitan police and the Royal Marines hammering along the Thames in speedboats and helicopters, ground-to-air missiles scanning the skies, hovering spy drones scanning the land, security services scanning the internet for nascent plots or cyber attacks – it's all being co-ordinated by a bevy of Olympic-themed security agencies.
The police-led multi-agency National Olympic Coordination Centre co-ordinates the forces to deal with the threats identified in the Olympic Intelligence Centre's "national Olympic threat assessments, while the Olympic Clearing House is screening 380,000 people, from athletes to voluntary litter pickers, seeking accreditation for the Games. Meanwhile the UK Borders Agency boasts the UK is to be the first country to welcome arriving athletes by funnelling them up dedicated "Olympic lanes" at airports for fast-track fingerprinting.
Locals are also in the firing line, in subtle, privatised ways. Houseboaters on the River Lea have been priced out of a controlled mooring zone around the Games, while the £60m Prevent strategy has screened the five Olympic host boroughs for what threat they pose for brewing local extremism, with "engagement officers" dispatched to each borough.
Random security screening has been carried out on cars parked at Stratford City's Westfield shopping centre, by officers from the staggering 23,700-strong private security contingent of the London Organising Committee of the Olympic and Paralympic Games (LOCOG) and G4S. Westfield isn't even in the Olympic park, itself a hotbed of embedded biometric scanners and CCTV with automatic facial and behaviour recognition technologies, amid which LOCOG's forces can search anyone and use "all available powers" to dispose of troublemakers, particularly anyone caught with anything that could be used … in a tent.
Who LOCOG's bouncers are accountable to is not clear, but they are backed by 13,500 military reservists, apart from countless police deployments, and international contingents such as up to 1,000 US agents, possibly armed. The Games' security costs exploded from £282m in 2010 to £553m by end-of 2011, with another £475m for policing. Under the host city contract, the chancellor of the exchequer signed a guarantee "bearing the costs of providing security" – a blank cheque signed by the taxpayer for Olympic security planning that industry lobby body the British Security Industry Association (BSIA) has proudly been involved with from the outset.
Olympic security is booming business. The $1.7bn security budget for the 2004 Athens Games was over four times that of the 2000 Sydney Games, while $6.5bn went on security at the 2008 Beijing Games, mostly going on security technologies supplied by firms like General Electric and Panasonic – two major sponsors of the London Games. Beijing also saw innovations like armed police zipping around on Segways, or tickets inserted with radio-frequency ID chips to enable the real-time tracking of ticket holders.
Bureaucrats and lawmakers have internationalised efforts to use the Olympics to install and expand intrusive, permanent surveillance measures. The 2005 European Prüm Treaty justified the mass sharing of data among Europe's security forces on convicted criminals, suspects, possible protesters and anyone deemed suspicious for seeking to attend a big sporting event. Britain didn't sign Prüm but certainly shaped and aped its aims, as it did from a 2006 EU manual that standardised how the security forces should respond to threats arising from major events, "political, sporting, social, cultural or other".
Amid the greater alarm of security and the Games, the coalition is soon to wheel out the Communications Capabilities Development Programme – an old, dusted-down plan to force companies to hoard of all text, phone call, email and internet data.
Meanwhile, installed gadgetry always finds other uses. CCTV set up to monitor traffic during the Athens Games were later used to monitor public gatherings. In addition, a communications system set up to co-ordinate the Greek emergency services has, at great cost, been expanded into a surveillance command system dealing with "Greek post-Olympic security needs", presumably in great use now in the bankrupt land where the Games were born.
And so thousands of impoverished teenage Londoners who've lost playing fields to highly secured Olympic carparks, missed out on sports training or couldn't afford tickets, instead of rioting, may take up X-ray screening and door supervision qualifications backed by LOCOG, the BSIA and Home Office, securing their own futures by becoming part of the industry that's securing all our futures. Everyone's a winner. |

The overall cost of the 2012 Olympics to the public purse has risen to around £11bn while security costs at Olympic venues have more than doubled, a report by parliament's spending watchdog has warned.
The public accounts committee has calculated that the cost of the Olympics is overrunning its £9.3bn budget once unaccounted-for costs are included. The government rejected the committee's claim.
The budget increase could have been lower if the government and the Olympic authorities had taken a tougher stance over price negotiations with its main private contractor G4S, the committee said.
Margaret Hodge, committee chair, said MPs were particularly concerned about significant increases in the security bill and said questions should be asked about London's organising committee Locog.
"Locog now needs more than twice the number of security guards it originally estimated and the costs have roughly doubled. It is staggering that the original estimates were so wrong. Locog has had to renegotiate its contract with G4S for venue security from a weak negotiating position and there is a big question mark over whether it secured a good deal for the taxpayer," she said.
Locog's original estimate for the number of security guards in and around the venues was 10,000 – a "finger in the air estimate", according to the PAC report. The government announced in December that figure has more than doubled to 23,700. Security costs from the Olympics budget for venue security have risen from £282m to £553m in just a year.
An initial deal with G4S worth £86m had been signed in December 2010. But the following year this had to be rewritten as Locog received further advice about the needs for an increase in security provisions. As a result, G4S's contract increased to £284 million.
Estimates for venue security could have been better informed at an earlier date, and that late planning undermined the government's negotiating position and ability to drive down costs, the committee claims.
Due to significant increases in the cost of venue security, the likelihood of staying within the overall £9.3bn budget for funding from the public purse is very finely balanced, the report states.
Locog's chief executive, Paul Deighton, told the committee in December that he had just £5m spare in his separate privately-raised budget of £2bn. "We have £93m contingency and our expectation of risks is £88m, so we are very, very finely balanced," he said, although he is very optimistic of not going over budget.
Hodge said: "Taking into account costs outside the package, the full cost to the public of the Games and legacy projects is already heading for around £11bn."
The Olympics minister, Hugh Robertson, said last month that he was confident the project would be delivered for less than £9.3bn, claiming the latest projections showed that more than £100m would remain in the contingency pot.
A Department for Culture, Media and Sport spokesman said that ministers do not recognise the committee's figure of £11bn.
"The cost of purchasing the Olympic Park land will ultimately come back to the public purse through the resale of the land after the Games and was therefore not included."
He added: "Funding for the legacy programmes, that the committee refer to, comes from existing business-as-usual budgets and we have been clear about this.
"These are for projects designed to capitalise on hosting London 2012 but are not an additional Olympic cost.
"We are completely committed to delivering on Lord Coe's promise to use the Games to inspire a generation to choose sport."
The Home Office said: "The venue security budget will fund venue security personnel, the associated recruitment and training costs, as well as search and screening equipment that will protect more than 100 competition and non-competition venues across the United Kingdom.
"In all the decisions taken about Olympic security we are determined to secure the best value for the taxpayer while delivering on our promise of a safe and secure Games."

Security chiefs have identified 150 potential threats to the Olympics, including terror attacks and a Chernobyl-style nuclear disaster.
Ministers, police and military bosses have drawn up detailed plans to deal with risks that could “threaten the continuity” of the Games.
More than a third are terror-related, but organisers are also preparing for cyber attacks, infectious disease outbreaks, energy failure, strikes and serious traffic disruption.
A Cabinet Office source said: “The Games will undoubtedly see a very large number of minor and probably several major incidents.”
Security bosses have warned the Olympics could be hit by a “catastrophic” Level 3 emergency such as a 9/11-style attack or nuclear accident.
Level 2 incidents could include a terror attack on a smaller scale than 9/11 or outbreak of animal disease.
And Level 1 incidents may include major protests, severe weather or a “limited” terrorist incident.
The massive security operation will be in place from the start of the Torch Relay on May 19 until the Paralympics end on September 9.
An Olympic Intelligence Centre has been set up to assess all information on threats.
David Cameron will hold monthly Cabinet Office Briefing Rooms meetings in the run-up to the Games.
And the Army has been asked to place a 24-hour guard on the Olympic Torch as it tours the country. They will also use a TA centre in the capital to launch air operations.
Around 13,500 troops will be involved in the £553million operation around the country, along with police and 20,000 security guards.
A security source said: “This is a massive operation, the like of which we haven’t seen in this country for decades. Nothing is being left to chance.”

London (CNN) -- Six months to the day before Opening Ceremonies, builders have handed the Olympic Village over to the London 2012 organizers.
The first of 16,000 beds have been delivered as organizers start to fit out the rooms.
"We are starting the huge process to install essential facilities and services ready to welcome competitors from around the world in six months' time," Sebastian Coe, chairman of the London 2012 Organizing Committee said in a press release issued early Friday.
The beds will soon be joined by 11,000 sofas and even 5,000 toilet brushes, say organizers.
The Summer Games run from July 27 through August 12.
Olympic Village, a huge housing complex of some 2,800 apartments within walking distance of the stadium in East London, has already been sold as part of the post-games legacy plans.
Nearly 1,400 of the apartments were sold in 2009 for $400 million and will be rented by local governments for subsidized housing. The remainder was sold to a consortium, including the Qatari government, as part of a $800 million deal to own and manage the entire village.
Local campaigners have pushed for more of the apartments to be social housing as part of the organizer's pledge to regenerate the area post-games.
The original plan was for the developer Lend Lease to raise the funding privately to build the village, but the work started in 2008 at the height of the financial crisis. The government decided instead [for the taxpayer] to the foot the reported $1.6 billion bill and is unlikely to recoup the entire cost of the housing.
The complex will be known as East Village once it is turned over to renters and homeowners.

The head of MI5 took the rare step of briefing the whole Cabinet on the terrorism threat to the UK in the run up to the Olympics.
Theresa May, the Home Secretary, also updated colleagues on legislative efforts to address the threat from terrorism.
The main Olympic Park in east London will be protected by the biggest peace-time security operation ever seen, including the possible deployment of missile batteries to protect the capital from attack from the air.
However, The Daily Telegraph understands that senior security officials have become concerned that other sites around the country could also become targets.
Olympic and Paralympic rowing events will take place at Eton Dorney, near Windsor Castle, 25 miles west of the capital, road cycling will be held at Brands Hatch racing circuit in Kent, while sailing events will be based in Weymouth.

During a 40-minute meeting in Parliament yesterday, the MI5 director-general, Jonathan Evans, briefed Cabinet ministers on the threats facing the country in the period leading up to the Games.
It is thought to be the first time that Mr Evans has addressed a full meeting of the Prime Minister senior team.
Downing Street played down the meeting, describing Mr Evans’s briefing as a “routine” update. It was not prompted by new intelligence or a change in the assessment of the terrorism threat level, which remained “substantial”, a Number 10 spokesman said.
Mr Cameron's official spokesman said Mr Evans had provided “an overall assessment of the current terrorist threat to the UK”.
He added: “There was some discussion of the Olympics and preparations in that context.
“It was a broad discussion about terrorism and an assessment of the current threat and a run-through of the various issues that the Government is dealing with on the legislative side, such as the fact that we have replaced control orders with TPIMS (Terrorism Prevention and Investigation Measures) and the various measures that are being considered in the context of the security and justice Bill.”
Mr Evans regularly takes part in meetings of the National Security Council - created by Mr Cameron shortly after the 2010 election to bring together senior ministers, security chiefs and military top brass at 10 Downing Street.
But the Number 10 spokesman said: “The Prime Minister is keen that some of those discussions that would generally happen at the NSC are occasionally brought to the full Cabinet, so that those Cabinet ministers who are not members of National Security Council are briefed and get an opportunity to discuss the issues.”
The military and police have been preparing for the Olympic security operation since London was awarded the Games in 2005.
Royal Marines have held training exercises to prepare for a possible terrorist attack using the River Thames.
During an exercise in January, security teams in speed boats practised storming a river cruiser and climbing onto its roof, with air support from Navy helicopters.
Counter terrorism officers are also facing an unpredictable threat from “lone wolf” attackers, who have radicalised themselves.
They are seen as posing some of the greatest risks to Olympics security because they are not operating under the direction of al Qaida and remain undetected before launching an attack.

More soldiers at London Olympics than sent to fight terror in Afghanistan

More than 2,000 part-time military personnel will be called up to protect the Olympic Games from a terror outrage, it was revealed today.
More military personnel will be guarding facilities, VIPs and spectators than were deployed to Afghanistan to battle Al-Qaeda.
The reservists will be part of the 13,500-strong military force, compared to 10,000 in places like Helmond.
“Both the reservist and overall defence contribution is on a similar scale to that deployed by other nations at recent Olympic Games and will contribute to ensuring a safe, secure and enjoyable 2012 Olympics,” said Defence secretary Philip Hammond.
Some reservists will provide a range of specialist capabilities and expertise but the majority will be used to support the Olympic venue security operations.
The 2,100 personnel in line to work at the Games are just shy of the 2,300 reservists who have been called out annually for operations around the world since 2008.
At the peak in 2004, reservists made up 20% of our forces in Iraq and 12% in Afghanistan.
There are currently almost 600 reservists in Afghanistan, representing 6% of the deployed force.
They back up the regular units and supply vital skills such as medical or niche logistical and communication expertise.
The overall 23,700-strong security force for the Games will include a mix of military, private security guards (those will be the ones who smuggle the bombs in then for bribes and private profit) and at least 3,000 unpaid London 2012 volunteers who will be used at the start of the security process.
The London 2012 Games will be a focal event for the nation in 2012 but the operation in Afghanistan will remain the main effort for defence, department officials said.

MI5 is carrying out its biggest operation since the Second World War with almost all of its 3,800 staff mobilised for the London Olympics which will take place amid rising concerns over the possibility of terrorist attacks.
Annual leave will be restricted at the agency and agents who would have been involved in counter-espionage have been moved to terrorism duties.
Although there is said to be "chatter" among jihadist groups about the Olympics, security officials have refused to discuss if cogent plots have been discovered. Senior sources say that in the last major sporting event seen as a target, the Commonwealth Games in India, planning by terrorist groups began around three months before the event started.
The Independent understands the Security Service has installed a new monitoring and intelligence gathering system to ensure safety of the Games. This includes security checks on more than 540,000 people, monitoring militant groups and also liaising with foreign intelligence services.
All leave for security agents during the Games has been cancelled or has been heavily restricted.
The new system developed by MI5 for the Olympics, including computarisation, details of which are classified, has been in place since last October. It is deemed to have been highly successful, and will be kept in use after the Games have finished.
Security checks on those attending the Games, under the overall control of the Home Office, will be carried out for the London Organising Committee of the Olympic and Paralympic Games (LOCOG) and include the athletes, their families, officials, the media and workers. The company G4S, which has the contract for providing security, is now sifting through 50,000 job applications all of which must be vetted.
While MI5 says it does not need extra government funding for its Olympic security operations, with the figure needed having been included in its previous funding round, the costs to the public have risen from the original estimate of £600m to £1bn.
One of reasons for this was a under-estimation made by LOCOG of the number of staff needed for the 34 Olympics venues. The original figure of 10,000 has now been raised to 20,000.
MI5's role would be to specifically focus on those who pose a terrorist threat to the event.
When it comes to foreign nationals, for example, members of the regimes of Syria or Iran,who may be accused of human rights abuse but are not seen as a risk to national security will not be banned under the Security Service recommendations. The Home Office can, however, refuse such people visas on grounds that their "presence in the UK would not prove conductive to the public good."
Last week, during the killing spree of Islamist Mohammed Merah in France, the head of the UK Security Service gave a briefing in Downing Street on the preparations that are being made for the Olympics.
In what is believed to be the first occasion he has addressed the full cabinet, Jonathan Evans laid out the scenario of threats that face the Games and the counter-action which is now being taken. MI6, GCHQ – the government's electronic listening base – the police's anti-terrorist and special branches are all currently engaged in a huge trawl of intelligence.
Around 13,500 military personnel, 4,000 more than are currently serving in Afghanistan, will be deployed on the security operation. The Royal Navy's biggest ship, the helicopter carrier HMS Ocean, will be moored on the Thames estuary with Royal Marines on board, while HMS Bulwark will be present for events around Weymouth.
Surface-to-air missiles will be placed around the capital, which will also see the arrival of an SAS unit from Hereford. MI5 expects the numbers of reports of suspicious activity will rise as the start of the Olympic Games draws nearer. Many of these reported threats may turn out to be not credible. But there may be no time, say officials, to perform the normal security process of watching and tracking before taking action because of risks entailed in waiting.
The police may have to take action immediately, as they did when six Algerian street cleaners were arrested on the Pope's visit in 2010, after the cleaners were overheard allegedly musing about "doing something".
They were released without charge.

Terrorists linked with al-Qaeda are plotting a cyanide poison attack on London Olympics by mixing chemicals with hand cream, it has been reported.

Extremists have posted “detailed instructions” on a website with links to the terror group on how launch an attack this summer’s games in the capital.
One member, called Abu Hija Ansari claimed the cyanide should be mixed with an unidentified hand cream so it could be absorbed through human skin, according to The Sun.
Writing in Arabic, he said anyone planning such an attack should wear "medical gloves" as they produce their lethal mixture.
"Through skin: 1 – cyanide, 2 – skin cream,” he reportedly said.
“Mix the ingredients. The skin cream will open the pores in the skin and speed up the absorption and effectiveness of the poison."

The newspaper said they were able to access the website, which has 17,000 members worldwide and known links to six al-Qaeda terrorists, using a false identity.
A second extremist, who has not been identified, also wrote on the website: "It is a good idea and you need to plan well."
Writing under a logo of the 2012 Games, she said: "It's time to prepare for the event, as once again they are interfering with innocent Muslims."
Britain's security services are on high alert for any form of attack on the Olympics, which start on July 27 in the main stadium in Stratford, east London.
Last week Jonathan Evans, the MI5 director-general, briefed the Cabinet on the terrorist threats facing the UK in the run-up to the London Olympics.
Also last week it emerged that two convicted terrorists, including one involved in the “liquids” plot to blow up trans-Atlantic passenger jets, were back on the streets after being released from prison.
Bernard Jenkin, the Conservative MP for Essex North and chairman of the all-party homeland security group, told the newspaper: "I hope the individuals are identified so action can be taken.
“Those who believe there is no terrorist threat are living in cloud cuckoo land."
Neither the government, Scotland Yard nor the Security Services have commented on the reports.

In general, al-Qaeda's deployment instructions are rather crude and more suited for assassination or poisoning than mass-casualty terrorism.
A posting on an al-Qaeda website informs a Mujahid how to purchase and deploy cyanide:
"Go to a place that sells poisons and ask about cyanide, which is very affordable. Then purchase some hand lotion at a supermarket specifically the kind that opens pores. Take a teaspoon of cyanide and add some of the hand lotion and mix it well very carefully."
Following the preparation instructions, the Mujahid is asked to experiment with the mix by applying it to a rabbit to make sure that the dosage is lethal. Then the instructions specify how to target human beings. They state, "Following the successful experiments put the poison in a glass container and watch out specifically for cars of Americans and other enemies, and apply some of the poison on the door handle. This should not be done in a clumsy way, but you should use a piece of cotton to properly apply ... this poison on the inside and outside of the handle to come in contact with the fingers of the enemy of God.
