BBC slammed for refusing to air Gaza appeal

LONDON: British government ministers on Saturday criticized the BBC for refusing to show a charity fundraising appeal for Palestinians in the war-hit Gaza strip.

The national broadcaster said it had rejected the ad because showing it might harm the BBC's reputation for impartiality and because it could not be sure humanitarian aid would reach the needy in the chaotic territory.

Britain's main private broadcasters also turned down the ad.

International Development Secretary Douglas Alexander said the BBC had made the wrong decision. He called on the BBC to reconsider, "to recognize the immense human suffering and to address the concern which I think otherwise may develop that somehow the suffering of people in Gaza is not taken as seriously as the suffering of people in other conflicts."

Health minister Ben Bradshaw called the BBC's decision inexplicable and accused the publicly funded broadcaster of being cowed by the Israeli government.

"I am afraid the BBC has to stand up to the Israeli authorities occasionally," Bradshaw said.

The BBC has given free air time to previous appeals by the Disasters Emergency Committee, an umbrella for groups including the Red Cross, Oxfam and Save the Children. The appeals have raised millions of pounds (dollars) for victims of war and natural disaster in Congo, Myanmar and elsewhere.

BBC director-general Mark Thompson said the Gaza crisis was "an ongoing and highly controversial news story." He said the BBC had decided "that to broadcast a free-standing appeal, no matter how carefully couched, ran the risk of calling into question the public's confidence in the BBC's impartiality in its coverage of the story as a whole."

Demonstrators planned to gather outside a BBC building in central London Saturday to protest Israel's assault on the Palestinian territory. Almost 1,300 Palestinians and 13 Israelis were killed during the three-week onslaught that began Dec. 27......

JOIN THE GOVERNMENT'S PROTEST: COMPLAIN NOW TO THE BBC

Stop the War understands that the government has contacted the
BBC to complain about its decision to refuse the broadcasting
of a humanitarian appeal for Gaza.

The BBC's decision will prevent the raising of millions of
pounds in emergency aid being sent to Gaza. Stop the War is
demanding that the exchange between the government and the BBC
be made public immediately.

The BBC says it is blocking the emergency appeal "to avoid any
risk of compromising public confidence in the BBC's
"impartiality", as if this has anything to do with
humanitarian aid for a devastated people. Either they need the
aid or they do not.

This is the first time in the 48 years of similar national
appeals for humanitarian aid that a broadcast has been
refused. It is estimated that £10 million of urgently required
aid will not now be sent to help Palestinians in Gaza, living
in catastrophic conditions.

"This is a betrayal of the BBC's obligation to be a public
service," said Tony Benn, President of Stop the War. "To deny
the help that the aid agencies and the UN need is
incomprehensible."

It is imperative that the BBC responds to the government's
complaint and reverses its decision to refuse this broadcast.
If it does not, we will see people in Gaza continue to suffer
due to being denied emergency relief because of BBC
"impartiality" .

Stop the War urges all its supporters to complain to the BBC.
We must mobilise all the pressure we can to get the BBC to
reverse its decision.

STOP THE BBC BLOCKING GAZA AID APPEAL

There is now massive pressure on the BBC to reverse its
decision to block an aid for Gaza appeal, with government
ministers joining the campaign to make the BBC reverse its
decision.

Tony Benn, many MPs and celebrities and thousands of
protestors will deliver a letter (see below) to the BBC today
demanding that the BBC reverse what government Health Minister
Ben Bradshaw calls its "inexplicable decision" to refuse a
broadcast for an emergency appeal to raise desperately needed
aid for Gaza. Bradshaw says the reasons the BBC gave are
"completely feeble".

The BBC is facing an escalating crisis after it was lambasted by a powerful coalition of politicians, charities and religious leaders over its refusal to screen an aid appeal for Gaza.
The corporation revealed it had been inundated with 11,000 complaints after becoming the only major British broadcaster to not to transmit the plea for help for victims of the conflict.
In a further sign of mounting public anger, thousands of protesters demonstrated outside the BBC's headquarters in London yesterday.
More than 50 MPs from across the political spectrum have also joined forces to back an emergency Commons motion calling on the BBC to screen the appeal..........

(CBS/AP) Members of a British anti-war group occupied the Glasgow offices of the BBC on Sunday, saying they would stay in the building until the national broadcaster agrees to air a charity fundraising appeal for Palestinians in the Gaza strip.
The occupation followed criticism from lawmakers and religious leaders who said the BBC's decision not to air an advertisement from the Disasters Emergency Committee - a group of charities that includes the Red Cross, Oxfam, and Save the Children - was wrong.
The comments by the Archbishop of Canterbury, Rowan Williams, and another senior church leader seemed likely to add more pressure on the broadcaster, which has rejected the advertisement because of concerns that showing it might harm its reputation for impartiality, and because it couldn't be sure the money raised would reach those in need in the chaotic Palestinian territory
"My feeling is that the BBC should broadcast an appeal," Williams said.
Mark Thompson, the BBC director-general, remained adamant against the showing the advertisement. His comments came in a blog posting on the BBC Web site.
"Gaza remains a major ongoing news story, in which humanitarian issues - the suffering and distress of civilians and combatants on both sides of the conflict, the debate about who is responsible for causing it and what should be done about it - are both at the heart of the story and contentious."
John Sentamu, the Archbishop of York, also urged the BBC to reconsider its decision.
"In the end, it's not a question of impartiality, it's a question of those who have been made destitute, those who need food, those who need medicine, those who need help," he told the BBC. "That's all it is."
Stop the War said it had about 100 people in the foyer of the BBC's Glasgow offices. Strathclyde Police put the number of protesters at about 50, and said the protest was orderly and there had been no arrests. The BBC would not comment on the demonstration.
"We want the BBC to show the Gaza appeal because we believe that the lives of people in Gaza are as important as those in every other part of the world," Penny Howard, one of the protesters, told the AP in a telephone interview from the building. "We remain hopeful. And I think the BBC is coming under increasing pressure."
Other British broadcasters, including Channel 4, ITV, and Five have said they will show the advertisement. Sky said it had yet to decide.
British lawmaker Richard Burden said Sunday that more than 50 of his colleagues are backing a parliamentary petition urging the BBC to run the ad. It is to be introduced in the House of Commons on Monday.
The BBC has previously given airtime to the Disasters Emergency Committee. Appeals have raised millions for people affected by war and natural disaster in Congo, Myanmar and elsewhere.

BBC's TV detector vans to remain a state secret

Although most detection is done by database the Beeb still claims to maintain a fleet of vans which can tell if a particular address contains a TV. If you buy or rent a TV or buy a PC tuner card in the UK your address is passed onto TV Licensing. The BBC maintains a database of 29 million residential and business addresses which it can check for up-to-date licences. If there is no response to letters an "enquiry officer" is sent to the address. If householders refuse them access - which is quite legal - then a detector van will be sent.

COLLECTIVE RETURN OF BBC TV LICENSES

Stop the War is organising a mass return of TV licenses to the
BBC for those incensed by the continuing refusal of the BBC to
broadcast and emergency appeal for Gaza.

The fact that other channels including Channel 4, ITV and
Channel 5 are showing the appeal tonight shows how isolated
and extreme the BBC is on this issue.

For those living in London there will be a collective return
of BBC TV licenses on Monday 26 January, at 5.30pm, at BBC
Broadcasting House, Portland Place, W1A 1AA. If you live in
London and want to register your disgust at the BBC
management's behaviour, do join us, if you can.

We are asking local Stop the War groups outside London, which
have a BBC office in their area, to organise similar license
return events, notifying the local media beforehand.

A number of our supporters have informed us that they have
written to the BBC saying they have cancelled their direct
debit for their TV license. If you are planning to do the
same, please inform Stop the War at office@stopwar.org.uk.

The BBC said that by yesterday they had received over 11,000
complaints. That figure is bound to be far higher by now,
given how there is now virtually unanimous agreement across
the full spectrum of opinion in Britain that the BBC must
reverse its disgraceful decision. Reports say that the vast
majority of BBC staff are outraged by the blocking of the Gaza
appeal. We need to do all we can to increase the pressure on
the BBC management.

The BBC sure have a cheek to ask us to pay the equivalent of the cost of a new tv set every year when they wont broadcast the DEC appeal for Gaza, and they operate censorship when showing the footage of the full effects of bombings upon the citizens of Gaza, Iraq during the invasion of Iraq, and did little to give air space to the voice of the South Ossetians in the recent conflict between them and Georgia. I urge everyone to complain about all of these blatant biases to the BBC and your MP and write in to newspapers as well. It would be good if people are able to do so, could stop paying the licence fee as a protest against such bias.

OPINION: Boycott the BBC —Terry Lacey

The decision of the British Broadcasting Corporation to refuse to broadcast a humanitarian appeal for the Disasters Emergency Committee (DEC) made of up British NGOs working in the Gaza Strip to help the wounded and homeless of Gaza is one of the most craven acts of political and legal cowardice in the history of British television broadcasting.

In all my years as General Secretary of War on Want, as Chairman of the International Broadcasting Trust, as Patron of the One World Broadcasting Trust, and as a member of the previous Educational Advisory Committee of the Independent Broadcasting Authority, I never came across such a huge political misjudgement as that made by Mark Thompson, Director General of the BBC. He must resign or the damage to the Corporation will be cumulative and global.

During the Thatcher years, when War on Want was in a constant battle with the Charity Commission on politics and charity law, there was no parallel to this.

This appeal by the Red Cross, Oxfam, Save the Children, Help the Aged, Christian Aid and World Vision is to raise money for Gaza civilians, especially children.

These are the most professional disaster relief and development agencies in Britain and would not propose an appeal for political effect, but to serve the humanitarian needs of those who have suffered in a war in which 1330 people died and 5,450 were wounded, with the dead including over 400 children, and over 100 women.

The appeal has already been broadcast by Channel 4, ITV and Channel 5. The shots of the destruction of Gaza actually included a voice-over that said, “Today this is not about the rights and wrongs of the conflict. These people simply need your help”.

What has to be done now is quite simple. This is not directly to do with the politics of Israel and Palestine. This is not about the British Government. This is about the BBC.

British taxpayers must demand an end to the television licence as an extra indirect tax in a time of recession. It is unfair on the poor and the unemployed and unjustifiable in support of a publicly backed TV corporation which has become so distant on this matter from the concerns of the public it serves. Unless this is reversed or put right.

This is also an implicitly anti-Muslim and anti-Arab decision. Similar problems did not arise for appeals during earlier conflicts in Central America or Southern Africa. The Arab League and the Organisation of Islamic Conference (OIC) should take note of this. The London embassies of every Arab and Muslim country should make a report to their governments. Muslim and Arab companies and people worldwide should respond with a boycott of BBC goods and services, until such time as this decision is reversed.

The BBC must offer an alternative if the original opportunity to help these people is lost. Those responsible for this decision must be fired or resign.
