Earliest Reference to "War on Terror"

I was reasonably surprised while watching "The Rock" last night how prophetic this 1996 movie was. It included a phrase which started me thinking: when was the earliest reference to the "War on Terror".

Within the movie, one of the characters stated:

"We are at war with terror."

Not quite the same words, but the same sentiments. The movie also has various other interesting aspects:

The concept of "suicided" to mask state murder
Character 1: Why didn't you just tell them where the microfilm was...
Character 2: The moment they had the microfilm, they'd suicide me.

Virtually the only reference I've seen to VX Nerve Gas
The weapon of mas destruction used by the terrorists was VX Nerve Gas which was the gas supposedly used by Saddam Hussain in Iraq.

Rendition / Illegal Detainment / JFK and secret history

An air strike by F/A-18s with "Thermite plasma" - whatever that is!!!
