The National Crime Agency (NCA) starts its work today, armed with an annual budget of nearly half a billion pounds to tackle serious and organised crime involving some 37,000 criminals.

More than 4,000 NCA officers will tackle crime under four commands - organised crime, economic crime, border policing and child exploitation and online protection - alongside a National Cyber Crime Unit.

Asked if the new law enforcement arm would be able to bring the fight to the "higher echelons" of organised crime, NCA director general Keith Bristow said: "To be clear, there will be no one beyond the reach of law enforcement or beyond the reach of the NCA.

"Those people involved in the most horrible activities can expect the most comprehensive and robust response."

The launch of the NCA spells the end of the Serious Organised Crime Agency (Soca), which is to be absorbed into the new organisation.

Proposals for the new agency were first unveiled by Home Secretary Theresa May in July 2010 as part of a broader shake-up of the policing landscape.

At the time she said the US-style agency would have a sweeping new power to step in to directly task and co-ordinate police forces in a bid to tackle organised crime and secure the UK's borders.

Mrs May claimed that too many of the 6,000 organised crime gangs in the UK were escaping justice and a tough new approach was needed.

The NCA has an annual budget of £463m for resources and £31m for capital, Mr Bristow confirmed.

It will run the country's first national intelligence hub, place investigators at UK ports to tackle border crime such as human trafficking and will track down child-sex abusers online.

It will also place around 120 officers overseas in 40 different countries.

Mr Bristow, a former chief constable of Warwickshire Police, said unlike Soca, the NCA would not operate as a covert organisation and wants to be recognised by the public.

Some of its officers will wear jackets and caps emblazoned with NCA when on operations.

Mr Bristow said: "We're going to be visible. We want the public to know who we are, what we do, what we're delivering, to understand the serious and organised crime threat that affects every neighbourhood and every citizen throughout the UK."

He added: "Frankly, we want the criminals to know who we are, because we want them to fear our attention."

The NCA will also be recruiting "special" officers - volunteers like special constables in police forces.

NCA specials with expert backgrounds such as in cyber or the financial sector are set to join the agency.

Mrs May said: "I want to make Britain a hostile environment for serious and organised criminals, with the new National Crime Agency leading that fight."

The new boss Keith Bristow is friendly with the very people he's supposed to be investigating at Chatham House
Also a Warwickshire ROTARIAN = I mean
Totally unimpressed with his mesmeric interviews
Seems like an establishment fix up

Police in London have reportedly been ordered to prepare for as many as 10 terror attacks happening at once across the capital, in a dramatic escalation of the capital’s readiness in the wake of the Paris shootings.

Quoting a Government minister with knowledge of the proposals for enhanced security, the Sunday Times reported that police had made cracking down on firearms a top priority.

It comes after an alleged gang of gunrunners appeared in court charged with smuggling an “evil” shipment of 22 Czech-made assault rifles and nine sub-machine guns into Britain from Eastern Europe.

The National Crime Agency (NCA), which was critical in the operation to arrest the suspects in that case, had reportedly been given new orders amid fears of a Paris-style attack involving terrorists returning from Syria using heavy weaponry.

The unnamed minister was quoted as saying: “We used to plan for three simultaneous attacks but Paris has shown that you need to be ready for more than that.

“We are ready if someone tries with seven, eight, nine, ten.”

According to the Sunday Times, army regiments outside London were also on standby to help the capital in the event of a major coordinated incident.

A spokeswoman for the NCA told the Independent the threat picture in the UK had “changed significantly” in the wake of recent attacks in Europe, including the Paris shootings.


“The Metropolitan Police are the lead force in London, but we continue to work with our partners both nationally and internationally,” she said.

Speaking to the Evening Standard, a Home Office spokesman said they do not comment on operational matters and matters of national security.

A senior fraud investigator put in charge of fighting financial crime at a new FBI-style police agency will not take up the job after claims he failed the security vetting.



Jeremy Outen, a former partner at KPMG earning around £580,000 a year, was named as head of the National Crime Agency’s Economic Crime Command in April.
Due to the role’s highly sensitive nature, he was put through extensive vetting with experts trawling through his financial affairs, employment and personal life.
Last night well-placed sources confirmed that Mr Outen had failed the process. One said: ‘He failed the direct vetting procedure which was a requirement of the job.
‘Mr Outen was given the option of going through the process again, but he declined.’
Last night, the former forensic accountant told the Daily Mail he withdrew from the role for ‘personal reasons’ but declined to reveal details.
Yesterday one report claimed his tax affairs had played a part in the decision. However, Mr Outen strenuously denied the allegation.
His departure comes two weeks after the resignation of Sir Ian Andrews, chairman of the Serious Organised Crime Agency, which will be rolled into the NCA when it launches this year.
Sir Ian quit after he failed to declare he owned a private company with his wife, who works for a global consultancy firm involved in security and investigations.
SOCA also faces damaging allegations that it failed to investigate City companies over the employment of corrupt private investigators.
Last night Mr Outen said: ‘The reason I’m leaving, or not joining, is entirely personal. It is personal to me and it is not something I really want to discuss.
‘I know that people want to know what it is but I am not going to tell anybody what it is and there we are.’

When asked if it was because he failed the vetting, he said: ‘I can’t really talk about my vetting because the whole issue is surrounded by confidentiality which was imposed on me from the outset.
‘We are into difficult territory. What I am saying is I’ve withdrawn from the process and not the other way round, so you can work out from that that my vetting status isn’t the issue.’
Mr Outen added that he was ‘happy to deny categorically’ that his tax affairs were an issue.
‘I have not been involved in any tax avoidance, or any other such arrangements. I never have been,’ he said.
‘My tax affairs are very straightforward and I’m not aware that I am the subject of any investigation by the HMRC.’
When Mr Outen was appointed, Keith Bristow, director general of the NCA, said he was an ‘exceptional candidate’ who would be a major asset.
Home Secretary Theresa May added that Mr Outen had ‘the skills and experience to tackle the challenges posed by economic crime’.
Although he has never been a police officer, Mr Outen has worked closely with government departments and law enforcement agencies in investigating complex fraud cases at home and abroad.
A forensic accountant with KPMG for 21 years, his previous cases have included the collapses of Kuwait Investment Office’s investments in Spain and SBS-Agro in Moscow.
He has also investigated dormant Swiss bank accounts belonging to victims of Nazi persecution.
A spokesman for the Home Office said: ‘Jeremy Outen has decided not to take up the post for personal reasons. Steps are being taken to ensure this position is filled.’
