The Work and Pensions Committee is to begin an inquiry into Jobcentre Plus (JCP).

The inquiry will focus on the services JCP offers to benefit claimants, jobseekers and employers and its relationships with external providers and stakeholders such as local authorities, in the context of recent and ongoing welfare reforms, including the introduction of Universal Credit, and the resulting changes to JCP staff roles.

The Committee will consider the future of JCP as a public employment service, including its role as “gatekeeper” to contracted-out services such as the Work Programme and Work Choice. It will also assess the support which JCP currently provides to jobseekers in the early months of their unemployment benefit claim, before referral to external providers.

The inquiry will also assess whether the organisational changes in JCP since 2011 have produced efficiencies and streamlined management processes as intended.

Submissions of no more than 3,000 words are invited from interested organisations and individuals.
The Committee is particularly interested in the issues set out below. Submissions do not need to address all of these points.

JCP’s employment services, including: approaches to identifying jobseekers’ needs and barriers to employment; the effectiveness of the “Get Britain Working” measures; JCP’s role as a gateway to contracted-out services such as Work Choice and the Work Programme, including processes for referral and handover; JCP’s use of the Flexible Support Fund, including how spending decisions are made and evaluated; and the effectiveness of JCP’s relationships with other key stakeholders, particularly local authorities.
JCP’s role in relation to the rights and responsibilities of benefit claimants, including: the effectiveness of benefit conditionality, particularly job-seeking conditionality and the mandatory “work-focused interview”; and the level and appropriateness of JCP’s use of benefit sanctions, including differences of approach between JCP Districts.
Supporting a flexible labour market, including: JCP’s effectiveness in matching jobseekers to suitable job vacancies, including through the introduction of Universal Jobmatch; whether JCP is sufficiently focused on sustained job outcomes as well as off-benefit flows and how this is, or should be, measured; and employers’ assessment of the effectiveness of JCP as a recruitment partner.
The impacts of benefit reforms, including: the implications for JCP staff roles of the implementation of Universal Credit, including the skills staff will need in order to offer effective in-work support; changes to staff roles brought about by the move to “digital by default”; and plans to support claimants affected by the benefit cap.
The governance of JCP, including: whether ending the executive agency status of JCP, and bringing it under the central control of a single DWP Chief Operating Officer, has brought about efficiencies and streamlined management as intended; and the potential for more radical future changes to JCP.

The deadline for submitting evidence is Friday 24 May.

With deceptively little fanfare, the work and pensions select committee has announced that it intends to question Iain Duncan Smith over his misuse of statistics. After IDS was rebuked by the UK Statistics Authority for falsely claiming that 8,000 people had moved into work as a result of the introduction of the benefit cap, the committee has "decided to examine the way DWP releases benefit statistics to the media".

The inquiry into Duncan Smith's behaviour will be carried out as part of its annual assessment of the DWP Annual Report and Accounts (ARA), which is due to be published at the end of June. Since the Work and Pensions Secretary always appears before the committee once the assessment has been published, he is now certain to face questions over his statistical chicanery. The Change.org petition calling for Duncan Smith to be held to account by parliament has now received 96,271 signatures. Let us now hope he is.

In the past month, the Work and Pensions Secretary has claimed that 878,000 people dropped their claims for sickness benefits rather than face a new medical assessment; that thousands deliberately registered for the Disability Living Allowance before it was replaced with the more “rigorous” Personal Independence Payment; and that 8,000 people moved into work as a result of the introduction of the coalition’s benefit cap. Not one of these assertions was supported by the official statistics.

Thousands of people move on and off benefits each month as their health, housing and employment circumstances change but there is no evidence that they do so for the reasons ascribed by Duncan Smith. As his own department stated in relation to the benefit cap, “The figures for those claimants moving into work cover all of those who were identified as potentially being affected by the benefit cap who entered work. It is not intended to show the additional numbers entering work as a direct result of the contact.”

Duncan Smith’s insistence that the reverse was true was dog-whistle politics of the worst kind. By stating that 8,000 people entered employment as a direct consequence of the benefit cap, he painted them as “scroungers” unwilling to work until the state ceased to subsidise their fecklessness. As for those who had not found jobs, the implication was that they were merely not trying hard enough.

The Tories’ benefits sanctions regime costs £153million more a year to run than it saves.

A shocking official report has revealed that administering the discredited system costs taxpayers up to £285million a year.

And the brutal cuts that make life hell for struggling families
 only save around £132million.

Staggeringly, the Department for Work and Pensions do not track the cost of sanctions or use their own data to evaluate their impact.

In their scathing
report, the National Audit Office said they “cannot conclude that the
department is achieving value for money”.

Last night, opposition MPs demanded that Ministers get a grip of the sanctions system.

Labour’s Meg Hillier said: “Benefit sanctions punish some of the poorest people in the country but despite the anxiety and misery they cause, it seems to be pot luck who gets sanctioned.

“While studies suggest sanctions do encourage some people back into work, other people stop claiming but do not start working and the DWP have no record of them.

“If vulnerable people fall through the safety net, what happens to them?”

The DWP spend up to £50million a year applying sanctions and £200million checking that claimants meet the conditions for receiving payments.

The NAO also estimate that the DWP forked out £35million in hardship payments last year and withheld £132million following sanctions.

The NAO said nearly a quarter of jobseeker’s allowance claimants received at least one
sanction in the five years to 2015. A four-week penalty for the over-25s means a £300 loss.

More than a million unemployed benefits claimants have to meet certain conditions –
such as showing they
are looking for work – to receive their payments.

But the report found
the use of penalties differs across jobcentres and employment schemes.

Some Work Programme providers make more than twice as many sanction referrals as others dealing with similar groups.

And the NAO said more than a quarter of Work Programme claimants
 hit by sanctions last
year had the decisions overturned, compared to 11 per cent of jobcentre penalties.

Lib Dem leader Tim Farron said: “This report is a civil service
equivalent of a character assassination. It shows that a failing department is trying to prop up a discredited system.

“The DWP have turned this system in a postcode lottery that means someone could be
sanctioned in one place and not in another for
the same thing.

“What is worse is that the Government are not assessing the impact of sanctions, using their own data to see what is going on, and they are not even tracking the benefits.

“Ministers need to get
a grip.”

Child Poverty Action Group chief executive Alison Garnham said: “As the NAO report makes clear, the DWP have little idea what impact sanctions have on individuals and, with some areas imposing twice as many sanctions as others, appear to have little concern for consistency.

“Sanctions create destitution but the DWP are operating almost blind.”

A DWP spokesman
said: “This report fails to
recognise the improvements we have made to sanctions. The number has fallen and they are only used as a last resort.

“We will consider the recommendations and respond fully in due course.”

hi tony, i seen ur name mentioned on some1 post , i not sure u can help or offer any advice , but i have been thrown off my dwp again , i lost count how many times they have thrown me off an how many appeals i won, tho i av 100% certain that they the gov an dwp spent 10 times for tax payers money taking me to court all these times only for the courts to say i shouldn of even been there , yet again before xmas they tell me on 7th dec i had 0 points at my assessment even tho every1 i had over last 20 years i have had min 10 points everytime, , since they have refused 2 sick notes off my gp stating i cant work an a letter from gp , i have eveidence of special treatment from power company cause of illness's i have proof of help from social services with bath aid an extra hand rail up my stairs , i have load of conditions meaning i should be able to get the benefit but they refuse because of this i dont want to go thro another 10 month appeal, i have lost 3 stone in weight an 4 inches off my waist, becausae of the stress they cause me, i cant eat well at the best of times, but as i had no money off them since nov my 7 year old son i won custody off 6 years ago who is so bright he has homework for 12 year olds in comp an school say he is the brightest kid they had there , but now he gotta go live with his chav vodka drinking mum an her ax drug dealer chav boyfriend who will have him in his room on xbox all day an night, i am tamping an raging to the point i have decided as soon as my son is settled in his new school i will be dying, i am just so fed up the dew can breach out human rights, can treat us so bad an kill us an continue to get away with it, if i wa able they have changed me that much i would love to be the next guy fawkes , but i am un able to get drive for 10 mins with out having to stop an adjust myself cause of pain lol so i decid not to be a burden to any1 no more not to be judge an NOT TO GO THRO ANY OF THESE HEART WRENCHING ASSESSMENTS WE ALL KNOW WE WILL FAIL, THE DWP NEED BLOWING UP AN EVERY1 OF THESE MP NEED TO BE THERE BURNING AN SCREAMING , FOR ALL THOSE POOR SOULS WHO HAD NO OTHER 5THOUGHT BUT TO END THE MISERY, CAN U HELP IN ANY WAY ?

Universal credit: My five-year-old searched bins for food

Anna says she had to visit a food bank after the changes to her benefits left her without any money.
MPs voted overwhelmingly on Wednesday to back a Labour demand for the controversial universal credit scheme to be put on hold but Tory MPs abstained. The Victoria Derbyshire programme has been told some people are being left near-destitute due to flaws in its design.
Without any income for two weeks, Anna was unable to buy food for her five-year-old daughter.
She was waiting for her first instalment of the new benefit.
"Last weekend her last food was school dinners. On Saturday we were walking down the street and she was searching in bins for food, she was starving. She was ripping McDonald's bags to see if there were any chips or anything on the floor. It was awful, broke my heart," she says.
"You take her to bed but her tummy's rumbling. You're just giving her water but she wants food and you can't. She had no food Saturday, Sunday, went to school really, really, hungry."
Anna, from Hammersmith in west London, says she was told to apply online and the first payment would take up to three months to arrive. This was despite the government's expectation that claimants should be paid within six weeks - a target which has itself attracted criticism.
The government says universal credit, which rolls six working-age benefits into a single payment, is designed to make the system simpler and ensure no-one faces a situation where they would be better off claiming benefits than working.
Anna says all of her current benefits were stopped - child benefit, child tax credit, income support, council tax and housing benefits - whilst she waited for them to be grouped under the new system.
Food banks
Senior Labour backbencher Frank Field told the Victoria Derbyshire programme claimants were being "pushed into destitution". He called on the government to temporarily halt the "disastrous" roll-out.
"What we're seeing is increased numbers who are hungry, increased numbers of people who can't pay their rent, and an increase in the number who are without fuel or light in their houses… those numbers [of people in destitution] are rising," he said.

Anna says she had to go to a food bank for supplies - otherwise they would still be hungry.
"I can't go to the shop and steal. It's awful. I can't keep asking neighbours for food, I shouldn't have to live like this," she says.
"I don't know if I am going to still have my house, as I need to pay my rent, my council tax is due. What do I do next? Beg on the street to get some milk and bread?"
The Trussell Trust says its network of 400 food banks may be unable to cope with the rise in demand resulting from the introduction of universal credit.
"We're genuinely worried that with the combined demands of winter and [the fallout from universal credit] we might not be able to feed everyone who comes through our doors," says Gareth Lemon, from the charity.
'On my knees'
The government has said anyone in financial distress can apply for advance payments. But these payment are only a type of loan, which claimants have to pay back from subsequent instalments.
For some, the requirement to pay back an advance, has itself resulted in them slipping into debt.

Brendan, 51, from West Yorkshire, who has a range of disabilities and is awaiting bariatric surgery, says the failure to be paid the housing element of universal credit has left him thousands of pounds in arrears and facing eviction.
He took an advance while waiting for his first instalment but is now paying that back, exacerbating his debt problems.
"It probably lasted me about two weeks and then left me with nothing. Then you're hoping that what you have in is enough, which it wasn't. I've got a good family who have helped me out a lot. Without my sisters I'd be absolutely on my knees," he says.
Brendan says he went without food for three days, until his sister took him shopping and gave him some money. "She said, 'If you're ever like this again, phone me'. But I won't because it's embarrassing," he adds.
"I've never struggled like this before in my life I've never been in this situation where I could lose my home. I'll die on those streets if I do get evicted, I don't know what I'll do. I don't know where to go for help."
'Really significant'
Ed Boyd, managing director at the Centre for Social Justice, which designed the policy, insisted that the government should be congratulated for introducing universal credit, saying that it is far better than the system it replaces. He said the old system disincentivised work and trapped people on benefits.
"When universal credit is fully rolled out you will have 250,000-to-300,000 more people in work and the effect this will have on families across the country, taking people out of poverty, is really significant," he says.
The Department for Work and Pensions says its latest data, from last month, indicates 81% of new claimants were paid in full and on time at the end of their first assessment while 89% received some payment.
Cases of non-payment, it said, were due to claimants either not signing paperwork, not passing identity checks or facing "verification issues," such as providing details of their earnings, housing costs and childcare costs.
