MI5 and MI6 chiefs have told the Chancellor that Britain would be more vulnerable to a terrorist attack if they have to find additional savings, The Times has learnt.

Days after the Boston bombings, they argued that they have already had to scale back operations to a worrying degree because of a spending freeze imposed three years ago.

One minister said: "Their argument is that there has not, since 7/7, been a major outrage in this country but that's not because people haven't been trying. They are saying, 'You will put safety at risk if you cut our budget'." [...]

The current threat level is "substantial", meaning that a terrorist threat is "a strong possibility", but security agencies view the present situation as volatile and unpredictable.

There is great uncertainty about al-Qaeda activity in North Africa and Syria, a series of high-profile domestic terrorism cases before the courts and the continually evolving danger from cyber attacks and cyber espionage.
